A Study on the Demand of Development in the Villages of Rural Areas - Focused on the Analysis of Preliminary Plans about Rural Community Development Project - (농촌지역 마을의 개발수요에 관한 연구 -농촌마을종합개발사업 예비계획서 분석을 통해-)

  • This paper was able to indicate to the results the following thing that attempted a required potential development demand, through the contents and cost analysis in Rural Community Development Project. Nowadays, Rural Areas comparatively have a lot of development demands related to improvements environmental of residence life and construction of Urban-Rural Exchange Facility, on the other and, there is comparatively a few facilities demands regarding agriculture production. Demand is cold storage facilities and agricultural products direct sale facilities expansion to be able to raise value added of agricultural products as facilities related comparatively a little agriculture production, and an improvement of residence life comparatively has a lot of repair environmental uninhabited house repair, river-front and the roadside, rest shelter creation demands. However, that should be forecasted so that aging of rural, population decrease and development demand is caused by a lot of issues such as maintenances operation of many Urban-Rural Exchange Facilities and a similar program and content has a lot of them in bilateral adjacent zones. Therefore, in the future plan shall attempt efficiency operating facilities and a program through characterization and network of zone so that facilities and program can have complementary relation in the adjacent zones. And item development and an investor are necessary regarding new labor force supply for continuous value maintenance of space and returning to the farm that there were the reverse agriculture production and Amenity which are an rural village. Furthermore, developmental plan of rural village is necessary through the demand analyses that a citizen wishing for things.

The Impact of the Relationships among the Motivation, Benefits and Satisfaction derived from Rural Outdoor Recreation for Urban Residents (도시민의 농촌 야외여가활동의 동기, 여가혜택과 만족간의 영향 관계)

  • This study was performed to identify the tendency and benefits of outdoor recreation in rural areas. The preferences and importance of the benefits of outdoor recreation activities in rural areas were simultaneously compared and analyzed through the discussion of a four quadrants portfolio map using importance-performance analysis. The social benefits in quadrant i had the characteristics of 'sharing nice experiences with others', 'having contact/interchange with others', 'colleagueship/helping each other', 'being together with friends', and 'making new friends.' These social benefit types were perceived as very important characteristics, but the real level of achievement was rather low. Thus it seems necessary, in the process of program development, to apply the social benefit types to the characteristics of the participants. The experience of nature and relaxation benefits in quadrant ii had the characteristics of 'relaxation and recreation', 'understanding nature', 'nature experience', 'getting away from everyday life', and 'experiencing new things.' These benefits and experience of nature were regarded as very important characteristics by the participants in outdoor recreation and, at the same time, their real achievements were highly recognized, thus they seemed to be proper types for the goals involved in developing an outdoor recreation activity program in rural areas. The personal and challenge benefits in quadrant iv had the characteristics of 'training of mental ability', 'improvement of self-esteem', 'fitness', 'increase in determination', 'possible danger', 'achievement', 'excitement', and 'adventure.' These benefits had less importance to the participants, but had relatively high achievement, thus it might be important to make further suggestions for the direction of development according to the participants' tendency, seasons and facilities.

Living Conditions of the Rural Elderly: Clothing, Nutrition, Housing, and Psychological Adjustment (농촌지역 노인의 생활실태 조사연구 -의.식.주생활 및 심리적 적응을 중심으로-)

  • Living conditions of the rural elderly were assessed in terms of clothing behavior, health and nutritional status, housing and envioronmental condition, and psychological adjustment. The subjects were eighty individuals over sixty residing in the rural community of Iksan-kun, Chollabukdo. The interview method using questionnaires, direct measurement, and observation was used for this study. Data were compared with those obtained from a previous study of the elderly residing in an urban area. Clothing behavior showed that the elderly residing in the rural community were more concerned about plain and conservative design of clothes than their urban counterparts. Special protective clothes for cropdusting with agricultural chemicals had not been prepared. The following urgent needs were pointed out: development and supply of agricultural chemical protective clothing and development and education of appropriate washing and clothing care methods. The health status of the elderly was generally good, but poor eating habits were found more frequently in the rural elderly than among the urban dwellers. Several dietary nutrient intakes were insufficient. Contrasting the urban elderly with the rural group, it was found that the urban group lacked sufficient vitamin A and vitamin C and the urban women had insufficient calorie whereas the rural group was deficient in protein, vitamin A, calorie, and fat. A significant relationship was found between dietary nutrient intake and health index, food habit points, self recognized health status, meal satisfaction, and economic status. Urgent needs of the development of a nutrition education program for the elderly were pointed out. Most of elderly residing in the surveyed rural communities were living alone or with their spouse only, therefore only one room was used among the three or four available rooms. Most of the rural elderly were living either in a traditional Korean house built with differing floor levels or in a modified Korean style house. Minimal modernization had been made for kitchen facilities such as sink and gas range or for heating facilities with the briquette boiler. However, sanitary space such as lavatory and bathroom had not been remodeled. A housing welfare program for rural communities should be implemented at the national level. The comparison of psychological characteristics of the rural elderly with their city counterparts revealed that the rural elderly have a more stable psychological status and optimistic attitude than those living in a city. However, it was found that most of the elderly did not have any future plan. Community programs for the elderly including hobbies or leisure activities or education programs to generate close interpersonal relationships with their children should be developed and provided.

Analysis on the Classification standards and Characteristics of Experience Program in Government Support Rural.Mountain Villages (정부지원 농.산촌마을 체험프로그램 분류기준 및 특성분석)

  • Recently, plans to revitalize rural areas in addition to farming are actively having been groped since given agricultural conditions destituted. One of the plan is the 'Rural Tourism' which to sell to urbanites by merchandising rural and pleasant characteristics possessed by rural areas. As a part of the rural-urban exchange, analyzed the features of the experience programs operated by each village by selecting 152 rural-mountain villages where is supporting and presented results by synthesizing above conclusion. The results acquired through such research are as following. Currently, villages operate mainly with the experience program related to general agricultural life styles by synthesizing special features of experience programs with high frequency in operations as the present status of the rural-mountain villages and showed negative trends dependant to the existing natural resources and easy in operations. Moreover, the operation of the experience which are expected to publicize the village and create large incomes were insufficient, analyzed not to be stimulate purchasing activities by lack of connections among experience programs and only simple staged experiences are mainly operated due to low operation frequency of experience programs which can be operated with special interests or professional characteristics.

  • The objectives of this study were 1) to investigate the important items affecting the farmers' education system, 2) to estimate their influences on the farmers' education and 3) to present the development directions of farmers education under the changing circumstances of localization. The major or results and implications were as follows. 1. The important items of farmers education were authority in organizing the agricultural extension agency, personnel management, finance, and inspection and audit. 2. The development directions of farmers education were such views as differenti-ation of educational functions of various levels extension organizations, extensionists' competence, developing programs corresponding with farmers needs, participation of farmers, and expanding the educational opportunity for urban-ites and the old generation, etc.

Evaluating Educational Fairness of Commuting Distances for Rural Villages following the Closing of Elementary Schools (농촌 초등교육시설의 통폐합에 따른 통학접근성을 고려한 교육형평성 평가)

  • Although educational facilities are important considerations from a social equity standpoint, the educational environment generally found in rural areas has been continuously deteriorated due to numerous social problems following birth rate declines and school abolition numbers. The purpose of this study is to evaluate the commuting accessibility changed by the abolition of elementary schools. The village-level accessibility is assessed following physical accessibility criteria based on legally defined commuting distances. Moreover, this study shows the implications of commuting accessibility by school district zones through comparing the minimum commuting distances with real commuting distance. The target area is the Gangwon state, the coverage area in which for schools is the widest in South Korea (44.1 ㎢/school). We evaluated the commuting distances to the nearest elementary school for 992 rural villages and 74 urban villages. Of the 1,066 villages in urban and rural areas evaluated, most of the villages (about 77%) are exposed to commutes to elementary schools were the marginal distance is over 1,000 meters. The annual rate of increase of commuting distance for 1,066 villages in Gangwon state has steadily increased by 2.8%p since 2000, average commuting distance from 2.8 km to 3.6 km. By the designation of the school districts, elementary school students have to go to a faraway school located within administrative district, even though there is a school nearby. It is expected that the results of this study will be made use of as basic data for the establishment of policies such as a reasonable basis for closing schools measurements considering the locally unique environment.

The Quantitative Analysis of Cooling Effect by Urban Forests in Summer (여름철 도시 인근 산림에 의한 냉각효과의 정량화에 대한 연구)

  • A variety of micro meteorological variables such as air temperature, wind, solar radiation and latent heat at Gwangneung forests (conifer and broadleaved forests) and AWS (Automated Weather Station) of Pocheon urban area were used to quantify the air temperature reduction effect of forests, which is considered to be an eco-friendly solution for reducing the urban heat island intensity during summer. In June, July and August of 2016 and 2017, the average maximum air temperature differences between above and below canopy of forests, and between the forests and urban areas were $-1.9^{\circ}C$ and $-3.4^{\circ}C$ respectively, and they occurred at 17:00. However, there was no difference between conifer and broadleaved forests. The effect of air temperature reduction by the forests was positively correlated with accumulated evapotranspiration and solar radiation from 14:00 to 17:00 and showed a negative correlation with wind speed. We have developed a model to quantify the effect of air temperature reduction by forests using these variables. The nighttime air temperature reduction effect by forests was due to the generation of cold air from radiative cooling and the air temperature inversion phenomenon that occurs when the generated cold air moves down the side of mountain. The model was evaluated in Seoul by using 28 AWSs. The evaluation shows that the air temperature of each district in Seoul was negatively correlated with the area and size of the surrounding tall vegetation that drives vegetation evapotranspiration during the day. During the night, however, the size of the surrounding tall vegetation and the elevations of nearby mountains were the main influencing factors on the air temperature. Our research emphasizes the importance of the establishment and management of urban forests and the composition of wind roads from mountains for urban air temperature reduction.

A Hedonic Valuation of Urban Green Space in Seoul, Korea (공원일몰제 시행과 도시녹지 서비스에 대한 서울시민들의 선호측정: 아파트 실거래 기반 헤도닉가격접근법을 적용하여)

  • This study is to apply Hedonic Price Method in analyzing residents' preferences for three types of urban green space (UGS, rivers, urban parks, and forests) near the apartment complexes in Seoul. Based on hedonic price function estimation results, residents in Seoul preferred for the urban amenity that was provided by the view and accessibility (in terms of both within 10 minutes and distance) of rivers and urban parks near the apartment complexes, but not forests. The annual benefits calculated using the shadow prices are about 550~600 thousand won for the urban park views and about 800 thousand won for the accessibility, which is 2-3 times higher than river views and accessibility. On the other hand, forest views and accessibility did not have significant effects on apartment prices, except the view of Bukhan mountain for the residents of Gangbuk area. Based on the empirical results, Seoul residents' preferences for urban parks would have important implications for the urban park sunset program that will be initiated from July 2020.

Determination of EMC and Unit Loading of Rainfall Runoff from Forestry-Crops Field (산림과 밭 지역 강우 유출수의 EMC 및 원단위 산정)

  • The research of the determination of event mean concentration (EMC) was focussed combined sewer overflows and highway runoff in korea. But those of non-urban areas are few. In this study, EMC and unit loading on land use types in Nogok watershed were estimated by runoff loading of non-point source (NPS) on non-urban area. Two monitoring sites were equipped with an automatic velocity meter, flow meter, and water sampler. Monitoring was conducted at two monitering site during the rainy season. The results show that the EMC ranges in forest land use are 1.3~2.6 mg/L for BOD, 2.0~16.1 mg/L for SS, 0.1~2.1 mg/L for TN, and 0.12~0.49 mg/L for TP. The unit loading of NPS in this study was difficult to compare directly with that used conventionally because of the difference of field investigation. In near future, it needs to conduct more systematic and long-term research about NPS within the watershed. The results of this research can be used to estimate the total pollution load management system (TPLMS) program in korea.

Prospect on Returning to Farming and Rural Village by Delphi Method (귀농·귀촌 인구 전망과 정책 방향)

  • Returning to farming and rural village is one of the most hot social issues in Korea. Therefore, the government has tried to make up a policy program, which aims to support for the urban residents to get appropriate informations and to make right decisions about returning to farming and rural village. For the sparsely populated rural communities, this phenomena are some good opportunities for their sustainable development. The government needs the resasonale prospect on returning to farming and rural village, because their policy program should be made on the basis sound data and information. But, with the current data about returning to farming in Korea, it is impossible to make an econometrical model that can forecast the population who will return to farming and rural village. So, we tried a delphi method to sketch the future returning to farming and rural village. The delphi panels gave us some prospects on the issues. They anticipated that the population of returning to farming will increase for the next five years. And, they recommended some policy directions.
