The Introductory Concept of Maritime Safety Audit as a tool for Identifying Potential Hazards

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

  • In this paper, we present the functional architecture for the traffic engineering capable policy based network management system. In this paper, we also examine the traditional approach to network management, contrast it with the policy based approach. The architecture includes the traffic engineering facilities, especially MPLS traffic engineering functions, to provide maximum network resource utilization. The policy server should communicate with the traffic engineering server and network manager to enforce the network policy efficiently. The interfaces and interworking methods are described in this paper.

A Traffic Assignment With Intersection Delay for Large Scale Urban Network (대규모 도시부 교통망에서의 이동류별 회전 지체를 고려한 통행배정연구)

  • The purpose of this study is to develop a traffic assignment model where the variable of signal intersection delay is taken into account in assigning traffic in large-scale network settings. Indeed, despite the fact that the majority of the increase in travel time or cost involving congested urban network or interrupted flow are accounted for by stop delays or congested delays at signal intersections, the existing traffic assignment models did not reflect this. The traffic assignment model considering intersection delays presented in this study was built based on the existing traffic assignment models, which were added to by the analysis technique for the computation of intersection delay provided in Korea Highway Capacity Manual. We can conclude that a multiple variety of simulation tests prove that this model can be applied to real network settings. Accordingly, this model shows the possibility of utilizing a model considering intersection delay for traffic policy decisions through analysis of effects of changes in traffic facilities on large urban areas.

Developing the Accident Injury Severity on a Field of Construction Work Using Ordered Probit Model (순서형 프로빗 모형을 적용한 공사장 교통 사고심각도 분석)

  • The traffic accidents at a construction site, which happen due to construction vehicles' frequent access to a construction site, its subsequent conflicts with ordinary vehicles and pedestrians, and inappropriate installation & management of traffic security facilities, have not many proportions in all traffic accidents, but obviously, the accident damage is quite serious when comparing the level of the fatal per one accident. This research conducted an analysis of traffic accident injury severity using Ordered Probit Model in relation to 241 traffic accident cases that occurred caused by construction sites among the traffic accidents that took place in Seoul and Gyeoggi-do region for two years from 2006 until 2007. As a result, the significant variables enough to explain traffic accident injury severity were analyzed to be the state of road surface, linear shape of an accident spot & whether the damaging car belongs to the vehicle for construction, and whether vehicles have access to a construction site at the time of an accident. Through this, this research found out some fact as follows: first, there need to be more aggressive management of the vehicles for construction and a year-round placement of the manpower who can control vehicular access to a construction site. Second, it is necessary to get drivers to recognize the fact that there exists a construction site on the construction section which is on the border of curved roads in advance to prevent a traffic accident, helping to reduce socioeconomic loss & costs incurred by a traffic accident.

Comparison of Estimation Methods for the Density on Expressways Using Vehicular Trajectory Data from a Radar Detector (레이더검지기의 차량궤적 정보기반의 고속도로 밀도산출방법에 관한 비교)

  • PURPOSES : The density in uninterrupted traffic flow facilities plays an important role in representing the current status of traffic flow. For example, the density is used for the primary measures of effectiveness in the capacity analysis for freeway facilities. Therefore, the estimation of density has been a long and tough task for traffic engineers for a long time. This study was initiated to evaluate the performance of density values that were estimated using VDS data and two traditional methods, including a method using traffic flow theory and another method using occupancy by comparing the density values estimated using vehicular trajectory data generated from a radar detector. METHODS : In this study, a radar detector which can generate very accurate vehicular trajectory within the range of 250 m on the Joongbu expressway near to Dongseoul tollgate, where two VDS were already installed. The first task was to estimate densities using different data and methods. Thus, the density values were estimated using two traditional methods and the VDS data on the Joongbu expressway. The density values were compared with those estimated using the vehicular trajectory data in order to evaluate the quality of density estimation. Then, the relationship between the space mean speed and density were drawn using two sets of densities and speeds based on the VDS data and one set of those using the radar detector data. CONCLUSIONS : As a result, the three sets of density showed minor differences when the density values were under 20 vehicles per km per lane. However, as the density values become greater than 20 vehicles per km per lane, the three methods showed a significant difference among on another. The density using the vehicular trajectory data showed the lowest values in general. Based on the in-depth study, it was found out that the space mean speed plays a critical role in the calculation of density. The speed estimated from the VDS data was higher than that from the radar detector. In order to validate the difference in the speed data, the traffic flow models using the relationships between the space mean speed and the density were carefully examined in this study. Conclusively, the traffic flow models generated using the radar data seems to be more realistic.

  • This study suggests that prior to construction of the 2nd Changwon tunnel and implementation of the demanded free of charge on Changwon tunnel, it is recommended to improve the traffic facilities and management of the traffic condition in order to create an efficient road that will keep traffic flow to a minimum and maintain the facilities proper working order. It has been generally accepted that the 2nd Changwon tunnel is necessary to construct and open as soon as possible. This is due to the service level of current traffic volume in the Changwon tunnel pay toll road which have been so congested that the fees have increased causing a public complaint to be filed, demanding a early free of charge be implemented for the Changwon tunnel. Furthermore, the objective and impartial analysis of the traffic situation based on a simulation of the alternative and traffic congestion fees has been provided to make the early free of charge on toll road as soon as possible. Finally, careful attention should be paid to seek to make the early free of charge on toll road in order to minimize the damages both specified and unspecified that may arise the prompt settlement of construction repayments and security of minimum management fees should be given priority over other alternatives.

A Study on the Scope of Passenger Vessels and Dangerous Goods Carriers Subject to Maritime Traffic Safety Audits (해상교통안전진단 대상 여객선 및 위험화물운반선 범위에 관한 고찰)

  • Maritime traffic safety audits (MTSA) were enacted in order to ensure marine traffic safety throughout changes or the construction of water facilities, port facilities, etc. After the introduction of MTSA, the scope of subject vessels was restricted to an LOA of more than 100 m or a maximum speed of more than 60 knots as of 2014. In this study, the scope of subject vessels was re-examined in comparison with specific marine traffic safety areas and tanker prohibited areas identified in the maritime safety act. Furthermore, the state of subject vessels and exception cases for MTSA were also analyzed. As a result of these analyses, MTSA were deemed necessary for dangerous goods carriers of more than 1,000 G/T in specific marine traffic safety areas and dangerous goods carriers of more than 794 G/T in tanker prohibited areas. Finally, the necessity of further review was suggested given the present scope of subject vessels.

Analysis of User Requirements for Development of Vessel Traffic Services Cloud System (선박교통관제 클라우드 시스템 개발에 따른 사용자 요구사항 분석)

  • Vessel Traffic Services (VTS) operators perform traffic management tasks using VTS systems and sensor equipment designated as VTS facilities to promote the safety and efficiency of vessel traffic. The necessary VTS information for effective operations could be obtained through the additional access of various information channels other than the designated VTS facility. To unify these various information access windows, the development of the VTS cloud system is in progress. In this study, the operational information analysis for VTS was performed through VTS tasks-facility linkage analysis to identify the user required information according to the introduction of the VTS cloud system. The VTS task analysis was performed through research of the international and domestic literature, and expert interviews. The necessary information were identified and linked according to the VTS facilities. As a result of the analysis, 37 categories of necessary information were identified for internal and external information windows, and 8 information windows were selected other than the present VTS equipment. The identified user requirements would be applied to the structure design of the VTS cloud system. In the future, it is necessary to update user requirements through scenario-based user operation analysis and to conduct additional research on the system interface design.

A Study on the Relationship between Traffic Accident Rates and Geometric Characteristics of the Expressway in Korea (우리나라 고속도로의 기하특성과 교통사고발생률과의 상호관계에 관한 연구)

  • Since the expressway was first opened in 1968 there has been continued demand for constructing new lines of expressway, and thus it amounts to 1,420.5km in total length as of 1984. As the expressway becomes to take up more important role in our country facing motorization traffic accidents have become more of social issues, although its accident rates are relatively low compared to those on general highways in Korea, which is among the highest in the world. The purpose of the study is to investigate the correlation between the traffic accident rates on the expressway and their geometric characteristics based upon 1982 data. In order to extract the correlationship among them on as much disaggregate basis, the study has carried out the analysis on the primary data aggregated on the 100 meter intervals. One of the important findings was, among others, the design criteria of the expressway should be reconsidered with respect to the radius of the curve, superelevation, climbing lane, composed gradients, interchange facilities, tunnels and so on.

A Diagnosis Study on the Korea Transport Database for Stable Feasibility Analysis on Transportation Facilities (국가교통시설 안정적 타당성 평가를 위한 국가교통데이터베이스 관리체제 진단 연구)

  • PURPOSES: This study is to find the substantial shortcomings embedded in the government policies and practical administrative processes associated with the Korean Transportation Database (KTDB) and to propose preliminary approaches to overcome. METHODS: Administrative and socioeconomic issues on inefficiency in public and private investment and redemption was found from the literature review. Through the interview of sets of experts and practitioners, a set of faultiness embodied in the administrative procedure utilizing and managing KTDB was found and analyzed. RESULTS: This study found the erroneous administrative elements categorized into four groups: faulty socioeconomic data supporting local governors's optimistic will yielded overestimation of future traffic demand; faulty data incidentally introduced in KTDB burdened traffic demand analysis; unavoidable misuse of KTDB worsened the unstability of KTDB; and apathy to manage the KTDB data deviated systematic management. The proposed includes the alteration of the administrative and technical systems to overcome those shortcomings. CONCLUSIONS : Erroneous administrative elements associated with KTDB should be concerned prior to indicating subsequential faultiness in demand analysis.
