A Study on Developing the Performance Audit Methodology for Performance Evaluation of Transportation Planning Process (교통계획 분야 성과평가를 위한 성과감사 방법론 개발에 관한 연구)

  • Nowaday OECD countries actively introduce the performance audit to evaluate the performance of public policies. Motivated by the current trend in practice, this paper presents performance audit indices and methodology developed for evaluating the transportation investment projects and policies. The main contribution of this study would be twofold:1) key performance indices, 5Es + 4Cs rule, and methodology of performance audit are derived from foreign (GAO, NAO) and domestic (BAI) audit reports; 2) checklists (key issues and focuses) of performance audit are suggested as ranks. It is also suggested that further studies are needed to maintain the indices and the methodology to achieve sustainable performance of transportation projects and policies.

The Investigation of the Overseas Audit Systems for the Improvement of the Integrated Railroad Safety Audit System (철도종합안전심사제도 개선을 위한 해외 심사제도 분석)

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

A Basic Study on Analysis of Influencing factor of Bus Accidents in Bus Lane Section (버스전용차로 구간 유형별 버스사고영향요인 분석 기초연구)

  • Various social problems such as traffic congestion, car accidents and environmental problems(air pollution, noises etc.) have been happening in the Seoul metropolitan area that has the car oriented traffic system providing cars continuously. Along with this, the financial burden caused by current oil price anxiety made paradigm shift from caroriented to public transportation-oriented. Its typical example is an arterial branch bus system changing(bus lane through the center of main road) started in Seoul in July, 2004. But study on safety analysis of bus lane and characteristic of accidents are not sufficient enough to now. The bus lanes are expanded to provide roads for better traffic operation and accidents between buses and pedestrians or ordinary vehicles are considered main problems. This study divided each bus route of median bus lane(bus-only lane through the center of main roads) and bus lane at roadside by intersection and collected and analysed data about influence variables of bus accidents chosen in each section. We constructed a logistic model using collected data. As a result, bus lane at roadside are used by both buses and other kinds of vehicles differently from median bus lane and showed such characteristic in accident influence. Therefore access management to factors causing conflict and improvement of operation management are required. In case of median bus lane, the more buses moving general vehicle lane and traffic volume of section were, the more accidents happened. In case that stop line of center lane is not backward, view blocking of vehicles turning left caused accidents.

  • While the vessel become bigger and high speed, navigational passages become narrow due to an enlargement of all sorts of new ports, sea-crossing bridges and anchorages, leading to the high probability of marine accidents. Furthermore, a constant increase in the maritime transportation and the traffic volume on the sea led to a variety of sea traffic environments and it is a trend for the demand for the sea transportation environment to increase steadily. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Korea Maritime Safety Laws evaluating the degree that The Safety Audit System for maritime transport, which evaluates the degree that all kinds of port facilities installed temporarily or installed into navigational passages, and the installations and repair constructions of S.O.C. facilities affect ships' traffic safety, was introduced through Korea Maritime Safety Laws and went into effect from November 28th, 2009. This study was performed to introduce an outline including the concept and purpose of the Maritime Safety Audit(MSA) system for maritime transport and the technological guidelines for scientific and standardized enforcement, thereby analyzing the system.
