Analyses of wind wave characteristics near the Korean marginal seas were performed in 2008 and 2009 by comparisons of an operational wind wave forecast model and ocean buoy data. In order to evaluate the model performance, its results were compared with the observed data from an ocean buoy. The model used in this study was very good at predicting the characteristics of wind waves near the Korean Peninsula, with correlation coefficients between the model and observations of over 0.8. The averaged Root Mean Square Error (RMSE) for 48 hrs of forecasting between the modeled and observed waves and storm surges/tide were 0.540 m and 0.609 m in 2008 and 2009, respectively. In the spatial and seasonal analysis of wind waves, long waves were found in July and September at the southern coast of Korea in 2008, while in 2009 long waves were found in the winter season at the eastern coast of Korea. Simulated significant wave heights showed evident variations caused by Typhoons in the summer season. When Typhoons Kalmaegi and Morakot in 2008 and 2009 approached to Korean Peninsula, the accuracy of the model predictions was good compared to the annual mean value.

During the period of every summer to early autumn seasons, ships have been wrecked or grounded from effect of a typhoon in the waters around Korean Peninsular. Typhoon Rusa killed more than 100 people in September 2002. Super Typhoon Maemi passed southeast of South Korea in September 12-13, 2003, with gale winds blowing at a record 60 m/s and caused much ship groundings, collisions and sinkings over 3000 in dockyards, harbors and places of refuge. These are things that could have been prevented had there merely been prior warning. The aim of this study is to examine what effect these typhoons had on occurrence characteristics of the maritime accidents in South Korea. In this work, records of marine accidents caused by a typhoon are investigated for the period from 1962 to 2002. The distribution is also compared with the trajectories of typhoons, passed during the 1990-2003. It is shown that attack frequency of typhoon and number of marine accidents is the highest in August. We use the track data of Maemi such as central pressure, maximum sustained wind speed and area of each 15m/s and 25m/s winds as a case study to draw a map as a risk index.

Stability and durability of the artificial reefs (ARs) installed for wildstock enhancement have been a key issue. We surveyed the stability of 4,044 artificial reefs installed at 5 sites (Gangeung, Donghae, Samcheok, Goseong. and Yangyang) along the Gangwon coast of the East Sea (Sea of Japan) through which 1 to 5 typhoons pass annually. The ARs surveyed were 7 types aging 1 to 4 years. The side scan sonar (SSS) and scuba diving surveys confirmed that the ARs stability was age and type-dependent. A total of 85.56% ARs remained safe. the rest 14.44% being influenced by physical parameters of the waters such as wave extremes mostly caused by typhoons. An interesting observation was that the AR were particulatly vulnerable to the wave extremes in the first year of installation, thereafter being less damageable. Representative damages of the ARs were capsized (0.20%). broken (5.79%), sunk (0.27%), and buried (8.18%). By type, dice reef was most stable. while semicircle branch reef was most vulnerable.
This paper presents the field measurement results of wind effects on a super-tall building (CITIC Plaza, 391 m high) located in Guangzhou. The field data such as wind speed, wind direction and acceleration responses were simultaneously and continuously recorded from the tall building by a wind and vibration monitoring system during two typhoons. The typhoon-generated wind characteristics including turbulence intensity, gust factor, peak factor, turbulence integral length scale and power spectral density of fluctuating wind speed were presented and discussed. The dynamic characteristics of the tall building were determined based on the field measurements and compared with those calculated from a 3D finite element model of the building. The measured natural frequencies of the two fundamental sway modes of the building were found to be larger than those calculated. The damping ratios of the building were evaluated by the random decrement technique, which demonstrated amplitude-dependent characteristics. The field measured acceleration responses were compared with wind tunnel test results, which were found to be consistent with the model test data. Finally, the serviceability performance of the super-tall building was assessed based on the field measurement results.

In this study we collected and analyzed cases where typhoons damaged coastal structures in Korea in the past 6 years, and hydraulic model tests were conducted in 2D flume. 2 areas where damage was concentrated were selected from ports that had suffered damage. The selected area was Kyungsang-namdo, where there are a total of 26 national ports. Damage to these two areas was organized by wind direction of the typhoons and the direction of the entrance of the port, and destruction patterns were analyzed. 2D hydraulic model tests were conducted of Deabyeun port, one of the damaged areas. Results were as follows: 1. As a result of survey, ports that had entrances that were open to winddirection of typhoon (Anti-clockwise direction) tended to be damaged mare, whereas ports that blocked by island and ports that were not open to wind direction of typhoon were not damaged. 2. As a result of the tests, there was damage that occurred when using the section of designed section, whereas there was no damage when the TTP weight was increased.
Probabilistic information regarding directional extreme wind speeds is important for the precise estimation of the design wind loads on structures. A joint probability distribution model of directional extreme typhoon wind speeds is established using Monte Carlo simulation and empirical copula function to fully consider the correlations of extreme typhoon wind speeds among the different directions. With this model, a procedure for estimating directional extreme wind speeds for given return periods, which ensures that the overall risk is distributed uniformly by direction, is established. Taking 5 typhoon-prone cities in China as examples, the directional extreme typhoon wind speeds for given return periods estimated by the present method are compared with those estimated by the method proposed by Cook and Miller (1999). Two types of directional factors are obtained based on Cook and Miller (1999) and the UK standard's drafting committee (Standard B, 1997), and the directional risks for the given overall risks are discussed. The influences of the extreme wind speed correlations in the different directions and the simulated typhoon wind speed sample sizes on the estimated extreme wind speeds for a given return period are also discussed.
This study conducted a vulnerability assessment on Korea's physical infrastructure to provide base data for developing strategies to strengthen Korea's ability to adapt to climate change. The assessment was conducted by surveying professionals in the field of infrastructure and climate change science. A vulnerability assessment was carried out for seven climate change events: average temperature increases, sea level rise, typhoons and storm surges, floods and heavy rain, drought, severe cold, and heat waves. The survey asked respondents questions with respect to the consequences of each climate change event, the urgency of adaptation to climate change, and the scale of investment for adaptation to each climate change event. Thereafter, management priorities for infrastructure were devised and implications for policy development were suggested. The results showed that respondents expected the possibility of "typhoons and storm surges" and "floods and heavy rain" to be the most high. Respondents indicated that infrastructure related to water, transportation, and the built environment were more vulnerable to climate change. The most vulnerable facilities included river related facilities such as dams and riverbanks in the "water" category and seaports and roads in the "transport and communication" category. The results found were consistent with the history of natural disasters in Korea.

This study aims to recognize damage indicators of typhoon and to develop damage function's indicators, using information derived from the actual loss of typhoon Maemi. As typhoons engender significant financial damage all over the world, governments and insurance companies, local or global, develop hurricane risk assessment models and use it in quantifying, avoiding, mitigating, or transferring the risks. For the reason, it is crucial to understand the importance of the risk assessment model for typhoons, and the importance of reflecting local vulnerabilities for more advanced evaluation. Although much previous research on the economic losses associated with natural disasters has identified the risk indicators that are indispensable, more comprehensive research addressing the relationship between vulnerability and economic loss are still called for. Hence this study utilizes and analyzes the actual loss record of the typhoon Maemi provided by insurance companies to fill such gaps. In this study, natural disaster indicators and basic building information indicators are used in order to generate the vulnerability functions; and the results and indicators suggest a practical approach to create the vulnerability functions for insurance companies and administrative tasks, while reflecting the financial loss and local vulnerability of the actual buildings.
This paper aims to evaluate the effect of typhoons on fatigue damage accumulation in steel decks of long-span suspension bridges. The strain-time histories at critical locations of deck sections of long-span bridges during different typhoons passing the bridge area are investigated by using on-line strain data acquired from the structural health monitoring system installed on the bridge. The fatigue damage models based on Miner's Law and Continuum Damage Mechanics (CDM) are applied to calculate the increment of fatigue damage due to the action of a typhoon. Accumulated fatigue damage during the typhoon is also calculated and compared between Miner's Law and the CDM method. It is found that for the Tsing Ma Bridge case, the stress spectrum generated by a typhoon is significantly different than that generated by normal traffic and its histogram shapes can be described approximately as a Rayleigh distribution. The influence of typhoon loading on accumulative fatigue damage is more significant than that due to normal traffic loading. The increment of fatigue damage generated by hourly stress spectrum for the maximum typhoon loading may be much greater than those for normal traffic loading. It is, therefore, concluded that it is necessary to evaluate typhoon induced fatigue damage for the purpose of accurately evaluating accumulative fatigue damage for long-span bridges located within typhoon prone regions.

Estimation of wave height is the most important factor in the design of coastal structures such as breakwaters. In the present study, typhoon wind distribution was constructed by applying the parametric model of Holland (1980), and numerical simulations on the typhoon-generated waves were carried out using the WAM. The typhoons which affected the southern coast of the Korean Peninsula and several hypothetical typhoons were selected to construct the training sets. Design wave heights were estimated using the empirical simulation technique for various return periods and wave directions. The estimated design wave heights were compared with those by the peaks-over-threshold method and the results of KORDI(2005).
