Purpose: The purpose of this study was to confirm the change of nursing organizational characteristics and to define the difference of organizational outcome by measuring the organizational commitment and job satisfaction perceived by nursing staffs and patient satisfaction before and after organizational redesign. Method: The structured questionnaires of which contained organizational characteristics, organizational commitment and job satisfaction were developed from previous published studies after modification by researcher. The questionnaires were distributed to 1,200 and 679 nurses before and after nursing organizational change. patient satisfaction were measured before and after organizational change by direct interview with structured questionnaire from 1,566 and 1,291 patients. Results: 1. The organizational characteristics were significantly increased and the leadership of team leader and head nurse was significantly increased among the factors of organizational characteristics. 2. Organizational commitment was showed decreased tendency, but the difference was not significant. Job satisfaction was increased significantly and administration, autonomy, and job tasks were increased significantly in the factors of job satisfaction. Patient satisfaction was also increased significantly. 3. There was significant positive correlation between organizational commitment and job satisfaction and also job satisfaction and nursing organizational characteristics. All factors of organizational characteristics and satisfaction in present working unit were major factors to influence organizational commitment and explained 43.8% in a significant level by multiple regression analysis. The major factor which affect job satisfaction were the factors of nursing organizational characteristic except 'interaction with team leader' and satisfaction in present working unit among general characteristics and these factors explained 58.8% of job satisfaction. Conclusion: In conclusion, the nursing organizational change was very effective to bring about desirable change in nursing organizational characteristics and also to improve job satisfaction and patient satisfaction. Therefore the nursing productivity and comparability would be increased when the nursing organizational change is accomplished by the way of improving the factors of organizational characteristics and it would be followed by the promotion of job satisfaction and organizational commitment.
Purpose: This study concerns the cost of safety management in order to prevent accidents and disabilities in the construction industry. The purpose of the Chapter is to draw up problems and improvement measures for these safety management costs. Method: A detailed questionnaire was developed for 20 construction safety managers for the research. This questionnaire was analyzed and implemented by the Expert Group Interview (FGI) analysis method. Results: In order to understand the safety management cost system, alternatives such as preparing a standard manual, implementing regular on-site training, and establishing a monitoring system for the safety management cost were derived. In addition, there is a need to ensure autonomy in the execution of flexible costs so that they can be deployed immediately in case of emergency to improve the 'efficiency and necessity of the safety negligence system'. And it was analyzed as items that should be improved due to excessive demand for documentation. Conclusion: Through this study, problems should be recognized for the improvement of the construction safety management cost system. And it will have to come up with policy-based and institutional-improvement measures for experts.
Because most of feminist researches on the media have been primarily concerned with women's roles and representations in main scream mass media, women's media as alternative media remain remarkably understudied. Thus this study explores women's media in relation to women's movement during the period of US military Government in Korea. There were five women's newspapers which were means of women's movement in this period. However, failing to attract enough appropriate revenues and resort to fund-raising, women's newspapers could nor be published a long time. And women's newspapers as means of women's movement had the defects in women's representations because women's movement lacked a certain degree of autonomy from the male-dominated political activities. In other words, women's newspapers maintained women's participation in political areas, but on the other hand they emphasized the women's role as mother and housewife.

With the rapid advance of computer and communication technology, the amount of data transferred is also increasing more than ever. The recent trend of education systems is connecting related information semantically in different systems in order to improve the utilization of computerized information Therefore, Web-based teaching-learning is developing in the ubiquitous learning direction that learners select and organize the contents, time and order of learning by themselves. That is, it is evolving to provide teaching-learning environment adaptive to individual learners' characteristics (their level of knowledge, pattern of study, areas of interest). This paper proposes the efficient evaluation method of learning contents in a mediator for the integration of heterogeneous information resources. This means that the autonomy of a remote server can be preserved to the highest degree. In addition, this paper proposes the adaptive optimization of learning contents such that available storage in a mediator can be highly utilized at any time. In order to differentiate the recent usage of a learning content from the past, the accumulated usage frequency of a learning content decays as time goes by.

The primary purpose this descriptive study was to identify, describe, and compare the patterns of shared governance and nursing unit culture in the hospital settings. The secondary purpose of the research was to identify, describe whether the participation style or responsibility style of nursing management activities shared through nurses in a consistent way. Methodology included survey and in-depth interviews with a total 145 members of 15 nursing units in 3 hospitals. One was a national hospital, another was a corporation hospital and the other was a teaching hospitals. Conclusions from this research included the following: 1. The degree of shared governance in nursing management activities was the highest in the corporation hospital. 2. In the participation style of nursing management activities, 'all participation' was the highest in the corporation hospital. 'Nursing administration only' was the highest in the national hospital. 3. Distribution of responsibility style differed from that of participation style. Three hospitals showed high in nursing management activities such as 'nursing administration only' and 'head nurse only' style. 4. Five experts surveyed showed that the ideal level of nurses' participation in nursing management activities was a traditional nursing governance pattern. 5. There was a distinct difference in the nursing unit culture throughout the institutions in the professional growth. 6. There was no significant difference in the same nursing units of three hospitals in nursing unit culture. According to these results, the following implications can be made; 1. In nursing administration, there should be an emphasis on preparing staff nurses' potential decision-making ability through continuing education so that staff nurses' autonomy and responsibility will be developed and increased. 2. It is necessary to develop a strategic nursing unit for improving nursing quality in hospital setting. 3. The relationship of shared governance, nursing unit culture and nursing outcome should be researched further.
The purpose of this study is to establish fundamental knowledge on the experience for building resource system using the social networks within the community. This study used a social capital perspective and the grounded theory method based on Strauss and Corbin(1998) and Corbin(2004). Interviews were conducted with 14 Korean social workers (general managers and assistant managers) at community welfare centers who have developed resources by using the social networks or social relations for more than 3 years. In creating autonomy and sustainability of community, there are four types of social worker's efforts in building resource system within the community: 'restoring norms of reciprocity', 'developing citizen's capabilities', 'mobilizing resources through community organizations', and 'utilizing external resource-networks'. These results are contribute to developing theory on social welfare resources using community networks according to characteristics of a community.
The balance between centralization (power concentrated nationally) and decentralization (power devolved to local government) is a perennial issue in the field of social welfare administration. In the design of social welfare administration, values and assumptions related to decentralization and centralization generally are expressed in choices concerning pluralism versus uniformity, small versus large. In this context, this article tried to find and analyze the problems of financial decentralization of social welfare pursued by No Moo-hyun government. The decentralization of social welfare caused horizontal inequity between local governments, lack of social welfare finance of local government, and impediment of local government finance autonomy.
Objectives : The objective of this paper is to discuss the importance of obtaining informed consent for conducting epidemiological studies and public health activities, based on the Report of the UNESCO's Working Group on Informed Consent. Methods : The Report of the UNESCO's Working Group on Informed Consent was reviewed and discussed in connection with the ethical considerations of public health activities and epidemiological research. Results : It was at the Nuremberg Trial for the German war criminals of the Second World War that the principle of 'consent' was first stated as a consequence of the medical abuses carried out during the War. As a result of the Trial, the Nuremberg Code came out in 1947. Since then, various international declarations or ethical principles on 'informed consent' have been developed and published. These ethical principles on 'informed consent' have mostly to do with the clinical research that involves human subjects, and not with epidemiological studies and public health activities. However, UNESCO recently issued a comprehensive Report on Informed Consent based on the Universal Declaration on Bioethics and Human Rights adopted in 2005, and this included detailed guidelines on informed consent in epidemiological studies and public health activities. Conclusions : Universal Declaration on Bioethics and Human Rights emphasizes the principle of autonomy to protect the human rights of the human subjects involved in any public health activities and epidemiological research. As a practical guideline, obtaining informed consent is strongly recommended.
This study was done to identify awareness of human rights in nursing students, and to evaluate the factors affecting human rights for nursing students. A cross-sectional design was used, with a convenience sample of 440 nursing students from two university in Incheon and Kangwon province. The score for right consciousness was much higher than duty consciousness inherent in human rights. The predicting factor for human rights was mother's rearing attitude in terms of autonomy and this factor explained 7.6% of human rights for nursing students. There was a significant difference on human rights for nursing students according to age and awareness of human rights were related to perceived parents' rearing attitude, self-esteem, psychological home environment.
Nowadays even if environment of international commercial transaction is changing quickly municipal law could not meet with such change accordingly. So far, however, efforts towards unification have prevailingly taken the form of binding instruments, such as non-national or supranational legislation, international conventions or international model laws. Among them, the UNIDROIT Principles with parties' autonomous and yet non-binding character do not only meet the substantive requirements of a true law merchant. In addition they also counter some of the main points of criticism against the modern lex mercatoria. As such the Principles constitute a cornerstone in the lex mercatoria debate and may become the heart of the new lex mercatoria. The purpose of this article is to ask whether there could be applied the Principles in international commerce. For the purpose it is to investigate when the Principles are applied in international commerce and how effectively the Principles are applied for the decision in international commercial disputes. Even though the Principles are used for reference by parties involved for the voluntary regulation of their contract, it is sufficiently expected that the Principles are to be a stepstone of uniform contract law in international commerce. Until now cases of appling the Principles are not satisfied with its expectation as a source of non-legislative means of unification or harmonization of law. Given the party's autonomy in the contract, this is among other things because business parties are strongly tend to observe their national laws in their international commerce. And also, even though there are a number of neutral and uniform regulations for international commercial contracts, parties do not often recognize their usefulness with being up to expectation.
