A Study on the Efficiency Analysis for the Domestic Container Terminals Considering Carbon Dioxide Emissions (이산화탄소 배출량을 고려한 국내 컨테이너터미널 효율성 분석)

  • Recently, decarbonization has been emphasized worldwide to cope with climate change, and carbon neutrality by 2050 has emerged as a global agenda. The domestic port authorities have been participating in the global agenda in line with the government regulations. Since 2010, when decarbonization has been regarded as an important assignment in ports, container terminal efficiency considering undesirable outputs such as Carbon dioxide has been analyzed. However, most previous studies measured carbon dioxide emissions according to the Tier 1 and it is a first time to analyze container terminal efficiency based on the Tier 3 presented in the IPCC guidelines. 17 domestic container terminal operators were considered as decision making units and DEA-SBM Model was used. Subsequently, Undesirable outputs model was conducted to calculate the environmental efficiency.

  • Recently, there has been a global emphasis on decarbonization in order to address climate change and achieve carbon neutrality by 2050. In line with government regulations, domestic port authorities have also started participating in this global agenda. Since 2010, when decarbonization became an important task in ports, there have been studies analyzing the environmental efficiency of container terminals, taking into account undesirable outputs. However, most of these previous studies only measured carbon dioxide emissions based on Tier 1, whereas this study is the first to analyze the environmental efficiency of South Korea's container terminals based on Tier 3, as presented in the IPCC guidelines. The study considered 17 container terminal operators in South Korea as decision-making units and used the DEA-SBM Model. Subsequently, an Undesirable Outputs Model was conducted to calculate the environmental efficiency.

  • In order to improve the existing evaluation system of bus services and gain more reasonable analysis outputs, the authors evaluate the efficiency of 113 arterial bus routes in Seoul in 2009 using a modified BCC model considering not only desirable outputs but also undesirable outputs. Each Decision Making Unit (DMU) is assumed to use inputs such as possession costs, operating costs, the ratios of median bus stops overlapped route lengths to produce estimates of desirable outputs (the number of passengers and service satisfaction score) and undesirable outputs (CO2 emissions). According to the analysis, the modified BCC model considering both desirable outputs and undesirable outputs shows more appropriate results. DMUs would be more efficient on average to reduce nearly 10% of the 3 inputs (possession costs, operating costs, and overlapped route lengths) and increase by about 160% the ratios of median bus stops. Also, a Tobit regression analysis is conducted to identify the most effective variables for maximum efficiency and discover that the variable of possession costs and the ratios of median bus stops are statistically significant.

  • In the recent, it is gradually important for airport to consider environmental aspects as sustainable development is emerged. ICAO, FAA and individual countries has tried to reduce airport noise and pollution. Thus, the effort is needed to incorporate environmental factor into productivity indicator of airport. Our paper use DEA method with the non-parametric directional output distance function(DDF) to assess productivity of 14 airports in Korea during 2008~2010. In addition to three inputs, two conventional outputs, two undesirable outputs have been considered : noise and air pollution. Results are compared from models that do not include undesirable outputs. Inclusion in the analysis of the undesirable effects of airport operations leads to greater and closer airport's efficiency scores.

Analysis of influencing on Inefficiencies of Korean Banking Industry using Weighted Russell Directional Distance Model (가중평균 러셀(Russell) 방향거리함수모형을 이용한 은행산업의 비효율성 분석)

  • This study measured inefficiencies of Korean banks with weighted Russell directional distance function, WRDDM, for the years of 2004-2013. Checking contributions of inputs and outputs to these inefficiencies, we found that non-performing loan as undesirable output was the most influential factor. The annual average of inefficiencies of Korean banks was 0.3912, and it consisted of non-performing loan 0.1883, output factors 0.098 except non-performing loan, input factors 0.098. The annual average inefficiency went sharply up from 0.2995 to 0.4829 mainly due to the sharp increase of inefficiency of non-performing loan from 0.1088 to 0.2678 before and after 2007-2008 Global financial crisis. We empirically showed the non-performing loan needed to be considered since it was the most important factor among the influential factors of technical inefficiency such as manpower, total deposit, securities, and non-performing loan. This study had some limitation since we did not control financial environment factor in WRDDM.

An Empirical Study on the Feasibility of Eco-efficiency for Sustainable Development between Korea and China (한중간 지속가능발전의 타당성에 관한 실증분석)

  • In general, industrial production involves large amounts of harmful by-product, causing serious pollution and ecological risk. Eco-efficiency, which indicates how efficient the economic activity is by considering both the environmental risks and economic performance, is a new concept for economic sustainability analysis and quantitative ecological risk analysis. Data envelopment analysis (DEA) has been widely used to examine eco-efficiency in recent years. Whereas traditional DEA models such as CCR and BCC model neglect undesirable outputs, this paper adopts a stochastic undesirable-output DEA model to measure the eco-efficiency of each province of China and Korea. The results indicate that whereas the eco-efficiency of the eastern region was the highest, that of the western region was the lowest. The reason may come from the negative external dis-economies of environment. And thus the governmental efforts for outreach on the underdeveloped regions should be promoted.
