The purpose of this study is to explore the feasible policy directions for sports welfare that can not only improve the standard of living through health but also ensure a happy and enjoyable life for the people of Gangwon Province. For this purpose, I have conducted studies such as the analysis on the sports class voucher project being implemented by the South Korean government and the case analysis in sports welfare, and present policy directions as follows. First of all, it is about upgrading the sports class voucher project. And as its implementation plans, I suggest ① increased publicity, ② the earmarking of the province's own budget for the sports class voucher project, ③ the establishment of a system for cooperation for work implementation between the related organizations and their staff in charge with a view to activating the sports class voucher project, and ④ the upgraded services for the sports class voucher project and the upgraded access to the life cycle-based universal welfare. Second, it is about using public sports facilities and developing various programs. I suggest the active utilization of the public sports facilities that enable people to learn the skills for such sports disciplines as baseball, badminton, ice sports, and golf and the development and distribution of distinctive educational programs for dance for media entertainment shows for female youths, climbing, cheer leading, fencing, surfing and horseback riding. Third, it is about nurturing the human resources and networking. For this, I suggest the creation of 'Sports Welfare Specialist Training Program' and the training of the college students majoring in sports science with the aim of creating a number of jobs. Fourth, it is about refurbishing the system and establishing the support system. I suggest the dismantling of the partitions in the welfare policy related to sports activities and the formation of (tentatively named) 'Gangwon Province Sports Welfare Implementation Committee', and the creation of (tentatively named) 'Sports Welfare Project Support Team' in Health, Welfare & Women's Affairs Bureau or Culture, Tourism and Sports Bureau in the short term and then its long-term expansion into (tentatively named) 'Gangwon Province Sports Welfare Support Center' in responding to the needs that reflect the provincial demographics, with a view to establishing a single lineup for the administrative support system. Furthermore, as budget and manpower are needed to realize customized sports welfare that suits the characteristics of the province and in which all the provincial residents can collect benefits, I suggest that the province provide the legal basis through creating 'Ordinance Promoting Sports Welfare in Gangwon Province' and pushing forward with (tentatively named) 'Gangwon Province Sports Welfare Competition' as what revises the sports class voucher project for the purpose of broadening the basis for sports welfare promotion.
This study aims to criticize the recent reform of childcare policy since 2008, which goes for marketization, individualization, and familialization, and to search for its alternative. First, this study analyzes the problems of the above three options based on the context of 'free choice', while examining how welfare regimes have dealt with the changes in childcare policy. Second, the study reviews several controversies in the process of policy formation for childcare service, including coverage of service recipient, policy direction, outcome, efficiency, and priority. Third, it proposes an alternative for accomplishing universal childcare service delivery system. Finally, the paper is to point out that the reform of childcare policy of MB government carries fundamental problems of reinforcing class stratification and gender stratification, and thus dose not attain the ultimate goal of childcare policy.
This study analyze Family gaps(the wage gap between mothers and non-mothers) across the wages distribution in Korea using 2008 Korean Labor and Income Panel Study. Analysis models include Heckman's two stage estimation to control women's labor participation selection and Quantile regression method to examine the effects of children at different points of the wage distribution. The result indicates that first, comparing non-mothers, mothers with one child suffer statistically significant hourly wage losses at 25th, 50th, and 75th distribution, however not significant effects are found at lowest(10th) and highest(90th) distribution. Second, comparing non-mothers, mothers with two more children suffer statistically significant hourly wage losses at all distribution. Family gap differs across the wage distribution and highest family gaps are found at 25th distribution. With these results, the author suggests universal family policies to support mothers' labor participation and the reconciliation of work and family.
It is growing a necessity of consideration and management to the relevant policies for the elderly Patriots and Veterans systematically in order to increase the life-supported services since the rapid growth of the aging society. It is difficult to ensure the outcome of cost-effectiveness about the policies because of the residual welfare view and the limitation of the government budget in terms of the traditional Bohun(Korean independent movement activists, veterans and sacrificed advocators for democratization) service, though. In addition, it is not realized the individual activity and daily life-supported services yet to the elderly Patriots & Veterans since the concentration of security income and medical care. Accordingly, it is proper to quest a new Bohun policy from the traditional residual welfare view to universal or ubiquitous welfare service, which will enable them to get the various care service benefit in terms of cost-effectiveness. In this vein, the study is trying to figure out the alternative supply mechanism in-home care service to the elderly Patriots and Veterans; especially, the study emphasizes on the linkage between the regional social welfare service system and Bohun welfare service system.

Purpose: The purpose of this study was to compare universal goniometry (UG), which is commonly used in clinical practice to measure the range of motion (ROM) of finger joints with a wearable soft sensor glove, and to analyze the reliability to determine its usefulness. Methods: Ten healthy adults (6 males, 4 females) participated in this study. The metacarpophalangeal joint (MCP), interphalangeal joint (IP), and proximal interphalangeal joint (PIP) of both hands were measured using UG and Mollisen HAND soft sensor gloves during active flexion, according to the American Society for Hand Therapists' measurement criteria. Measurements were taken in triplicate and averaged. The mean and standard deviation of the two methods were calculated, and the 95% limits of agreement (LOA) of the measurements were calculated using the intraclass correlation coefficient (ICC) and Bland-Altman plot to examine the reliability and discrepancies between the measurements. Results: The results of the mean values of the flexion angles for the active range of motion (AROM) of the finger joints showed large angular differences in the finger joints, except for the MCP of the thumb. In the inter-rater reliability analysis according to the measurement method, the ICC (2, 1) value showed a low level close to 0, and the mean difference by the Bland-Altman plot showed a value greater than 0, showing a pattern of discrepancy. The 95% LOA had a wide range of differences. Conclusion: This study is a preliminary study investigating the usefulness of the soft sensor glove, and the reliability analysis showed a low level of reliability and inconsistency. However, if future studies can overcome the limitations of this study and the technical problems of the soft sensor glove in the development stage, it is suggested that the measurement instrument can show more accurate measurement and higher reliability when measuring ROM with UG.
Child and youth welfare law in Korea is vague and complex. In a narrow sense it means the research on the provisions of the Child Welfare Act. In a broad sense it embraces all of the social welfare system regarding to the protection for children and youth. Regardless of the scope of child and youth welfare law it should be cleared what the term of child and youth means in Korean legal regulation. Historically, child protection in Korea was based on the good intentions of individuals to protect war orphan children from poverty or danger after the end of the Korean War. It is the story of the evolving status of children from being viewed as dependant of the parents to becoming rights-based citizens, even not in Constitution. In Korea neither parents nor children have constitutionally recognized right. According to Korean Constitution the parents have only the obligation to educate their children. And the state ist obliged to improve the welfare of the youth(section 34). In compliance with this article there are lots of statutes regulating youth welfare. This article reviews the legal definition of child and youth to test the uncertain definition of child and youth welfare in relation to the treatment of children's and youth's legal status in Korea. According to the Child Welfare Act child is the person under age of 18, while the legal definition of youth oscillates between the person under the age of 19 and the person over the age 9 to the age of 23. As a result child welfare is often used as the synonym of youth welfare, and vice versa. The lack of the arrangement of the legal definition of child and youth is based on the historical reasons that the legal definitions of youth (under the age of 19 or over the age 9 to the age of 23) newly appeared in the statutes regulating youth welfare, whereas the Child Welfare Act still maintained the definition of child under the age of 18. In order to get rid of the confusion of the definition of the child and youth, a part of certain statues should combine with another Act according to the purpose of the individual amended statutes. And the definition of child and youth should be subdivided into 3 or 4 classes, namely infant(0-6), child(7-13), youth(14-18) and young adult(19-26). Furthermore this article proposes a reform of the existing legal system pursuant to the nature of the law, i.g. whether the issued or amended Act takes on a selective(residual) or universal character.

Objective: This study is concerned with the user interface (UI) design of touch screen based on the reaction time of Automated Teller Machine (ATM) user. Background: Adopting the touch screen technology, the ATM service has recently established a new user interface different from the existing button-type interface. Method: Experiments were conducted by simulating ATM touch screen layouts, and layouts were focused on location of menu buttons (left and right, top and bottom), number of menu buttons (8 and 12 buttons). Results: The results show that there are significant differences in correction ratio and reaction time by user groups, types of menu location, and the number of buttons. Conclusion and Applications: The results of this study can be used to provide baseline information for the interface design of ATM touch screen and the age differences in reaction time.
This paper compares a cross-cultural and gender differences and similarities about consumer ethical perceptions and behaviors, and ethical ideologies between Korean and the US college students. It also examines the relationships between consumers' ethical perceptions and behaviors, and the relationships between consumer ethics and ethical ideologies. This research provides some evidence that supports the premise that consumer ethics is influenced to an extent by consumers' nationality and gender. The differences are not universal, however, and could perhaps be described as situational. The American college consumers were found to be more idealistic and relativistic than the Korean college consumers. But the differences were minor The American male college consumers were found to be more idealistic than the American female college consumers. The ethical consumer groups were found to be more idealistic and less relativistic than were the unethical consumer groups. Perceptions were positively related to behaviors in the consumer ethics. But the magnitude of impacts is different between the nations and in the dimensions of consumer ethics.
After critically assessing the effectiveness of basic income as an alternative to the existing social security system, this article argues that basic income is fundamentally incapable of providing an adequate protection for those in social risks or welfare needs. The proponents of basic income often claims that technological innovations will lead to the end of work and thus that basic income will be required for all citizens in the future. Moreover, they emphasize that labor market flexibility is making a large segment of work forces unstable working poor, what is often called the precariat who are not effectively protected by the existing social insurance programs. For them, basic income is the best source of social protection for the precariat of today and the citizens in the future, freeing them from the necessity of having a paid work. This article, however, points out the ineffectiveness of basic income as social protection due to its unustainably high cost that comes from unconditional benefit provisions regardless of levels of income, social risks, and welfare needs. Also it challenges the simplified 'Luddites' image of workless society in the future, arguning that techological unemployment can be overcome by new job creation as seen in Silicon Valley and job sharing following working time reduction. It maintains that it is more cost-effective and reliable to strengthen the welfare state based on the principle of reciprocity that aims at 'universal sufficient protection for those in social risks and welfare needs.'
Public rental housing in Korea has been initially provided for residential stability of low-income household focusing on solving quantitative insufficiency since 1980s. In the process of early stage of designing and planning public rental housing, qualitative aspects of considering children were not primary concern. This study aims to analyze the priority of environmental improvement of outdoor spaces for children's safety in public rental housing. First, literature review was performed in the reference of local residential safety guidelines, Universal Design, and CPTED guidelines. In each guidelines, common safety planning factors for children were extracted within different types of outdoor spaces. Second, based on literature analysis, residents evaluated importance and satisfaction level by different safety types, outdoor space type, and environmental planning factors. In results, residents evaluated high importance and showed low satisfaction for crime and traffic safety. Through IPA, facilities and parking space was evaluated where improvement is needed for the first priority, and planning factors were mostly concerned with surveillance and safety management system. Result shows general concern of public rental housing residents, about weak facility management and security system, and about socially isolated environment which heightened the fear of crime safety. Overall, poor maintenance of the complex environment and decrepit facilities are constantly raising risk of safety accidents especially for children. Considering residents' concern, environmental improvement should be considered in perspective of not only physical repair, but also facility management and security system.
