Obviously, "informatization" is one of the most effective means for improving national competitiveness. In particular, South Korea is a representative successful case implementing informatization in the world. On the contrary, North Kora does not because of serious information devide matter. Given the assumption that information devide is caused by three aspects: the access to information devices or database(information accessibility); the ability to utilize information resources(information mobilization); and the ability to differentiate the quality of information(information consciousness). Based upon three aspects of information devide, we design practical strategies to implement informatization for North Korea region. The purpose of this study is to investigate how to successfully build in informatization of North Korea region for unification era. Drawing on the analysis of successful cases of South Korea, we suggest the valuable guidelines and directions toward success of building informatization of North Korea region. Therefore, this study provides government with specific and practical success strategies for unification era.

In preparing for the unification of North and South Korea, rather than unilaterally over-writing the North's human resource training system with the South's health care human resource development system, it is important to understand the North's system and its ecology and to achieve a balance by seeking out aspects of each of the systems that could be consolidated with each other. The training period in both the North and South's health care human resource development systems is specified to be 6 years, but there is no system for internships or residencies in the North. South Korea introduced a 6-year system for pharmacist education in 2009, but North Korea has been using such a system since the 1970s (currently 5.5 years). In North Korea, training of health care personnel is conducted at various levels: at universities, at vocational schools, and at institutes for training health officials. Various types of training (daytime training, online, and ad hoc programs) are carried out. Also of interest is the North's licensure examination system. Rather than a state examination system as in South Korea, the North favors a graduation exam given by a national graduation examination committee composed of university professors, which awards both graduation certificates and 'permits,' that is, licenses for doctors and pharmacists. In working out a plan for the integration of the two Koreas' systems based on the study and analysis of the North's educational and testing system for doctors and pharmacists, this paper does not place exclusive focus on the distinctions between the systems or cling to negative views. Rather than claim that unification/integration is a practical impossibility, the paper focuses on the similarities between the two systems and maximizes them to uncover an approach for arriving at solutions. It is hoped that the practical data offered in this paper can contribute to the design of a forward-minded unification/integration model.

The performance based design obligates quantitative assessment of required performances by means of transparent and objective science. In this design scheme, simulation of both macro and micro-scale structural behaviors is thought to be a powerful tool. This paper proposes a way how to unify the structural safety and serviceability check method and durability assessment of RC structures. Though component chemical-physical processes are crudely assumed, system dynamics of micro-scale pore structure formation and macro-scale defects and deformation of structures was shown as possible and promising approach in future. The authors understand that the unification of structural and durability design has just started. For further progress and development, predictive tool of structural behaviors from birth to death of concrete under any specified environment and load serves as an essential technicality.

The basic equation of body and mind that can be represented as body and mind based on love model of Romeo and Juliet is presented in this paper. In order verify validity for physical idea of unification for body and mind when the external force is applied in the basic equation. We display the time series and phase portrait for nonlinear behavior, and this paper confirms the point of difference between body-mind neutral monism and body-mind dualism.

Most of the previous game development has proceeded in the approaches of the temporal-oriented synchronization because of producing game objects by using general authoring tools, and ad hoc or trial and error methods has been devised for representation of spatial concept. This paper is a study on the unification notation for spatio-temporal synchronization to conquest this fault. First of all, we classify game space as temporal object, spatial object, absolute/relative spatio-temporal space. The spatio-temporal relationships are divided into temporal extent, temporal location, spatial extent, and spatial location. In the paper the temporal and spatial relationships of game scene are defined to represent the synchronization, and we propose new unification notation by temporal and spatial concept to represent two concepts putting emphasis on space. Their relationships are presented on 3D by creating time axis related with time in scene unit of the two dimensional plane in the pivot on space. The usability of this representation method are shown by applying examples of game scenario.

In order to actively cope with international changes such as cessation of the Cold War in the twentieth century, the government has been proceeding the unification project between military and commercial specification leading to cost reduction of military supplies as well as to high effectiveness. Among these efforts, the study on raw materials specifications, which seems to have been widely used for military or commercial fields, has been performed. As the result of these studies, we have reformed military standards through surveying and summarizing military, KS and international specifications on raw materials. Consequently, the reduction of costs for the procurement of military supplies and the maintenance of current military specifications is to be expected.

최근 첨단 정보기술의 발전과 함께 지식정보사회로 전환되면서 전자상거래 분야가 빠르게 성장하고 있다. 전자상거래는 거래를 통해서 많은 개인정보를 수집, 관리 및 생성하게 되는데 일단 수집된 개인정보는 개인정보 주체의 꾸준한 갱신이 없다면 개인정보에 대한 기본 요구사항이자 개인정보 보호법에서 개인정보 주체의 의무사항인 최신성과 정확성이 결여된 상태가 된다. 따라서 이 논문에서는 최신성과 정확성의 결여로 발생되는 정확한 서비스와 사용목적 및 용도 변경시 동의를 받을 수 없는 문제, 수집된 개인정보를 주체는 어느 사이트에서 사용되고 있는지 알지 못하는 문제를 해결하기 위해 전자상거래에 사용되는 개인정보를 가변적 개인정보와 불변적 개인정보로 분류하고, 이를 기반으로 각 전자상거래 사이트들이 수집한 가변적 개인정보를 통합적으로 관리해 주는 방식의 최신성과 정확성을 충족시킬수 있는 통합 모델(Privacy Synchronization Unification Model)을 제안한다.

The purpose of this paper is to review the text of national legislation relating to the carrier's liability in respect of the carriage of passengers, baggage and cargo by air in major states such as United Kingdom, Germany, France, Canada, Russia and China, and to compare the air carrier's liability under the national legislations of above states with them under the Warsaw System relating to the international carriage by air. Also this paper reviews the text of the draft legislation relating to the carrier's liability in respect of the carriage by air in Korea. The Warsaw Convention for the Unification of Certain Rules Relating to International Carriage was adopted in 1929. In 1999, the ICAO adopted the Montreal Convention for the Unification of Certain Rules for International Carriage by Air vastly modernizing the unification of private air law. The Montreal Convention replaced the instruments of the “Warsaw System”, and came into force on 4 November 2003. The Montreal Convention is not only an international convention. It has also exercised a considerable influence on national legislation. A the Convention, or certain of its principles, with the object of regulating their national air transport. The main feature of the liability regime of the air carrier under the Montreal Convention is the two-tier liability system for death or injury of the passenger with strict liability up to 100,000 SDR and presumptive liability with a reversed burden of proof without any limit above that threshold. The principles of the liability of the air carrier under the Montreal Convention have been adopted into national legislations by the United Kingdom, Germany, France, Canada, Russia and China. Now the Ministry of Justice of Korea is proceeding to make a new national legislation relating to the liability of the air carrier in respect of the carriage by air. The draft legislation of the Part VI the Carriage by Air of the Commercial Code of Korea has adopted the main principles of the liability of the air carrier under the Montreal Convention. In conclusion, the national legislation relating to the liability of the air carrier in Korea will contribute to settle efficiently the dispute on the carrier's liability in respect of the carriage of passengers, baggage and cargo by air.

Purpose of this study is to develop the proceeding strategies for establishing of the DMZ World Peace Park in Korea which is one of projects of the Park Geun-hye's Government. We basically dissolute the conflict between the South and North Korea, and we build the atmosphere reconciliations and cooperation between two Koreas, and go forward the peaceful unification. And thus we make ultimately the world peace and establish enduring peace in the Korean Peninsula. Through the analysis the 8 proceeding strategies. Results of this study, I verified possibility of proceeding for establishing of the DMZ World Peace Park, and urgent need of policy development and support by the local governments, and we need to start the project in the South first.
