A Study for cost of road traffic accident taken offender's PTSD in consideration (교통사고 가해자의 외상 후 스트레스 장애를 고려한 도로교통사고 비용 연구)

  • The main objective of this study is to consider the necessity of introducing owner expenses in estimating the cost of traffic accidents, as is done in some advanced countries. It is known as "owner cost" in the U.S, "enterprise project price" in Japan, and "human cost" in the U.K. To achieve this, the seriousness and present state of post-traumatic stress disorder (PTSD) of traffic accident offenders, which is generally not observed when traffic accidents occur, are evaluated; countermeasures reflecting personal characteristics are prepared according to degree of affliction. The results could be summarized as follows. First, the present condition and seriousness of PTSD from traffic accidents that has been estimated only within the accidents offenders are evaluated through a survey. Second, a distinction analysis model is developed. 'Insomnia caused by accidents' and 'mental daunting in accident situations or similar ones during driving' are chosen as the variables of the discriminant. Third, as a result of the construction of an Ordered Probit Model to comprehend the seriousness of PTSD, the variables turns out in the order of 'seriousness of the most damaged victim, 'nightmare about the accident', 'insomnia experience', 'mental daunting during driving', 'gender', and 'major driving area'. Finally, the cures reflecting characteristics of gender and region are suggested, which are preferred for degree of seriousness of PTSD. The analysis shows that the method to minimize the damage, such as decline of work efficiency, by moving ahead the rehabilitation of the offenders would be suggested and this could minimize the direct and indirect damages that could happen to business owners for whom the drivers work.

  • A recently developed tunnel section enlargement method can maintain traffic flow during construction by using a protector. By keeping traffic flowing, it can minimize the lost time and costs associated with diversions and also the accompanying environmental pollution. On the other hand, installing the protector can lengthen the construction period and increase the direct cost. This paper presents a method for analyzing the economic feasibility of tunnel section enlargement methods considering the direct construction cost and the indirect social cost. The indirect costs are divided into categories of: vehicle driving cost, travel time delay cost, and environmental pollution cost. The economic efficiency of existing technology is compared with the new method in an case study of Namsan Tunnel 3.

Evaluating C-RAN Fronthaul Functional Splits in Terms of Network Level Energy and Cost Savings

  • The placement of the complete baseband processing in a centralized pool results in high data rate requirement and inflexibility of the fronthaul network, which challenges the energy and cost effectiveness of the cloud radio access network (C-RAN). Recently, redesign of the C-RAN through functional split in the baseband processing chain has been proposed to overcome these challenges. This paper evaluates, by mathematical and simulation methods, different splits with respect to network level energy and cost efficiency having in the mind the expected quality of service. The proposed mathematical model quantifies the multiplexing gains and the trade-offs between centralization and decentralization concerning the cost of the pool, fronthaul network capacity and resource utilization. The event-based simulation captures the influence of the traffic load dynamics and traffic type variation on designing an efficient fronthaul network. Based on the obtained results, we derive a principle for fronthaul dimensioning based on the traffic profile. This principle allows for efficient radio access network with respect to multiplexing gains while achieving the expected users' quality of service.

  • Due to the expansion of freeway networks in Korea, drivers have more routes to choose. Traffic information on various alternative roadway sections and routes may help drivers choose the optimal route that minimizes travel time or cost. Traffic information on roadways is, therefore, invaluable in sense that individual drivers could reduce their travel time or cost by selecting optimal routes, and furthermore total travel cost of the system could be lowered. However, consensus about the price of traffic information that drivers are willing to pay is not made yet. Current price of traffic information is decided according to the price of similar information such as stock, weather and so on. To investigate the value of traffic information, a survey was conducted at freeway rest areas near Seoul Megalopolis area including Kyunggi Province. Eight hundred drivers who had travelled on freeway within a year were randomly selected. Purposive Quota Sampling was used. A price-response function, a relationship between price and sales, was obtained based on the survey, followed by sensitivity analysis

An efficient Load Balanced Cost Calculation Scheme for QoS Routing (QoS 라우팅을 위한 부하균등 비용산정 방식)

  • An efficient QoS routing scheme needs to find a path that satisfies a given QoS requirements while consuming as few resources as Possible. In this paper, we propose two schemes of calculating resources'costs one for on-demand and one for precomputation QoS routing schemes. These schemes are effective in respect to the global network utilization and the balanced use of network resources. We also propose a QoS routing scheme for transit and Intra traffic in a large scale of domain-based network. For a domain in the network, the routing scheme first precomputes K multip1e paths between all pairs of ingress and ogress border routers while considering balancing of the expected load. We, therefore, expect that the paths are bettor than any other paths in respect to reserving the network resources on Paths. The routine: scheme combines inter and intra domain routings seamlessly and uses the same cost calculation scheme. cote that our cost calculation schemes for both kinds of traffic could be used in existing QoS routing protocols without and modification in small and large scale of networks.

Real-Time Stochastic Optimum Control of Traffic Signals

  • Traffic congestion has become a serious problem with the recent exponential increase in the number of vehicles. In urban areas, almost all traffic congestion occurs at intersections. One of the ways to solve this problem is road expansion, but it is difficult to realize in urban areas because of the high cost and long construction period. In such cases, traffic signal control is a reasonable method for reducing traffic jams. In an actual situation, the traffic flow changes randomly and its randomness makes the control of traffic signals difficult. A prediction of traffic jams is, therefore, necessary and effective for reducing traffic jams. In addition, an autonomous distributed (stand-alone) point control of each traffic light individually is better than the wide and/or line control of traffic lights from the perspective of real-time control. This paper describes a stochastic optimum control of crossroads and multi-way traffic signals. First, a stochastic model of traffic flows and traffic jams is constructed by using a Bayesian network. Secondly, the probabilistic distributions of the traffic flows are estimated by using a cellular automaton, and then the probabilistic distributions of traffic jams are predicted. Thirdly, optimum traffic signals of crossroads and multi-way intersection are searched by using a modified particle swarm optimization algorithm to realize real-time traffic control. Finally, simulations are carried out to confirm the effectiveness of the real-time stochastic optimum control of traffic signals.

  • The total estimated socioeconomic logistics cost in transportation sector, including traffic congestion, household travel expenses, national macroeconomic logistics and traffic accident related cost, amount to approximately 240 trillion won a year in 2009. The amount is in increasing trend every year due to the inefficient infrastructure system in urban city roads and in intercity highways. The Government adopts the 4th National Spatial Planning (Revised) which is in progress in order to build a new physical environment ensuring people's welfare by providing the efficient and sustainable transportation networking system.

A Study on the Development of an Estimation Model: The Psychological Cost of Traffic Accidents (교통사고의 심리적 비용 산정모형 개발에 관한 연구)

  • This dissertation studied the psychological cost, which converted the mental pain suffered by the victim of a traffic accident and his/her family, friends and people around him/her into social costs. Three methodologies - Choice Experiments, Direct Question and Dichotomous Choice Question - were used to design questionnaires, and models were built for each questionnaire design method. When building models, a logit model was used, which is used most frequently in probabilistic choice model. And the tobitmodel was used to make direct questionnaires. When verifying these models, although there were some differences in each model, suitability of most models and credibility of each coefficient were meaningful around the credibility level of 95%. According to the analysis, domestic psychological cost produced through the assessment model of psychological cost was 15.63 million won per person or 5.1 trillion in total, assuming 37.1% of total traffic accident cost.

  • In Korea, the current noise impact assessment has not yet considered the vertical noise propagation property by buildings and other obstacles. And noise control plan has been established without conducting the economic assessment for the noise control facilities. A noise map is used to calculate the noise level based on a theoretical formula or an empirical formula, and also predict the characteristics of vertical propagation by linking with a geometry data. And It is Possible to analyze cost-effect of noise control facilities by consider installation costs. In this study, we addressed the application of noise map for noise impact assessment and cost-effect analysis of noise control facilities.

Design and Configuration of Reconfigurable ATM Networks with Unreliable Links

  • This paper considers a problem of configuring both physical backbone and logical virtual path (VP) networks in a reconfigurable asynchronous transfer mode (ATM) network where links are subject to failures. The objective is to determine jointly the VP assignment, the capacity assignment of physical links and the bandwidth allocation of VPs, and the routing assignment of traffic demand at least cost. The network cost includes backbone link capacity expansion cost and penalty cost for not satisfying the maximum throughput of the traffic due to link failures or insufficient link capacities. The problem is formulated as a zero-one non-linear mixed integer programming problem, for which an effective solution procedure is developed by using a Lagrangean relaxation technique for finding a lower bound and a heuristic method exploited for improving the upper bound of any intermediate solution. The solution procedure is tested for its effectiveness with various numerical examples.
