수복형 도시정비사업의 정비기반시설 적정 기부채납에 관한 연구 - 서울시 공평구역 사례를 중심으로 - (A Study of Appropriate Contributed Acceptance of Urban Infrastructure in Urban Renewal Project - Focused on the Gongpyung Renewal District -)

  • This research aims to find the issues and explore policy agenda of contributed acceptance of urban renewal project. Through the analysis of urban renewal project in Seoul, three isssues was found as follows. Firstly, the ratio of contributed acceptance in each district was quite different. Secondly, the donated land was scattered around whole project area. Thirdly, infrastructures are not constructed until all renewal projects were implemented. For this issues, this research proposed that a proper standard of the ratio of contributed acceptance is needed and land donation should be designated to adjacent lot or block. Also public support should be for developing urban capacity and completing infrastructure.

  • Construction projects are vulnerable to diverse internal and external factors, requiring systematic and consistent performance management along the entire life cycle of a project. In particular, urban renewal projects have a range of performance measures, including policy reconciliation and permits, project development, project financing, design, construction, and occupancy and maintenance. This requires a program-level megaproject approach, which integrates each stage of a project as well as variety of stakeholders' interests in pursuing a project from different perspectives. However, previous research on performance management has focused especially on the limited scopes of factors, including cost, quality, and schedule at the project level or on financial factors at the firm level. Given the lack of current approaches, this study suggests an integrated and systematic performance management scheme to control urban renewal megaprojects at the broadened perspectives of the program level. To this end, this study adopts the balanced scorecard approach and elicits key performance indices associated with various project configurations. Finally, an algorithm is presented for quantitatively assessing the level of performances along whole life cycle of urban renewal megaprojects.

  • The urban renewal type redevelopment project is a project to improve the urban environment for the recovery of urban functions and revitalization of commercial districts in commercial and industrial areas. Urban regeneration projects are not progressing smoothly. The urban renewal type is not so for landowners, who require a high level of professional knowledge and experience to carry out smooth projects. In addition, the core part of business conflicts can be seen as the problem of management and disposal methods. Therefore, as landowners, etc. become the actual subjects, the public will take charge of project execution, but all development gains and losses will be attributed to the owner of the land, etc.

  • Mix-used development in urban renewal project is done to effectively utilize the limited downtown. Generally unlike a single project, It features placing a large number of different facilities(residential, commercial, business, cultural, etc.) which is each other organically linked. The purpose of this study is to suggest the method of modeling guide for 3D preliminary cost estimation considering visual and intuitive judgement of space in mix-used development Urban Renewal project. In this research, introducing SME(Standard Module and Element) breakdown structure, FID(Finish Identity) for estimating building space unit-based quantity take off was implemented. It could narrow the discrepancy of opinion between the stakeholders with more accurate cost-estimates, comparing to the traditional methods.

  • A new law, the Urban and Living Environment Improvement Act, was established, promulgated, and entered into by the Ministry of Construction and Transportation as of 1st July 2003. This system under this law, which improves currently executed consulting process and upgrade its level, is to execute the legal process and procedures that are necessarily required for housing reconstruction/renewal project.. This system requires to be supplemented with addition of reasonable, logical, and systemized tools of system. Through concurrent application of professional management of renewal business(PMRB), more benefit will be provided to housing renewal associations that are constituted with residences concerned for execution of CM project.

공간 밀도분석을 이용한 재정비 대상지 탐색에 관한 연구 (A Study on Exploring Urban Renewal Areas Using Spatial Density Analysis)

  • 정비사업에 있어 공공의 역할이 강조되고 있는 상황에서 객관적으로 정비사업이 필요한 지역을 선제적으로 살펴보는 것은 매우 중요하다. 이 연구의 목적은 공간데이터를 활용하여 재정비가 필요한 지역을 탐색하고, 재정비 대상지 유형화 및 특성을 분석하는 것이다. 이를 달성하기 위해 공간데이터를 사용하여 커널밀도함수와 K-means 군집분석을 수행하였고, 재정비 대상지역 발굴 방법을 모색하였다. 주요연구결과 및 시사점을 요약하면 다음과 같다. 첫째, 개발 용적비와 노후도 지표를 기준으로 서울시 전역에 걸쳐 587개 재정비 대상지를 구획하였으며, 선도사업·신속통합기획 후보지 비교결과 절반 정도 일치성을 확인하였다. 둘째, 재정비 대상지는 공공에서 지정한 선도사업 후보지에 비하여 상대적으로 주거환경이 열악하였다. 셋째, 재정비 대상지는 통계적으로 뚜렷하게 유형화되지 않았으며, 사업요건별 유형화의 타당성을 확인하였다.

  • 대규모로 진행되는 도시환경정비사업의 경우, 다수의 참여주체의 요구 및 내/외부적인 요인에 의하여 사업의 환경, 주체, 법규, 계획 등이 빈번히 변화되는 특성을 지닌다. 이처럼 대규모로 진행되는 도시환경정비사업에서는 다수의 변화의 가능성을 가지고 있는 만큼, 전체 사업의 업무프로세를 기반으로 변화요인을 정의하여 사업추진단계별로 발생 가능한 변화요인을 사전에 인지하고 체계적으로 관리할 수 있는 방안이 필요한 실정이다. 따라서 본 연구에서는 도시환경정비사업과 같이 다수의 변화 가능성이 내재된 사업의 체계적인 변화관리를 위하여, 업무프로세스를 기반으로 주요 변화관리 요인을 도출하였다. 또한 ANP방법론을 활용하여 도출된 변화요인들에 대한 외적, 내적 특성을 반영함으로써 사업 추진단계별 특성화된 주요 변화요인들의 중요도를 정량적으로 제시하였다.

Development of an Eco-Value Engineering Support System

  • A number of urban renewal projects are currently being implemented around the world. Current project management tools are limited in effectively dealing with numerous issues regarding management of these projects (e.g., simultaneous execution of multiple projects). As an effort to address this deficiency, an Intelligent Program Management Information System (i-PgMIS) was developed for effective management of urban renewal projects. The i-PgMIS is a web-based system consisting of various modules including cost management, schedule management, risk management, change management, eco-value engineering (EVE) and so on. Based on the recognition of increasing awareness of creating sustainable built environment, this paper focuses on the EVE module that can support eco-value analysis at program-level management. The EVE module is expected to enhance value and sustainability of construction processes throughout the whole 'program' lifecycle and further to support program feasibility study based on life cycle costing.

  • Most recent programs in and out of the country are related to urban renewal projects. Contemporary project management information systems have been developed was to manage single or multiple projects focusing on their construction phase, and those have limitations to apply to large-scale complicated mega projects. So, this study explain the core concept of decision support modules for iPMIS (Intelligent Program Management Information System) and its major functions to support project owner and participants by introducing ontology in the web environment. This study confined the scope of research to the planning phase of urban environment improvement projects. Ontological logic structure and relation about planning works is essential parts and three functions to implement decision support module are developed.

  • 최근 증가하고 있는 도심재생사업은 그 유형이 다양하고 관련 법규가 지속적으로 개정되고 있어 정형화된 절차를 제시하기 어렵다. 절차의 가변성과 함께 도심재생사업에 참여하는 다양한 주체의 이해상충이 도심재생사업의 추진 및 관리를 어렵게 하고 있다. 언급된 도심재생사업의 특성을 감안해 이의 관리를 지원하는 시스템의 필요성이 제기되었다. 도심재생사업은 다수의 프로젝트가 결합된 프로그램 수준에서 접근되어야 하기 때문에 이 시스템은 프로젝트 수준뿐만 아니라 프로그램 수준의 관리 기능도 지원해야 한다. 이 시스템이 충족해야 할 요구사항으로는 가변적인 절차를 지원할 수 있는 시스템 구성 방법 포함, 다양한 이해관계자에게 사업비 및 일정에 대한 투명한 정보 제공, 전문적인 지식이 없는 이해관계자도 쉽게 이해할 수 있도록 하는 시각화 기능의 강화 등으로 규명되었다. 이번 논문은 이와 같은 요구사항을 반영해 개발되고 있는 도심재생사업 지원 프로그램관리지원 시스템의 개념, 기능 및 기대효과를 다루고자 한다.
