Processes and Outcomes of Creative City Policies: Case Studies on UK-Tech City (창조도시정책의 추진과정과 성과에 대한 연구: 영국의 테크시티 정책을 중심으로)

  • Since 1997 the United Kingdom has pursued creative industry and creative city development in accordance with the New Labor Party policy, strengthening its cluster policy by assigning creative city policies to traditional manufacturing-oriented regions. Tech City in London, one of the most successful examples of digital clusters, is an area in which diverse ecosystems for venture business integration have been established, as the once barren space began to spontaneously develop. For this region, systematic linkages including universities, private companies, start-ups, and accelerators have been added, along with the UK government's active support system. As a result of this opportunity, the scale of the UK start-up ecosystem has significantly grown, the number of local companies has surged, and brand effect has greatly improved. Tech City is an example of a well-balanced combination of public effort and private governance, based on the region's historical background and its potential for growth. It is an effective coordination of public policy and private active investment, services, research, and education. The market platform for institutional technology and commercialization, and aggressive investment shares in the risk, have lead to its growth as a start-up and an innovative city. Britain's efforts to expand the nationwide cluster for the future-oriented digital economy is most noteworthy.

Management State of Career Education in the Model After-school Class of a Vocational High School (전문계 고등학교에서 방과후학교 시범학교의 진로교육 운영실태)

  • The major purpose of this study is to contribute to activating the career education. To realize the goal, the study has investigated and analyzed an actual condition of the career instruction, which was conducted by the after-school class in the vocational high school. Based on such a research, it has also diagnosed the problems and suggested the plans in order to improve the troubles and manage the career instruction effectively. There are some summarized results of the study as follows. First, Students hope that as well. Students tend to prefer the career educational program for subject-related further study, career experience courses and getting certificates of qualification in order to choose their proper job. Second, the career instruction of after-school in the vocational school focuses on the entrance of universities and gaining certificates of qualification. Third, students have participated in the career educational program to enter the universities and get some certificates of qualification. Forth, teachers have considered the overwork of teachers attributed to the program and the lack of the cost as a major factor to interrupt the effective progress of the program. Finally, most teachers and students hope to have the program after school during weekday.Therefore, for more effective management of career education in the after-school of the vocational high school, the administrative and financial support should be required, and it is necessary to have good qualified teachers and consistently keep investing the funds in improving the program.

  • Government Research Institutes(GRI), together with universities and private research labs, constitute the core of the Korea's national innovation system, The aim of this paper is to analyze the current system of GRIs and the National Research Councils(RC) in Korea, and suggest some policy recommendations conducive to achieving a world class competitive research system. To identify the problems and policy issues, we have conducted interviews (with executives staffs of RCs, GRIs and government ministries) and questionnaire surveys. For benchmarking purposes, we have visited 9 public research institutes in the USA, UK, Germany, and France. From the analysis of the problems revealed from the interviews and questionnaires, 6 policy variables are identified: three of them, which we call systemware variables, are governance structure, resources allocation system, and management control system; and the other three, which we call humanware variables, are visions and strategic goals, leadership, and research manpower, respectively. We have found that 1;he current GRI/RC systems are inefficient mainly due to the rigid and bureaucratic governance structure and inconsistent resource (i.e., government budgets) allocation systems. We reject the idea of replacing the current RC system with such radical alternatives as 're-governmentization'or 'privatization'. Instead we recommend that the government introduce a better system of governance and national budget allocations, which in turn would help induce a better management control systems, clear research visions and goals, strong leadership on the part of the RC chairman, and more creative and motivated researchers. These recommendations may provide opportunities and rooms for chairmen of RCs and presidents of GRIs to exercise more positive leadership in terms of fitting the visions and goal of GRIs to the national R&D strategy and creating a rational management control system as well as motivating researchers in GRIs to be more creative and productive.

Relationship between Life Stress and Gambling Behavior Perceived by University Students - The mediation effects of self-control and family support -

  • This study examined the structural relationship between life stress perceived by university students and their gambling behaviors through their self-control and family support. For this, it conducted the questionnaire on life stress, self-control, family support and gambling behavior with 387 university students attending universities in Gwangju city and analyzed the data collected. The results of the analysis were described below. As a result of analyzing the direct effects of life stress on gambling behavior, self-control and family support, it was found that the life stress had the positive effect on gambling behavior and it meant that when the university students couldn't cope with the life stress effectively and felt frustrated, they were likely to be involved in gambling behavior to escape from their helplessness. In addition, as a result of analyzing the direct effects of life stress on self-control and family support, it was found that life stress had negative effect on self-control and family support. The more experiences of life stress they had, the lower their self-control was. As their life stress was higher, they didn't make supportive relationship network with family members. As a result of mediating effects, it was shown that self-control and family support played the partially negative roles in the relationship between life stress and gambling behavior and it suggested that as the life stress was perceived less, self-control was performed better and as family support was higher, gambling behavior was effectively reduced. These results of the research suggested that life stress could be handled actively through self-control and family support and development and distribution of the program to cope with life stress could minimize the gambling behaviors. Also the limitations of this study and necessity of further studies were discussed.

Convergence effect on oral Health Awareness of Oral Health Education and oral Health Knowledge of Early Childhood Education (유아교육학과 학생의 구강보건교육과 구강보건지식이 구강보건인식에 융합적으로 미치는 영향)

  • This Convergence study aimed to analyze the oral health education, oral health awareness and oral health knowledge of early childhood education' students. Questionnaire survey on the of five universities early childhood education' 314 students in Daegu and Gyeongbuk provinces. Average score of oral health awareness was 3.62, which was high female students, 3rd grade, athlete, high case on oral health condition perception and childhood oral health education experience. Oral health knowledge correct answer of 15 items was average 9.63, which was higher female students, 3rd grade, nonsmokers, have received childhood oral health education, responded to the need for childhood oral health education. Regression analysis showed that Y (oral health awareness) = 2.350 + 0.242 (exercise) +0.387 (oral health education) +0.134 (childhood oral health education experience) +0.067 (oral health knowledge). In order to promote infants oral health of department of Early Childhood Education, it would be necessary to develop the systematic programs to perform the childhood oral health education.

Factors and Satisfaction in Selecting University and Departments of One University freshmen

  • In this paper, we propose to identify the factors and satisfaction of the selection of University and departments of One university freshmen. Research subjects were 499 freshmen in 2021 at K University located in G city. The data were analyzed by descriptive statistics, t-test, ANOVA, Scheffe' test and pearson's correlation coefficient using SPSS WIN 18.0. The results of this study showed that the internet/SNS was the highest in university information media, the school teacher was the highest in information provider, and the employment rate had the most impact on university registration decision. The University satisfaction score was 3.43, and there was a significant difference in gender(t=5.527, p=.019) and admission type(F=5.527, p<.001). The department satisfaction was 3.86 and there was a significant difference in the admissions type(F=3.004, p=.018). Univdrsity satisfaction and Department satisfaction showed a significant positive correlation(r=5.527, p<.001). Universities should improve their competitiveness through systematic admission information system.

VSimulators: A New UK-based Immersive Experimental Facility for Studying Occupant Response to Wind-induced Motion of Tall Buildings

  • Current vibration serviceability assessment criteria for wind-induced vibrations in tall buildings are based largely on human 'perception' thresholds which are shown not to be directly translatable to human 'acceptability' of vibrations. There is also a considerable debate about both the metrics and criteria for vibration acceptability, such as frequency of occurrence or peak vs mean vibration, and how these might vary with the nature of the vibration. Furthermore, the design criteria are necessarily simplified for ease of application so cannot account for a range of environmental, situational and human factors that may enhance or diminish the impact of vibrations on serviceability. The dual-site VSimulators facility was created specifically to provide an experimental platform to address gaps in understanding of human response to building vibration. This paper considers how VSimulators can be used to inform general design guidance and support design of specific buildings for habitability, in terms of vibration, which allow engineers and clients to make informed decisions with regard to sustainable design, in terms of energy and financial cost. This paper first provides a brief overview of current vibration serviceability assessment guidelines, and the current understanding and limitations of occupants' acceptability of wind-induced motion in tall buildings. It then describes how the dual-site VSimulators facility at the Universities of Bath and Exeter can be used to assess the effects of motion and environment on human comfort, wellbeing and productivity with examples of how the facility capabilities have been used to provide new, human experience based experimental research approaches.

  • The article purpose is 'Reading Chinese translation text as a Korean integrated education for Chinese students'. Although number of foreign students has increased rapidly to the economic growth of Korea, the influence of Korean Wave, and the popularity of Korean popular culture like K-pop at domestic universities but the problems of their curriculum have been found in many places. Korean literary education through novel text has an important place in Korean studies, but literary education is often excluded in Korean language education as a foreign language education. Chinese students already have background knowledge of Korean translation novels through Chinese novels. They can get the learning effect as the Korean language study. Second, they can compared with Korean national violence and Chinese national violence through 'Red Revolution' and understand about Korean-Chinese understanding of the times, social and cultural phenomena, Third, they are able to study the theory of literature itself. also It was the educational purpose pursued by the humanities. Chinese students develop their Korean language skills by studying the Brothers which are translated into Korean, and we can see the similarities and differences of national violence by comparing Korea's '4.19' with China's 'Cultural Revolution' After comparing people, background, dynamics of the space where they are located, we can raise awareness of the historical and social problems of both countries. It is possible to study subjects' memories of space, change of local meaning, the formation of urban space or individual space in the text in the specific space where national violence occurs. In this way, the method of learning Korean integrated education through Brothers of the Chinese translation novels makes an opportunity to look at national violence in the Korean-Chinese space of the 1960s and 1970s. It has a subjective perspective from subordination to the nationality of the modern nation-state. This is an educational effect that can be obtained through reading a Chinese translation novel as a Korean language integrated education.

A Study of the Application of Machine Learning Methods in the Low-GloSea6 Weather Prediction Solution (Low-GloSea6 기상 예측 소프트웨어의 머신러닝 기법 적용 연구)

  • As supercomputing and hardware technology advances, climate prediction models are improving. The Korean Meteorological Administration adopted GloSea5 from the UK Met Office and now operates an updated GloSea6 tailored to Korean weather. Universities and research institutions use Low-GloSea6 on smaller servers, improving accessibility and research efficiency. In this paper, profiling Low-GloSea6 on smaller servers identified the tri_sor_dp_dp subroutine in the tri_sor.F90 atmospheric model as a CPU-intensive hotspot. Applying linear regression, a type of machine learning, to this function showed promise. After removing outliers, the linear regression model achieved an RMSE of 2.7665e-08 and an MAE of 1.4958e-08, outperforming Lasso and ElasticNet regression methods. This suggests the potential for machine learning in optimizing identified hotspots during Low-GloSea6 execution.

Effectiveness of chest compression by bystander on the home bed mattress

  • The purpose of this study was to determine the accuracy of chest compression according to the patient body weight and the rescuer's weight when performing chest compression on a cardiac arrest patient that occurred on a home bed. From January 07 to January 19, 2023, 36 paramedic students from N and S universities who completed the KBLS provider curriculum of the Korea Cardiopulmonary Resuscitation Association were measured at the subject's knee position, the depth of the mattress being pressed by the weight of the manikin, and the depth of the mattress being pressed by the weight of the manikin were measured during continuous chest compression for 2 minutes. As a result of the study, if a child's cardiac arrest is found at home, the patient is moved to the floor to proceed with chest compression, and the first witness to find an adult cardiac arrest is recommended to proceed on the bed rather than force the patient under the bed to proceed with chest compression.
