The Influence of Early English Education on Children's Bilingual Language Development (조기 영어 교육이 유아의 이중 언어 발달에 미치는 영향)

  • This study examines the influence of early English education on children's bilingual language development to see whether the early exposure to English education affects children's competencies of both English and Korean. Based on this purpose, it attempts to examine whether it supports additive or subtractive bilingualism. The competencies of both English and Korean of the children with early English education were, therefore, compared with those of the children without it, and the relation between the two competencies was also studied. For this research, two different groups of children - one with 48 children who attend English kindergarten and the other with 60 children who attend only Korean kindergarten - took PPVT-R in Korean and in English each. The result shows that children with early English education have more English competency than those without it. No significant differences, however, are found in Korean competency between the two groups. The relation between the two competencies proves positive in children with early English education. It can thus be concluded that the effect of early English education is partially positive on children's language development, which may support the additive bilingualism that children's second language can improve without losing their native language competency. In addition, this result will be able to provide for us the direction and the guideline to the policy of foreign language education and early education.

The Effect of Financial Liberalization on Economic Growth: The Case of Egypt and Saudi Arabia

  • Theoretically, economic growth necessitates financial liberalization. Thus, the current research examines the effect of financial liberalization on economic growth in emerging nations, with a particular focus on Egypt and Saudi Arabia. To determine this effect, the study employs a model that uses Gross Domestic Product growth as the dependent variable and the following macroeconomic variables as financial liberalization indices: Broad money as a percentage of GDP, Domestic bank credit to the private sector as a percentage of GDP, Monetary sector credit to the private sector as a percentage of GDP, Net inflows of foreign direct investment as a percentage of GDP. All data is annual data of Egypt and the Kingdom of Saudi Arabia for the period 1970-2018 obtained from the World Bank open data website. The empirical investigation employs the Autoregressive Distributed Lag (ARDL) approach. The findings indicate that, after more than three decades of implementation, both countries' financial and external liberalization policies do not have a favorable effect on their economies' growth rates. Additionally, this study has led us to conclude that any financial liberalization policy in both countries must be preceded by the strengthening of these countries' financial development and institutional frameworks, as well as the achievement of macroeconomic stability.

  • In recent years, technological competition in the automobile sector is accelerating. This study analyzes the status of patents from a global perspective of three promising future items that Korea has selected as core technologies in the field of autonomous driving,. And the technological cooperation ecosystem was identified through network analysis centered on scientific metrology. As a result of the analysis, it was confirmed that the growth of individual technologies has been strengthened in recent years, and although key source technologies have been largely preempted in major global countries, a close cooperative ecosystem between institutions, companies, and universities in major countries has not yet been formed. Specifically, the US and Japan have the technological leadership, while China is rapidly rising, and Korea is chasing after it as a latecomer. Therefore, it is necessary to continuously strengthen technological cooperation such as R&D of core technology to overcome technological limitations and strengthening of infrastructure construction, attracting excellent foreign talents and international exchanges. This analysis is meaningful in that it explores the global status of Korea's technology and the possibility of technological cooperation from various perspectives in the future from the viewpoint of preoccupation of future technology, rather than grasping the trend of a specific technology.

A Study on aircraft ownership and air business control requirement in Korea (항공운송사업자의 국적 제한에 관한 고찰)

  • The air transportation industry is a field where control and interference of the state are generalized compared to other industries. However, the premise for national intervention in the air transportation industry is the determination of the nationality of the aircraft or airline company concerned. This is because it is necessary to clarify the distinction between the domestic and foreign carriers so that they can exercise airspace sovereignty. The purpose of this paper is to compare the current status and contents of Korean law and regulations on the determination of nationality with the foreign legal system. To this end, the starting point of the discussion is to look at the history of nationality restrictions on the US air transport industry and the issues that arise in the content and operation of the system today. In addition, this paper examined the provisions of the Japanese aviation law, which is very similar to that of Korea, and then compared the current legal provisions of the United States, Japan and Korea. As a conclusion, this paper sought the direction of revision of the Korean law on the basis of the foreign status of the restriction of nationality in the air transportation industry. Compared with our law, the US and Japan are generally regarded to be more concerned with the contents of their own airline companies than those of foreigners or non-citizen. In spite of the fact that there are many laws and regulations in the United States regarding the de facto dominance of domestic airline companies by foreigners, there have been a lot of controversies in this matter. By the way, Japan has been stipulating regulations on holding companies and affiliated companies. In the global era, it would be meaningful to check the status of the nationality restrictions in the aviation industry, which is based on internationality. I hope that this study will be able to build a legal institutional basis for Korea's aviation industry development from a reasonable protectionist point of view rather than a narrow nationalism in a rapidly changing era.

An Approach to Regionalism on the Creation of a European Single Aviation Market: From the Viewpoint of the EU's Strategic Response against the US (유럽 단일항공시장 형성에 관한 지역주의적 접근 - EU의 미국에 대한 전략적 대응 관점에서 -)

  • With the flow of globalization, world aviation markets are showing growing trends toward liberalization, deregulation, and privatization. At the same time, also apparent is a strong trend toward regionalism on aviation markets to realize open skies at the regional level. This research examines the recent trend of regionalism in the world aviation market from a political economic perspective, taking a single European aviation market as an example. The results show that the creation of a single European aviation market is the EU's strategic response against the US to enhance the European aviation industry's competitiveness. More specifically, the results show that the European countries are creating a single European aviation market in order to stand against the US' so-called 'divide and nile policy' and 'encirclement strategy' and to make their airliners to have competitive advantages over the US airliners on the lucrative North-Atlantic air routes. Recently, the single European aviation market is expanding by including the Mediterranean and Balkan states to pursue Pan European aviation cooperation and to develop European Common Aviation Area so that it can continuously enhance its negotiating leverage against external markets. The results imply that it is urgent for the Northeast Asian countries to create their own regional aviation bloc to develop their aviation industry and to increase their negotiating power against external countries.

A Study on Social Integration in the Netherlands: For immigrants (네덜란드의 사회통합에 대한 연구: 이주민들을 대상으로)

  • The purpose of this study is to examine the cases of social integration in immigrants in the Netherlands and to clarify the implications for Korea. The Netherlands is a country that implements social integration policies targeting foreign immigrants. We are preemptively implementing social integration policies for foreigners ahead of us. In this study, first of all, the literature on social integration for the immigrants in the Netherlands and the consultation on the experts were sought and the implications for the Dutch government 's social integration policy were sought. In addition, policy implications were derived based on the results of Dutch case analysis. First, the social integration program of the Dutch government mandated social integration programs for migrants, and the costs were also monetized, encouraging social integration. Also, when participation in the social integration program is passive, it imposes sanctions on migrants and emphasizes the responsibility of individual migrants. In addition, the Ministry of Internal Affairs is the control tower of the government's promotion system, and it has a platform for the unity of social integration programs in local governments. Based on the results of this analysis, the implications for the social integration policy of Korea were suggested.

An Analysis on Trends and Tasks of Open Data Policy in the Digital Era (디지털 시대 오픈 데이터 정책의 현황과 과제)

  • There were not many ways to share research data in the past, but modern information technology has allowed us to share these data. As data sharing has its side effects, researchers' attitude and practice to sharing data vary by individual discipline. This study found that foreign learned societies, NGOs, universities and research funders support data sharing in a utilitarian perspective, while major publishers demand it so that other researchers can verify the data in peer review. It is important that open data policy should be settled down in near future for evoking further studies and encouraging progress in science. In order to establish data sharing successfully in Korea, efforts could be made by researchers, universities, academic libraries, and governments as well as the stakeholder. This study also proposed specific ways to perform it.

  • For a successful international technical cooperation through the government has tried many alternatives. However, international technical cooperation through international exhibitions Activation did not occur yet in our country. In this paper, accompanied by the Germans in 2009 states "Year of Korea" through the international technical cooperation to enable the policy to run the case study suggests implications for the government to find us through the aims of the study. For this paper, the researchers direct 20 to 30 April 2009 Hannover Messe, Germany Visit, officials and Interviews were conducted with officials. This paper consists of five chapters is the total. Chapter 2 describes the characteristics for Hannover Messe and Chapter 3 of 2009 "Year of Korea" was through a case study. Chapter 4 Messe Hannover, Germany, examined through the results and outcomes Section 5, we derive policy implications.

Margin and Funding Liquidity: An Empirical Analysis on the Covered Interest Parity in Korea (우리나라 외환시장의 차익거래 유인에 대한 분석)

  • During the global financial turmoil in 2007-2008, deviation from the covered interest parity (CIP) between the Korean won and US dollar through the foreign exchange swap has escalated in its magnitude beyond 1,000bp in November 2008, and it still persists around 100bp level. In this paper, we examine a newly developed margin based asset pricing model using Kalman filter approach and show that the escalation of the CIP deviation is found to be significantly related to the global dollar funding illiquidity and country-specific funding conditions. Furthermore, we find evidence that the poor funding conditions (or higher margins) are driven by the general money market illiquidity and may lead to higher funding illiquidity, which suggests the reinforcing effects of the liquidity spiral. We also show that the supply of dollar liquidity and improved funding conditions help alleviate the deviations from the parity, however the persistent anomaly is found to be related to the high level of volatility in the FX swap market.

A Study on the Effectiveness of Naval Blockade as a Method of Sanctions - Focusing on the Analysis of Peacetime Naval Blockades after WW2 - (국가 제재수단으로서 평시 해상봉쇄의 효과성의 분석에 대한 연구)

  • Why did Kim Jong Un turn his foreign policy upside down in a sudden? US naval blockade became one of candidates for the reason since it had been threatened by Trump administration for the first time in December 2017. Has the blockades worked well like that in the international politic history? This paper reveals the effectiveness of naval blockade on sanctioning in the peacetime. This research analyzes three hypothetical arguments about the naval blockade based on the result of empirical tests with TIES Dataset. First, sanctions by blockading are more effective in gaining political benefits than the other economic sanctions. It was ranked the 4th effective way of sanction out of 9. And 56.3% of pacific naval blockades without packaged economic sanctions were succeeded, whereas the possibility of success increase up to 61.2% when blockade has been imposed in accordance with the other type of economic sanctions. Second, blockades deter military collisions, even war. When it comes to military provocation issue, blockading sanctions gain political interest far more than the other type of economic sanctions. The possibility of the success reaches up to 74%. Also, there wasn't any historical cases of war incurred by blockading sanctions within 5 years after the blockade end. Third, policy makers just need 1.2 years on average to see the end of sanctions when they choose the naval blockade as the method of imposing sanction on the adversary. It is impressively short span of time in achieving political goal compared to the other types of sanctions which are need 9 years on average. North East Asia sea could be the next stage for a naval blockade sooner or later. Because China and Japan not only possess capabilities of blockade but also have will to impose blockades to the others if conditions are set. And even the North Korea with lots of submerging forces could be a blockading threat in the specific area. So, the Republic of Korea has to pay more attention and be prepared for naval blockading sanction.
