While most or fixed-time control systems such as UTCS produce the signal timing plans that either maximizing bandwidth or minimizing a disutility index of delay and stops, cannot consider the fluctuation of traffic flow. One category of the traffic-response control systems, which make small changes on a predefined signal plan such as SCOOT, cannot be easily modified for feedback real-time control schemes based on observation of variables other than traffic flow. The other category, which decide to whether switch the traffic lights or not at each step of time as in PRODYN, does not adequately consider the relations between traffic flows and traffic lights at each step of time. In this paper we present a complete formulation that adequately consider the relations between traffic flows and traffic lights at each step of time. The formulation is a binary mixed integer linear programing (BMILP) that obtain traffic lights at each step for minimizing delay. Since numarical examples for application of the proposed model illustrated that the model adequately produced dynamic traffic signal plans minimizing delay at each step, the model may be expected to contribute to advanced transportation management systems (ATMS) for dynamic traffic signal control.

Among marine accidents caused by bad weather, visibility restrictions caused by sea fog occurrence cause accidents such as ship strand and ship bottom damage, and at the same time involve casualties caused by accidents, which continue to occur every year. In addition, low visibility at sea is emerging as a social problem such as causing considerable inconvenience to islanders in using transportation as passenger ships are collectively delayed and controlled even if there are local differences between regions. Moreover, such measures are becoming more problematic as they cannot objectively quantify them due to regional deviations or different criteria for judging observations from person to person. Currently, the VTS of each port controls the operation of the ship if the visibility distance is less than 1km, and in this case, there is a limit to the evaluation of objective data collection to the extent that the visibility of sea fog depends on the visibility meter or visual observation. The government is building a marine weather signal sign and sea fog observation networks for sea fog detection and prediction as part of solving these obstacles to marine traffic safety, but the system for observing locally occurring sea fog is in a very insufficient practical situation. Accordingly, this paper examines domestic and foreign policy trends to solve social problems caused by low visibility at sea and provides basic data on the need for government support to ensure maritime traffic safety due to sea fog by factually investigating and analyzing social problems. Also, this aims to establish a more stable maritime traffic operation system by blocking marine safety risks that may ultimately arise from sea fog in advance.

The metadata for urban meteorological observation is standardized through comparison with those established at the World Meteorological Organization and the Korea Meteorological Administration to understand the surrounding environment around the sites exactly and maintain the networks and sites efficiently. It categorizes into metadata for an observational network and observational sites. The latter is again divided into the metadata for station general information, local scale information, micro scale information, and visual information in order to explain urban environment in detail. The metadata also contains the static information such as urban structure, surface cover, metabolism, communication, building density, roof type, moisture/heat sources, and traffic as well as the update information on the environment change, maintenance, replacement, and/or calibration of sensors. The standardized metadata for urban meteorological observation is applied to the Weather Information Service Engine (WISE) integrated meteorological sensor network and sites installed at Incheon area. It will be very useful for site manager as well as researchers in fields of urban meteorology, radiation, surface energy balance, anthropogenic heat, turbulence, heat storage, and boundary layer processes.
Reconstruction analysis of traffic accident is done by analyzing diverse data such as the road, accident traces and damage on the automobile. Most data can be a variable in the process of analysis, and measurement error of the data occurs from the investigator, tool and the given environment. Therefore, accident analysis always has some risks of measurement uncertainty. This research quantify the uncertainty in traffic accident analysis by conducting repetitive measurement experiments for variables with high probability of uncertainly such as length (i.e. geometric structure of the road, tire marks) and coefficient of friction. This paper also suggests an analysis result for the uncertainly of photographic observation of automobile crush measurement. These statistical distributions can help determine appropriate ranges for the input data in order to estimate the accident reconstruction uncertainty.

The clinical features and therapeutic results of alopecia areata are variable and unpredictable. For example, genetic, psychic, immunologic factors are regarded as the reason of alopecia areata. For the relationship between alopecia and whiplash injury, Dr. Guun explained that whiplash injury by the traffic accident produces cervical muscle spasm, and it makes autonomic nerve change. The tropical changes accompanied with ischemic change of scalp vessels made by this mechanism cause alopecia areata. And Yesudian reported the case of scalp alopecia as the result of ischemic change following traffic accident. We have experienced a 25-year-old woman with Alopecia areata following whiplash injury by traffic accident, and who had no risk factor of it. The patient was treated by acupuncture and physical treatment. Her hair loss, cervical angle and pain were improved through acupuncture treatment. This case of alopecia areata following whiplash injury is uncommon, so we report the mechanism of it, but should collect more cases and observations.

A conceptual model represents an understanding of a system that is going to be developed, which in this research, a driving simulation software to study driver behavior at signalised intersections. Therefore, video observation was conducted to study driver compliance behaviour within the dilemma zone at signalised intersection, with regards to driver's distance from the stop line during yellow light interval. The video was analysed using Thematic Analysis and the data extracted from it was analysed using Chi-Square Independent Test. The Thematic Analysis revealed two major themes which were traffic situation and driver compliance behaviour. Traffic situation is defined as traffic surrounding the driver, such as no car in front and behind, car in front, and car behind. Meanwhile, the Chi-Square Test result indicates that within the dilemma zone, there was a significant relationship between driver compliance behaviour and driver's distance from the stop line during yellow light interval. The closer the drivers were to the stop line, the more likely they were going to comply. In contrast, drivers showed higher non-compliant behavior when further away from stop line. This finding could help in the development of conceptual model of driving simulation with purpose in studying driver behavior.
This study aims to design and implement a traffic model that can simulate the traffic behavior on the microscopic level by using the GIS. In the design of the model, the vehicle in the simulation environment recognizes the GIS road centerline data as road network data reflecting number of lanes, speed limit and so on. In addition, the behavior model was designed by dividing functions into the environmental perception model, time headway distribution model, car following model, and lane changing model. The implemented model was applied to Jahamun-road of Jongno-gu district to verify the accuracy of the model. As a result, the simulation results on the Jahamun-road had no great error compared with the actual observation data. In the aspect of usability of model, it is judged that this model will be able to effectively contribute to analysis of amount of carbon emission by traffic, evaluation of traffic flow, plans for location of urban infrastructure and so on.

Objectives The purpose of this study was to compare the effect of herb medication based on 'Go-bang' treatment, 'Huse-bang' treatment for patients with acute neck pain caused by traffic accidents. Methods We studied 40 patients with acute neck pain after traffic accidents who had admitted to Department of Korean Medicine Rehabilitation, College of Korean Medicine, Daejeon University from November 25, 2018 to November 25, 2019. 20 patients had received Herb Medication Based on 'Go-bang' and 20 patients had received herb medication based on 'Huse-bang' three times a day. The study was conducted as a retrospective observation study which analyze the patient's medical records. We used visual analogue scale (VAS) to evaluate pain reduction and neck disability index (NDI) to evaluate function improvement twice (hospitalization day and 5 days later). Statistical analysis was performed using the IBM SPSS statistics 25 program. Result The VAS scores, NDI scores decreased statistically significantly after treatment in all patients. Both 'Go-bang' and 'Huse-bang'groups showed a statistically significant VAS reduction and improvement of NDI on the fifth day of hospitalization. In the 'Huse-bang' group, there was a statistically significant improvement of NDI than in the 'Go-bang' group. Conclusion We found that both types of herbal-medication were significantly effective on acute neck pain and neck disability after traffic accident. Further study is needed about the comparison of effectiveness between Go-bang' and 'Huse-bang'groups.

Many prior studies on neck pain after a traffic accident (TA), but there is a lack of research on risk factors for post-TA neck pain in Korea. The purpose of this study was to examine the relationship between post-traffic neck pain and the demographic characteristics of TA patients and to find any factors affecting the neck pain after TA. In this study, 120 TA patients in a Korean medicine hosipital were analysized. The Korean version of the Neck disability Index (NDI) and Numeral Rating Scale (NRS) were used. Data were summarized by frequency(%) and mean(standard deviation). Pearson correlation test, Independent sample t-test, chi-squre test, one-way ANOVA and two-way ANOVA were performed. The IBM SPSS Advanced Statistics for window, version 20.0 was used for statistical processing. All p-values less than 0.05 were considered statistically significant. NDI and NRS were highly correlated. NRS and NDI showed higher scores for women, those in 30s, BMI≥25, and side collisions, but there were no statistically significant differences. For women, the direction of collision was observed to affect NDI. In this study, it was confirmed that the NDI and NRS had a high correlation. However, it was confirmed that sex, degree of obesity, direction of traffic accident collision are not factors that significantly affect the intensity of neck pain and the functional disorder by neck. It is necessary to conduct an additional study by larger scale.

Unlike the existing regression analysis, this study anticipated future marine traffic volume using time series analysis and artificial neural network model. Especially, it tried to anticipate future marine traffic volume by applying predictive value through time series analysis on artificial neural network model as an additional input variable. This study used monthly observed values of Incheon port from 1996 to 2013. In order for the verification of the forecasting of the model, value for 2013 is anticipated from the built model with observed values from 1996 to 2012 and a proper model is decided by comparing with the actual observed values. Marine traffic volume of Incheon port showed more traffic than average for May and November by 5.9 % and 4.5 % respectably, and January and August showed less traffic than average by 8.6 % and 4.7 % in 2015. Thus, it is found that Incheon port has difference in monthly traffic volume according to the season. This study can be utilized as a basis to reflect the characteristics of traffic according to the season when investigating marine traffic field observation.
