도시재생사업 모니터링 지표 구축 및 적용 방안 연구 - 해외 도시재생 모니터링 지표 고찰을 중심으로 - (The Study on Elaboration and Applications of the Urban Regeneration Monitoring Indicators - Based on Foreign Cases -)

  • The necessity of urban regeneration is recently increasing because of the deterioration existing urban area and the slowdown of new development operations. The urban regeneration is differentiated from other private operations by its public characters, which is the basis of public support. This character demands verification of the adequacy for public finance support by monitoring urban regeneration planning and operation. Therefore, this study aims to show the monitoring indicators and its application in legal system for urban regeneration through the examination of foreign countries cases. London, San Francisco, and France urbanism regulation and planning system show the measure for introducing urban regeneration monitoring system into korean urbanism institution. This study is significant by suggesting the circulation structure of urban regeneration by linking planning, operations and monitoring phases. The monitoring system permits improvement of urban regeneration by clarifying objects and ameliorating efficiency by continuos observation and application of its evaluation.

Constructing Tall Buildings in China: With a Focus on Shanghai

  • This paper examines China's rapid shift from low-rise to high-rise urban development, focusing on Shanghai as a case study. It provides a detailed analysis of the rapid vertical developments over the past five decades, highlighting gradual and sudden tall building changes. The study also surveys tall building development in the ten "tallest cities" across China, including Hong Kong, Shenzhen, Guangzhou, Shanghai, Wuhan, Chongqing, Chengdu, Shenyang, Hangzhou, and Nanning, while listing the tallest ten buildings in each city. The focus is on the drivers behind these towering structures: globalization, an economic powerhouse, and finance center, urbanization and population density, architectural innovation and ambition, competition and prestige, land availability and utilization, government support and planning, and tourism. The paper critically examines the sustainability of this trend in light of new Chinese policies restricting the construction of high-rise buildings exceeding 500m and 250m in smaller cities due to safety and security concerns. This prompts a reflection on the long-term viability and implications of the predominantly high-rise trajectory in urban development.

한국과 독일의 분산식 빗물관리를 위한 제도 비교 연구 (Comparative Study of the System for Decentralized Rainwater Management in Korea and Germany)

  • This study begins by examining the reason for the lack of urban planning that takes the water cycle into consideration. While there are institutions that support environmentally friendly development or smooth water circulation, these designs are not reflected in planning nor in the real world. After reviewing foreign case studies, policy suggestions and possible policy implications for Korea are derived. In Korea, there is not a sufficient level of relevant laws or institutions systematically established to make it possible to deal with rainwater in a decentralized way. Instead, facility standards or guidelines are considered separately for the control of water and for preventing natural disasters. And even though an environmentally friendly approach is stipulated in relevant laws in terms of spatial planning, there are no planning systems or implementation tools to actualize this kind of approach. The factors that make decentralized rainwater management possible in urban planning are analyzed based on the case study of Germany. Germany requires developers to plan in order to achieve ecological urban development. In addition, as a detailed implementation tool to promote conservation of the water cycle, the law provides for various kinds of measures such as restrictions on the proportion of impervious surface area according to the use of the land, required compensation measures for environmental degradation following development, introduction of a fee for rainwater runoff and the establishment of ecological landscape planning. The actual reason these measures can be implemented however is the provision of planning guidelines and design criteria for rainwater utilization, absorption and containment, and the construction of a database for various environmental information.

수도권 도시림 보존의 경제적 편익 추정 -광교산을 중심으로- (Estimating the Economic Benefits of Conserving Urban Forests in the Capital Region: The Case of Mt. Kwanggyo)

  • Urban forests have various environmental benefits, contributing to the quality of urban life. However, these values have been underestimated or never been reflected in the urban development planning in Korea. As a result, a number of forests in urban areas were either partly or wholly destroyed without their public's values being assessed explicitly. The objective of this paper is to estimate the economic benefits attached to Mt. Kwanggyo in the Capital Region using contingent valuation method, aiming to provide policy-makers with useful information to make an informed public decision in urban development planning. The survey was carefully designed and implemented to meet a number of recommendation rules suggested in the literature. The overall results show that the respondents well accepted the contingent market and would be willing to pay a significant amount for the proposed program of conserving the mountain. Total economic benefits for the population amounted to approximately 3.8 billion Korean won per year. This quantitative information can be used in cost-benefit analysis of urban development plans.

장기 미집행 도시계획시설 중 도시공원을 위한 보전/개발 공간의사결정 시스템 - 개미군집알고리즘(ACO)를 이용하여- (Spatial Decision Support System for Development and Conservation of Unexecuted Urban Park using ACO - Ant Colony Optimization -)

  • Long-term unexecuted urban parks will be released from urban planning facilities after 2020, this may result in development of those parks. However, little research have been focused on how to develop those parks considering conservation, development, spatial pattern, and so on. Therefore, in this study, we suggested an optimization planning model that minimizes the fragmentation while maximizing the conservation and development profit using ACO (Ant Colony Optimization). Our study area is Suwon Yeongheung Park, which is long-term unexecuted urban parks and have actual plan for private development in 2019. Using our optimization planning model, we obtained four alternatives(A, B, C, D), all of which showed continuous land use patterns and satisfied the objectives related to conservation and development. Each alternative are optimized based on different weight combinations of conservation, development, and fragmentation, and we can also generated other alternatives immediately by adjusting the weights. This is possible because the planning process in our model is very fast and quantitative. Therefore, we expected our optimization planning model can support "spatial decision making" of various issue and sites.

경관관련 제도변화에 따른 농촌경관계획의 발전방안 연구 (A Study on Development Direction for the Establishment of the Rural Landscape Planning)

  • The main contents of revision of the rural landscape planning according to Landscape Law discussed in this study show that the urban landscape and rural landscape have a propulsion system which integrate them into the national landscape and manages through the landscape planning. However, management and conservation reflecting the fundamental difference between urban and rural areas are needed. Planning the landscape by generalizing the size of the population, administrative district, the surface area does not meet the ultimate purpose of the Landscape Law that tries to establish differentiated local landscapes. Therefore, the association of professionals who can support and establish a propulsion system for landscape planning with the consideration of regional characteristics. For the urban landscape, the landscape committee is fulfilling the role, but none is available for the rural areas. This study is mostly based on previous literatures, however, in the future, it is desirable to have selected pilot areas for different landscape types and review problems that may occur during the application and process, in order to establish the landscape guidelines for the rural landscape plan.

사회주의 국가와의 협력적 개발: 싱가포르 사례와 남북경협에 주는 시사점 (Cooperative Development with Socialist Countries: Singapore Story and Implications for South-North Korea Economic Cooperation)

  • Singapore, a city state with less than 6 million population, has continued successful cooperative development and become one of the most successful Asian countries in exporting expertise in urban and real estate development. This research aims to analyze Singapore's cooperative development with socialist countries including China and Vietnam from Singapore's perspective as an investor. For cooperative development projects in China, Singapore adopted Singapore-style physical urban planning concepts as well as its own institutional and administrative systems. Singapore-Vietnam cooperative development managed to acquire profitable land and diversify its portfolio in terms of industry types and rents. This made Singapore's industrial parks more competitive than other parks in Vietnam. By showcasing successful project implementation in China and Vietnam, Singapore has proved that its model for industrial park and urban development is transferable. Singapore's success in cooperative development with socialist countries provides important implications for future cooperative development between South and North Korea. For example, phased development approaches starting from individual industrial parks expanding to mixed-use townships will be very useful to realize sustainable urban planning in North Korea and reduce financial risks. Singapore dominated development opportunities in advance when socialist countries opened their economy. To pattern ourselves after Singapore, we should not only improve our relationship with North Korea but also prepare with practical components such as financing and organizational structure.

지속가능한 도시개발사업 추진을 위한 계획시스템 개선방안 -환경생태계획 도입을 중심으로 - (Improving of Planning System for Sustainable Urban Development -Focus on Introducing Environmental and Ecological Planning-)

  • 본 연구는 도시화 과정의 하나로 일어나는 개발사업이 지속가능한 형태로 추진되기 위한 방안을 모색하였으며, 그 중에서도 현재 대규모 개발사업인 신도시를 중심으로 적용하고 있는 환경생태계획의 실태와 문제점을 심층 검토하고 개선방안을 도출하고자 하였다 특히 도시 관련 개발사업 중 크게 구분할 수 있는 도시개발사업(도시개발법에 근거)과 택지개발사업(택지개발촉진법에 근거)의 입지 및 개발방식의 차별성을 고려하여 개선방안을 제시하였다. 우선, 선행 연구결과들을 바탕으로 설정한 원칙과 문제점에 근거하여 환경생태계획 대상 사업 규모를 설정하였으며, 환경생태계획의 절차적 개선방안에서는 크게 입지 및 지구지정 단계, 개발계획단계, 실시계획 단계, 사후관리 단계로 구분하여 문헌과 전문가 의견수렴을 바탕으로 문제점 및 해결방안을 제시하였다. 계획체계 측면 개선을 고려한 환경생태계획의 내용적 범위는 계획의 개요, 환경생태구상, 공간구조 골격 구상, 도시환경 재생 및 영향 저감계획으로 구분하여 도출되었다. 특히 도시개발사업은 복원 혹은 새롭게 창출해야 하는 조성녹지 확보와 이를 고려한 생태적 연결성 확보, 그리고 생태면적률 확보가 택지개발사업은 보전지역과 환경용량, 광역녹지축 등의 고려가 차별성 있게 고려되어야할 것으로 보인다. 이상의 결과들을 종합하여 환경생태계획과 개발계획, 환경성평가 각각의 기능과 연계성을 정립하였으며, 이들 간의 연계성 정립을 통해 장기적으로 지속가능한 토지개발이 가능한 형태로 발전될 것으로 판단되었다.

택지개발사업에서의 지구단위계획지침이 거주자만족도에 미치는 영향 - 대구광역시 죽곡 택지개발사업지구를 중심으로 - (A Study on the Effects of Urban Design Guideline on Resident's Satisfaction at Jukgok Newtown District in Daegu)

  • Urban design is a specific and detailed action plan which regulates from the development plan to the architectural characteristics of every building and now many new towns by Urban design has been developed after 2000. But recently doubts about the effectiveness of Urban design have been raised in locals. The purpose of this study is to verify the effectiveness of urban design in terms of residents, through case study and the survey of resident's satisfaction on Urban design guidelines. The result of survey of resident's satisfaction on Urban design were above-average satisfaction. And main factors influencing to the resident's satisfaction are the public infrastructure factors, transportation factors, development density factors, and pedestrian environment factors, urban landscape factors. And the total satisfaction was most influenced by the public infrastructure factors among the five factors. To improve the effectiveness of urban design, it is necessary to build specific planning and guidelines to the general.

대모산 도시자연공원의 정비방향설정에 관한 기초적 연구 (A Study on the Planning for the Daemo Mt. Urban Park)

  • Since planning of green-network is deeply being discussed, natural environmental disruption from an enlarged civilization is causing serious problems for urban communities. The purpose of this research is to support green-network infrastructure of Gangnam-gu, Seoul, considering ecological environmental planning for urban parks. The Methodologies for this study are landcover classification, NDVI and subjective analysis, and residents' survey. Findings of this research are as follows : 1) Based on the results, the area adjacent to Daemo mountain shows significant differences between 1985 and 1999. These results imply that the green space has been decreasing and deeply destroying. 2) Residents' survey shows that people want to live with wild animals and plants in the natural park. Future development planning of urban park should consider primary factors : ecosystem, increasing inhabitants' participation.
