Factors Affecting the Adoption of Innovative Service System in Public Sectors : A Case Study on Implementing Double Entry Bookkeeping With Accrual Basis in Government Accounting System (공공부문의 서비스 혁신 수용에 관한 실증연구 : 중앙정부 및 지방자치단체 회계담당자의 복식부기${\cdot}$발생주의 회계시스템 도입에 관한 사례를 중심으로)

  • Korean government is planning to adopt double entry bookkeeping with accrual basis in the government accounting system. This paper attempts to identify influencing attitudes of information producers toward the acceptance of the new service system. Several models are introduced, including Luder's Contingency Model, Cheng's Politico-Economic Model of Accounting Policy Choice, Roger's Diffusion of innovation, and Davis's Technology Acceptance Model(TAM). A set of constructs are developed as fellows : information producers' knowledges, experiences, altitudes toward the reform, characteristics of cash based accounting system and new accrual based system, a chief executive officer's willingness to support, availability of supporting systems, and social Influences from external environment. This study also incudes hey factors used in TAM, such as perceived usefulness and ease of use. Survey responses are gathered from accounting officers in government ministries and agencies as well as from local governments. Regression analysis shows that, for information producers, both 'perceived ease of use' and 'perceived usefulness' of the new system are the best explanatory variable for the dependent variable. It has also found that 'perceived usefulness' is explained best by individual characteristics such as knowledge and experiences, quality of current cash based s1n91e entry bookkeeping system, chief executive's support, Positive supporting systems and social influences. The useful guidelines for implementing double-entry bookkeeping system with accrual basis are also provided.

A Study on Stock Management and Reduction for Apparel Industry (국내 의류업체의 재고처리 및 재고감축실태 연구)

  • The purpose of this study is to create the program for efficient inventory management and reduction, investigating the present conditions and factors of the inventory throughout current apparel industry. The research method applied in this study is to survey 92 domestic companies which were randomly selected with respect to the kinds of goods produced : men′s wear, women′s wear, and unisex wear. The research can be summarized as follows : 1. The seasonal stock rate of current apparel industry was 28.75%, and the rate of men′s wear companies was higher than that of women′s and unisex wear companies. 19.43% of stock cost reflection rate was applied, and the stack cost of men′s and women′s wear companies was higher than that of unisex wear companies. 2. Periodic bargain sale was the most frequently used way of stock clearance, and "uniform price sale"and outlet stores were the second and the third irrespectively. Unisex wear companies appeared to be more enthusiastic in stock clearance than the companies belonging to the other two categories. The main places for the stock clearance were department stores, outlet stores and enterprises specialized in the stock clearance. 3. QR production was proved to be the most commonly adjusted method of stock reduction, and the emphasis on development of new design and the utilization of stock management system through computer network were the next, While unisex wear companies had established the positive policies, men′s wear companies took lukewarm altitudes in every aspect. The companies selling on an order were 18.64%, and unisex wear companies showed the higher rate. The lead-time after QR production was 10.91 days, and it seemed to take more time for men′s wear companies than for women′s and unisex wear companies. The rate of the chance in stock was proved to decrease by 12.94%, and there was found no meaningful difference among the three categories of apparel companies.

Performance Simulation of a Turboprop Engine for Basic Trainer

  • A performance simulation program for the turboprop engine (PT6A-62), which is the power plant of the first Korean indigenous basic trainer KT-1, was developed for performance prediction, development of an EHMS (Engine Health Monitoring System) and the flight simulator. Characteristics of components including compressors, turbines, power turbines and the constant speed propeller were required for the steady state and transient performance analysis with on and off design point analysis. In most cases, these were substituted for what scaled from similar engine components'characteristics with the scaling law. The developed program was evaluated with the performance data provided by the engine manufacturer and with analysis results of GASTURB program, which is well known for the performance simulation of gas turbines. Performance parameters such as mass flow rate, compressor pressure ratio, fuel flow rate, specific fuel consumption and turbine inlet temperature were discussed to evaluate validity of the developed program at various cases. The first case was the sea level static standard condition and other cases were considered with various altitudes, flight velocities and part loads with the range between idle and 105% rotational speed of the gas generator. In the transient analysis, the Continuity of Mass Flow Method was utilized under the condition that mass stored between components is ignored and the flow compatibility is satisfied, and the Modified Euler Method was used for integration of the surplus torque. The transient performance analysis for various fuel schedules was performed. When the fuel step increase was considered, the overshoot of the turbine inlet temperature occurred. However, in case of ramp increase of the fuel longer than step increase of the fuel, the overshoot of the turbine inlet temperature was effectively reduced.

The Pattern of the Attitude of Pregnant Women on Breast Feeding (임부의 모유 수유에 대한 태도 유형 분석)

  • The purpose of this study was to understand the pattern of the pregnant women' attitude on breast feeding. The research had been proceeded as follows ; 1. Delineation of the Q-population the statements of Q-population had been derived from review of the related literature and a open-ended questionnaire filled by nurses, nursing students, general public, and the pregnant women. Total number of concourse collected was 105. 2. Selection of the Q-sample : Among 105 concourse, those which has obscure or overlapped were deleted. 38 concourse were selected finally. 3. Selection of the P-sample : by the convenient sampling technique, 28 subjects had been deter mined among the pregnant women who visited a hospital affiliated with university for the antenatal care, from March to August, 1993. 4. Q-sorting : based on 1 to 9 point scale (forced normal distribution), the selected P-sample rated their operant definition of breast feeding. 5. Determination of Q-type : with Q-sorts, PC-Quanal program identified the three Q-types. 6. Analysis of Q-type : the characteristics of three different attitude had been analyzed based on the typal array, extreme comments, and subject$\sim$s demographic information. The results revealed that there are three different altitudes nth regard to breast feeding : Instinct oriented attitude, Science oriented attitude, and Convenience oriented altitude. Mothers with Instinct oriented attitude and Science oriented altitude are thought to have high possibility to breastfeed their infant willingly, and mothers with Convenience oriented attitude to breast feed under the favorable conditions. These findings can be used as the information giving data for the education to encourage breast feeding.

  • Magnetic survey flights by helicopters are usually parallel to the topographic surface, with a nominal clearance, but especially in high-resolution surveys the altitudes at which observations are made may be too variable to be regarded as a smooth surface. We have developed a reduction procedure for such data using the method of equivalent sources, where surrounding sources are included to control edge effects, and data from points distributed randomly in three dimensions are directly modelled. Although the problem is generally underdetermined, the method of conjugate gradients can be used to find a minimum-norm solution. There is freedom to select the harmonic function that relates the magnetic anomaly with the source. When the upward continuation function operator is selected, the equivalent source is the magnetic anomaly itself. If we select as source a distribution of magnetic dipoles in the direction of the ambient magnetic field, we can easily derive reduction-to-pole anomalies by rotating the direction of the magnetic dipoles to vertical.

Development of Software GPS Receiver for GEO Satellites Using Weak Signal Receiver Algorithm (미약신호 수신 알고리즘을 활용한 정지궤도위성 탑재용 소프트웨어 GPS 수신기 개발)

  • The altitudes of GEO satellites are higher than those of GPS satellites. Therefore the visibility and the received power of GPS signals are totally different from those of the users near the Earth's surface. In this study, we analyzed the visibility of GPS signals received on GEO satellites. And we also developed a software GPS receiver that works on GEO satellites using CCMDB algorithm which is a weak signal receiver algorithm. GPS signals received on a GEO satellite are generated by a commercial hardware GPS simulator and used for the verification of the developed software GPS receiver. The mean 3D position and velocity error are calculated as 165.636 m and 0.5081 m/s.

A Study of the Attitudes of Psychiatric Registred Nurses towards Mental illness and Mental Patients (정신과 근무 간호원의 정신질환 및 정신질환자에 대한 태도 연구)

  • The main purpose of this study was to investigate attitudes toward mental illness and the mentally ill of psychiatric nurses in Korea and to identify the relationships between the nurses' attitudes and demographic variables. Subjects in this study were 122 psychiatricnurses and 111non-psychiatric nurses in active service at 12 hospitals in Seoul. The insrtument used for measuring attitudes was a questionaire developed by Cohen and Struening (1962) referred to as the“Opinions about Mental illness(OMI) Scale”made up to 51 Likert-type items. The findings of this study indicated hatnurses showed negative attitudetoward mental illness and the mentally ill: Very high on social restrictiveness (factor D), low on Mental Health Ideology (factor C), and Interpersonal Etiology (factor E). Since the high score on Factor A, B and the low score on Factor B, C, E reflect a negative altitudes toward mental illness, this study population related extremely negative attitudes compared to any other surveys. And of the demographic variables that related to their attitudes the education degree and the kind of the hospital in active service showed very significant differences. On the basis of the investigation the findings indicated the followings; 1) Althohg attitudes toward mental illness and the mentally ill of psychiatric nurses were not significant differences from non-psychatric nurses, there was a trend that attitudes of psychaitric nurses did show more negative responses rather than those of non-psychiatric nurses. 2) Demographic variables that relate to their attitudes on the OMI scale were the education degree of the respondent and the kind of their hospital in active service. 3) About attitudes toward mental illness and the mentally ill baccalaureate nursesshowed more positive attitudes in Factor A (Authoritarianism), Factor C (Mental Health Ideology) and Factor D (Social Restrictiveness) than diploma program murses. 4) Nurses in active Service in the private hospital revealed more positive attitudes(A,B,C,D) except Factor (E) than those in the national or public hospital. 5) The ages, duration of work, wanted or unwantedG roup of psychiatric ward and satisfactory level of psychiatric nursing service were non-significant.

Sensitivity Evaluation of Physics and Initial Condition of WRF for Ultra Low Altitude Wind Prediction (초저고도 바람예측을 위한 WRF의 물리과정 및 초기조건 민감도 평가)

  • Recently, interest in and use of drones is increasing. In this study, to provide accurate wind prediction at ultra low altitudes of 150 meters or below, the sensitivity of the physical process parameterization and initial conditions was assessed to select the optimal physical process and initial conditions. For this purpose, GFS and LDAPS data were used as initial and boundary conditions, and 7 experiments were constructed using a combination of PBL schemes such as YSU, RUC, ACM2, and LSM such as Noah, RUC, and Pleim. The experiment conducted for 1 month in April 2018. As a result, the RUC-YSU physical process combination using the GFS initial data showed the best performance. This study is meaningful in establishing an optimal modeling method for ultra low altitude wind prediction through experiments using different initial conditions and combination of physical processes.

Anomalous Variations in Atmospheric Carbon Monoxide Associated with the Tsunami

  • Variations in ambient atmospheric carbon monoxide(CO) observed at an inland mining site in the Indo-Gangetic plains, Jaduguda ($22^{\circ}38'N$, $86^{\circ}21'E$, 122m MSL, ~75 km away from the coast of the Bay of Bengal) during the Tsunami of 26 December 2004 were monitored. CO mixing ratio over this site was measured using a non-dispersive infrared analyzer (Monitor Europe Model 9830 B). Back trajectory analysis data obtained using NOAA Hybrid Single Particle Lagrangian Integrated Trajectory (HYSPLIT) Model was also used for this study. Variations in CO mixing ratio at a coastal site, Thiruvananthapuram ($8^{\circ}29'N$, $76^{\circ}57'E$, located ~2 km from the Arabian Sea coast) have also been investigated using CO data retrieved from the Measurement Of Pollution In The Troposphere (MOPITT) instrument. Ground-based measurements indicated abnormal variations in CO mixing ratio at Jaduguda from 25 December 2004 evening (previous day of the Tsunami). MOPITT CO data showed an enhancement in CO mixing ratio over Thiruvananthapuram on the Tsunami day. Back trajectory analyses over Thiruvananthapuram and Jaduguda for a period of 10 days from $21^{st}$ to $30^{th}$ December 2004 depicted that there were unusual vertical movements of air from high altitudes from 25 December 2004 evening. CO as well as the back trajectory analyses data showed that the variations in the wind regimes and consequently wind driven transport are the most probable reasons for the enhancement in CO observed at Jaduguda and Thiruvananthapuram during the Tsunami.

Prediction and factors of Seoul apartment price using convolutional neural networks (CNN 모형을 이용한 서울 아파트 가격 예측과 그 요인)

  • This study focuses on the prediction and factors of apartment prices in Seoul using a convolutional neural networks (CNN) model that has shown excellent performance as a predictive model of image data. To do this, we consider natural environmental factors, infrastructure factors, and social economic factors of the apartments as input variables of the CNN model. The natural environmental factors include rivers, green areas, and altitudes of apartments. The infrastructure factors have bus stops, subway stations, commercial districts, schools, and the social economic factors are the number of jobs and criminal rates, etc. We predict apartment prices and interpret the factors for the prices by converting the values of these input variables to play the same role as pixel values of image channels for the input layer in the CNN model. In addition, the CNN model used in this study takes into account the spatial characteristics of each apartment by describing the natural environmental and infrastructure factors variables as binary images centered on each apartment in each input layer.
