This study generalized and systemized the unit-project items of 176 project districts for the rural village comprehensive development projects (RVCDP). This paper surveyed opinions of III answerers (7 specialists, 43 agents of Korea Rural Community corporation, and 61 agents of local government of cities and counties) in order to determine the classification system and their corresponding weighting values of the project items using analytic hierarchy process (AHP) method. From the results extracted by project plans of 176 project districts for 5 years from 2004 to 2008, this study decided a hierarchical system for unit-project items of RVCDP by AHP method, which consisted of three steps: 4 items for 1st step, 13 items for 2nd step, and 52 items for 3rd step. The first step contains 4 items of Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture-health-welfare Facility, and Eco-environment & Landscape facility (ELF). In the survey of weighting values with AHP method, the analysis result for the first step showed that in opinion of specialists, GIF is more important than the others while in opinion of the other agents, RURC is more important. In the second step, Product Facility is more important in the specialists, whereas Strength of Resident Capability is the most important in the other agents. Analyzed unit project items as the third step, all answerers evaluated that the Education and Excursion for Rural Resident Capability has the highest weighting values.

The Suncheon city has new city image and brand as eco & garden city in national wide. This paper reviews the process, governance, and performance of creative-city related policy in Suncheon city, Korea. The new city image and brand, eco & garden city, were as a result of the related urban policies and its efforts to reserve and utilize the Suncheon Bay Wetland such as the establishment of Green Suncheon 21, the Reed Festival of Suncheon Bay, the ecological park creation projects for Suncheon Bay Wetland, the ICEXPO 2013, and the Suncheon Bay National Garden since 1995. The Dongsa Research Institute has been played very import roles in the process of civic movement for Suncheon Bay Wetland reservation. After holding the ICEXPO 2013, the Suncheon city has achieved various performances such as new city image and brand, the Suncheon Bay National Garden, social and physical infrastructure to pursue future creative-city related policies.

Bioretention systems, an advance low impact development and green infrastructure approach were currently utilized in different parts of the world because it promotes biodiversity thereby mimicking and preserving the pre-developed state of an area. This study investigated and compared the capability of four bioretention systems to identify factors affecting the hydraulic capabilities and pollutant removal efficiencies of each system. The two bioretention type A referred as Type A-C and Type A-FC were planted with perennials such as Chrysanthemum and Fan columbine, respectively. On the other hand, the two type B bioretention systems referred as Type B-A and Type B-JM were planted with shrub plant species such as Azalea and Japanese Meadowsweet, respectively. Based on the results, TV, infiltration mechanism, filter media depth and plant species were identified as the factors affecting the difference in flow attenuation, retained volume and pollutant removal efficiency of Type A-C, Type A-FC, Type B-A and Type B-JM bioretention systems. The design of bioretention Type B-A and Type B-JM were advantageous considering greater volume retention, groundwater recharge, longer HRT and peak flow attenuation and greater pollutant removal efficiency. On the other hand, the design of bioretention Type A-C and Type A-FC was more appropriate for design considering reduced groundwater contamination.

The paradigm of water cycle management in the watershed is changing due to the increase in abnormal climate phenomena caused by climate change and the increase in impervious area due to urbanization. Research is continuously underway based on Low Impact Development technology that can suppress water cycle distortion. In this study, factors that can reflect water cycle distortion were selected before applying LID, and the PSR index for each 148 watershed was calculated for the the Nakdonggang River basin. As of 1975, the PSR index is calculated by calculating the pressure index P, which represents the rate of change in impervious surface area to 2019, the phenomenon index S, which represents the rate of change in water cycle for each subwatershed, and the Low Impact Development area countermeasure index R. The lower PSR index value, the higher the priority management watershed, and the water cycle recovery priority management watershed was calculated in the order of 1, 2, 87, 90, 91, and 147. It is expected that the efficient application of low-impact development factors in accordance with the order of priority management of water cycle by subwatershed in the large area will contribute to the recovery of water cycle distortion.

Cities are highly susceptible to disasters due to concentration of population and infrastructure and intensive land use, and there are various factors that affect vulnerability according to regional characteristics. This study analyzed the vulnerability of the heat wave and the surface temperature extracted from Landsat 8 satellite data. Areas with high surface temperature and with high vulnerability did not match. This study overlaid the results of vulnerability analysis and the land surface temperature(LST) in order to identify causes of vulnerability. The results showed that some areas within high-density commercial and semi-residential areas were the most vulnerable, with climate exposure factors, the ratio of the vulnerable populations and residential defective areas being the main causes. Accordingly, alternatives such as green space and residential environmental improvement could be suggested. Various policies for reducing and adapting to heat wave have been established and implemented. However, it is necessary to examine the regional and spatial characteristics of the city, to accurately diagnose the cause of the heat wave, and to prepare appropriate long-term alternatives accordingly.

The purpose of this study is to examine whether the Sinseo Innovation City of Daegu has been eco-friendly developed by analyzing changes in NDVI (Normalized Difference Vegetation Index) and LST (Land Surface Temperature) and conducting field surveys. Using Landsat satellite images, it compares NDVI and LST changes between the years of 2008 and 2018. The results of the study are as follows. First, the NDVI has decreased by 0.07 and the zLST has increased by $0.85^{\circ}C$ over the past 10 years. Second, districts with lower NDVI and higher zLST were concentrated with infrastructure with impermeable materials. Districts with higher NDVI and lower zLST were utilized urban design techniques such as permeable parking lot, green roof, and permeable pavement. Third, districts with higher NDVI and lower zLST were applied eco-friendly planning items properly by district unit plan guideline. It is meaningful to suggest planing directions and urban planning elements considering the environmental friendly development.

Since 1950, the city of Yokohama has been demanding the return of US. military base sites in Yokohama. Yokohama has established a systematic utilization plan for these relocation sites. The Fukaya communication site is one of former US. military bases verified for return in 2004. The Fukaya communication site is distinctively circular in shape and is entirely national land. Yokohama took an idea competition to its citizens to create a new park at the relocation of the Fukaya communication site, involving lots of citizen opinion in its utilization goals. This study determined the process of the idea competition at the Fukaya communication site in encouraging civic participation and analyzing citizen demands for the utilization of the relocation site. Through the idea competition, Yokohama city was able to obtain several ideas on the new park from various angles such as the function and shape of the urban open spaces. Citizens showed great interest in creating a park as green infrastructure on the Fukaya communication site. In addition, beyond utilization as an urban open space, many ideas suggested new lifestyles for the region in connection with the natural environment in the vicinity. Yokohama city tried to share the process and results of the idea competition with as many citizens as it could through a variety of means such as Participation, Judging, Support, Observation and Understanding. The case study on the idea competition at the Fukaya communication site is a good example of community design practice in public projects, and is full of suggestions for military bases in Korea, which has just established the plan of utilizing relocation sites as parks. Based on this case study, it can be concluded that it is important to make a systemic form for utilization planning with a clear process, open information and partnership in a variety of participatory design processes in order to ensure maximum civic utilization of relocation sites.

The objective of the study was to develop an Urban Windway Forest Creation Planning Technique for the Improvement of the Urban Environment using the case of Daejeon Metropolitan City. Through a spatial analysis of fine dust and heat waves, a basin zone, in which the concentration was relatively serious, was derived, and an area with the potential of cold air flow was selected as the target area for the windway forest development by analyzing the climate and winds in the relevant zone. Extreme fine dust areas included the areas of the Daejeon Industrial Complex Regeneration Business District in Daedeok-gu and Daedeok Techno Valley in Yuseong-gu. Heat wave areas included the areas of Daedeok industrial Complex in Moksang-dong, the Daejeon Industrial Complex Regeneration Business District in Daehwa-dong, and the high-density residential area in Ojeong-dong. As a result of measuring the wind speeds in Daejeon with an Automatic Weather System, the average wind speeds during the day and night were 0.1 to 1.7 m/s,, respectively. So, a plan of for a windway forest that smoothly induces the movement of cold air formed in outer forests at night is required. The fine dust/heat wave intensive management zones of Daejeon Metropolitan City were Daejeoncheon, Yudeungcheon, Gapcheon-Yudeungcheon, and Gapcheon. The windway forest formation plan case involved the old city center of Daejeon Metropolitan City among the four zones, the Gapcheon-Yudeungcheon area, in which the windway formation effect was presumed to be high. The Gapcheon-Yudeungcheon area is a downtown area that benefits from the cold and fresh air generated on Mt. Gyejok and Mt. Wuseong, which are outer forests. Accordingly, the windway forest was planned to spread the cold air to the city center by connecting the cold air generated in the Seosa-myeon forest of Mt. Gyejok and the Namsa-myeon forest of Mt. Wuseong through Gapcheon, Yudeungcheon, and street forests. After selecting the target area for the wind ventilation forest, a climate map and wind formation function evaluation map were prepared for the area, the status of variation wind profiles (night), the status of fine dust generation, and the surface temperature distribution status were grasped in detail. The wind ventilation forest planning concept and detailed target sites by type were identified through this. In addition, a detailed action plan was established according to the direction of creation and setting of the direction of creation for each type of wind ventilation forest.

The human thermal environment in an apartment complex located in Seoul was quantitatively analyzed to devise methods to modify human heat-related stresses in landscape and urban planning. Microclimatic data (air temperature, relative humidity, wind speed, and short- and long-wave radiation) were collected at 6 locations [Apt-center, roof (cement), roof (grass), ground, playground, and a tree-lined road] in the late spring and summer, and the data were used to estimate the human thermal sensation, physiological equivalent temperature (PET) and universal thermal climate index (UTCI). As a result, the playground location had the highest thermal environment, and the roof (grass) location had the lowest. The mean difference between the two locations was 0.8-1.1℃ in air temperature, 1.8-4.0% in relative humidity, and 7.5-8.0℃ in mean radiant temperature. In open space locations, the wind speed was 0.4-0.5 ms-1 higher than others. Also, a wind tunnel effect happened at the Apt-center location during the afternoon. For the human thermal sensation, PET and UTCI, the mean differences between the playground and roof (grass) locations were: 5.2℃ (Max. 11.7℃) in late spring and 5.4℃ (Max. 18.1℃) in summer in PET; and 3.0℃ (Max. 6.1℃) in late spring and 2.6℃ (Max. 9.8℃) in summer in UTCI. The mean differences indicated a level change in PET and 1/2 level in UTCI, and the maximum differences showed greater changes, 2-3 levels in PET, and 1-1.5 levels in UTCI. Moreover, the roof (grass) location gave 4.6℃ PET reduction and a 2.5℃ UTCI reduction in late spring, and a 4.4℃ PET reduction and a 2.0℃ UTCI reduction in the summer when compared with the roof (cement) location, which results in a 2/3 level change in PET and a 1/3 level in UTCI. Green infrastructure locations [roof (grass), ground, and a tree-lined road] were not statistically significant in the reduction of PET and UTCI in thermal environment modifying effects. The implementation of green infrastructure, such as rooftop gardens, grass pavement, and street tree planting, should be adopted in landscape planning and be employed for human thermal environment modification.
In urban areas, the impermeable area continues to increase due to urbanization, which interferes with the surface penetrating and infiltrating of rainwater, causing most rainwater runoff to the surface, deepening the distortion of water circulation. Distortion of water circulation affects not only flood disasters caused by rainfall and runoff, but also various aspects such as dry stream phenomenon, deterioration of water quality, and destruction of ecosystem balance, and the Ministry of Environment strongly recommends the use of Low Impact development (LID) techniques. In order to apply the LID technique, it is necessary to set a rainwater management target to handle the increase in outflow after the development of the target site, and the current standard sets the rainwater management target using the 10-year daily rainfall. In this study, the difference from the current standards was analyzed through statistical analysis and classification of independent rainfall ideas using inter-event time definition (IETD) in setting the target amount of rainwater management to improve water circulation. Using 30-year rainfall data from 1991 to 2020, methods such as autocorrelation coefficient (AC) analysis, variation coefficient (VC) analysis, and annual average number of rainfall event (NRE) analysis were applied, and IETD was selected according to the target rainfall period. The more samples the population had, the more IETD tended to increase. In addition, by analyzing the duration and time distribution of independent rainfall according to the IETD, a plan was proposed to calculate the standard design rainfall according to the rainwater management target amount. Therefore, it is expected that it will be possible to set an improved rainwater management target amount if sufficient samples of independent rainfall ideas are used through the selection of IETD as in this study.
