우리나라의 하천 홍수량 자료는 대부분 댐 상류나 홍수위험 지역 등 유역 내 하천관리가 필요한 주요 지점에서만 측정되고 있다. 그러나 매년 관측되는 강우량 자료에 비해 유출량 자료는 유역의 크기가 작아질수록 매우 제한적이며, 신뢰성 있는 홍수량자료의 구축이 어려운 실정이다. 이에 본 연구에서는 유역특성인자(유역면적, 유역경사)를 매개변수로 활용하여 권역별 설계홍수량 자료에 대한 지역화 분석을 수행하였으며, 미계측 유역에서 홍수량 추정이 가능하도록 모형을 개발 하였다. 모형에서 발생하는 불확실성을 고려하기 위하여 Bayesian GLM(generalized linear method)기법을 활용하였으며, 최종적으로 모형의 매개변수와 산정되는 홍수량 결과에 대한 불확실성 구간을 정량적으로 제시하였다. 제안된 모형을 통해 일부 유역을 미계측 유역으로 가정하여 홍수량을 추정하였으며, 통계적 지표를 활용하여 기수립된 설계홍수량 자료와의 비교를 통해 모형의 적합성을 평가하였다. 본 연구를 통해 제안된 모형은 검증과정과 도출된 결과를 통해 유역특성에 따른 재현기간별 홍수량을 효과적으로 재현하는데 유리할 뿐만 아니라, Bayesian 기법을 도입하여 매개변수와 도출된 결과에 대한 불확실성의 정량적인 평가가 가능한 장점을 확인하였다.

일반적으로 설계홍수량 산정을 위해서는 시단위의 연최대홍수량 계열을 이용하여, 홍수빈도분석을 수행한다. 그러나, 국내에서는 홍수빈도분석을 수행할 수 있을 정도로 충분한 기록기간을 가진 양질의 시유량 자료를 확보하지 못한 실정이다. 이와 같은 이유로 국외에서는 최근에도 일유량 자료로부터 첨두유량을 추정하는 연구가 이루어지고 있으며, 크게 두가지 방법으로 구분되어진다. 첫 번째는 유역 특성인자를 이용하여 일유량과 첨두유량의 관계를 도출하는 방법이며, 두 번째는 연속 일유량으로부터 첨두유량을 도출하는 방법이다. 따라서, 본 연구에서는 일유량으로부터 첨두유량을 추정하는 방법론의 장단점을 검토하고, 실제 국내 다목적댐 유역의 연최대 홍수사상을 중심으로 일유입량 자료를 이용하여 첨두홍수량을 추정하였다. 도출된 결과는 대부분 일단위 기반인 장기유출모형의 홍수빈도분석을 위한 자료확보에 대한 대안이 될 수 있을 것이며, 홍수빈도 측면에서 일단위 기후변화 시나리오를 이용한 장기유출모형 결과의 활용성을 증대시킬 것으로 판단된다.

지속되고 있는 기후변화의 영향으로 발생하는 기상현상들이 사회적 문제로 대두되고 있으며, 기후변화에 따른 국지적 극한 사상에 대한 전망은 수자원 활용 계획을 수립하고 대응하는 데 있어 필수적인 요소로 인식되고 있다. 이에 기후, 수문, 지리, 생태 및 환경 등의 다양한 영역에서 신뢰할 수 있는 공간적 강수량의 요구가 증가하고 있지만 지형의 약 70%가 산악 지형인 우리나라의 경우 기존의 일반적 공간보간 기법인 IDW 및 크리깅 방법은 고도가 높은 지역의 기상인자를 추정하는 데 한계가 있는 것으로 평가 받고 있다. 프리즘(Precipitation-Elevation Regressions on Independent Slopes Model, PRISM) 기법은 지형적 특성을 고려한 격자형태의 기상인자를 생산할 수 있는 유용한 방법으로서 미계측 유역에 대한 신뢰할 수 있는 일 단위 강수량 추정을 위하여 SCE-UA (Shuffled Complex Evolution-University of Arizona) 기법을 활용하여 최적화 하였다. 본 연구결과는 PRISM 기법의 국내 적용 시 정확도 향상에 기여할 것으로 기대된다.

This study is on the application of TOPMODEL-topographic based hydrologic model-to the runoff analysis, The test area was the ssang-chi watershed which is mountainous catchment located in the upstream of the sumjin-gang basin and the watershed area is $126.7km^2$. The six's hourly runoff and precipitation data was selected in the 2006 ~ 2009 year. And the model parameters are calibrated using observed runoff data by Pattern Search method. The topographic index of the ssang-chi catchment was produced by digital elevation model(DEM) of 100m grid. As a results of the analysis, the parameters of model, a decay facter(m), transmissivity(T0), and the unsaturated zone delay(TD) are sensible to hydrologic response, and the simulated runoff data are in good agreement with observed runoff data.

The series of the papers consist of three parts to describe the development, calibration, and applications of the flood forecasting models for the Youngsan Estuarine Dam located at the mouth of the Youngsan river. And this paper discusses the hydrologic model for inflow simulation at Naju station, which constitutes 64 percent of the drainage basin of 3521 .6km$^2$ in area. A simplified TANK model was formulated to simulate hourly runoff from rainfall And the model parameters were optirnized using historical storm data, and validated with the records. The results of this paper were summarized as follows. 1. The simplified TANK model was formulated to conceptualize the hourly rainfall-run-off relationships at a watershed with four tanks in series having five runoff outlets. The runoff from each outlet was assumed to be proportional to the storage exceeding a threshold value. And each tank was linked with a drainage hole from the upper one. 2. Fifteen storm events from four year records from 1984 to 1987 were selected for this study. They varied from 81 to 289rn'm The watershed averaged, hourly rainfall data were determined from those at fifteen raingaging stations using a Thiessen method. Some missing and unrealistic records at a few stations were estimated or replaced with the values determined using a reciprocal distance square method from abjacent ones. 3. An univariate scheme was adopted to calibrate the model parameters using historical records. Some of the calibrated parameters were statistically related to antecedent precipitation. And the model simulated the streamflow close to the observed, with the mean coefficient of determination of 0.94 for all storm events. 4. The simulated streamflow were in good agreement with the historical records for ungaged condition simulation runs. The mean coefficient of determination for the runs was 0.93, nearly the same as calibration runs. This may indicates that the model performs very well in flood forecasting situations for the watershed.

Monthly streanflow of watersheds is one of the most important elements for the planning, design, and management of water resources development projects, e.g., determination of storage requirement of reservoirs and control of release-water in lowflow rivers. Modeling of longterm runoff is theoretically based on water-balance analysis for a certain time interval. The effect of the casual factors of rainfall, evaporation, and soil-moisture storage on streamflow might be explained by multiple regression analysis. Using the basic concepts of water-balance and regression analysis, it was possible to develop a generalized model called the Regionalized Regression Model for Monthly Streamflow in Korean Watersheds. Based on model verification, it is felt that the model can be reliably applied to any proposed station in Korean watersheds to estimate monthly streamflow for the planning, design, and management of water resources development projects, especially those involving irrigation. Modeling processes and properties are summarized as follows; 1. From a simplified equation of water-balance on a watershed a regression model for monthly streamflow using the variables of rainfall, pan evaporation, and previous-month streamflow was formulated. 2. The hydrologic response of a watershed was represented lumpedly, qualitatively, and deductively using the regression coefficients of the water-balance regression model. 3. Regionalization was carried out to classify 33 watersheds on the basis of similarity through cluster analysis and resulted in 4 regional groups. 4. Prediction equations for the regional coefficients were derived from the stepwise regression analysis of watershed characteristics. It was also possible to explain geographic influences on streamflow through those prediction equations. 5. A model requiring the simple input of the data for rainfall, pan evaporation, and geographic factors was developed to estimate monthly streamflow at ungaged stations. The results of evaluating the performance of the model generally satisfactory.

This studies were conducted to derive synthetic unitgraphs and triangular unitgraphs correlated with watershed characteristics which can be used to the estimation and control of flood for the rational development of Agricultural water resources. Derived Synthetic unitgraphs and Triangular unitgraphs can be applied to the ungaged watersheds were compared with average unitgraphs by observed data. Seven small watersheds were selected as studying basins Han, Geum, Nakdong, Yeongsan and Inchon river system. The results summarized for these studies are as follows: 1. Average unitgraphs by observed data and dimensionless unitgraphs for synthesis were derived for all river systems. 2. Peak discharge per unit area of the unitgraph, qp, was derived as qp=10-0.389-0.0424Lg with a high significance. 3. Formulas for the base width of unitgraph of 50 and 75 percent for peak flow for each water systems was adopted as Table 5. 4. The base length of the unitgraph, Tb, in hours in connection with time to peak, Tp, in hours was expressed as Tb =4.3Tp. 5. Peak discharge, Qp, were obtained as Table 6 by the Triangular form to all subwatersheds. 6. Relative errors in the peak discharge of the synthetic unitgraphs showed to be 7.3 percent to the peak of observed average unitgraphs except errors of peak discharge for Yeongsan river system. This indicates that Synthetic unitgraphs for the small watersheds of Han, Geum, Nakdong and Inchon river systems can be applied to the ungaged watersheds. On the other hand, It was confirmed that the accuracy of Instantaneous Unit Hydrograph with only 1.6 percent as relative errors was approaching more closely to the observed average unitgraph than that of synthetic unitgraph with relative errors. 23.9 percent for Yeongsan river system. 7. Errors in the peak discharge of the triangular unitgraph to the observed average unitgraph showed to be 0.6 percent to 7.5 percent which can be regarded as a high precision within the range of 200 to 500$\textrm{km}^2$ in area. On the contrary, application of triangular unitgraph within the range of 200$\textrm{km}^2$ in area has defined as a unsuitable method because of high relative errors, 26.4 percent to 61.6 percent.
Daily streamflow model, DAWAST, considering the meteorologic and geographic characteristics of the Korean watersheds has been developed to simulate the daily streamflow with the input data of daily rainfall and pan evaporation. The model is the conceptual one with three sub-models which are optimization, generalization, and regionalization models. The conceptual model consists of three linear reservoirs representing the surface, unsaturated, and saturated soil zones and water balance analysis was carried out in each soil zones on a daily basis. Optimization model calibrates the parameters by optimization technique and is applicable to the watersheds where the daily streamflow data are available Generalization model predicts the parameters by regression equations considering the geographic, soil type, land use, and hydrogeologic characteristics of watershed and is appicable to ungaged medium or small watersheds. Regionalization model cites the parameters from the analysed ones considering river system, latitude and longitude, and is applicable to ungaged large watersheds.
This study is to suggest a method to estimate the design low-flow based on the runoff hydrology. The recession time model to transform a return period into the recession time is derived under the similarity between dry spell and low-flow runoffs event. The proposed recession model can be applied to the gaging station and the ungaged outlet. This recession time model contains the parameters: for climate conditions, watershed characteristics, and runoff characteristics etc. And the recession model is composed of the parameters which are initial discharge and recession constant. This model is applied to the Yongdam gaging station and the other temporary gaging station. Consequently, it is proved that this model can be used for an alternative practice to estimate the design low-flow at the gaging station with short-term runoff data or the ungaged outlet.
It is very important to analyze the correlation between discharge and water quality. The observation of discharge and water quality are effective at same point as well as same time for real time management. But no less significant is the fact that there are some of real time water quality monitoring stations far from the T/M water stage. Pyeongchanggang station is one of them. In this case, it need to observe accurate discharge data, and to develop forecasting program or system using real time data. In this paper, discharge on Pyeongchanggang station was calculated by developed runoff neural network model, and compared with discharge using WMS(Watershed Modeling System) model. WMS shows better results when peak discharge is small and hydrograph is smooth. Forecasted discharge of neural network model have achieved the highest overall accuracy of specific discharge and WMS. Neural network model forecast change of discharge well on unrecored station.
