The youth unemployment problem has become a consistent issue with the number recently surpassing 1million. The marine and fisheries sector, being no exception, is having problems attracting outstanding individuals to the sector on the one hand, and in providing high quality jobs on the other, resulting in an imbalance in the supply and demand of the marine and fisheries sector workforce. In order to supply a workforce that meets the future and on the ground demands, addressing of the qualitative rather than the quantitative aspects of the imbalance issue is more important. Thus, the following strategies are recommended: 1) focus on developing a highly skilled workforce that corresponds to future and on the ground demands; 2) improve educational infrastructures such as training equipment, and enhance the professional capacity of school teachers; 3) establish an integrated system for the management of the education and re-education of human resources.

The construction supervisors of the public companies are usually responsible for process management, quality management, safety management, and many other various tasks that occur during construction project. Public companies such as Korea Highway Corporation have developed a framework and manual for management and supervision of construction projects. But, there has been the change of business environment such as increase of private investment project and the introduce of construction management system recently. It has been necessary for construction supervisor to streamline the current project management system in the owner's aspect in order to cope with the expected new challenges. Accordingly, this research has been investigated and analyzed the operation system between Korean supervisor and foreign supervisor in their public corporation. This research has suggested the advanced project management in their public corporation. Especially, this study has proposed the construction management manual for supervisors such as inspectors training, supervisors construction manual, and supervisors training road map.

This study performed the prediction about the indoor contaminant's diffusion characteristics which can be affected by the mechanical ventilation system on a training ship. The results are as followings. It is clear that the contaminants are spread to most of the indoors, regardless of the contamination beginning zone. About 65~100 minutes later, the contaminant densities of whole indoor zones are evaluated as clean. Comparing the contamination beginning zone being located at higher deck(scenario A) to the contamination beginning zone being located at lower deck(scenario B), although the contaminant density by scenario A is 10 times higher than that by scenario B, the number of contaminated zones are 50% less. The contaminant densities are evaluated as to be rapidly decreased when the outside air induction ratio against design volume is over 75%.

This study proposes a 'NCS-based corporate qualification system for elementary and maintenance tasks manual' applicable to industry in order to establish standards for corporate qualification system which perform education and evaluation for industry-specialized technic, and for corporate qualification system which practice structured training for corporate specialized tasks to reflect the demand of industries' on-site training more precisely, and set up standardized policy and process manuals within various corporations in order to improve credibility and objectivity. Prior research has focused on on-site visits to companies and institutes in Japan that employ corporate qualification systems. Research analyses on current practices, structures and outcomes of qualification systems, online, and 1:1 interviews with administrators responsible for qualification systems, which lead to simulate the qualification system for elementary and maintenance tasks model of NCS and corporate, and establish NCS based corporate qualification for elementary and maintenance system manual, and suggested recommendation to promote this standard manual for use by analyzing current practices.

GMDSS-the Global Maritime Distress and Safety system which is utilizing the new technologies such as satellite communication system, DSC and NBCP-is effectuated not only by the amendment of SOLAS but also by the conference of RR and IMO's MSC, and will be the major factor of the variation of the demand and supply of Radio Operators. To cope with the GMDSS voluntarily, regulations relating to the radio installation, the posting of Radio Operators, the bounds of duty, etc. must be established and the demand and supply of Radio Operators which take charge of the system must be accomplished pertinently. In this study, the authors suggested some practical schemes to improve the effect of policy as follow. 1. The Ministry of Communication must supervise strictly the arrangement of Radio Operators, especially relating tot he legally qualified complement of Radio Station, and must review the official certification system to upgrade the quality of Radio Operators. 2. The Ministry of Communication must take overall charge of the qualitifications and technical standards of Radio Operators, the extent of their engagement, etc. which are provided by International Regulations. 3. Relating Administrations must cooperate with Shipping Companies in onboard-training to foster and ensure the manpower of Radio Operators. 4. Institutional devices to drive the resolute investment in education and training for mariners, especially for the ship's officers, must be prepared. 5. The Communication Administration and the Korea Maritime and Port Adminstration(KMPA) must cooperate mutually in the balance of the demand and supply of Radio Operators and use make their best to realize more harmonious policies on the demand and supply of manpower.

For more than 2,500 years, surgical teaching has been based on the so called "see one, do one, teach one" paradigm, in which the surgical trainee learns by operating on patients under close supervision of peers and superiors. However, higher demands on the quality of patient care and rising malpractice costs have made it increasingly risky to train on patients. Minimally invasive surgery, in particular, has made it more difficult for an instructor to demonstrate the required manual skills. It has been recognized that, similar to flight simulators for pilots, virtual reality (VR) based surgical simulators promise a safer and more comprehensive way to train manual skills of medical personnel in general and surgeons in particular. One of the major challenges in the development of VR-based surgical trainers is the real-time and realistic simulation of interactions between surgical instruments and biological tissues. It involves multi-disciplinary research areas including soft tissue mechanical behavior, tool-tissue contact mechanics, computer haptics, computer graphics and robotics integrated into VR-based training systems. The research described in this paper addresses the problem of characterizing soft tissue properties for medical virtual environments. A system to measure in vivo mechanical properties of soft tissues was designed, and eleven sets of animal experiments were performed to measure in vivo and in vitro biomechanical properties of porcine intra-abdominal organs. Viscoelastic tissue parameters were then extracted by matching finite element model predictions with the empirical data. Finally, the tissue parameters were combined with geometric organ models segmented from the Visible Human Dataset and integrated into a minimally invasive surgical simulation system consisting of haptic interface devices and a graphic display.

Objectives : This study analyzed the contents of research papers of complementary and alternative medicine (CAM) concerning chronic obstructive pulmonary disease (COPD) published in PubMed during the last 5 years. This study was conducted to help clinical studies for treating COPD with Oriental medicine. Materials and Methods : We inspected 31 theses and scrutinized their objectives, periods, participants, materials and methods, methods of assessment, results and Jadad score. Results : The treatments in the studies were supplements, physical training, acupuncture, acu-TENS, Bojungikgi-tang (Buzhongyiqi-tang), counseling, breathing training, osteopathic manipulative treatment, reflexology, and distractive auditory stimuli. The aims of treatment were improvement of exercise capacity, lung function, quality of life, oxidative status, nutrient status, systemic inflammation, and cessation of smoking. The median for treatment period of study was 8 weeks, the median number of participants was 35 and the differences between mean $FEV_1$ from groups were less than 10% in 22 studies. The methods of assessment were lung function test, exercise capacity test, muscle strength test, questionnaire of QoL, laboratory studies, and measurement of nutrient state. The mean of Jadad score was $2.4\;{\pm}\;1.03$, and 24 treatment were assessed as effective. Conclusion : Recent CAM studies of COPD have focused on various topics in alternative and complementary medicine, and it is necessary to provide objective studies for treatment of this disease with Oriental medicines.

In order to foster 'creative convergence talents' teachers and pre-service teachers who possess a certain degree of creativity must learn about this new approach as part of their teacher training. In this study, we attempted to identify the implications on the curriculum of the teacher education-training college in question by analysing secondary school teachers' and pre-service teachers' creativity and by collecting sufficient data to develop a positive feedback model for selecting, cultivating, and appointing pre-service teachers who fulfil the requirements of said college of education. Such teachers will display the commitment and professionalism to fulfil their teaching duties in the best possible manner and will consistently produce valuable contributions to their chosen subject matter and integrate these into their daily teaching. These teachers will complete all their tasks in a creative way, including student guidance, administrative duties, and academic lessons. The factors that distinguished creative teachers from others included originality and fluency. Our test group comprised 216 pre-service teachers as well as 137 fully qualified teachers. Teachers' understanding of the factors required in order to qualify as a 'creative and committed teacher' was very low. We provided data to the college of education to increase creativity when selecting teachers and curricula based on an analysis of perceptions of creativity provided by teachers and pre-service teachers.

Over the recent industry -wide virtual world and the real world, broadcasting and telecommunications, IT technology and traditional industries, such as the fusion research has been conducted in a variety of fields. And training in the field of education is changing the paradigm of creativity to break the intrusive training center. In addition, the quality of interactive educational content technology to foster self-directed future talent is a situation that is required. The market has already surpassed the smartphone PC, smart devices and e-learning technologies are appearing new service called 'smart learning' as a new form of convergence of the educational system. In this paper, based on the direct development of a content authoring applications and Web sites, and cloud environments to the students collect and analyze patterns. Utilizing this information, we studied the curation service plans that recommend the appropriate content to fit the tastes of the learner.

It was quite an achievement to actualize family welfare, announcing' Healthy Family Basic Acts(2004)', which enabled to pursue comprehensive welfare policy including family life as a unit. This has enhanced family function, converting into consolidated family-centered service system, creating a new paradigm. The family life education must be spreaded and activated in the way of family welfare service, as to improve the quality of life, while reducing social problems regarding to the boundary of family. So This study aims at investigating the level of aspiration out from the family life education and the fact-revealing of training program within the family life. To examine these matters, 356 married women living in Seoul were selected. The results are as follows family life education and the training program each other showed little relevance that merely $45{\%}$ attended the program. Life planning program for Elderly was mostly asked in the research of the degree of family life education program. Besides, many of them demanded for the family care program for those who have divorced, remarried or adopted the child, showing their active will to solve them which have been dealt quite privately. Family life education is dealing with the current problem solving and future life planning. In this regard, it is strongly needed to experience and learn the dynamics of family life for lifetimes. Systemic family life education must be accomplished to solve, prevent and to cope with family problems.
