In the U.S., the state, local, tribe, and territorial governments seek funding from the federal government through the Public Assistance program to carry out these recovery works. In this paper historic public assistance data between 1998 and 2021 have been analyzed to derive several insights such as: types of disasters causing the most damage, states requiring more support, net present value of the federal expense etc. This paper has found that the states requiring more support from the federal government are not always the states suffering the maximum losses from the disasters. It has also found that the net present value of the federal expense between 1998 and 2020 to restore, repair, reconstruct, or replace disaster damaged roads and bridges across the U.S. is $15 billion in 2021 values. Moreover, this paper has tested the correlation between the states' public assistance funds requirements and the existing condition and performance of roads and bridges as revealed by the American Society of Civil Engineer's infrastructure grade card. It has found a weak correlation between these two. The outcomes of this paper can be used by the decision makers to analyze the viability of any possible alternative to the exiting public assistance program. The insights can also help in better decision making in pre-disaster preparation and post-disaster funds allocation.
In this paper we analyze whether we can use the mobile phone having been highly distributed into young generation as a device for the u-learning in Korean public education. For this purpose we deal with the technical maturity in three axes. Firstly, we examine the authoring nature of mobile internet-based contents such as both text and motion picture for the contents developers in the public education. As a research result the authoring of text has almost no difficulty, but that of the motion picture shows some problems. Secondly, we deal with whether u-learners can easily get and use u-contents on both mobile phone and PC respectively. After analysing this factor, we found that the downloading of motion picture contents into mobile phone is very limited. Therfore we talk about the usability and problem of various PC Sync tools and propose their standardization. Finally, the needs of the introduction of the ubiquitous SCORM which could enable to reuse u-contents among different Korean telco’s mobile phones are discussed. Here we describe some functionality of both ubiquitous SCORM and u-LMS. Our study looks like almost the first work examining the technological maturity for the introduction of u-learning with mobile phone in Korean public education and it could be used as a reference for the study of any other wireless telecommunication-based u-learning other than mobile telecommunication.
In u-Healthcare environment, large amounts of important medical information is processed through wireless communication. Therefore there is a need to increase the efficiency of the network system of sending ECG data. This paper presents a compression solution for efficient ECG data transmission(ECGLZW) in u-Healthcare environment. The results showed that the average compression ratio of ECGLZW was 4.6, which got 200% better than existing methods(Huffman and LZW compression). ECGLZW's high compression ratio can increase the efficiency of wireless channels. As a result, reliable communication and security of u-Healthcare information could be achieved by applying these remaining channels to retransmission and encryption.

The aim of this study is development of U-Hospice program for efficient management of cancer patients. The demand of hospice services suddenly increased. The supply is the actual condition hich is insufficient. The U-Hospice program is a good solution for the short supply of hospice in domestic situations. To develop the U-Hospice program. analy the hospice care system of hospital have developed the U-Hospice program using elphi version and program.

The possible air pollution problems in a proposed underground highway are discussed using carbon monoxide (CO) as an indicator. Carbon monoxide concentrations in the underground highway depend on several factors, including the size of tunnel, the number of automobiles, the CO emission rate, and the tunnel ventilation rate. Using the estimated values, CO concentrations in the underground highway can be predicted. Without proper ventilation system, CO concentration in the underground highway can be dangerous level. However, the cost of operating the mandatory mechanical ventilation system may be tremendouslyy high and may be technically unrealistic to implement. If the underground highway is constructed with proper ventilation system, a continuous air pollution monitoring system with alarming function must be installed to alert personnel of serious air pollution built up in the underground highway. Traffic must be restricted, whenever the inside air pollution levels exceed agreed values. Short distances between evacuation exits are necessary for emergency situations or malfunction of ventilation system.

Selenium is an antioxidant trace element linked to cardiovascular disease and cancer. Although diet is a major source, relatively little else is known about independent determinants of selenium levels in free-living humans. In this study, we aimed to investigate the independent demographic. lifestyle, and dietary determinants of selenium levels in 1,997 men and 1,905 women in two large prospective U.S. cohorts. Toenail selenium levels were quantified using neutron activation analysis. Diet, geographic residence, demographic, and environmental factors were assessed by validated self-administered questionnaires. Multivariate generalized linear models were conducted to assess the independent relations of these factors with toenail selenium levels, correcting for measurement error in the diet. In multi variable-adjusted analyses, independent predictors of higher selenium were male gender (6.3% higher levels); living in West and Northern-Midwest U.S. regions (8.9% and 7.4% higher than Southern-Midwest regions, respectively); consumption of beef and bread products (between 0.7 - 2.5% higher per daily serving); and selenium supplement use (6.9% higher than non-users); whereas cigarette smoking (5-10% lower than never smokers), older age (0.6% lower per 5 years), and consumption of eggs, white rice, dairy products, coffee, and alcohol (between 0.1 to 2.0% lower per daily serving) were associated with lower selenium. Multiple dietary and non-dietary factors independently predicted selenium levels, suggesting that both consumption and non-dietary processes (e.g.. related to oxidant status) may affect levels. Significant geographic variation in selenium levels exists in the US.
Korean businesses, and their legal representatives, have observed the improvements of enforcement of commercial judgments through arbitration over traditional collections litigation in U.S. Courts-due to quicker proceedings, exceptional cost savings and more predictable outcomes-in attaching assets within U.S. jurisdictions. But how are the 2016 interim measures implemented by the Arbitration Act of Korea utilized to avoid jurisdictional and procedure pitfalls of enforcement proceedings in the Federal Courts of the United States? Authors examine the necessary prerequisites of the U.S. Federal Arbitration Act as adopted through the New York Convention, to which Korea and the U.S. are signatories, as distinguished from the Panama Convention. Five common U.S. arbitration institutions address U.S. "domestic" disputes, preempting U.S. state law arbitrations, while this article focuses on U.S. enforcement of "international" arbitration awards. Seeking U.S. recognition and enforcement of Korean arbitral awards necessitates avoiding common defenses involving due process, public policy or documentary formality challenges. Provisional and conservatory injunctive relief measures are explored. A variety of U.S. cases involving Korean litigants are examined to illustrate the legal challenges involving non?domestic arbitral awards, foreign arbitral awards and injunctive relief. Suggestions aimed toward further research are focused on typical Korean business needs such as motions to confirm foreign arbitration awards, enforce such awards or motions to compel arbitration.
Especially, this study focused to develop each courses in terms of subject of special study. In order to achieve these purposes, following on-going curriculums were analysized, seven courses of departments in the undergraduated school and four courses in the graduated school of Public Health, and reviewed several courses of the school of public health in the developed countries such as U. S. A., England, Canada, Japan and Australa. Nine standard models including four courses for the department of Public Health and five courses for the department of Health Administration were developed to meet the reorientation required in the objectives of education, characteristics and educational capability.
