This article surveys the current international law with respect to RPAS from both the public air law and private air law perspectives. It then reviews current and proposed Australian domestic RPAS regulation while emphasizing the peculiar risks in operation of RPAS; and how they affect concepts of liability, safety and privacy. While RPAS operations still constitute only a small portion of total operations within commercial aviation, international pilotless flight for commercial air transport remains a future reality. As the industry is developing so quickly the earlier the pursuit of the right policy solutions begins, the better the law will be able to cope with the technological realities when the inevitable risks manifest in accidents. The paper acknowledges that a domestic or regional approach to RPAS, typified by the legislative success of the Australian experience, is and continues to be the principal measure to deal with RPAS issues globally. Furthermore, safety remains the foremost factor in present and revised Australian RPAS regulation. This has an analogue to the international situation. Creating safety-related rules is imperative and must precede the creation or adoption of liability rules because the former mitigates the risk of accidents which trigger the application of the latter. The flipside of a lack of binding airworthiness standards for RPAS operators is potentially a strong argument that the liability regime (and particularly strict liability of operators) is unfair and unsuited to pilotless flight. The potential solutions the authors raise include the need for revised ICAO guidance and, in particular, SARPs with respect to RPAS air safety, airworthiness, and potentially liability issues for participants/passengers, and those on the ground. Such guidance could then be adapted swiftly for appropriate incorporation into domestic laws bypassing the need for or administrative burden and time it would take to activate the treaty process to deal with an arm of aviation that states know all too well is in need of safety regulation and monitoring.
Recently, as the use of drones increases, the risk of drone accidents and third-party property damage is also increasing. In Korea, due to the recent increase in drone use, accidents have been frequently reported in the media. The number of reports from citizens, and military and police calls regarding illegal or inappropriate drone use has also been increasing. Drone operators may be responsible for paying damages to third parties due to drone accidents, and are liable for paying settlements due to illegal video recording. Therefore, it is necessary to study the idea of providing drone insurance, which can mitigate the liability and risk caused by drone accidents. In the US, comprehensive housing insurance covers damages caused by recreational drones around the property. In the UK, when a drone accident occurs, the drone owner or operator bears strict liability. Also, in the UK, drone insurance joining obligation depends on the weight of the drones and their intended use. In Germany, in the event of personal or material damage, drone owner bears strict liability as long as their drone is registered as an aircraft. Germany also requires by law that all drone owners carry liability insurance. In Korea, insurance is required only for "ultra-light aircraft use businesses, airplane rental companies and leisure sports businesses," where the aircraft is "paid for according to the demand of others." Therefore, it can be difficult to file claims for third party damages caused by unmanned aerial vehicles in personal use. Foreign insurance companies are selling drone insurance that covers a variety of damages that can occur during drone accidents. Some insurance companies in Korea also have developed and sell drone insurance. However, the premiums are very high. In addition, drone insurance that addresses specific problems related to drone accidents is also lacking. In order for drone insurance to be viable, it is first necessary to reduce the insurance premiums or rates. In order to trim the excess cost of drone insurance premiums, drone flight data should be accessible to the insurance company, possibly provided by the drone pilot project. Finally, in order to facilitate claims by third parties, it is necessary to study how to establish specific policy language that addresses drone weight, location, and flight frequency.

General VTOL aircraft uses gas turbine engine which has high power to weight ratio. However, in the VTOL UAV in small sector, the gas turbine as a prime mover is not adequate because of the limitation of the high fuel consumption ratio of the gas turbine. In this research, The Series Hybrid-Electric Propulsion System(SHEPS) has been proposed and technology survey & comparison analysis has conducted to constitute propulsion system for engine, electric motor and battery. To achieve this object a 65kg-class P-UAV from "Company I" was used. And to estimate the validity of power control algorithm and developed power management control, Matlab/simulink$^{(R)}$ has been used for the simulation. As a result, the developed algorithm worked comparatively well and the research has predicted that SHEPS was satisfied enough for 7 hour of endurance for mission profile.

Lambda wing type Unmanned Combat Aerial Vehicle(UCAV) which adopts Blended Wing Body(BWB) has relatively less drag and more stealth performance than conventional aircraft. However, Pitching moment is rapidly increased at a specific angle of attack affected by leading edge vortex due to leading edge sweep angle. Wind tunnel testing and numerical analysis were carried out with UCAV 1303 configuration on condition of 50 m/s of flow velocity, $-4^{\circ}{\sim}28^{\circ}$ of the range of angle-of-attack. The effect of wing twist for longitudinal stability at the various angles of attack was verified in this study. When negative twist is applied on the wing, Pitch-break was onset at higher angle of attack due to delayed flow separation on outboard of the wing. On the other hand, pitch-break was onset at lower angle of attack and lift-to-drag ratio was increased when positive twist is applied on the wing.

This paper presents a test development of a Fly-By-Wireless flight control system for a fixed-wing unmanned aerial vehicle (UAV). Fly-By-Wireless system (FBWLS) refers to a system that uses a wireless network instead of a wired network to connect sensors and actuators with a flight control computer (FCC), reducing considerable amount of wires. FBWLS enables to design a much lighter aircraft along with decreased maintenance time and cost. In this research we developed a Zigbee-based FWBLS UAV in which sensors (GPS and AHRS) are wirelessly connected via a FCC to aileron and elevator servo motors. In order to see the effect of time delay due to wireless signal on the flight stability of the UAV, several flight tests were conducted. From the tests, it was confirmed that the effect is minor by comparing the flight response of the FBWLS with the corresponding Fly-By-Wire system.

UAS and related technology have been mainly developed for military use but, in recent years, various types of civil UAS have been using in a variety of applications. For example, there are multicopters to shoot aerial photography, pesticide spraying unmanned helicopter, and in addition there are radio control (R/C) aircraft to be used for hobbyists. UAV has spread rapidly enough that permitted experts as well as the public can use it but the related safety regulations are not properly equipped. We investigated the status of domestic and international UAS certification system and airworthiness standards. And the trends in research for the development and modification of the certification system were studied in this paper. As a result, most countries have studied to develop the related regulations and especially ICAO has tried to develop RPAS manual, standards and recommended plans and modify the related ICAO annex through the research group, ICAO UASSG. Based on the manual and SARPs, authorities, related organizations and companies have prepared to develop and modify regulations in accordance with the actual situation of each country.

Artificial neural networks are algorithms that simulate learning through interaction and experience in neurons in the brain and that are a method that can be used to produce accurate results through learning that reflects the characteristics of data. In this study, a model using deep neural network was presented to improve the predicted wind speed values in the meteorological dynamic model. The wind speed prediction improvement model using the deep neural network presented in the study constructed a model to recalibrate the predicted values of the meteorological dynamics model and carried out the verification and testing process and Separate data confirm that the accuracy of the predictions can be increased. In order to improve the prediction of wind speed, an in-depth neural network was established using the predicted values of general weather data such as time, temperature, air pressure, humidity, atmospheric conditions, and wind speed. Some of the data in the entire data were divided into data for checking the adequacy of the model, and the separate accuracy was checked rather than being used for model building and learning to confirm the suitability of the methods presented in the study.

In this study, the twist angle and wing planform shapes were selected as design variables and optimized to secure the stability of the flying-wing type UAV. Flying-wing aircraft has no separated fuselage and tails, which has advantages in aerodynamic characteristics and stealth performance, but it is difficult to secure the flight stability. In this paper, the sweep back angle and twist angle were optimized to obtain the lateral stability, the static margin and wing planform shapes were optimized to improve the longitudinal stability of the flying-wing, then effect of the twist angle was confirmed by comparing the stability of the shape with the winglet and the shape with the twist angle. In the optimization formulation, focusing on improving stability, constraints were established, objective functions and design variables were set, then design variable sensitivity analysis was performed using the Sobol method. AVL was used for aerodynamic analysis and stability analysis, and SQP was used for optimization. The CFD analysis of the optimized shape and the simulation of the dynamic stability proved that the twist angle can be applied to the improvement of the lateral stability as well as the stealth performance in the flying-wing instead of the winglet.
Recently the demand for drones is rapidly increasing, as developing Unmanned Aerial Vehicle (UAV) and growing interest in them. Compared to traditional satellite and aerial imagery, it can be used for various researches (environment, geographic information, ocean observation, and remote sensing) because it can be managed with low operating costs and effective data acquisition. However, there is a disadvantage in that only a small area is acquired compared to the satellite and an aircraft, which is a traditional remote sensing method, depending on the battery capacity of the UAV, and the distance limit between Ground Control System (GCS) and UAV. If remote control at long range is possible, the possibility of using UAV in the field of remote sensing can be increased. Therefore, there is a need for a communication network system capable of controlling regardless of the distance between the UAV and the GCS. The distance between UAV and GCS can be transmitted and received using simple radio devices (RF 2.4 GHz, 915 MHz, 433 MHz), which is limited to around 2 km. If the UAV can be managed simultaneously by improving the operating environment of the UAV using a Long-Term Evolution (LTE) communication network, it can make greater effects by converging with the existing industries. In this study, we performed the maximum straight-line distance 6.1 km, the test area 2.2 ㎢, and the total flight distance 41.75 km based on GCS through LTE communication. In addition, we analyzed the possibility of disconnected communication through the base station of LTE communication.

-Part I- As market needs become more various, the production of smaller quantities of a wider variety of products becomes increasingly important. In addition, in order to meet demands for more efficient production, long-term unmanned factory operation is prevailing at a remarkable pace. Within this context, laser machines are gaining increasing popularity for use in applications such as cutting and welding metallic and ceramic materials. FANUC supplies four models of $CO_2$ laser oscillators with laser power ranging from 1.5㎾ to 6㎾ on an OEM basis to machine tool builders. However, FANUC has been requested to produce laser oscillators that allow more compact and lower-cost laser machines to be built. To meet such demands, FANUC has developed six models of Slab type YAG laser oscillators with output power ranging from 150W to 2㎾. These oscillators are designed mainly fur cutting and welding sheet metals. The oscillator has an exceptionally superior laser beam quality compared to conventional YAG laser oscillators, thus providing significantly improved machining capability. In addition, the laser beam of the oscillator can be efficiently transmitted through quartz optical fibers, enabling laser machines to be simplified and made more compact. This paper introduces the features of FANUC’s developed Slab type YAG laser oscillators and their applications. - Part II - All-solid-state lasers employing laser diodes (LD) as a source of pumping solid-state laser feature high efficiency, compactness, and high reliability. Thus, they are expected to provide a new generation of processing tools in various fields, especially in automobile and aircraft industries where great hopes are being placed on laser welding technology for steel plates and aluminum materials for which a significant growth in demand is expected. Also, in power plants, it is hoped that reliability and safety will be improved by using the laser welding technology. As in the above, the advent of high-power all-solid-state lasers may not only bring a great technological innovation to existing industry, but also create new industry. This is the background for this project, which has set its sights on the development of high-power, all-solid-state lasers with an average output of over 10㎾, an oscillation efficiency of over 20%, and a laser head volume of below 0.05㎥. FANUC Ltd. is responsible for the research and development of slab type lasers, and TOSHIBA Corp. far rod type lasers. By pumping slab type Nd: YAG crystal and by using quasi-continuous wave (QCW) type LD stacks, FANUC has already obtained an average output power of 1.7㎾, an optical conversion efficiency of 42%, and an electro-optical conversion efficiency of 16%. These conversion efficiencies are the best results the world has ever seen in the field of high-power all-solid-state lasers. TOSHIBA Corp. has also obtained an output power of 1.2㎾, an optical conversion efficiency of 30%, and an electro-optical conversion efficiency of 12%, by pumping the rod type Nd: YAG crystal by continuous wave (CW) type LD stacks. The laser power achieved by TOSHIBA Corp. is also a new world record in the field of rod type all-solid-state lasers. This report provides details of the above results and some information on future development plans.
