This study suggests integration scheme for agricultural governance of South and North Korea after unification by comparing and analyzing their current agricultural governance, assuming drastic changes of economic system in integration process after unification. The North Korea's critical food shortage will force reformation of its agricultural governance to be the top priority in integration process after unification. The agricultural governance of South and North Korea has comparable structures. However, the North Korea's agricultural governance is extremely inefficient because it is established for political purposes. The integration scheme suggested includes expansion of Rural Development Administration, integration of research institutes, establishment of branch of Korea National University of Agriculture and Fisheries, transformation of existing North Korea's organization into South Korea's system and preparation of training programs for North Korea's officials.

정보화시대의 세계각국은 정보화 물결에 적극 대응하고 21세기 새로운 사회의 주도권을 확보하기 위해 경쟁적으로 국가정보인프라 구축을 강력히 추진함으로써 정보화를 가속화하고 있다. 본 연구에서는 통일후 북한의 정치, 경제, 사회, 문화의 제방면에서 남북한간 통합을 달성해 나가는 데 있어 핵심적인 기반이라 할 수 있는 정보통신의 통합전략을 위해 통일후 북한지역에 정보통신 인프라구축에 필요한 기본방안을 제시하고자 한다.

남과 북으로 이원화된 현 번호체계는 향후 남북 통일시 남북한 정보통신교류에 있어 상당한 걸림돌이 될 것으로 전망된다. 따라서 장기적으로 볼 때 남북한간 번호체계는 통신수요와 통신서비스의 발전을 충족 할 수 있으면서, 주어진 통신환경에서 가장 효율적이고 적합한 번호의 구조와 체계를 설정하는 것이 매우 중요하다. 본 논문은 새로운 통신망과 통신서비스의 출현 등 미래의 통신발전에 대비하여, 통일 후 남북한 정보통신 통합에 필수적인 번호체계에 대한 통합방안을 제시하고자 한다.

Whereas previous researches on land policy after unification dealt with principally the problem of land confiscation under the communist reign, this research tried to propose a scheme of long-term land reform which was based on case studies on ex-socialist societies' experiences during their transformation, analysis on North Korea's institution related to land ownership and use. To reform North Korea's land ownership and use by the principle of market economy, North Korean should accumulate their commencing asset necessary for private ownership of land and housing. Therefore much focus should be put on the accumulation of the commencing asset at the early state of unification. On the extension of that line, the government of the Unified Korea should try to solve the problem of land confiscation by the communist party and land privatization in the region of North Korea. For the purpose, gradual land reform is more desirable than rapid one according to the case studies on ex-socialist societies. The government should avoid policies than can result in serious fiscal burden. Active participation of local government is highly recommendable in land tax and development. On the direction of land policy, this research proposed a four step long-term scheme of land reformation in North Korea. However, later researches should put more Korea. However, later researches should put more emphasis to the unification of land institution of North and South Korea which this research couldn't deal with sufficiently.

지리정보와 이것의 기반이 되는 측량 성과는 중요한 국가 인프라이므로 체계적인 방안을 수립하고 대응하지 않을 경우 통일이후, 막대한 비용과 사회적 혼란이 야기될 것이다. 통일이후 한반도의 효율적인 국토활용과 국토공간에 대한 지형도 제작 등 통일을 대비한 측량정책 제도의 기본방향을 수립하여 통일비용과 혼란을 최소화하기 위한 목적으로 본 연구에서는 인터넷 자료조사 및 측량 전문가 면담, 관련 기관 방문과 세미나 개최를 통해 남북한의 측량관련 현황 및 통일 독일의 사례를 분석해 보았다. 우선 통일이후 변화하는 환경을 예측하고 이에 따른 측량 관련 법 제도 및 측량기준을 통합하는 측량정책을 수립해야 할 것이며, 2007년 세계측지계 도입을 바탕으로 한 남북한 기준점 개편 및 성과 통합 방안을 강구해야 한다. 이를 위해 한반도 및 인접국의 지도와, 북한의 도시지역 우선으로 대축척지도를 제작할 필요성 및 통일을 대비한 국토지리정보원의 위상과 역할을 제시하였다. 이러한 적극적 준비와 방안 모색으로 통일에 대비한 측량정책 및 제도의 기본방향을 수립하고 통일비용 최소화라는 목적을 달성할 수 있을 것으로 보인다.

21세기 남북한 교류·협력은 정보기술, 정보산업 위주로 추진함으로써, 남북한 통일은 앞당길 수 있을 것이다. 이를 위해서는 남북한 및 한반도 지역을 종합적으로 연결하는 정보통신 네트워크의 구성이 필요하다. 미래의 통일을 대비하기 위해 북한지역의 정보통신 인프라 구축은 위한 방안을 대내외적 여건에 대한 객관적인 면과 전망에 근거하여 실현 가능한 통신망 구축 전략을 제시하였다. 따라서 북한지역의 통신망 구축을 위해서는 다원성, 경제성, 중계성 등을 고려하여 망을 구축하여야 하며, 향후 통일비용을 최소화하는 관점에서 검토되어야 하고, 그에 따른 망의 구성, 구축방안을 기술하였다.

The performance based design obligates quantitative assessment of required performances by means of transparent and objective science. In this design scheme, simulation of both macro and micro-scale structural behaviors is thought to be a powerful tool. This paper proposes a way how to unify the structural safety and serviceability check method and durability assessment of RC structures. Though component chemical-physical processes are crudely assumed, system dynamics of micro-scale pore structure formation and macro-scale defects and deformation of structures was shown as possible and promising approach in future. The authors understand that the unification of structural and durability design has just started. For further progress and development, predictive tool of structural behaviors from birth to death of concrete under any specified environment and load serves as an essential technicality.
