A Study on the Establishment of the East German Public Libraries after Unification during 15 Years (통독 후 15년간 동독 공공도서관의 정착에 관한 연구)

  • This study focuses on how public libraries in East Germany adjusted themselves into new environments after the unification during 15 years(1990~2005). First, system and operation of East Germany's public libraries are studied and public libraries in West and East Germany are compared before the unification. After public libraries in East Germany became unified with West Germany, the structure of East Germany's public libraries changed, many of public libraries and labor libraries were closed and collection in those libraries was discarded or replaced. Thus, it is studied how libraries enhanced their capabilities and discovered their roles or identities in changing situations in this research.

  • When the unification process was established, West German librarians formed a commission for all library and information sectors. After legal unification, the committee formed 6 Arbeitsgruppe(AG) to develop library and information policies for the country. This was designed specially to elevate the level of the East German library system to the West German standard. The first AG concerns the public libraries. The second AG focuses on the education system for library and information specialists. The third AG examines the academic libraries. The fourth AG reviews the regional and national library services and the central organization. The fifth AG explores library and information techniques. The sixth and final AG inspects the legal problem of libraries. Each AG consists of specialists from both East and West German library systems who are experts in their particular subject area. The committee has general meetings to determine the best direction for the nation's library system. Common knowledge indicates this unification was based on economical amalgamation(fusion) from East Germany to West Germany. The unification resulted in the library and information recommendations tending to favor the more advanced West German policies. In this process there are a number of subtle ideological and psychological problems. If before the separation they had developed their library system as one entity, they could overcome the current differences. with much less confusion. In this political phenomenon we can learn that cultural unification needs more time than political unification.

  • This study contains three themes as follows concerning the state of mathematics education and the textbooks in east and west germany before unification and in unified germany. The first subject is the investigations of the organization of the school systems and of the syllabus of mathematics in east germany in those days. Second, we analyzed the process of preparation for integration before unification, the nature of integration policies and the convention for the unification. Finally, we compare and analyze the similarities and differences in east and west german mathematics textbooks for middle school students combining those in south and north Korea, and further we suggest tasks to be studied in future research.

A Study on the Maintenance of the Library of Unified Germany and Its Information Service System (통일독일의 도서관 및 정보서비스체계 정비에 관한 연구)

  • The purpose of this paper is to review concerns and activities related to the library of Germany as well as to look over recent trends referred to the maintenance of the library and its information service system since the unification of Germany in 1990. In fact, since the unification, many libraries in old East Germany have been closed with some precious books being lost. Also since most of libraries are short of funds and proper materials, it is real situation that they can not actively respond to the demand of information by library users who want to adapt themselves to changes, while only urgently requesting some support from old West Germany. In the meantime, the new government and libraries of Germany are giving a great effort to building an efficient document delivery system through financial support for the expansion of books and the purchase of urgently necessary library equipments in the poor libraries of old East Germany and support for the course to re-educate the in-service or unemployeed librarians, and also systematic organization between similar libraries, integration of national bibliographies, and maintenance of the interlibrary loan system. The nationwide interlibrary loan system, an expanded form of the system of old West Germany, allows the delivery of document to be easily performed, centered on both central cataloues for East Germany and West. However, in order to build an efficient information service system which covers whole Germany, it seems there needs more time required.

A Study on the Integration process of School structure in East Germany after German Unification (독일통일 후 구동독 학제통합 과정 연구)

  • This study aims to examine the integration process of educational system and school structure of the former East Germany into the Federal Republic of Germany following German unification. More specifically, the study focuses on drawing some policy suggestions and implications for achieving integration of South and North Korean educational system in a unified Korea. In fact, the school structure in the former East Germany had been integrated into West German educational system and school structure before and after official German unification by way of so called transitional process. The results of the study indicate that the integration process of school structure in the former East Germany into West German educational system was quite successful with stable management by means of various transitional measures and reaching an agreement between East and West Germany. Additionally, the study presents that local characteristics regarding school structure in the former East Germany were recognized and introduced in the integration process and they managed to handle the social change situation after German unification flexibly. However, it shows some shortcomings because it had been carried out in too short a period of time and the positive factors of school structure in the former East Germany had not been enough taken account into the integration process, along with the lack of inner comprehensive relevant infrastructure. Furthermore, the study points out that German case of school structure and its integration process after German unification has implications for specific ways Korea should pursue to achieve integration of South and North Korean educational system in a unified Korea. To be more specific, it suggests how we come up with plans and measures to establish integration of South and North Korean school structure in a stable way especially in terms of dealing with North Korean school structure and building an inner infrastructure.

  • We, Korean, still remember the moment that we got so excited due to the expectation of unification between North and South Korea which turned to be failure when Kim, Il-Sung passed away in 1994. However, the recent close relationship between two Koreas has shown the remarkable improvement, and North Korea seems to be ready to expose itself to the western capitalism. The special economy zone in Sinewuiju is one of the examples showing the gradual change in N. Korea. This political change has made possible the cultural exchanges between two countries, which is similar to the process of German unification. It is absolutely necessary to learn from the previous experience happened during the German unification. We, then, need to realize how the Germany managed the problems aroused by unification Especially, the matter in integrating two different public library systems in East and West Germany is treated as a major concern through the paper. The method Germany applied on integrating two different systems was to dissolve the one in East and let it be absorbed by the one in West even the public library system in East German was known as a well-organized network. Therefore, this paper shows the process of the development of East German public library and harmonization of two different public library systems.

A study on the library interlending system in Germany (통일 독일의 상호대차제도에 관한 연구)

  • In the modem information society any library can not meet the need of its user without cooperation with other libraries. After the Second World War the old West Germany in the general kept the traditional library system, but (the library system of) the old Estern Germany was influenced by the Soviet Union. The East and West Germany have developed their library interlending system on their own way, but their system was based on the regional principle. After the Unification the library interlending system of two parts of Germany is on the way to an uniform system. Above all East Germany libraries must now collect the materials which they could not buy during about 40 years due to the ideological aspect and lacking financial resources. The Deutsche Forschungsgemeinschaft tries here to help the East German libraries. Before reaching the final settlment of two different library interrlending rules the East and West German libraries temporary serve their user on the previous way, it means in the regional princeple. During this periode the East and West German libraries agree to cooperate on the base of partnership between their regional central catalog. If the East German user's wish can not be satisfied in the East German library, then this wish is sent to its Western partner regional central catalog.

Taking over process of the East Germany People's Police by the West Germany (동서독 경찰통합 과정에서의 동독 인민경찰의 흡수.활용)

  • This study examines how East German police was absorbed into the Unified Germany Police. The experience of Germany suggests a few implications and preview points when the two Koreas unify how North Korean police to absorb and utilize, which is the purpose of this study. According to a study, in a unified transition in North Korea, 110,000 police forces is needed in order to cope with an outbreak of rioting and public disorder in North Korea. It is never easy, in an imminent unification, to secure a large number of police forces in a short time. We cannot help making the best use of North Korean police. At this point, the German case would be nice for us to see the implications presented. Because West German police led the integration of East Germany in the People's Police, and reemployed them under certain conditions. As a result, by taking over the People's Police of North Korea without friction with the security of the high security demand required by the unification process in the future, it is necessary to achieve seamless integration of the North-South police.

  • On October 3, 1990, Germany achieved peaceful reunification by integrating East Germany into West Germany. Since reunification, the region of East Germany had to have a new value standard in extreme social changes such as legal, political, administrative and spatial amid rapid systemic changes. The purpose of this study is to characterize urban policy related to urban change in DDR in the past 30 years after German unification. In particular, this study examined the change of construction law and Städtebauförderung Program as urban policy. The characteristics of Städtebauförderung programs and urban regeneration are in context with their contents. The characteristics of Städtebauförderung program support program are ultimately aimed at resolving imbalances among cities, improving the quality of life of residents and developing cities with future-oriented sustainability.

A study on the Establishment of Transportation Policy of Korean Peninsula Based on the Case Study of the Unified Germany (통독 전.후 교통정책 사례 분석을 통한 한반도의 교통정책 수립방안 연구)

  • This study focuses on the analysis of the changes of transport policies before and after the German Unification. It shows also the efficient strategies of transport in the process of Korean Reunification by the analysis of trials and errors in German case. This study is composed of four parts : First. Korean Peninsula is compared with Germany in terms of economical, social and infrastructure situation before and after the Unification. Secondly, Germany had very important task that is to connect West-Germany with West-Berlin located in the middle of East-Germany. Two nations had long and complicated discussions for this connection and this can show us many lessons in the consideration of the connection of Gyoungui-Line. Especially, it shows problems in the management of this connectors such as the misuse of connectors as escape routes and the conflict in the calculation of toll between two nations. Thirdly, the transport plans after the Unification in Germany are analyzed and this can provide some lessons in the long term planning : German Federal Transport Plan 1992, Transport Projects for the German Unification and other institutional supports. Finally, five strategies and five important projects are proposed for the Korean Reunification in the consideration of many lessons from German Unification.
