재개발 사업 활성화를 위한 도시·주거환경정비기금 활용성 제고방안 -부산광역시를 중심으로- (A study on methods to enhance utilization of the Urban & Residence Environment Improvement Fund for redevelopment project -In Busan Metropolitan City-)

  • 부산시의 재개발사업 시행에 있어서 초기 자금조달의 어려움과 비리로 인해 사업이 지연되고 있다. 이러한 자금조달과 비리 근절을 위해서 도시주거환경정비기금을 조성하여 운용하고 있으나, 지원 기준이 포괄적이고 운용체계 미흡으로 실질적인 지원이 이루어지지 못하고 있다. 또한 지방세법 개정으로 정비기금의 주요 재원인 도시계획세의 감소로 인해 추가적인 재원확보에도 어려움이 있다. 이에 정비기금의 제도적 문제점을 파악하여 개선방안을 도출함으로서, 부산시에서 지연되는 재개발사업의 활성화를 도모하고자 한다. 제도적 개선방안으로 정비기금의 추가 확보를 위한 지방세에 속한 도시계획세를 일부 광역시세로 전환하는 방안과 광역시세의 보통세를 일부 정비기금으로 전환하는 방안이 필요하다. 그리고 운영에 있어서 지원확대 및 기금의 실질적 지원 방안과 정비기금의 체계적 운영을 위한 '도시 주거환경정비기금 설치 및 운영 조례'의 제정, 정비기금운영계획의 수립이 되어야 한다.

  • Even though the existing urban residential district was obsolete and out of date in respects of physical environment, it is maintaining the function of dwelling. It ends up being regenerated as a viable urban residential district when improved the dwelling environment. Therefore, the government has been planning for the residential improvement projects for those areas applying for innovative ideas. But the government programs have often been troubled with people in the process of executing the projects or making a plan. In this respect, two parties couldn't communicate freely about the problem of those areas. So, the problematic issues of the areas should be shared with local residents at the beginning of decision making and the process of workshop participating local residents will be needed for understanding the standpoint of the residents. This study is to explore the potential of residents participating workshop to figure out current problems of the urban residential district in the process of executing the residential improvement project of Nakyang residence area in Sangju city. Upon investigation residents participating workshop is very practical in making a plan, but needs positive participation by resident and a decision making system dealing with the information shared and the understanding gained by participants.

  • This study aims to analyze characteristics of residents' housing life-style targeting Gatdui area and Daean area where the housing environment improvement project is carried out in the form of rehabilitation housing renewal program of old residence of the downtown area in Kyungju. This is in order to examine realistic problems of the method of residential improvement project, where residents' voluntary participation and preferences are low for low-income residents by seeking the methods of rehabilitation which correspond with the fundamental objective of the housing environment improvement project for low-income residents in urban areas. Based on the survey, we analyzed residents' satisfaction level with the current way of living and preferred ways of living and the planar pattern of houses in surveyed areas, and examined the housing environment improvement methods for residents living in the urban slam areas and perception of subjects. Survey analysis used statistics program SPSS14.0. As a result, of it, it was found that residents in surveyed areas were relatively satisfied with the current way of living but in the preferred housing life-style, they were demanding some change. This paper is significant in that it aims at change in paradigm of improvement of residential areas through renewal of urban deteriorated residence that characteristics of changing living space are compromised depending on living habitude left, and changing life style, and it proposes the directions of the housing environment improvement plan in the future.

도시 및 주거환경정비사업의 업무분석을 통한 문제점과 개선 사항 -조합설립추진위원회와 조합설립 업무를 중심으로- (Problems and Suggestions for Improvement Derived from an Analysis of the Work of the Urban & Residence Environment Improvement Project -Focused on the Establishment of Preparation Committee and Association Committee-)

  • 정부는 국지적 입체복합공간 개발사업에서 벗어나 광역적 도시재생사업을 통하여 낙후된 지역에 대한 도시및주거환경개선과 기반시설을 확충하고 있다. 도시기능의 회복을 위한 사업을 광역적으로 계획하고 체계적이고 효율적으로 추진하여 도시의 균형 발전과 국민 삶의 질 향상에 기여하고자 노력하고 있다. 그러나 국내의 도시재생과 같은 대규모 사업이 단편적으로 있었으나 다양한 사업형태를 하나의 프로그램으로 정형화하여 수행할 수 있는 업무 프로세스가 정립되지 않아 사업에 참여하는 주체들간의 혼선이 발생한다. 특히 일반 주민들로 구성된 조합설립추진위원회와 조합은 재개발, 재건축, 도시및주거환경정비사업 등을 수행하는데 지식이 부족하므로 추진하는데 상당한 어려움을 느끼고 있다. 따라서 본 연구는 이러한 문제점을 해결하기 위하여 도시재생과 관련된 기존 연구를 분석하였다. 본 연구의 세 가지 연구성과를 도출하였다. 첫째, 국내의 도시및주거환경정비사업의 민간시행자의 역할을 하는 시행단계(조합설립추진위원회 승인, 조합 설립인가)의 행정적 업무 절차와 실무상의 업무 절차를 분석하였다. 둘째, 도시및주거환경정비사업의 조합설립추진위원회 및 조합 설립 단계에서의 문제점을 도출하고 마지막으로 개선방안을 제시한다.

지방 중소도시 도심지역의 거주환경과 거주의식에 관한 연구 - 나주 도심재생을 위한 사례연구 I - (A Study on the Residential Environment and Consciousness of Downtown Areas at Regional Small & Medium Cities - Case Study for Urban Regeneration of Naju Region I -)

  • This study examines and analyzes residential environment and consciousness of downtown residents in Naju city and its results are as follows. Naju's population or urban population were decreased by half for 25 years, but area of residential regions was increased twice. It indicates that major parts of increased residence area are occupied by housing site development area. Uses of downtown buildings are for residential building mostly, but commercial building is less than 1/3 and story of buildings is mostly the first floor. So downtown area in Naju has residential function mostly and family composition is over sixties in more than half of population and regional aging is remarkable because household over majority of the population has no family under twenties. Downtown areas showed detached house and their own house in 2/3 of population and residents over majority of population have lived in current house over 20 years and had strong settlement. But housing site area is less than 40 pyeong at 3/2 of population and 2/3 of population have not parking lot. Most of population have dissatisfaction with their residential environment and for solving their dissatisfaction, improvement of poor residential environment, road extension and construction of parking lot are needed most. Most of residents consider that improvement of residential environment or economic level is normal or developed a little compared to five years ago, but when such a dissatisfaction is solved, they continue to live in their area.

도시 보건소 보건의료서비스 이용의 결정요인 (Determinants of Health Service Utilization of Urban Health Center)

  • This study was carried out to assess the utilization of urban health center and its related factors among the urban residents. The survey was carried out for 2,394 households in Taegu and Kyongju by the structured questionnaire from 28 March to 4 April and from 2 July to 9 July, 1994. Well trained interviewers visited 2,630 households in Taegu and Kyongju, and interviewed with housewives. Of the target households, 91.0%(2,394 households) were responded through three-time visiting. The major results were summarized as follows : The fourth and fifth decad utilized the health center more frequently than any other age groups.. The lower income group showed higher rate of health center utilization than those in higher income group in Taegu City. The mean length of residence among residents of Kyongju City is longer than those of Taegu City, and the longer length of residence, the higher rate of the health center utilization. Those who are living together with neonate and infant or elderly people showed higher rate of health center utilization than those who are living without neonate and infant or elderly people in both Taegu and Kyongju. The most common reason for visiting the health center was 'low cost'. The major reasons for not visiting the health center were 'not regular customer', 'poor health center facility', and 'low quality of care'. Vaccination, communicable disease control, outpatient care, public hygiene, maternal and child health program were well recognized as health center activities. In logistic regression for the utilization of health center, the significant independent variables were length of residence and recognize the site of health center in both Taegu and Kyongju. The improvement of quality of health service, physical environment of health center and public relations on health center's activities shoulod be considered for reactivation and reingorcement of health center functions.

초등학교 교실공기질의 특징과 제어방안에 관한 연구 (Study on the Characteristics of Air quality in the Classroom of Elementary School and Its Control Methods)

  • The common life with modern urban residence, spending more than 80~90% of daily life in indoor environment, makes the importance of indoor air quality (IAQ) even higher. Many efforts have made to improve indoor air quality (IAQ), which requires those systematic approaches for field practice. A recent study reported that no general approach cannot be made for IAQ improvement due to the great deal of variety in different indoor environments. Those indoor spaces included in Korean IAQ regulation were classified based on their characteristics and the IAQ guideline was suggested for each group of indoor spaces. Apart from those indoor spaces, the classroom in elementary school has different characteristics. By introducing the systematic approaches, the elementary classroom was surveyed and analyzed to understand its characteristics in due IAQ consideration. Based on the characteristics, there are several IAQ control measures suggested, including ventilation operation, dust mat installation, and white board. $CO_2$ and airborne dust were monitored and analyzed in order to evaluate the effectiveness of each control measure to IAQ. It was found that the general level of $CO_2$ concentration was managed under the IAQ guideline by applying the ventilator operation. The ventilation was also effective to the fugitive airborne particulate in elementary classroom environment.

도시단독주택지(都市單獨住宅地) 단위(單位)블록의 유형화(類型化)와 이의 물리적(物理的) 특성(特性)에 관한 연구(硏究) (A Study on the Unit Block Types and Physical Characteristics of Individual Residential Area in Seoul)

  • To improve the environment of individual residential area, the uniform development of multiple dwellings through site should be avoided. As an alternative to a large scale development of the currently popular high-density and high-rise apartment buildings, which disintegrates and destroys existing communities, a new residential type that is applicable to the individual residential area should be developed. From the new residential type, even for short history of Korea of modem urban residence, a new concept of residence can be formed, changing from the concept of a temporary staying place to the concept of a stable residing place. Also, a gradual improvement that transcends time can be expected, and the present and past appearances can co-exist. This study was conducted to suggest a new residential type with unit blocks that can improve the physical structure of existing individual residential area without destroying the structure. That is, among the factors that comprise the individual residential area, this study will focus on the unit block with a medium role between a site and a mega-block, and will suggest a new concept of residential unit in order not to destroy its physical structure. The physical characteristics of the unit block will also be analyzed.

CPTED 전략에 근거한 주거지역의 안전디자인에 관한 연구 -한국 부산 감천문화마을 사례를 중심으로- (Research on Safety Design of Residence Based on CPTED Strategy -focused on Gamcheon cultural village in Busan, Korea as an example-)

  • 세계경제의 지속적인 발전과정에서 도시의 거주환경 변화와 조성에 대한 문제는 줄곧 많은 사람들이 관심을 기울이는 주제이다. 이에 본 연구는 거주지역에 존재하는 안전 취약점을 찾아 CPTED 이론 하에 실제에 부합되는 실행 가능한 개선방안과 기획을 제시하는 것을 목적으로 하였다. 첫째, 필요한 문헌을 수집하였다. 둘째, 현장조사를 진행하여 현지 주민과 관광객에 대해 설문조사를 진행하였고 이로부터 존재하는 안전 취약점들을 정리하였다. 셋째, 이에 대응하는 개선방안과 건의사항에 대해 제시하였다. 이로부터 최종적으로 다음과 같은 결론을 얻었다. 첫째, CPTED 이론의 6가지 원리를 기초로 하여 연구대상인 감천문화마을에 존재하는 문제점에 대해 조사 및 종합하였다. 둘째, 현장 조사와 설문조사 결과를 종합해 가장 심각한 안전 문제 6개(안전손잡이, 조경, 출입구 통제, 표지판, 빈 공간, 감시)를 객관적으로 분석하였고 안전계단 증가, 자동 출입구 설치, 통행시야 확대, 표식 통일, 휴식장소 구축 등 방면에서 디자인을 제시하였다.

도시지역 주거관련 건축물의 사용실태에 관한 연구 (A Study on the actual condition of Housing Buildings in the Urban area)

  • The objectives of this study are to illustrate an alternative housing type responding to the social requirements and customers' needs, to suggest the improvement plan for the related laws and regulations through survey of the actual condition for housing buildings such multi have been raised in classification due to that the existing law systems including the current use classification of residential buildings have been defined unclearly. Especially, various social problems have yielded in line with emergence of the housing type which is not legally classified as residential however used for the living purpose practically. Current zoning planning and related law system have rigidity. So, It is required to introduce a flexible classification system which protects the residential environment based on the housing purpose, function and habitability and provides correspondence between residence and ownership/management method. The legal classification system should be revised in a way that the housing use classification corresponds with the zoning system through breakdown of the use classification system
