It is one of the most important factors Seafarers Ducation Quality Assurance and Management in Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers(STCW), 1978. Actually above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for nautical part cadets by the group. In this paper, we carried out the questionnaire survey to study satisfactory value and the reason of dissatisfaction of 113 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University(K. M. U.). The results were calculated by frequency and percentage ; the significance of difference among Department groups like Maritime Transportation Science, Maritime Police and Ship Operating Systems Engineering was analysed by $X^2$ inspection. The major results of above analysis were as follows : First training chance for dadets was very little for being overflowed on board the training ship of the K. M. U. Second, special type of Training Ship HANBADA and HANNARA made the adaptability to merchant vessel's handling restricted. Third, cadets could not manage ratings directly, therefore the education in regard to seafaring management was limited to the theoretical instruction which leads to the low level of satisfaction. And lastly, low value of satisfaction for Drydocking Education in Shipyard was caused by cadet's leaving the Training Ship on account of the safety problems including ship and cadets.
Marine casualties of small fishing vessels (SFV) of less than 20 tons are frequent in Korea. The analysis was conducted to identify the cause and then prepared reduction plan using the marine casualty statistics of fishing vessels for the last five years from 2012 to 2016 by the Korean Maritime Safety Tribunal to reduce the marine casualties of SFV. According to the analysis of the type of whole vessels occurring marine casualty, fishing vessels accounted for an average 68.0 %; moreover, except for 2014 when M/V SEWOL ferry capsizing occurred, the rate of death and missing due to marine casualties occurred from 68.3 % to 91.2 % in fishing vessels, and an average 79.5 % was found to be urgent need of a measure. Marine casualties occurrence depending on the gross tonnage of fishing vessel was found that the most occurred at less than 5 tons, followed by the order of 5 to 10 tons or less. However, crews who boarded on SFV do not have any training program for them, except for the fishing safety training of fisher who carry out fishing for shipowners and crew of the coastal and offshore fishing vessel in accordance with the safety regulations for fishing vessels in the Fisheries Cooperative Association. Therefore, it is necessary to revise the training program so as to improve the preventive action and then emergency response including the fishing safety compliance with each fishery, safe navigation, machinery inspection and emergency response. Also, an SFV of less than 5 tons of 56,000 vessels is boarded by unqualified fishers. It would also be possible to consider subdividing small boat operator's certificate to enhance their qualifications. It is expected that marine casualties of SFV will be reduced if active efforts are made to improve the safety consciousness of fisher and shipowners as well as the reorganization of fishing safety training and the small boat operator's certificate system.

Objectives: Exercise with partially restricted blood flow is a low-load, low-intensity resistance training regimen which may have the potential to increase muscle strength in the obese, elderly and frail who are unable to do high-load training. Restricted blood flow exercise has also been shown to affect blood vessel function variably and can, therefore, contribute to blood vessel dysfunction. This pilot study tests the hypothesis that unilateral resistance training of the leg extensors with partially restricted blood flow increases muscle strength and decreases vascular autoregulation. Methods: The subjects were nine normotensive, overweight, young adult African-Americans with low cardiorespiratory fitness who underwent unilateral training of the quadriceps' femoris muscles with partially restricted blood flow at 30% of the 1-repetition maximum (1-RM) load for 3 weeks. The 1-RM load and post-occlusion blood flow to the lower leg (calf) were measured during reactive hyperemia. Results: The 1-RM load increased in the trained legs from $77{\pm}3$ to $84{\pm}4 kg$ (P < 0.05) in the absence of a significant effect on the 1-RM load in the contralateral untrained legs (P > 0.1). Post-occlusion blood flow decreased significantly in the trained legs from $19{\pm}2$ to $13{\pm}2mL{\cdot}min^{-1}{\cdot}dL^{-1}$ (P < 0.05) and marginally in the contralateral untrained legs from $18{\pm}2$ to $16{\pm}1mL{\cdot}min^{-1}{\cdot}dL^{-1}$ (P = 0.09). Changes in post-occlusion blood flow to the skin overlying the trained and the contralateral untrained muscles were not significant. Conclusion: These results demonstrate that restricted blood flow exercise, which results in significant gains in muscle strength, may produce decrements in endothelial dysfunction and vascular autoregulation. Future studies should determine whether pharmacopuncture plays a role in treatments for such blood vessel dysfunction.
This study is aimed to develop an improved shellfish dredge vessel considering the increase of the fishing safety and welfare of fishermen in Jeonnam province. We visited five fishing village societies in Korea, and conducted field surveys and survey questions to investigate the current status. In order to solve the problems presented by the investigation, a general arrangement of the improvement vessel was written and adopted after meeting between the fishermen and research team, and calculated the initial stability in five loading conditions by using the Napa program. As a result of field surveys and survey questions, the existing vessel have buoyant materials under the bow and the warp pass through the wheel-house. In addition, most fishing equipment and nets are concentrated on a narrow stern, making it difficult to work efficiently. According to the survey, fishermen also responded that operation of casting and hauling is very inconvenient. The fishing equipment of the improvement vessel was rearranged, the size of the wheel-house and the crew room was increased, and we secured a basic welfare space. As a result of the initial stability test, the stability criteria of the fishing vessel were satisfied in all loading condition.

Background Nonliving chickens are commonly used as a microvascular anastomosis training model. However, previous studies have investigated only a few types of vessel, and no study has compared the characteristics of the various vessels. The present study evaluated the anatomic characteristics of various chicken vessels as a training model. Methods Eight vessels-the brachial artery, basilic vein, radial artery, ulnar artery, ischiatic artery and vein, cranial tibial artery, and common dorsal metatarsal artery-were evaluated in 26 fresh chickens and 30 chicken feet for external diameter (ED) and thicknesses of the tunica adventitia and media. The dissection time from skin incision to application of vessel clamps was also measured. Results The EDs of the vessels varied. The ischiatic vein had the largest ED of $2.69{\pm}0.33mm$, followed by the basilic vein ($1.88{\pm}0.36mm$), ischiatic artery ($1.68{\pm}0.24mm$), common dorsal metatarsal artery ($1.23{\pm}0.23mm$), cranial tibial artery ($1.18{\pm}0.19mm$), brachial artery ($1.08{\pm}0.15mm$), ulnar artery ($0.82{\pm}0.13mm$), and radial artery ($0.56{\pm}0.12mm$), and the order of size was consistent across all subjects. Thicknesses of the tunica adventitia and media were also diverse, ranging from $74.09{\pm}19.91{\mu}m$ to $158.66{\pm}40.25{\mu}m$ (adventitia) and from $31.2{\pm}7.13{\mu}m$ to $154.15{\pm}46.48{\mu}m$ (media), respectively. Mean dissection time was <3 minutes for all vessels. Conclusions Our results suggest that nonliving chickens can provide various vessels with different anatomic characteristics, which can allow trainees the choice of an appropriate microvascular anastomosis training model depending on their purpose and skillfulness.
Interests in the Polar Regions have been growing due to various factors such as depletion of natural resources and advanced resource development technologies, accelerated rate of polar ice melting as a result of global warming, etc. In particular, demand for the workforce related to vessel passage using the Northern Sea Route and polar studies is still expanding. The International Maritime Organization adopted the Polar Code in 2015 for the safety of ship operation in polar waters and it will enter into force from 2017. But education and training section in the code has been prescribed only for the safe navigation in the ice covered waters intended for navigational offices. There is no basic safety training requirement that applies commonly for all personnel exposed to the risk of the polar regions and the relevant study or discussion has not been made so far. Therefore, this study provides basic data for developing safety training courses for crew and other personnel by analyzing relevant regulations on polar safety training and the contents of relevant safety training in offshore industry required by the costal states adjacent to arctic ocean.
해양계열 대학에서는 STCW협약에 의거하여 항해계열 실습생은 1년 동안 승선실습을 대학 실습선 및 해운선사를 통한 위탁실습을 수행하고 있다. 한국해양대학교 및 목포해양대학교는 실습 교육프로그램에 의거하여 학기별 약 4${\sim}$5회의 연안 항해 실습과 1회 정도의 원양항해 실습을 진행하고 있다. 실습교육 프로그램에는 초급항해사에게 필요한 위치결정능력, 해도작업능력, 국제해상충돌방지규칙을 포함한 선박운항능력, 화물관리능력 등과 같이 많은 내용을 요구하고 있다. 또한 초급항해사에게 항해 중 가장 기본적으로 요구되는 충돌 회피를 위한 선박조종 실습은 안전운항에 대한 법적 책임 및 타선박과의 불규칙한 조우로 인해 직접적인 충돌회피 조종 실습이 곤란할 뿐만 아니라, 타 선박과의 조우하는 상황 자체가 극히 제한되어 있다. 이에 이 연구에서는 한국해양대학교 실습선 한나라호의 원양항해 중 타선박과의 조우형태를 조사하여 해양계열 대학 실습생 및 초급 항해사에게 실제 해역에서 발생할 수 있는 조우상황별 위험도를 분석하여, 이를 기초로 충돌 회피를 위한 효율적인 판단 능력 향상을 위한 기초 실습교육 자료를 개발하고자 한다. 그리고 추후에는 이러한 자료를 선박조종시뮬레이터 적용하여 임의의 조우 상황 하에서 안전한 선박조종이 가능하도록 교육 훈련함으로서 보다 효율적인 실습 교육에 이바지 할 것으로 판단된다.
남해안은 우리나라 전체 항만의 입항척수의 58.1%출 차지하며, 위험화물 운반선의 척수를 기준으로 할 경우 68.9%를 차지하여 통항위험에 노출되어 있다. 따가서 남해안 주요항만에 입출항하는 선박의 교통량과 흐름을 조사하여 교통환경스트레스 모델을 적용하여 해역별 위험도를 평가하고, 위험도와 해양사고 및 입출항 척수와의 관계 분석을 통해 주요항만의 문제점과 해결책을 마련할 기초자료를 제시하고자 한다.
In this study, to control the heading angle of a ship, which is constantly subjected to various internal and external disturbances during the voyage, an LADRC (linear active disturbance rejection control) design that focuses more on improving the disturbance removal performance was proposed. The speed rate of change of the ship's heading angle due to the turn of the rudder angle was selected as a significant factor, and the nonlinear model of the ship's maneuvering equation, including the steering gear, was treated as a total disturbance. It is the similar process with an LADRC design for the first-order transfer function model. At this time, the gains of the controller included in LADRC and the gains of the extended state observer were tuned to RCGAs (real-coded genetic algorithms) to minimize the integral time-weighted absolute error as an evaluation function. The simulation was performed by applying the proposed GA-LADRC controller to the heading angle control of the Mariner class vessel. In particular, it was confirmed that the proposed controller satisfactorily maintains and follows the set course even when the disturbances such as nonlinearity, modelling error, uncertainty and noise of the measurement sensor are considered.
해상에서는 선박 운항과 관련하여 크고 작은 해양사고가 지속적으로 발생하고 있으며, 이러한 해양사고는 소중한 인명의 사상과 재산상의 손실뿐만 아니라 심각한 해양환경 오염 피해를 유발하고 있다. 그리고 해상물동량 증가 및 교통 환경의 복잡화에 따른 해양사고 발생 개연성 및 사고로 인하여 해양오염 피해가 증가하고 있는 것 또한 사실이다. 최근 우리나라에서는 이러한 해상에서의 해상교통 안전성 평가를 위하여 대상해역에서의 해상교통환경과 관련된 일반적인 정보 및 위험도 정보를 제공하고, 해상교통환경 평가를 통한 해역 위험도 여부를 평가할 수 있는 평가지표 개발이 진행 중이다. 본 연구에서는 선박운항자의 위험의식을 바탕으로 하여 다양한 운항 조건에서 선박운항을 재현할 수 있는 선박조종 시뮬레이션을 이용하여 해상교통 평가의 유효성을 확인하고자 하였다. 이러한 시뮬레이션 결과에 대한 주관적 위험도의 측정이 통항선박의 해상교통 평가의 유효성을 대표하는지를 확인하기 위하여 분산분석법을 이용하여 선박운항자의 특성과 선박간 거리, 속력, 조우형태와 같은 각 요소들 간에 차이가 존재하는지를 분석하였다. 또한 각 요소들 간의 위험도 차이 정도를 다중비교를 통하여 분석하여 위험도 차이를 통계적 측면에서 수치의 변화를 확인할 수 있었다.
