In general, flat-plate solar collectors are generally fixed in place at some angles. The most common method is to orient solar collectors toward the true south, where variations up to 15 degrees east or west are acceptable and the tiIt angle of the collectors is calculated from latitude and different heating applications. However, the best angle of flat-plate collectors depends upon whether the dominant load occurs in the winter, summer, or evenly all year. Moreover, this setting angle must consider the average insolation characteristics of the region exactly. In this study, the setting angle of flat-plate solar collectors is presented for Busan area by using domestic typical meteorological year weather data, so that the fixed flat-plate solar collectors must be set as quantitatively as possible.
Computer simulation of buildings and solar energy systems is being used increasingly in energy assessments and design. The purpose of our work is to predict the surface temperature on inclined surfaces based on ISO-TRY typical weather data. To reach this goal, three studies were performed. They consisted of quantifying the accuracy of various well-known three models. The first type of models calculated diffuse horizontal irradiations from global ones and the second type models computed global irradiations on inclined planes from diffuse and global components on a horizontal surface. The third type of model calculated long-wave radiation and surface temperature from ISO-TRY typical weather data. The proposed model can provide an alternative to building designers in estimating the surface temperature and solar irradiation on inclined surfaces where only the typical meteorological data are available.

The reliable Typical Meteorological Year (TMY) data, sometimes called Test Reference Year (TRY) data, are necessary in the feasibility study of renewable energy installation as well as zero energy building. In Korea, there are available TMY data; TMY from Korea Institute of Energy Research (KIER), TRY from the Korean Solar Energy Society (KSES) and TRY from Passive House Institute Korea (PHIKO). This study aims at examining their characteristics by using Principle Component Analysis (PCA) at six ground observing stations. First step is to investigate the annual averages of meteorological elements from TMY data and their standard deviations. Then, PCA is done to find which principle components are derived from different TMY data. Temperature and solar irradiance are determined as the main principle component of TMY data produced by KIER and KSES at all stations whereas TRY data from PHIKO does not show similar result from those by KIER and KSES.
Long-term solar irradiance data are required for reliable performance evaluation and feasibility analysis of solar photovoltaic systems. However, measurement data of the global horizontal irradiance (GHI) are only available for major cities in Korea. Neither the direct normal irradiance (DNI) nor the diffuse horizontal irradiance (DHI) are available, which are also needed to calculate the irradiance on the tilted surface of PV array. It is a simple approach to take advantage of the decomposition model that extracts DNI and DHI from GHI. In this study, we investigate variations of solar PV power estimation due to the choice of decomposition model. The GHI data from Korea Meteorological Administration (KMA) were used and different sets of typical meteorological year (TMY) data using some well-known decomposition models were generated. Then, power outputs with the different TMY data were calculated, and a variation of 3.7% was estimated due to the choice of decomposition model.
At present, the Korea Meteorological Administration (KMA) measures the horizontal solar irradiation and meteorological data with time in 33 areas. Among these measured data, this study analyzed the tendency of applying the new analysis method by using the horizontal solar irradiation and meteorological data with the time which was measured in many regions across the country for thirty years from 1985 to 2014. The method applied to the analysis is to compare the value of the annual total horizontal solar irradiance and meteorological data for one year with the value of those for the previous year of each year, and give +1 when it is higher, and -1 when it is lower. The characteristics and relationships the horizontal solar irradiation and meteorological data in Daegu were evaluated and analyzed. Through the analysis results, the analysis method applied in this study could be well describe the characteristics and relationships of the solar irradiance and meteorological data during some years.

Since 1990, the Renewable Big Data Research Lab at the Korea Institute of Energy Technology has been observing solar radiation at 16 sites across South Korea. Serving as the National Reference Standard Data Center for Renewable Energy since 2012, it produces essential data for the sector. By 2020, it standardized meteorological year data from 22 sites. Despite user demand for data from approximately 260 sites, equivalent to South Korea's municipalities, this need exceeds the capability of measurement-based data. In response, our team developed a method to derive solar radiation data from satellite images, covering South Korea in 400,000 grids of 500 m × 500 m each. Utilizing satellite-derived data and ERA5-Land reanalysis data from the European Centre for Medium-Range Weather Forecasts (ECMWF), we produced standard meteorological year data for 1,000 sites. Our research also focused on data measurement traceability and uncertainty estimation, ensuring the reliability of our model data and the traceability of existing measurement-based data.
High quality meteorological information is the typical product of service business industry which can offer the investment initiative by reducing the uncertainty and by activating other related industries. It requires a high level of meteorological technology and of ability to transform such technology as merchandising products. According to the analysis of the WMO data, the level of Korean meteorological technology is comparable to that of the nation with $17,500, GDP per head. However, the income of the meteorological business agent earns in Korea is 8 billion 4 hundred million won which is less than a tenth of that made by the US or Japan. The potential for such business field in Korea will be strong enough, if one can overcome such weak points. In addition, the efforts made by the government to advance the meteorological technology have been actualized gradually. Korean government will have a chance that is comparable to offering jobs for 20,000 unemployed by creating incomes of 40 billion won by meteorological technology as a sustained economic growth engine. It is proposed that government stimulate demand and supply by focusing on sales quantity than the price. The key points for creating the new demand are marketing and outsourcing of weather and climate information by maintaining the cooperative relationship between private and public sector.

Generally data loading is a laborous job to develop models. Meteorological data is basic input data for hydrological models, it is provided through websites of Korea Meteorological Administration (KMA). The website of KMA provides daily meteorological observation data with tabular format classified by years, items, stations. It is cumbersome to manipulate tabular format for model inputs such as time series and multi-item or multi-station data. The provider oriented services which broadcast restricted formed information have caused inconvenient processes. Tim O'Reilly introduces "Web 2.0" which focuses on providing a service based on data. The top ranked IT companies such as google, yahoo, daum, and naver provide customer oriented services with Open API (Application Programming Interface). A RESTful web service, typical implementation for Open API, consists URI request and HTTP response which are simple and light weight protocol than SOAP (Simple Object Access Protocol). The aim of this study is to develop a web-based service that helps loading data for human use instead of machine use. In this study, the developed RESTful web service provides Open API for manipulating meteorological data. The proposed Open API can easily access from spreadsheet programs, web browsers, and various programming environments.
The concentration of air pollution in a large city such as Pusan has been increased every years due to the increase on fuel consumption at factories and by vehicles as well as the gravitation of the population. In this study, we have analyzed $NO_2$ concentration data and various data of meteorological factors during 1994-1997 to investigate the characteristics of $NO_2$ concentration and how the high $NO_2$ concentration is generated under the meterological condition. According to the study, $NO_2$ peak concentration at most sites occured about 1h later after the rush hour. In the characteristics of emissions in sites, sinpyeong-dong was highly contributed to point source while the other sites were highly contributed to line source. The high $NO_2$ concentration had high generation probability when temperature contained typical seasonal characteristics and wind speed was low. Using the relationship between meteorological factors and the daily average $NO_2$ concentration, correlation analysis was practiced. the seasonal variation of the daily average $NO_2$ concentration was correlated with air temperature, solar radiation and wind speed, but the correlation coefficient between meteorological factors and the daily average $NO_2$ concentration was not so much high. Thus we have known that the daily average $NO_2$ concentration is partially explained by meteorological factors.

In this paper, Annual flux variations in the Boseong Tall Tower (BTT) from 2016 to 2020 were analyzed using data from three levels (2.5 m, 60 m, and 300 m). BTT was installed in Boseong-gun, Jeollanam-do in February 2014 and continued to conduct energy exchange observations such as CO2, sensible heat, and latent heat using the eddy covariance method until March 2023. The BTT was located in a very flat and uniform paddy field, and flux observations were conducted at four levels: 2.5 m, 60 m, 140 m, and 300 m above ground. Surface energy balance was confirmed from observed data of net radiation flux, soil heat flux, sensible heat flux, and latent heat flux. Additionally, 2.5 m height surface fluxes, which are most influenced by agricultural land, were compared with data from Local Data Assimilation and Prediction System (LDAPS) of the Korea Meteorological Administration to evaluate the accuracy of LDAPS flux data. The correlation coefficient between LDAPS flux data and observed values was 0.95 or higher. Excluding summer latent heat flux data, there was a general tendency for LDAPS data to be higher than observed values. The footprint areas estimated below 60 m height mainly covered agricultural land, and flux observations at 2.5 m and 60 m heights showed typical agricultural characteristics. In contrast, the footprint estimated at 300 m height did not show agricultural characteristics, indicating that observations at this height encompassed a wide range, including mountains, sea, and roads. The analysis results of long-term flux observations can contribute to understanding the energy and carbon dioxide fluxes in agricultural fields. Furthermore, these results can be utilized as essential data for validating and improving numerical models related to such fluxes.
