A Study on the present status of safety in tug-barge transportation (예부선 운항 안전 현황 연구)

  • It have been known that the probability of accidental happening in towing-barge is higher than that of other merchant vessels. Because the towing-barge is restricted in thier manoeuvring ability due to its towingline. A report from ministry maritime affairs and fisheries said that the rate of collision accident for towing-barge is $40\%$ high tlnn other transport system in sea. A number of researches have been carried out to improve the safety policy in the towing-barge sea transportation system by the gorvernment. This study examined the safety status in domestic towing-barge sea transportation system The registration status, safety operational policy and post accidental data were also examined A survey research of experts relating to towing-barge operation also was carried out to find the detailed of safety status. This study would be applicable to set up safety policy for towing-barge marine transportation system.

  • Visual simulation technology is one of important constituents experienced directly by simulator users. Simulator users have a needs for more fast, realistic and intuitive visualization. Though hardwares such as computing power and visual equipment have been grown, the limits have been indicated in graphic rendering engine generally used in marine simulator up to now. This paper has focused on the review of applicability about graphic rendering engines for visual simulation. We had derived system requirements in visualization of tug-barge simulation, had surveyed graphic rendering engines as commercial and open source, and analyzed strengths and weakness of them.

  • This article summarizes the results of sea transportation load measurements, which will be used as the reference to the sea transportation environment condition for the launch vehicle of KSLV-I. KSLV-I will be transported by Sea from Pusan to the NARO space center in Gohung, Chunnam province. Since the vibration load condition during sea transportation is considered as one of the important design parameters of KSLV-I and its transportation means, it is necessary to directly measure the environmental condition of sea transportation loads prior to establish the sea transportation plan in detail. This material includes the measured data of 3-axis linear accelerations and 3-axis angular rates on the board of a barge-ship, which is towed by a tug boat during shipping operation. This barge-ship is same class with one which will actually carry KSLV-I. The results show that the measured load condition during sea transportation is not severer than the reference data of MIL-STD-810F and Zenit-3SL launch system.

  • 최근 예부선 결합선박에 대한 해양사고가 빈발하고 있다. 어선을 제외한 선박사고 중 36% 로 가장 높은 비율을 차지하고 있으며, 매년 예부선에 의한 해양사고가 증가하고 있다. 예부선에 의한 해양사고는 증가하고 있으나 예부선의 안전 운항 방안에 대한 체계적인 방안 마련이 부족한 실정이다. 본 연구에서는 예부선의 안전운항 방안 중에서 인적요소부분의 문제점을 도출하고 그에 대한 개선방안을 제시하여 예부선에 의한 해양사고를 방지하는데 목적이 있다.

  • Barges that are towed by tugs do not have navigation capabilities and are usually connected to tugs. These kinds of combined navigation schemes have generated almost ten percent of all maritime accidents in the last five years. The study aims to reduce maritime accidents with barges towed by tugs by analyzing navigation characteristics and the current status of such combined navigation schemes. The analysis consists of the lesson learned from each verdict. The result of the study emphasizes that human factors continue to be the primary cause of maritime accidents with barges and tugs. Additionally, the research proposes that effective advertising for improving maritime safety by reducing towing barge maritime accidents should be created through associations of tugs and barges. Furthermore, relevant re-training must be conducted by maritime training institutions. The results of the study are expected to apply to the improvement of maritime safety through the advertisements to seafarers.

  • Simulation visualization technology is an important constituent through which users directly interact with simulators. Simulator users have a needs for more fast, realistic and intuitive visualization. Though hardware-related performances such as computing power and visual equipment have been grown, the limits have existed in graphics rendering engines generally used in marine simulator up to now. This paper has focused on the review of graphic rendering engines available for simulation visualization. We had deduced system requirements for visualization of ship handling simulation, had surveyed graphic rendering engines as commercial and open source, and analyzed strengths and weakness of them. The feasibility study for simulation visualization of tug-barge transportation with an open source graphics rendering engine(OGRE3D) has been demonstrated.

  • Natural environment, topographical conditions and marine traffic flows were investigated and questionnaire surveys were performed for the purpose of understanding the cause of marine accidents. The frequent cases of ships' dragging have happened at the anchorages of E-1, E-2 and E-3. The anchorage area is insufficient for the accommodation of a number of ships, the dolphins at the nearby piers are located near a narrow fairway. SBMs' are positioned too close to the fairway. It shows that many crossing marine traffic flows occur in all areas of the port. Marine casualties are concentrated mainly at No. 1 fairway, M1-M7 waters close to the dolphins and Gwanjeolgot, "E" anchorage and the waters close to the fairway "come and go" areas. The marine traffic flow is mainly caused by the ships' movement at the inter-port and most of the ships are the dangerous cargo carriers. And small ships like the tug-barge are moving disorderly in the ports. Furthermore, the fairway‘s layout is crossing each other. Questionnaire surveys of the users and experts shows that the LANBY that can distinguish the fairway of "come and go" ports is required.
