Analysis of Linkage between Official Development Assistance (ODA) of Forestry Sector and Sustainable Development Goals (SDGs) in South Korea (국내 임업분야 공적개발원조(ODA)사업과 지속가능발전목표(SDGs)와의 연관성 분석)

  • This study analyzed the linkage between the Forestry sector Official Development Assistance (ODA) Project in South Korea and the Sustainable Development Goals (SDGs) of United Nations (UN), Suggested direction of ODA project focusing on the implementation of the SDGs. Forestry sector ODA project data in South Korea have collected from Economic Development Cooperation Fund (EDCF) statistical inquiry system developed by The Export-Import Bank of Korea. According to the analysis result, Forestry sector ODA project in South Korea have been actively implemented in the fields of forestry development, forestry policy and administration. In both fields, Korea Forest Service and Korea International Cooperation Agency (KOICA) carried out the most projects. The Forestry sector ODA project data in South Korea are classified technical development, capacity building, construction of infrastructure and afforestation based on their objectives and contents. SDGs emphasizes the importance of national implementation assessment and this study analyze linkage between ODA activity content in each classification item and 2016 Korea Forest Service Performance Management Plan indicator. Analyzed the 2016 Korea Forest Service Performance Management Plan indicator and SDGs target and SDGs indicator were identified. finally, SDGs goals were recognized. In conclusion, Forestry sector ODA project in South Korea are associated with the SDGs Goal 1 (No Poverty), Goal 2 (Zero Hunger), Goal 6 (Clean Water and Sanitation), Goal 13 (Climate Action), Goal 15 (Life on Land) and Goal 17 (Partnership for The Goals). Therefore, With the launch of the SDGs, This study analyzed the linkage among the Forestry sector ODA Project in South Korea, the 2016 Korea Forest Service Performance Management Plan and the SDGs. it presented the limitations of Forestry sector ODA Project in South Korea and made proposals for the implementation of the SDGs.

An Assessment of How University Students Approach to Sustainable Development Goals: An Empirical Study from Vietnam

  • The UN's 17 Sustainable Development Goals (2018) were created to address environmental pollution and climate change (SDGs). The goal of this study is to find out how well-informed Vietnamese students are about the SDGs. Knowledge, attitudes, and practice (KAP) questionnaires were used to survey 1,010 students across Vietnam's universities, and the data was analyzed using SPSS software version 20. The findings suggest that both knowledge and attitude have a positive impact on the practice level. However, when comparing the correlation between the variables and the level of practice, advantage belongs to the relationship between the attitude and the level of practice (r = 0.982**, n = 1010, p = 0.00), the correlation between knowledge and practice level is weaker (r = 0.616**, n = 1010, p = 0.00). Statistical data also show that many Vietnamese students do not have access to information about the SDGs. The majority of the target population who have been contacted and have a basic understanding of the SDGs have done so through their academic degree. From there, it is clear that education is the most effective strategy for Vietnamese students to modify their environmental understanding and actions.

ESG Strategy Analysis of Korea Fashion Companies (국내 패션기업의 ESG 전략 분석)

  • This study aims to find implications for the introduction and practice of ESG by domestic fashion companies by examining the core ESG topics and strategies of Samsung C&T Fashion Division, Kolon FnC, F&F holdings, and Fila. ESG management analysis examined the importance of the criticality evaluation process, critical issues, and implementation strategies for each key topic based on the company's 2021 ESG sustainable management report, and analyzed the relationship with UN SDGs and the GRI. The analysis results are as follows: As for KCGS' ESG rating, Samsung C&T's fashion division, Kolon FnC, and Fila Holdings were rated A, while F&F Holdings was rated B+. The major issues derived from ESG's criticality assessment are environmental issues related to Samsung C&T's fashion division. Kolon FnC was found to have focused on the social sector and F&F Holdings focused on governance structure. After examining the correlation between the ESG core strategies of the investigated fashion companies and the 17 SDGs, the common areas were identified as quality employment, sustainable production and consumption, and climate changes and response. Correlation with the GRI Standards 2021 Index, (GRI 1, GRI 11, and GRI 12 created in 2021) was not reflected. In the future, it will be necessary to have a transparent governance structure that meets global standards, sets measurable goals, and continuously manages them. Other companies should also recognize ESG management processes that embrace various stakeholders and strengthens win-win cooperation to manage risks, and establish mid- to long-term response strategies.

Science and Technology ODA Promotion of Korea through ICT of Global Problem Solving Centers -Suggestion on the mid- and short-term projects promotion of science and technology ODA roadmap- (글로벌문제해결거점 ICT화를 통한 한국형 과학기술 ODA 추진 -과학기술 ODA 중·단기 과제 추진에 대한 제언-)

  • The Korean government proposed the K-SDGs in 2019 to promote the UN SDGs, but the role and tasks of science and technology, an important means of implementing the SDGs, have not been materialized. Accordingly, the role of science and technology ODA for the SDGs was established through the Ministry of Science and ICT's policy research project 'Science and Technology ODA Promotion Roadmap for Spreading the New Southern Policy and Realizing the 2030 SDGs'. In addition, goals, strategies, and core tasks for the next 10 years were derived in 10 fields such as water, climate change, energy, and ICT. In this paper, we analyze 30 key tasks of the ODA promotion roadmap for science and technology for the realization of SDGs, and propose mid- and short-term tasks and implementation plans for effective roadmap promotion. Among the key tasks in each field, four common elements were derived: ICT/smartization, a global problem-solving center, cooperation/communication platform, and business model/startup support platform/living lab that can create and integrate roadmap implementation conditions. In addition, the four mid- and short-term tasks, 1) Establishment of science and technology ODA network, 2) Establishment of living lab business platform linked to start-up support business, 3) Local smartization of recipient countries, and 4) Expand and secure sustainability of global problem-solving centers, were set in relation to the implementation of the detailed roadmap. For the derived mid- and short-term tasks, detailed implementation plans based on the ICTization of global problem-solving centers were presented. The implementation of the mid- and short-term tasks presented in this paper can contribute to the more effective achievement of the science and technology ODA roadmap, and it is expected that Korea's implementation of SDGs will also achieve high performance.

Trends and Implication of International Discussion on Forest Sector: Focusing on United Nations Forum on Forests (산림부문 관련 국제적 논의 동향과 시사점: 유엔산림포럼을 중심으로)

  • In accordance with the appearance of global issue called Sustainable Development Goals (SDGs), United Nations Forum on Forests (UNFF) has shown a significant progress in such as emphasizing the potential contribution of forest sector and establishing long-term strategies. In relation to the SDGs which would be discussed mainly in different international agreements and conferences related to forest sector until 2030, this study reviewed the discussion trend by establishing integrated databases and focusing on UNFF which serves as an integrated coordinator. It also aims to identify the meaning of United Nations Strategic Plan for Forest (UNSPF) established by UNFF. Furthermore, the following proposals on policies are presented in this study aiming for active discussion on forest sector not only in international but also in national context, and to implement UNSPF and GFGs effectively in a long-term manner: (1) Cooperation among sectors, organizations, and countries is more important than anything to make an active discussion on forest sector; (2) Recognizing and understanding the role and contributions of forests should be encouraged in actual field, and it should serve as the basis when establishing national policies and goals; (3) By fully utilizing UNFF report which is for the review of UNSPF implementation, a rational reporting system should be provided, and simultaneously, the efficiency on reporting items in the process of implementation should be improved.

Application of Seawater Plant Technology for supporting the Achievement of SDGs in Tarawa, Kiribati (키리바시 타라와의 지속가능발전목표 달성 지원을 위한 해수플랜트 기술 활용)

  • Pacific island countries, including Kiribati, are suffering from a shortage of essential resources as well as a reduction in their living space due to sea level rise and coastal erosion from climate change, groundwater pollution and vegetation changes. Global activities to solve these problems are being progressed by the UN's efforts to implement SDGs. Pacific island countries can adapt to climate change by using abundant marine resources. In other words, seawater plants can assist in achieving SDGs #2, #6 and #7 based on SDGs #14 in these Pacific island countries. Under the auspice of Korea International Cooperation Agency (KOICA), Korea Research Institute of Ships and Ocean Engineering (KRISO) established the Sustainable Seawater Utilization Academy (SSUA) in 2016, and its 30 graduates formed the SSUA Kiribati Association in 2017. The Ministry of Oceans and Fisheries (MOF) of the Republic of Korea awarded ODA fund to the Association. By taking advantage of seawater resource and related plants, it was able to provide drinking water and vegetables to the local community from 2018 to 2020. Among the various fields of education and practice provided by SSUA, the Association hope to realize hydroponic cultivation and seawater desalination as a self-support project through a pilot project. To this end, more than 140 households are benefiting from 3-stage hydroponics, and a seawater desalination system in connection with solar power generation was installed for operation. The Association grows and supplies vegetable seedlings from the provided seedling cultivation equipment, and is preparing to convert to self-support business from next year. The satisfaction survey shows that Tarawa residents have a high degree of satisfaction with the technical support and its benefits. In the future, it is hoped that SSUA and regional associations will be distributed to neighboring island countries to support their SDGs implementations.

A Study on Assessment Indicators for Integrated Management on Korea National Planning and Environmental Planning (국토계획과 환경계획 통합관리 지표 개발 연구)

  • Both the national land plan and the environmental plan reflect the need for sustainable land use and management. However, the linkage between the plans is reduced due to the lack of integrated management. Therefore, this study developed indicators to achieve integrated management. A total of 59 environmental plans were reviewed for the development of indicators, and a total of 74 integrated management indicators were derived through a three-stage process. In this process, the relevance of the integrated management indicators of this study to the UN 's sustainable development goals (SDGs) is presented in order to derive indicators that meet the level of international consultation. In order to facilitate the utilization of the indicators, the final indicators are divided into seven areas: natural ecology, water resource and quality, urban and green space, atmospheric, energy, landscape, resource circulation and waste. Furthermore, the indicators were classified into national, regional, and city level. Accordingly, the final indicator can be adapted to the field of influence of the planned to be established, and the indicator can be selected and applied to the level of the plan. The final indicators can be used to examine the extent to which the national plan reflects the contents of the environmental plan and can be used as an aid to confirm the contents to be included in the plan when establishing a new national plan.

Understanding Sustainable Development Goals and Water Security (지속가능개발과 물 안보)

  • 2015년은 국제사회 거버넌스 및 정책 패러다임에 있어 전환점(tipping point)을 맞는다. 2000년 국제사회가 인류의 빈곤 퇴치라는 삶에 가장 절대적인 개발목표로 2015년까지 달성해야 할 빈곤, 의료, 교육 등 사회 환경 현안에서 해결해야 할 단순명료한 목표를 제시하였다. 그리고 2015년 9월 UN 지속가능 세계정상 회의(World Summit on Sustainable Development, WSSD)에서는 지속가능개발목표(Sustainable Development Goals, SDGs)를 채택하여 2030년까지 전 세계가 경제성장, 기후 변화 등 경제적, 사회적, 환경적 측면을 통합적으로 고려하여 지속가능한 인간정주환경을 조성하자는데 합의를 마쳤다. 17개의 지속가능개발목표와 부속적으로 169개의 타겟이 설정되었으며, SDGs 안에서는 MDGs의 기조를 유지하면서, 인간의 권리 구현과 성평등, 여성과 어린이의 권리 신장 등을 포함하고 있으며, 기후변화와 예측이 불확실한 다양한 자연재난, 특히 물과 물 관련 재해가 빈곤 경감, 기후변화 대응, 인간정주의 모든 삶의 영역에 연계요소로 녹아 있다. 기후변화 적응과 물 안보, 특히 위기관리의 맥락이 내재되어 있는 2030년을 목표로 하는 국제사회의 Post-2015 개발의제에서 물 분야는 무엇보다 중요한 관심 분야로 부각이 되어 있다. 17개의 지속가능개발목표에서 SDG6을 "모두를 위한 물과 위생의 지속가능한 관리와 이용(Ensure availability and sustainable management of water and sanitation for all)"으로 하고 수자원관리 및 물과 위생 분야의 중요성을 전세계가 공감하고 함께 해결해 나가야 함을 강조하였다. 그러나 실질적으로는 물을 직접적으로 언급한 6번째 목표뿐만 아니라, 빈곤의 근절(SDG1), 기아근절과 지속가능한 농업의 증진(SDG2)을 비롯한 다양한 목표들에서 물 분야가 직접?간접적으로 연계 되어 있으며, 특히 기후변화의 영향으로 더욱 심각해진 물관련 재해로부터 리질리언스 확보 등, 지속가능개발목표의 전반적인 기조에서 물안보 확보를 읽을 수 있다. 물 분야에서 지속가능개발목표의 이행을 위한 노력은 국제사회의 물 문제 해결에 공동으로 대응하기 위한 글로벌 동반 성장 지원체계를 구축하기 위한 초석이 될 것이다.

SDGs approach towards Building Resilience to Disaster and Climate Change (재해에 대한 리질리넌스 확보를 위한 지속가능개발목표의 이행)

  • 최근 기후변화로 인한 수문기상학적인 극한 사상들은 점점 대형화되고 있고, 그 발생빈도 또한 잦아지고 있다. 인구의 증가와 급격한 도시화, 자산 가치의 증가 등으로 물과 관련된 재해로 인한 피해는 점점 더 규모가 커지고 있다. 홍수와 가뭄, 허리케인, 쓰나미와 같이 물과 관련된 재해는 그 영향을 받는 사람들의 수로 본다면 지구상의 재해 중 90%를 차지하고 있을 만큼 그 규모가 크다 할 수 있으며, 전세계적으로 물관련 재해로 인한 재산상의 피해를 약 1,000억 달러 규모로 추산하고 있는데, 2030년에는 그 현재의 두 배가 될 것으로 예측하고 있다. 이와 같은 재해로 인한 피해는 개도국이나 최빈국뿐만 아니라 관련 인프라가 잘 구축되어 있는 선진국 또한 예외는 아니다. 2015년 9월 UN 세계지속가능 정상 회의에서 각국의 수반들 또한 17개의 "지속가능개발목표(Sustainable Development Goals; SDGs)"를 채택함으로서 post-2015 아젠다가 세계를 지속가능하고 균형 있게 바꾸어 나가기 위해서 취해야 하는 가장 시급하고 필요한 과감한 혁신적인 조치임을 인식하였다. 재해경감과 지속가능개발은 2005년 채택된 "효고프레임웍(Hyogo Framework for Action) 2005-2015"에서 도 중요하게 다루어 졌다. 2015년 3월 제3차 세계재해경감대회에서 채택된 "센다이 프레임웍(Sendai Framework for Disaster Risk Reduction) 2015-2030"은 Post-2015 개발의제의 첫 번째 합의 결의안이라 할 수 있으며, 인명피해의 실질적인 감소와 재해에 의한 영향으로 피해 보는 사람들의 수를 줄이고, 경제적 손실과 대형 인프라 피해의 경감을 주요 타겟으로 하고 있다. 이와 같은 리질리언스의 중요성은 SDGs의 Goal 11인 "안전하고 지속가능한 도시와 정주지 조성(Make cities and human settlements inclusive, safe, resilient and sustainable)"에서 강조되고 있을 뿐만 아니라 다양한 골에서 재해로 부터의 리질리언스 확보에 대한 필요성을 강조하고 있다. 재해 위험을 경감시키기 위해서 국제적으로, 지역적으로 또는 국경을 넘어서는 협력 관계의 구축이 중앙정부나 지방정부를 비롯한 국가적으로 절대적으로 필요한 노력이라 할 수 있다. 특히나, Post-2015 개발 아젠다에 대한 기후변화와 재해경감을 위한 금융지원을 포함한 최빈국, 개도국, 군소 도서국가들과 중견국 선진국들의 양자간이나 다자간 협력 채널을 통한 역량 강화가 필요하다.
