UK Civil Nuclear Decommissioning, a Blueprint for Korea's Nuclear Decommissioning Future?: Part II - UK's Progress and Implications for Korea

  • The nuclear legacy that remains in the United Kingdom (UK) is complex and diverse. Consisting of legacy ponds and silos, redundant reprocessing plants, research facilities, and non-standard or one-off reactor designs, the clean-up of this legacy is under the stewardship of the Nuclear Decommissioning Authority (NDA). Through a mix of prompt and delayed decommissioning strategies, the NDA has made great strides in dealing with the UK's nuclear legacy. Fuel debris and sludge removal from the legacy ponds and silos situated at Sellafield, as part of a prompt decommissioning strategy for the site, has enabled intolerable risks to be brought under control. Reactor defueling and waste retrievals across the Magnox fleet is enabling their transition to a period of care and maintenance; accelerated through the adopted 'Lead and Learn' approach. Bespoke decommissioning methods implemented by the NDA have also enabled the relevant site licence companies to tackle non-standard reactor designs and one-off wastes. Such approaches have potential to influence and shape nuclear decommissioning decision making activities globally, including in Korea.

A COMPARATIVE STUDY OF DELAYS FACTORS IN PROJECT COMPLETION IN LIBYA AND UK CONSTRUCTION INDUSTRY

  • Delays in completing construction projects have significant financial and social impact to all parties involved in the construction process and in particular in developing countries. This is very evident in most construction projects in Libya and in both public and private sectors. The research study was initiated by Libyan Government and the main aim of the project is to develop a new strategy in reducing the impact of delay factors. In order to achieve this, a number of objectives have been set-to conduct a comprehensive literature survey, to conduct a comparative study of the delay factors in project completion in both Libya and UK using semi structured questionnaire and finally, to identify and analyse the causes of delay and ranked them using frequency of occurrence and severity. The critical causes of delay for construction projects were quite different between Libya and UK. For the former, the most critical causes of delay in Libyan construction industry were low skills of manpower, changes in the scope of the project, slowness in giving instruction and poor qualification of consultant, while for the latter they were financial problems, bad weather conditions on the job site and change in the scope of project. Statistical experiments including Paired Samples T-Test, was run to test the significance of the survey data in both countries Libya and UK. The statistical results confirmed the collected data from the survey were significant.

  • The OECD defines regulatory reform as both better regulation and deregulation, and emphasizes that governments must continue to regulate in areas such as environmental quality and safety. In contrast, Korean regulatory reform in fire services in the 1990s shows quite a strange trend, having been carried out only to the direction of softening and abolishing regulations. In the UK, fire prevention legislation has been strengthened since the enactment of the Fire Precautions Act 1971, and the Building Regulations 1991, which apply to all new buildings including a private house, require that there should be at least one smoke alarm on each floor. This research shows that the tightening of fire prevention legislation in the UK has promoted fire safety, which is very instructive for Korean fire services. In order for Korean fire services to protect citizens'lives and property from fires, one of basic directions of regulatory reform, to improve the quality of regulations relating to safety, health and the environment, should be observed strictly. Moreover, the flexibility of the basic direction of regulatory reform should be ensured so that the regulations concerning safety could be even increased under the overall reform strategy of reducing all regulations.

  • Korean IT industry has been given much weight in national R&D management. A negative side of this fact is that Korean economy is likely to become vulnerable to a condition of the export business in certain items of IT industry which has a serious influence on the national economy. A customized investment strategy through the analysis of technology competitiveness and R&D status in each technology of IT field is required in order to rectify the structural vulnerability and pursue a continuous growth. In this research, a strategic direction to set up an efficient investment strategy is presented. In this process, it draws a portfolio analysis with two axes of technology level and technology life cycle. It also derives a priority order of the national investment considering the degree of technological impact, marketability, and adequacy of public support from AHP (Analytic Hierarchy Process) method by a survey of IT experts. A portfolio analysis in the prior stage helps the respondents in AHP become more familiar with the alternatives' characteristics so that their decision making process more corresponds with national R&D strategies.

  • The protection of fundamental rights of people is a natural duty of a state. Since Constitutional Law declare that a state is obliged to protect the fundamental rights of people obviously, it is reasonable to postulate that a state has a duty to protect every person's right much more positively. Of course, it is true that whereas right of freedom is much more important in modern states, the social right becomes more important currently. Nevertheless, we have no choice but to put an emphasis on the importance of the right of freedom like modern states. Thus states are still bound to try to protect the right of people, specific duty of behavior for the sake of right of freedom belongs to states. In particular, due to the fact that lifts are essential to our comfortable life and the demage from the accident concerning with the lifts is fatal, the strategy for securing the safety of using the lifts is significant to some extent. And because it is true that the experience of UK that put an emphasis on the role of civil actors is meaningful to us, there seems implications for us. Accordingly, it is possible to consider the material components such as the check of safety before installation for the sake of safety enhancement, quality control for lifts parts, specification of check criterion and variation of check cycle etc. and personal ones such as specification of qualification of competent persons, guarantee of competent person's independence, variation of obligator's duty and variation of user's obligation etc. However, as the situation of UK is one thing and that of Korea is another, we don't have to adhere to the policy and the experience of UK strictly. Rather, we had better apply the policy and experience of UK to ours appropriately.

Building capacity for ecological assessment using diatoms in UK rivers

  • Diatoms have become an integral part of the UK's freshwater monitoring strategy over the past two decades, mostly in response to increasingly stringent European Union (EU) legislation. The use of diatoms is based on strong correlations between diatom assemblages and environmental variables, and from knowledge of the "expected" (= "reference") state of each river. The nationwide overview of the ecological health of rivers this gives allows those stretches of rivers which fail to meet EU criteria to be identified. This, in turn, allows appropriate remediation measures to be planned. Because diatom assemblages vary in space and time, even within a single water body, effective use of diatoms requires a consistent approach in order to minimise uncertainty. This includes the use of methods which comply with European Standards, a training and accreditation scheme for analysts, and a suite of quality assurance methods. Those aspects of uncertainty that cannot be readily controlled have been quantified and all estimates of ecological status are accompanied by the appropriate "confidence of class" and "risk of misclassification". This, in turn, helps planners prioritise those locations which are most likely to benefit from remediation.

Taking stock of Australia's asymmetrical relations with China: interdependence, tensions, and new dimensions

  • This article deals with the asymmetrical relations between Australia and China and explores their interdependence, tensions, and societal outlooks. Both countries are dependent on one another for trade to different degrees but attempt to diversify their supply chains. While there is no united position on China in Australia, there has been a bipartisan support for the counter-interference legislation there. The newly established security pact of the United States (US), the United Kingdom (UK) and Australia - 'AUKUS' - has brought a new dimension into these tensions and will most likely lead to an arms race. The author explores how a so-called middle power such as Australia balances the related economic and strategic interests and priorities. Although Australia has been vulnerable in its asymmetric relationship with China, it has shown that it is not a passive and helpless actor when facing an economic coercion. The interdependence has become a moderating factor in this strategic stand-off. Additionally, Australia demonstrates its tendency to reinforce its traditional reliance on its previous more powerful allies, the UK and the US.

  • In this paper, we searched for impact factors by brainstorming and calculated the weights of them using the Analytic Hierarchy Process(AHP) method in order to develop energy technology strategy for the future. AHP is a useful method for evaluating multi-criteria decision making problems. We selected 3 criteria(possibility of success for developing technology, application of the technology, technical spin-off) and 10 sub-criteria. According to the result in this study, the most important sub-criterion is the possibility of commercialization, the second is the possibility of developing the fundamental technology, and the third is the possibility of convergence technology. The other side, the lowest important sub-criterion is the difference of technical standards as compared with advanced countries.

  • This study figures out the objectives of supply chain integration and proposes a conceptual framework for classifying the type of supply chain integration in order to help developing supply chain integration strategy. We figure out the objectives of supply chain integration by structural integration and functional integration and then develop a conceptual framework for classifying the type of supply chain integration by combining the clusters of structural integration factors and functional integration factors. Using the framework, a firm would be able to figure out which type of supply chain it belongs to and develop appropriate supply chain integration strategy.
