UK's Digital Policies: Focusing on Strategies of AI and International Provisions (영국의 디지털 정책: AI와 국제규범 전략을 중심으로)

  • The UK is a service superpower with solid and well-developed financial and insurance services, including FinTech. Much of the UK's service industry is digital and becoming increasingly so. Primary sources constituting the UK's comparative advantage in services could be factored in business conditions driving innovation in the digital age and world-leading digital competitiveness. Therefore, this study examined the UK's digital policies. This research's focal strands were the UK's digital strategy, national artificial intelligence strategy, and digital trade objectives. As an essential insight for policymakers and other stakeholders, this study proposes that government policies in response to the digital economy are inextricably linked, leading to a critical driver for the UK's digital competitiveness.

Children's Play as a National Policy and Strategy : The Case of the UK (아동 놀이의 국가적 정책화 : 영국의 사례)

  • This study reviews policies related to children's play which are being implemented by the UK at a national level from 2008 to 2020. The Department for Children, Schools, and Families, in cooperations with other central government departments and professional organizations, are developing and implementing the strategy. The purpose of the strategy is to improve play opportunities for all children and young people in England by raising the value and status of play in every community. This study examines the strategy by focusing on firstly, the purpose, vision, and steps to be undertaken; secondly, the methods used and the participating organizations; and thirdly, the legal, social, and academic basis upon which the strategy is founded. By way of conclusion, the researcher argues that we need to consider and learn from the case of the UK to come up with desirable polices for children's education and well-being.

Renewable Energy Policy in the UK - with Focus on Biomass (영국의 신재생에너지 정책-바이오매스를 중심으로)

  • As one of renewable energy sources, biomass is playing a major role in reducing the greenhouse gas emission in the UK. The country currently produces about 4.5% (18.1TWh in 2006) of the total electricity generation from renewables, where biomass-based sources accounts for 50% of the amount and the remainder mostly from hydro and windpower. In 2007, the UK government has announced its new energy policy through the Energy White Paper, which includes an ambitious national target of 60% cuts in carbon emission by 2050. Complementary strategic plans in key renewable energy technologies accompanied the Energy White Paper, including biomass strategy, waste strategy and low carbon transportation strategy. This paper summarizes the current status and policy of UK for renewable energy production with focus on the use of biomass and bioenergy.

  • This paper describes a switching strategy for variable speed control and low torque ripple of Switched Reluctance Motor(SRM). The main advantage of this strategy is simple control. Therefore it can be constructed easily. And a design principle of SRM is represented for the proposed switching strategy. The proposed switching method is tested by simulation and experiment on various SRM type. As a result, The SRM drive with the proposed scheme is effective in reducing the torque ripple and variable speed control.

Carbon control and environmental policy in the U.K. : A reappraisal of strategies for the green state (영국의 탄소규제와 환경정책 : 녹색국가 전략의 재평가)

  • The government of the UK since the 1990, especially under the new Labour Party, has pursued sustainable development or carbon control as a core strategy for its national development. The seemingly prominent environmental policy for 'greening the government' of the UK as well as considerable achievements in energy and environment indices have attracted much attentions of policy makers and researchers for the 'low carbon green growth' in Korea. This paper tries to see the character of carbon control and environmental policy in the UK not merely as the integrating or mainstreaming policy but a new strategy for national development, that is, for the 'ecologically modernized' state, eco-state, or green state. It defines the environmental policy for carbon control in the UK as the strategy for the green state which has provided it as a principal guide for integrating national policies as a whole, and which has pursued it through market-dependent neoliberal measures. From this point of view, this paper introduces the development process of carbon control and environmental policy mainly under the new Labour Party government in the UK, and gives a reappraisal of both its policy and of energy-environment indices.

  • This paper presents an overview of the UK Hydrocarbon Monitoring Network and summarises some of the lessons learnt from running and automated VOC monitoring network in th UK. The paper will describe the operation of the network and the Quality Control and Quality Assurance (QA/QC) procedures used to ensure that the data qality objectives are met. The provision of accurate measurements of ambient air pollutant concentrations is a valuable and high-profile service of Governments, assisting policy decisions and allowing members of the public to be well-informed. The need for such measurements has been increased in the UK by the National Air Quality Strategy and European Air Quality Directives, with the National Networks playing a central role in delivering the information. The Hydrocarbon Network provides measurements directly in support of monitoring requirements for benzene and 1,3-butadiene, and of 23 other hydrocarbon species important for their role in ozone and secondary particulate formation.

  • This study aims to provide quite recent information on the organic agriculture in developed countries such as German, UK, Switzerland and USA and on the current activities of international research institutions of organic agriculture. The establishment and activity of ENOF in EU and ARNOA in Asia, IIRNOA in IFOAM was introduced shortly. I stitute of Organic Agriculture in FAL/Germany and FiBL in Switzerland. OMRI in USA, HDRA in UK and Schweisfurth Foundation in Germany were described. Also the educations in European universities for organic agriculture and the research activities and technical education system for organic farming were described. All of these informations could be useful for the further development of the strategy for Korean organic agriculture in education and research.

  • 영국은 2017년 3월 5G N/W 조기구축을 위한 정부차원의 전략방향 보고서(A 5G Strategy for UK)를 발표하였다. 영국은 5G 인프라가 4차 산업혁명의 촉진제 역할을 할 것이며, 5G로 인한 경제적 파급 효과가 2030년경에 1,980억 파운드 달할 것으로 예상한다. 이러한 전망에 따라 영국 정부는 5G 테스트베드 구축, Small Cell 및 백홀 구축 지원, 주파수 정책방향 제시 등 5G N/W 조기구축 환경을 조성하여 이동통신사의 적극적인 투자를 유인할 계획이다. 아울러 산업계, 학계, 지역정부와 협력하여 다양한 산업분야에서의 5G 활용 방안을 도출하며, 5G 상용화 이전에 해결해야 할 과제를 정비함으로써 영국이 5G 분야에서 글로벌 리더가 되고자 하는 목표를 제시하고 있다. 본고에서는 영국이 4차 산업혁명에 대비하여 제시하는 5G N/W 투자 촉진 전략을 소개하고자 한다.
