The Technological Competitiveness Analysis of Evolving Artificial Intelligence by Using the Patent Information (특허 분석을 통한 인공지능 기술경쟁력 변화 과정에 관한 연구 - 주요 5개국을 중심으로 -)

  • Artificial Intelligence (AI) is to assumed to be one of next generation technology which determine technological competitiveness and strategic advantage of a certain country. By using the patent data, this study aims to have a comparative analysis of the technological competitiveness of evolving artificial intelligence at different stages of development among the five largest intellectual property offices in the world (IP5). For the analysis data, all AI technology patent data from 1956 to 2019 were utilized according to the classification system presented in the "WIPO 2019 Technology Trend: Artificial Intelligence" report published by the World Intellectual Property Organization (WIPO) in 2019. The results shows that China has already surpassed the United States in terms of the number of patent applications in the field of artificial intelligence technology. However, in the domains of the United States, Europe, Japan, and Korea, the technology competitiveness of the United States is far ahead of China. Interestingly, the rate of increase of Korea's technology competitiveness is also very fast, and it has been shown that the technology strength is ahead of China in non-Chinese domains. The significance of this study can be found in the fact that the temporal and spatial change process of technological competitiveness of significant countries in the field of artificial intelligence technology artificial intelligence was viewed as a macro-framework using the technology index (TS) the differences were compared.

A Study on Prioritization of HNS Management in Korean Waters (해상 위험·유해물질(HNS) 관리 우선순위 선정에 관한 연구)

  • The types of hazardous and noxious substances (HNS) being transported by sea in Korea are at about 6,000, HNS transport volume accounts for 19% of total tonnage shipped in Korea, and the increase rate of seaborne HNS trade in Korea is 2.5 times higher than the average increase rate of the world seaborne HNS trade. Reflecting this trend, HNS spill incidents have been frequently reported in Korean waters, and there are increasing social demands to develop HNS management technology for the preparedness, response, post-treatment and restoration in relation to HNS spill incidents at sea. In this study, a risk-based HNS prioritization system was developed and an HNS risk database was built with evaluation indices such as sea transport volume, physicochemical properties, toxicities, persistency, and bioaccumulation. Risk scores for human health and marine environments were calculated by multiplying scores for toxicity and exposure. The top-20 substances in the list of HNS were tabulated, and Aniline was ranked first place, but it needs to be managed not by individuals but by HNS groups with similar score levels. Limitations were identified in obtaining data of chronic toxicity and marine ecotoxicity due to lack of testing data. It is necessary to study on marine ecotoxicological test in the near future. Moreover, the priority list of HNS is expected to be utilized in the development of HNS management technology and the relevant technologies, after the expert's review process and making up for the lack of test data in the current research results.

Microbiological and Physicochemical Quality Characterization of Commercial Red Pepper Powders (시판 유통 중인 고춧가루의 미생물 및 이화학적 품질 모니터링)

  • Ten commercially available red pepper powders were investigated for their hygienic quality (total aerobic count, yeasts and molds, and coliforms) and physicochemical properties (moisture content, pH, Hunter's color values, American Spice Trade Association (ASTA) color and particle size). Microbial analysis resulted in $10^3-10^6$ CFU/g of total aerobic count and same of yeasts & molds, where 2 samples were positive ($10^3$ CFU/g) for coliforms. The moisture contents (7.25% to 12.73%) were with in the range as described in the Korean Food Standards Codex. Noteworthy variations were observed in pH (4.97 to 5.15), Hunter's ${\Delta}E$ values (47.19 to 58.04) and ASTA color values (89.31 to 98.61). Although the color differences were evident among the samples, but the Hunter values were not in good correlations with ASTA color values. The average particle sizes of the all samples were comparable ranging from $605{\mu}m$ to $1251{\mu}m$ with few exceptions. There was a great variation in the key quality attributes of commercially available red pepper powders that should be considered for their various uses in food products.

  • To implement a globally harmonized system of classification and labeling of chemicals (GHS) in Korea, an interminsterial GHS working group involving 6 ministries established an expert working group composed of 7 experts from relevant organizations and one private consultant to prepare an officialKorean GHS version by March, 2005. As such, the translation and review of the official Korean GHS version, including annexes, started in October, 2004 and was completed on March 15, 2005. The official Korean GHS version has now been posted on the websites of the relevant ministries and organizations to solicit public opinions. The official Korean GHS version will be finalized after a public hearing scheduled forMay, 2005. Collaborative efforts as regards implementing and disseminating the GHS in Korea will be continued to avoid any confusion or duplication and for effective use of resources. The globally harmonized system of classifying and labeling chemicals (GHS) was originally adopted in 1992 at the United Nations Conference on Environment and Development (UNCED), as subsequently reflected in Agenda 21 chapter 19. The work was coordinated and managed under the auspices of the Interorganization Programme for the Sound Management of Chemicals(IOMC) Coordinating Group for the Harmonization of Chemical Classification Systems (UNCEGHS). The technical focal points for completing the work were the International Labour Organization (ILO); Organization for Economic Cooperation and Development (OECD); and United Nations Economic and Social Council's Subcommittee of Experts on the Transport of Dangerous Goods (UNSCETDG). The work was finalized in October 2002, and the World Summit on Sustainable Development in Johannesburg on 4 September 2002 encouraged countries to implement the new GHS as soon as possible with a view to having the system fully operational by 2008 (UN, 2003). Implementation has already started with pilot countries introducing the system to their national practices in different regions of the world. The Japanese government published their official Japanese GHS version, the first in Asia, in April 2004 after starting work in January 2003 based on an interministerial chemical coordination committee involving 7 ministries, including the Ministry of Foreign Affairs, Ministry of Internal Affairs and Communications, Ministry of Health, Labour, and Welfare, Ministry of Agriculture, Forestry and Fisheries, Ministry of Economy, Trade and Industry, Ministry of Land, Infrastructure, and Transport, and Ministry of Environment (MOE, 2004). Accordingly, similar to the Japanese GHS efforts, this paper presents the interministerial efforts involved in publishing the official Korean GHS version.

A Study on Evaluation of the Priority Orders for the Establishment of Maritime Courts Using Maritime Casualties Counts Based on Integrated ELECTRE-CRITIC-ISM (통합 ELECTRE-CRITIC-ISM법 기반 해양사고 발생건수를 이용한 해사법원 설치 우선순위 평가에 관한 연구)

  • In those day, Incheon and Busan local government are arguing about establishment of a maritime court. This study aims to develop a model that evaluates the priority orders for the establishment of maritime courts using maritime casualties counts based on the integrated ELECTRE-CRITIC-ISM technique, as well as to verify its usefulness in the establishment of maritime courts in Korea. For this purpose, a total of 22 ports, excluding nine ports where maritime accident data were integrated and managed among the 31 international trade ports, were matched with the jurisdiction of six alternative high courts. Second, the CRITIC method was used to calculate the weights of the number of maritime casualties during a 5-year period that were evaluation factors and combine with the ELECTRE method. Finally, the ELECTRE&ISM method was used to analyze the concordance and discordance between high courts and evaluate the priority orders considering the fluctuations of maritime casualties counts. As the final evaluation result considering the mean values in fluctuations of maritime casualties counts, the Busan High Court ranked first, the Gwangju high court second, the Seoul high court third, the Daejeon and the Daegu high court forth (equal), and the Suwon high court sith. Therefore, it is necessary to preferentially establish a maritime court in the jurisdiction of the Busan High Court.

  • Presently, the location and direction information are certainly needed for the autonomous vehicle of the ship. Among them, the direction information is a essential elements to automatic steering system. And the gyro-compass, the magnetic-compass and the GPS compass are the sensor indicating the direction. The gyro-compasses are mainly used in the large-sized ship of the GMDSS(Global Maritime Distress & Safety System). The precision and the reliability of the gyro-compasses are excellent but big volume and high price are disadvantage. The magnetic-compass has relatively fine precision and inexpensive price. However, the disadvantage is in the influence by the magnetism object including the steel structure of a ship, and etc. In the case of the GPS compass, the true north is indicated according to the change of the location information but in case of the minimum number of satellites or stopping of a ship or exercise in the error range, the exact direction cannot be obtained. In this paper, the performance of the GPS compass was improved by using the least-square curve fitting method for the mutual trade off of the angle sensor. The algorithm which improves the precision of an azimuth by applying the weighted value according to the size of covariance error was proposed with GPS-compass and magnetic compass. The characteristic and the performance of the proposed algorithm were analyzed and verified through experimentation. The applicability of the proposed algorithm was shown through the experimental result.

A Forecast Method of Marine Traffic Volume through Time Series Analysis (시계열 분석을 통한 해상교통량 예측 방안)

  • In this study, time series analysis was tried, which is widely applied to demand forecast of diverse fields such as finance, economy, trade, and so on, different from previous regression analysis. Future marine traffic volume was forecasted on the basis of data of the number of ships entering Incheon port from January 1996 to June 2013, through courses of stationarity verification, model identification, coefficient estimation, and diagnostic checking. As a result of prediction January 2014 to December 2015, February has less traffic volume than other months, but January has more traffic volume than other months. Also, it was found out that Incheon port was more proper to ARIMA model than exponential smoothing method and there was a difference of monthly traffic volume according to seasons. The study has a meaning in that future traffic volume was forecasted per month with time series model. Also, it is judged that forecast of future marine traffic volume through time series model will be the more suitable model than prediction of marine traffic volume with previous regression analysis.

  • The need for ice-breaking research ships is growing as interest in the Arctic grows. In Korea the 7,500 ton ship Araon, launched in 2009, is the only icebreaker, and difficulty remains when conducting research at the North and South Pole. Thus, the Ministry of Maritime Affairs and Fisheries is pushing for the construction of a second icebreaker, and an economic valuation of a second icebreaker is needed. Such a study will help reduce controversy about the construction of a second icebreaker and help ensure reasonable decisions. The economic benefits of a second icebreaker were calculated using a contingent valuation method. In this study, a Bayesian Approach was applied, in contrast to previous methodology utilizing the maximum likelihood estimation method. According to this analysis, the average WTP per household was estimated at 1,999 won per year, and the total benefit from the construction of a second icebreaker was estimated at 373.9 billion won per year.

  • The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.

  • Ago the passenger who using a wheelchair was denied boarding from the airline. The ACT ON THE PROHIBITION OF DISCRIMINATION AGAINST DISABLED PERSONS prohibits discriminatory treatment of persons with disabilities in transportation. But there are situations that limits the movement on persons with reduced mobility. The international community promote to protect disabled persons and persons with reduced mobility against discrimination and to provide them with assistance when travelling by air. According to news report, the governing Council of the International Civil Aviation Organization (ICAO) has established new global core principles on air transport consumer protection. The principles cover three phases of a customer's experience: before, during and after travel, and will now be considered by ICAO's 191 Member States when they develop or review their applicable national regimes. The international community are recognizing that passengers can benefit from a competitive air transport sector, which offers more choice in fare-service trade-offs and which may encourage carriers to improve their offerings, passengers, including those with disabilities, can also benefit from consumer protection regimes. In accordance with these we will also be provided to regulations that can prevent and protect the air passenger. In this paper analyze the regulations of the international air passenger rights, point out the lack of policy.
