Factors Affecting Traffic Accident Occurrence Rate (교통사고율에 영향을 미치는 요인 분석)

  • For 5 years and 6 months, ranging from January 2003 to June 2008, SPSS 12.0 Statistical Program was used to analyze the overall analysis, analysis of center line encroachment, analysis of signal violations, analysis of drinking while intoxicated, analysis of driving without license, analysis of two-wheel vehicle, analysis of pedestrian, analysis of safety equipment, analysis of traffic publicity or education and automobile registration accounts, and casualty of traffic accidents that are determined as having statistical implication based on the statistics available from the policy to take a look at traffic accident in the Daejeon area, and there were some meaningful results. With the proof that there is a certain level of ratio for the correlations between traffic control and traffic accident that the effect of traffic control has shown with certain time interval. The relationship of traffic control and the casualty of traffic accident has very low coefficient of correlations that it is not statistically noticeable that traffic control of the police has almost no effect in preventing traffic accident. This is a display of the fact that the conversion of direction for traffic safety measure undertaken to this point is rather urgent that there is a dire need of establishing the effective alternatives.

A Study on Safety Awareness and Safety Accident Occurrence of Elementary School Students (초등학생의 안전의식과 안전사고 발생 실태에 관한 연구)

  • Purpose: This study is to examine the relationship between safety awareness and safety accident occurrence with elementary school students. Materials and methods: It selected 10 elementary schools under the supervision of Jeonnam Board of Education and sampled 700 students randomly from 2-3 classes in the 5th and the 6th grade. One preliminary survey was conducted to revise and complement the contents and forms of questionnaire with 70 students of a school from Apr. 1 to 6, 2004 and this study was conducted from Apr. 10 to 30, 2004. Total 700 questionnaires were distributed and 681 were collected (97%) and 602 were used for final analysis except 79 lacking responses. Data collected were analyzed with SPSS statistical program. Results: The average score of safety awareness of subjects by area was high as 2.72 points out of a possible 3. Area showing the highest safety awareness was safety from fire. Girl students had higher safety awareness than boy students. The fifth graders had higher safety awareness than the sixth graders. In safety awareness by the number of siblings, single son or single daughter showed the highest safety awareness. 53.2% of the subjects experienced accident for one year, the frequency of accident was mostly once and most of accidents were occurred at school. Accidents for the last year were higher in boy students, the sixth graders. According to relationship between safety awareness and safety accident, group with lower safety awareness in school safety(P < .022), traffic safety(P < .016), fire safety(P < .019), home safety(P < .007) and accident treatment and first aid(P < .003) had higher safety accidents than that with higher safety awareness. Conclusion: Development of safety education program by grade, that of parents safety education program, field experience and practice with students, teachers and parents and various safety education programs should be substantially and repeatedly accomplished for prevention education of safety accidents. In addition, to prevent and cope with safety accidents, safety education should be reflected on normal education, safety education textbook be developed, special safety education teachers be employed for safety education.

A Study on the Development of the Measuring Scale of Safety Consciousness (안전의식 측정 척도 개발 연구 : 서울시 일부 중학생을 중심으로)

  • Recently, the industrialized world is suffering from accidents referring from the lack of safety consciousness. According to Korean Safety Regulation Department(1996), students at junior high schools are mostly involved in safety accidents, and this is due to lack of safety consciousness. To prevent these accidents, we need to have safety consciousness and attitude. To make junior high school students who are mostly affected in these accidents act safely, they need to know their level of safety consciousness. The purpose of this study is to develop a guideline of measuring the scale of safety consciousness and analyze the relationship between safety education, accident experiences and safety consciousness. This study is based on a survey of 708 junior high students in Seoul, which was carried out from 12 November, 2001 to 21 November, 2001. 1. The main fields of safety consciousness are home safety, school safety, fire safety, emergency management based on documents. Home safety is again divided into facility safety and livelihood safety, school safety is divided into facility safety, livelihood safety and laboratory safety, traffic safety is divided into pedestrian safety, bicycling safety and public transportation safety, fire safety divided into prevention and escaping during fire breakouts, emergency management safety is divided into general principles and escaping during emergency situations. 2. The primary safety consciousness scale was made according to every field of safety consciousness. A preliminary examination based on the scale and a study of reliance and the factors was held. Based on these results, 27 questions which were concerned to be impairing reliability or lacking in factor were deleted on the secondary safety consciousness scale development The secondary safety consciousness scale which constituted of 73 questions was put into another preliminary study and after analyzing reliability and the factors, 12 questions of low reliabilities were deleted and with these results, the third scale were made consisting of 61 questions. 3. A study based on the third safety scale which is made of 61 questions, were held and with a analysis of the reliability and factors made, the relationship between safety education, accident experience and safety mind were examined. (1) The study of reliability and factors show that Cronbach's coefficient in home safety fields is .7598, in school safety .7924, in traffic safety .8306, in emergency treatment .7775, in fire safety .7247. The questions indicating low reliability were deleted. The factor analysis revealed that home safety is converged on facility safety and livelihood safety. But one question was deleted because it showed incongruence of validity. School safety was converged on facility safety, livelihood safety and laboratory safety. But 2 questions showed incongruence of validity and these were deleted. Traffic safety fields were converged on pedestrian safety, bicycle safety and public transportation safety. One question showing incongruence of validity was deleted. Emergency treatment fields converged on general principles and acting in emergency situations and three questions showing incongruence of validity were deleted. Fire safety was converged on prevention and acting in fire breakouts. Totally, eight questions were removed and the final scale were consisted of 53 questions (2) The 3/sup rd/ grade students scored higher average safety mind scales than 1st graders(p〈.05). And students who had high scores at school tend to have a higher scale than those who do not(p〈.001). (3) Average scale of students who had experience in safety education were higher(p〈.001). Students who had previously been involved in home safety accidents had a low score(p〈.001). This was same to students with experience in school safety accidents(p〈.001). Students with traffic safety accidents and fire safety accidents tend to have a lower scale too(p〈.05, p〈.001).

A study on introduction and operation plan of air traffic services operating certification system: Centered on small airfields (항공교통업무증명제도 도입과 운영 방안에 대한 연구: 소규모 비행장을 중심으로)

  • In the former aviation law, only the Ministry of Land, Infrastructure and Transport has to provide air traffic services, In the case of providing aviation transportation service from civilian, such as aviation special education institution, private airfield installer, it was possible to carry out only by receiving a private contract from the government. But at the time of private consignment, the fact that the government has to bear the cost through the contract act. It is pointed out that it is a factor that hinders efficiency in the operation sector. Accordingly, in Article 85 of the Aviation Safety Act, which was enforced in March 2017, legal grounds were established to provide air traffic services excluding the Ministry of Land, Infrastructure and Transport. At the same time, we have introduced the air traffic services operating certification system, which enables the air traffic services to meet the requirements set by the Ministry of Land, Infrastructure and Transport in order to secure the safety of air traffic. In this study, we examine the major issues and problems of the small private control tower operated by the private institute in Korea. The effect of introduction of the air traffic services operating certification system which can introduce all the institutions which do not belong to the control agency in the former aviation law into the institutional system and the operation plan were examined.

A Proposal for Workers to Mandatorily Wear High-visibility Safety Clothing in Korea through the Analysis of the Current Status and Evaluation of Its Visibility (국내 고시인성 안전의복의 착용 현황 분석 및 시인성 평가를 통한 착용 의무화 제안)

  • In roadside workplaces, more attention should be paid to the safety of workers. The roadside workers underestimate the effect of the brightness of their clothes and judge that drivers will recognize them easily, and the drivers misjudge that the roadside workers are far away and that the vehicle can be stopped in sufficient time. Therefore, customized safety education reflecting this and wearing work clothes with certified visibility functions are required. In Korea, it is not compulsory for roadside workers and vehicle guide attendants to wear work clothes with a visibility function. In this study, the distance ahead perceived by drivers was measured using manikins wearing certified and non-certified reflective safety vests. The perception distance of the non-certified reflective safety vest was 1.4 times longer than that of the certified reflective safety vest, thus confirming the importance of wearing a certified reflective safety vest. To prevent roadside workers from suffering traffic accidents, we propose the enactment of a law that makes it mandatory for them to wear high-visibility safety clothing. Specifically, Article 32 of the Enforcement Regulation of the Road Traffic Act should include high-visibility safety clothing in life protection equipment, and additionally, to prevent secondary accidents, we propose the enactment of a law requiring the installation and wearing of certified reflective safety vests in vehicles.

Study on Fatality Risk of Senior Driver with Aging Classification (초기·중기·후기 고령운전자의 사망자 발생위험도 분석과 시사점)

  • A traffic fatality by young people marked average annual decrease of 4.5% since 2011. Meanwhile, a traffic fatality by senior over 65 years old marked average annual increase of 7.9% for the last five years which means that the annual increase of traffic fatality by senior will be a serious problem. This study started questioning that senior drivers over 65 years old did not retain the same causal factor of fatal traffic accidents and thus extensively analyzed a risk of it by age group quantitatively, dividing the senior driver group into the early, middle and latter stages. Depending on the aging level, the risk of traffic fatality showed a wide difference in seven different types of traffic accidents generally, and happened to increase with latter and middle parts of the senior driver more than the early part. Therefore, this study proposes four policy suggestions: 1) The senior driver need to be offered customized driving educations and the improvement of road environment is also recommended. 2) Political assistance is needed to support and guide a safety related technology installation for the new or existing car. 3) Renewal of driving license and an aptitude test(physical examination, cognitive test) for drivers over 75 years old should take in a less than 3 years and an additional road test is needed as occasion demands. 4) Like the United States and Europe, development and extension of customized treatment guidebook for medical teams who examine senior drivers is needed and establishment of education and administration system that a supervisor of driving license renewal can impose safety restriction and American anonymity reporting system is considered to institutionalize in the medium to longer term.

Safety Perception and Behaviors of Mothers with School Age Children (학령기 아동 어머니의 안전 인식과 안전행동)

  • Purpose: This study aimed to identify the safety perception and behaviors of mothers with school age children. Method: The subjects were 265 mothers of third graders in one elementary school located in metropolitan Seoul area. Framingham safety survey were used to guide the development of a self administered questionnaire for mothers. The questionnaire were sent home at school and the children returned them to their class teachers. Results: Among 265 mothers, 62 mothers (23.4%) had experience of visiting hospitals because of accidents and 201 mothers (75.8%) had no opportunities on safety education. Mothers with education higher than high school graduation showed more safety behaviors. Also, mothers having the experience of safety education showed higher scores on safety behaviors and mothers with the experience of hospital visits related to accidents showed low scores on safety behaviors. In the practice of safety behaviors, it showed high score to the traffic safety, followed by the home safety, child supervision, the safety from fire and explosion, the safety from electric devices, the safety from burn, and the safety from medicines. Conclusion: Mothers' overall practice on safety were poor. Based on these results, it is necessary to provide more safety education for mothers with school age children.

A Novel Ramp Method Based on Improved Smoothing Algorithm and Second Recognition for Windshear Detection Using LIDAR

  • As a sophisticated detection technology, LIDAR has been widely employed to probe low-altitude windshear. Due to the drawbacks of the traditional ramp algorithm, the alarm accuracy of the LIDAR has not been satisfactory. Aiming at settling this matter, a novel method is proposed on the basis of improved signal smoothing and second windshear detection, which essentially acts as a combination of ramp algorithm and segmentation approach, involving the human factor as well as signal fluctuations. Experiments on the real and artificial signals verify our approach.

  • Using transportations like railway, aviations and roads has been increasing continuously. Traffic accidents have been increasing as well. To prevent or lessen these accidents become a big issue to solve. Therefore, more enforced safety levels are being required to meet. In railway field, continuous efforts of railway safety are being executed to prevent traffic accidents. In present, a railway accident has been decreasing since subway accident happened in Daegu Subway in 2003. However, safety levels in railway field have not yet achieved as much as in advanced countries. Basic concept for enforced safety level in railway system is to prevent or minimize accidents by managing systems like related facilities, management method, organization, education. This is the same concept to minimize error rate in six sigma theory. In this paper, we are to apply six sigma techniques used in manufacturing industry to railway safety and go through ways to make more efficient railway safety system.

  • The mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. The characteristics of traffic accident change is not similar in each traffic condition. The purpose of this study is to analysis a type characteristics of traffic accident change, such as number of deaths and wounded persons by the time, the vehicle, the type the road, the age group. Based on the characteristics of traffic accident change, traffic accident countermeasures are proposed, in which some variable of traffic policies such as traffic facilities, traffic regulation, and traffic safety education.
