The primary purposes of this study are to identify the characteristics of land development in urban area through GIS and remote sensing techniques and to provide useful implications for urban spatial policy. To perform these tasks, Daegu metropolitan city and its vicinities were selected as a study area, and remote sensing data and attributed data were collected, organized and analyzed. This study focuses on the following three steps. First, it identifies the characteristics of land development in urban areas by utilizing multi-temporal satellite image data (Landsat TM, 1980, 1985, 1990, 1995, 2000 and 2005). Second, it tries to find an answer on a critical question concerning land use conversion, i.e., which land use leads expansion of urban area? Third, it derives implications for urban spatial policies based on these findings. The characteristics of the urban extents tell us that the main land use converted into urban use from non-urban uses is green areas. The public sector, central and local governments, leads the land use conversions of suburban lands as exclusive legal body to issue permission of land use change. Based on these findings, this study concludes that the more systematic and technically advanced management tools should be utilized for more effective spatial management for urban growth.

This study on land use and regeneration of urban central district in Daegu investigates the current trend of those changes, and examines the change of urban core on land use, Since the 1980s, large cities in Korea have experienced the decline of spatial economic activities as well as population. Such urban decline has a relation with land use which can be classified with urban land use district and actual land use. This study tried to capture urban land use in three aspects; downtown business, residence, and the change of land use conversion. Based on land use characteristics, the size of residence land use has played a major role in hindering of the efficiency of land use. Also, this study has reviewed urban renewal projects in Daegu, especially urban core renewal projects, and discussed the problems of the projects.

Land-use in northern Cheongju region is changing rapidly because of the increased interactions of human activities with the environment as population increases. Land-use change detection is considered essential for monitoring the growth of an urban complex. The analysis was undertaken mainly on the basis of the multi-temporal Landsat images (1991, 1992 and 2000) and DEM data in a post-classification analysis with GIS to map land-use distribution and to analyse factors influencing the land-use changes for Cheongju city. The area of each land-use category was also calculated for monitoring land-use changes. Land-use statistics revealed that substantial land-use changes have taken place and that the built-up areas have expanded by about $17.57km^2$ (11.47%) over the study period (1991 - 2000). This study illustrated an increasing trend of urban and barren lands areas with a decreasing trend of agricultural and forest areas. Land-use changes from one category to others have been clearly represented by the NDVI composite images, which were found suitable for delineating the development of urban areas and land use changes in northern Cheongju region. Rapid economic developments together with the increasing population were noted to be the major factors influencing rapid land use changes. Urban expansion has replaced urban and barren lands.
Planning Support System (PSS), an alternative framework of computer-aided planning system combining geographic information system (GIS), urban models, and visualization tools, has been actively researched and applied in many developed countries. This paper introduces a PSS-based land use change model, What if\ulcorner PSS, by applying it to Chongju City, Korea. This model application study used the spatial database, Restricted Development Zone (RDZ), and other hypothetical land supply- and demand-related policies of Chongju City. The collaborative PSS model supported land use planning process by helping users to speedily and easily create and test policy-oriented scenarios. The study found that the fully operational PSS model was readily applicable and useful to Korean local land use planning. The paper discusses the conceptual model framework, data requirement, application process, model output, and practical usage. This study would be considered as a prototypical approach of PSS-based land use plan making for Korean cities.

This study aims to recognize trend of the urban heat island change which is caused by land use change during urbanization in large city. The aim of this paper is to define major factors influencing land development of each of major uses (residential, commercial, industrial) in the process of rapid urban expansion. The main hypothesis of this study is that land use changing patterns are directed by supply side of land managed to public policies rather than demand side. The graphic analysis is applied to relationships between urban growth and land development process of each use and between land development project managed to public policies and land development process. Public and land development projects and zonning protection seem to be major roles of land supply and main determinants of urban spatial structure. Location factors for land development of each uses are selected in 23 variables. Factor analysis is applied to test correlation between variables in 1971 and 1981. Factor structure between two years is similar, but progressive processing of functional separation is derived such as intensive land use is grouped, different location between residential and industrial use is deep. Dependent variables are standardized to logarithm of land development of each use per unit vacant land in two periods, between 1971 and 1980 year and between 1981 year. Correlation analysis between 6 dependent variables and 23 location factors in each years are applied. Major factors of each use are selected in criteria such as high correlation with dependent variables, low correlation between independent variables and common application in two periods. As the result, major factors for residential land development are Land Readjustment Project (LRP), percent of total zoned area in residential zone, residential floor space density per available area, percent of total area in industrial use; for commercial development is distance to CBD, percent of total area in commercial use, residential floor space density per available area in each year, and volumn rate of industrial use; for industrial use is percent of total area of industrial use is percent of total area of industrial use, Industrial Estate Project (IES), LRP, and distance from CBD. Land development pattern of each use between two periods are slightly different. So 6 equation is derived from appling backward method of regession. Adjusted multiple R squares of all is more than 0.5 and those equation is statistically significant and valuable to assist urban land use forecasting.
In 2003, "The National Land Use and Planning Act" (NLUP Act) was enacted unifying two old laws; "The Urban Planning Act" enacted in 1962 and "The National Land Use and Management Act" enacted in 1972. One of main reasons of unifying two acts was to extend urban planning-based development systems to rural areas for preventing uncontrolled urban sprawl in rural areas and enhancing or settlling plan-based land use system in rural areas. This paper is conducted with the following specific objectives: i) to critically review the contents of NLUP Act in terms of rational rural land use planning; ii) to evaluate plan-based land use practices in rural area by NLUP Act; iii) to appraise performance level for prevention against unplanned development activities in rural areas by NLUP Act. To accomplish these objectives, we surveyed actural state of rural land use and development system by the new act in two case study areas. Ansung city in Gyeongi province as an urban sprawl region and Hamyang county in Gyeongnam Province as a remote rural area. Study results ascertained that the new act can not effectively control rural land use and not prevent over-use of agricultural land in the positive and effective ways because of followering three points.

Land use regulations introduced for rationalization of land use due to the diversification of socio-economic development, resulting in inconvenience to the people's economic life, have recently changed the paradigm due to deregulation. In this study, the potential areas for urban growth in the Busan area were derived by simulating using the CA model and spatial characteristics were analyzed along with land use regulated areas. The analysis examined whether the land use regulations were actually intended to curb urban growth and promote the efficiency of land use, or if there were other factors that could cause inconvenience to the people's lives. The analysis showed that the greenbelt zones in areas with high development pressure outside urban areas were acting as land use regulations, but there were multiple regulations on land use in many areas. Therefore, it is deemed that various approaches and reviews will be needed, including reconsideration of multiple regulations in areas with high urban growth potential, while maintaining the net function of land use regulations.

The purpose of this study is to evaluate the urban land used by the Urban Land Use Information System (ULIS) which can supply the micro-level land usc information for the understanding of micro-level urban spatial structure and district-level planning and managements(such as urban design, redevelopment planning and district-level transportation planning, etc.). The study evaluates the current situation of urban land use database and suggests the prototype of urban land use database using GIS. The planning and management of post-modern city which has characterized by diversity and the mixture of land use, need more detail and quantitative information about land use. Recent redevelopment and reconstruction of existing physical condition are increasing the density of activity. It raises urban problems such as the shortage of infrastructure and traffic congestion, etc. In this process we need to construct information system which monitors current land use situation.

A spatial simulation model for rural and urban sprawl phenomena was developed with GIS and cellular automata techniques. The model finds out built-up areas invading toward rural areas required for development of existing urban area. Probability of land use change for optimizing the development area was determined using a land suitability analysis method interfaced with GIS methods, based on several criteria in terms of geographic and accessibility factors such as slope of land and distance from city center. Weighting values of the criteria were quantified by an analytic hierarchy process method. For model applicability test, the parameters of criteria were calibrated based on the changes in time series land use data of the test city for 1986, 1996, and 2000, which were classified by remote sensing techniques. Simulated and observed areas in land use maps for city shape of 1996 showed good similarities with each other through a morphology verification method. The model enabled us to evaluate the spatial expansion phenomena of cities considering boundary conditions, and also to simulate land use planning for rural areas in urban fringe.
