Public libraries in Korea have increased dramatically in number through the last 45 years. However, compared to the public libraries of the United States of America, United Kingdom of Britain, and Japan, public libraries in Korea tended to have a higher rate of capita visits per a public library, so public libraries' infrastructure in Korea is very inadequate. This research analyzed cooperative network cases for public libraries of London Borough of Camden, Ootaku in Janpan, and Bucheon City in Korea to deduct a plan to broaden the service area and to make management more efficient by managing based on the single-administrative district area as a regional library system. With these results this research excogitated a cooperative network model and a plan to make the management more efficient. As a conclusion, as public libraries increase in numbers we need to examine the proper scale, and we need to construct a central-concentrated system to enhance management efficiency between a central library and branch lib aries or small libraries.

As an useful water purification system for non-point source pollution in rural watersheds, interests in constructed wetlands are growing at home and abroad. It is well known that constructed wetlands are easily installed, no special managemental needs, and more flexible at fluctuating influent loads. They have a capacity for purification against nutrient materials such as phosphorus and nitrogen causing eutrophication of lentic water bodies. The Constructed Wetland Design Model (CWDM), developed through this study is consisted mainly of Database System, Runoff-discharge Prediction Submodel, Water Quality Prediction Submodel, and Area Assessment Submodel. The Database System includes data of watershed, discharge, water quality, pollution source, and design factors for the constructed wetland. It supplies data when predicting water quality and calculating the required areas of constructed wetlands. For the assessment of design flow, the GWLF (Generalized Watershed Loading Function) is used, and for water quality prediction in streams estimating influent pollutant load, Water Quality Prediction Submodel, that is a submodel of DSS-WQMRA model developed by previous works is amended. The calculation of the required areas of constructed wetlands is achieved using effluent target concentrations and area calculation equations that developed from the monitoring results in the United States. The CWDM is applied to Bokha watershed to appraise its application by assessing design flow and predicting water quality. Its application is performed through two calculations: one is to achieve each target effluent concentrations of BOD, SS, T-N and T-P, the other is to achieve overall target effluent concentrations. To prove the validity of the model, a comparison of unit removal rates between the calculated one from this study and the monitoring result from existing wetlands in Korea, Japan and United States was made. As a result, the CWDM could be very useful design tool for the constructed wetland in rural watersheds and for the non-point source pollution management.

Pest control is required for protecting the food supply and for controlling disease vectors. Unfortunately, there is no perfectly safe form of pest control. Pesticides are commonly used for pest control. Pesticides are defined under the US Federal Insecticide Fungicide and Rodenticide Act(FIFRA) as any substance or mixture of substances intended to prevent, destroy, repel, or mitigate pests, and any substance or mixture of substances intended for use as a plant regulator, defoliant, or dessicant(40 CFR Part 152). Currently in the United States, there are 890 active ingredients registered as pesticides. Approximately one billion pounds of active ingredient are used in the US per year. Unlike most chemicals(anti-neoplastic and anti-micobial medications are the principal exceptions), pesticides are specifically designed to kill and cause harm. Because society allows these chemicals to be disseminated into the environment, it is important to monitor the health effects associated with these releases. This represents an important justification for establishing and maintaining surveillance systems for acute pesticide-related illness and injury. A comprehensive, national surveillance system for acute pesticide-related illness and injury does not currently exist in the US. Although the United States has several surveillance systems for this condition, none provide a complete understanding of the problem of acute pesticide-related illness and injury. The Toxic Exposure Surveillance System(TESS) and Bureau of Labor Statisitics(BLS) are useful for assessing magnitude and trends. The state-based surveillance systems are more useful for timely identification of outbreaks and emerging problems. Efforts are underway to increase the number of states that conduct surveillance, and to broaden the use of the standardized case definition to facilitate aggregation of data across states. Through such efforts, a comprehensive, national surveillance system may be attainable.
Recently, human embryonic stem cell research raises exciting public expectation on medical possibilities as well as ethical debate. Embryo management has become an integral part of the management of infertility treatment, researches on embryo and human embryonic stem cells and so on. Britain has permitted the research on stem cells derived from human embryo which made the first nation to allow the cloning of human embryo for the stem cell research. However, new technologies such as the assisted reproductive technologies and human embryonic stem cell research continue to pose an increasing source of ethical dilemmas for physician, scientists, legislators, religious authorities and the general publics to deal with. None the less, the United Kingdom has adopted the most liberal policies regarding human embryo and human embryonic stem cell research. The implication of the British embryo management system are as follows: 1) the development of reproductive technologies and new stem cell research technologies continue to pose legal and ethical debates, since those involve several parties; 2) the UK has taken the legal and institutional approaches to cope with those serious issues; 3) the UK adopted most liberal policies regarding embryonic and human embryonic stem cell researches; 4) the British HFE Act is consistent with the existing Acts related to human embryo management and researches; 5) through amending the HFE Act to accomodate the changes of technologies, the UK try to minimize the legal and ethical burden on undertaking research regarding embryo. The debates about the researches on human embryo and human embryonic stem cells is likely to continue in the Korean society. Because of the controversy and competing ethical values, as well as the evolving technologies, so far no consensus exists in our society. It suggest that it is premature to bring closure by ruling out any particular approaches. Thus our society needs to make an efforts to find a basis which could resolve the societal controversies through enriching the societal conversation about the profound ethical issues regarding embryo management.
The sand-covered Muweilah archaeological site in the United Arab Emirates (UAE) is a unique Iron Age site, and has been subject to intensive investigations. However, excavations are time consuming and may require twenty years to complete. Thus geophysical surveys were undertaken with the objective of characterising the site more expeditiously. This paper presents preliminary results of these surveys. Ground penetrating radar (GPR) was tested as a primary imaging tool, with an ancillary shallow time domain EM (MetalMapper) system. Dense 3D GPR datasets were migrated to produce horizontal (plan view) depth slices at 10 cm intervals, which is conceptually similar to the archaeologists' excavation methodology. The objective was to map all features associated with anthropogenic activity. This required delineating extensive linear and planar features, which could represent infrastructure. The correlation between these and isolated point reflectors, which could indicate anthropogenic activity, was then assessed. Finally, MetalMapper images were used to discriminate between metallic and non-metallic scatterers. The moderately resistive sand cover allowed GPR depth penetration of up to 5 m with a 500 MHz system. GPR successfully mapped floor levels, walls, and isolated anthropogenic activity, but crumbling walls were difficult to track in some cases. From this study, two possible courtyard areas were recognised. The MetalMapper was less successful because of its limited depth penetration of 50 cm. Despite this, the system was still useful in detecting modem-day ferruginous waste and bronze artefacts. The results (subject to ongoing ground-truthing) indicated that GPR was optimal for sites like Muweilah, which are buried under a few metres of sand. The 3D survey methodology proved essential to achieve line-to-line correlation for tracking walls. In performing the surveys, a significant improvement in data quality ensued when survey areas were flattened and de-vegetated. Although MetalMapper surveys were not as useful, they certainly indicated the value of including other geophysical data to constrain interpretation of complex GPR features.
We developed the equipment to measure the MTF(modulation transfer function) of an optical system for automatically inspecting the surface condition of an LCD substrate. We have made an object generator with USAF(United States Air Force) targets of three bar patterns and an integrating sphere, and an image analyzer with a 2 dimensional CCD(charge coupled device) and a relay lens. The MTF of the lens under test was obtained by correcting the measured CTF(contrast transfer function) which is the ratio of the contrast in the image of the USAF target to the contrast in the object. We have measured an optical system of F/13.65 (2.6x), the MTF are 30.6 % tangential plane and 26.1 % sagittal plane at 62.5 1p/mm.
In this paper the new revision of Korean Airworthiness Standards (KAS) - Emissions was proposed for enforced environmental standards. The Aircraft Engine Fuel Venting and Exhaust Emissions Requirements have been only defined for smoke, HC, CO and NOx as management items in previous KAS. However, this standard has not covered the current situation that International Civil Aviation Organization (ICAO) and United States Environmental Protection Agency (EPA) enforced environmental regulations, such as emissions trading system, limitation of CO2 emissions and restriction of exhaust gas. In order to overcome these outdated situations, we presented the new requirements for aircraft exhaust gas emissions standard of Korea based on the latest standards of United States, Europe and other countries.

The construction market has gradually become complexity, variety and specialization, and then owner's requirements about quality has become various. In order to solve the problem such as stated above, advanced constructions in France, United Kingdom, Japan and United States have introduced warranty contract which is warranted to quality and performance for need of owner in determined term to ensure the quality of construction since 1960s. In addition to, domestic constructions have been meeting with international competition because of the open BOT market from FTA. Finally, this study proposed new warranty delivery system model in PFI on considering domestic status by benchmarking the delivery process and the characteristics of the warranty contract which is applied to PFI of global.
This study aims to analyse the actual conditions of Korean fishing boat being seized in Japan's EEZ and to provide the countermeasures against that problem. According to the analysis of that actual conditions, Korean fishermen are trespassing Japan's EEZ in which fishery resources are abundant because of exhaustion of fishery resources and polluted water in Korean coastal sean. In the past, That behavior was not illegal. Now, however, it became illegal with the effectuation of the United National Conventions on the Law of the Sea(1994) and the Korean-Japanese Fisheries Agreement(1999). In order to resolve that problem on a long-term basis, it is necessary to turn over national fishery policy, to provide fishing people with other means of living, and to establish the Korean-Japanese cooperation system of fishery management. Most of all, it is urgent to mitigate and remit a penalty which was executed in Japan, to amplify personal and material resources need to guide and control fishery, and to construct a close cooperation system between the National Maritime Policy Agency and the Ministry of Maritime and Fisheries Affairs.
Countries such as the United States, Russia, and Europe are developing and operating UAVs for various purposes, including stealth UAVs. North Korea is also operating unmanned aerial vehicles, and it is presumed that it is continuously flying south of the demarcation line to obtain information on the national security zone, but it is difficult to detect and neutralize it effectively. Therefore, this paper analyzed the military UAV development trends and military radar specifications in Western countries such as the United States and communist countries such as Russia, China, and North Korea through literature research. In addition, based on the investigation of the AESA radar-based UAV response system in the country, not only general responses but also countermeasures such as direct strike and electromagnetic pulses to North Korean UAVs that cannot be jammed were suggested.
