A Study on deciding factors of freight tariff for Truck Safety Rates (화물자동차 안전운송 운임제 운임결정 요인 연구)

  • Due to structural problems in the transportation market, such as fraudulent competition and multi-level transportation transactions, tariff are not properly refIected to the final trucker even if freight tariff are increased due to diesel price hikes and transportation cost increases. By Launched "standard tariff system" in 2017 based on the trucks, government would tried to guarantee the minimum tariff such that prevents overloading, speeding, and strain for trucker. However, It is necessary to analyze in advance the issue of the system and its impact on container freight. Thus, this study analyzes the issues and countermeasures related to the tariff system that is formed when the "Truck Safety Rates" is introduced, and also analyzes the influence factors of the expenditure cost on the container freight which is applied to the "Truck Safety Rates".

A Study on the Development and of Establishment Performance Evaluation Criteria of Working Truck Mounted Attenuator (작업차량 장착용 충격흡수장치(TMA) 성능평가기준 수립 및 개발 연구)

  • Rear collisions to expressway work trucks result many casualties these days. But, currently, no special measure are being taken except deploying sign trucks behind the working trucks. In the U.S and Europe, trucks with TMA(Truck Mounted Attenuator) are being deployed behind the working truck, which is regarded as the standard method for work area safety, thereby reducing the fatality rates and property damage tremendously. Also, standard for the performance of TMA are established and TMA can be used in the field only when it satisfies the standard. In Korea, neither the standard for nor any guide to the TMA exists. In the situation some manufacturer developed TMA without proper performance evaluation and marketed limited number of TMAs in the field. In the study, NCHRP350, which is the performance standard of expressway safety features of U.S. and materials related to the TMA standard in Europe have been reviewed to establish the Korean performance criteria. Based on the review, and incorporating existing Korean standard for crash cushions, domestic standard for TMA has been proposed and applied in developing Korean TMA and crash tested it to verify the performance. The original design developed was crash tested and modified. The newly proposed design was studied using impact simulation program several times. Modifications were made after each simulation and prototype was built and crash tested as per the newly established TMA performance criteria.

Study on the Short Term Exposure Level (STEL) of the Benzene for the Tank Lorry Truck Drivers during Loading Process

  • Some of the petroleum products contain benzene which is well known as a confirmed human carcinogen. For example, gasoline products contain benzene ranging up to several percents by weight. High exposures to the benzene and other organic solvents would be likely to occur during intermittent tasks and or processes rather than continuous jobs such as sampling, repair, inspection, and loading/unloading jobs. The work time for these jobs is various. However, most of work time is very short and the representative time interval is 15 minutes. Thus, it is preferable to do exposure assessment for 15 minute time weighted average which is known as a short time exposure level(STEL) by ACGIH rather than for 8-hours TWA. It is particularly significant to the exposure monitoring for benzene since it has been known that the exposure rate plays an important role to provoke the leukemia. Due to the large variations, a number of processes/tasks, the traditional sampling technique for organic solvents with the use of the charcoal and sampling pumps is not appropriate. Limited number of samples can be obtained due to the shortage of sampling pumps. Passive samplers can eliminate these limitations. However, low sampling rates resulted in collection of small amount of the target analysts in the passive samplers. This is originated the nature of passive samplers. Field applications were made with use of passive samplers to compare with the charcoal tube methods for 15 minutes. Gasoline loading processes to the tank lorry trucks at the loading stations in the petroleum products storage area. Good agreements between the results of passive samplers and those of the charcoal tubes were achieved. However, it was found that special cautions were necessary during the analysis at very low concentration levels.
