A Compaction Control Procedure of Railway Trackbed Fills Using Elastic Waves (탄성파를 이용한 철도노반의 다짐관리 방안)

  • The quality of track-bed fills of railways has been controlled by field measurements of density (${\gamma}_d$) and the results of plate-load tests. The control measures are compatible with the design procedures whose design parameter is $k_{30}$ for both ordinary-speed railways and high-speed railways. However, one of fatal flaws of the design procedures is that there are no simple laboratory measurement procedures for the design parameters ($k_{30}$ or, $E_{v2}$ and $E_{v2}/E_{v1}$) in design stage. A new quality control procedure, in parallel with the advent of the new design procedure, is being proposed. This procedure is based upon P-wave velocity involving consistently the evaluation of design parameters in design stage and the field measurements during construction. The key concept of the procedure is that the target value for field compaction control is the P-wave velocity determined at OMC using modified compaction test, and direct-arrival method is used for the field measurements during construction. The procedure was verified at a test site and the p-wave velocity turned out to be an excellent control measure. The specifications for the control also include field compaction water content of $OMC{\pm}2%$ as well as the p-wave velocity.

  • Purpose - Total Quality Management (TQM) has received significant attention and interest from a large number of organizations around the world in various industries. These organizations have tried to embody TQM concepts in areas such as engineering and product design, marketing, R&D, procurement, production, personnel, and product inspection. Research design, data, and methodology - This study presents an overview of the fundamentals of TQM and an in depth review of the obstacles to the successful implementation of TQM. Results - In order to control the cost of manufacturing, the tracking of the cost of quality (COQ) allows companies to capture the actual overall cost incurred in producing a unit of product or service. The study explores the reasons why companies track the COQ and ways to address it. Conclusions - Based on the results, COQ is one of the key performance indicators for making more accurate strategic decisions as well as a critical aspect of TQM. The study also presents a few popular quality improvement tools that have been widely used in organizations successfully implementing TQM.

Microbiological quality of pork meat in the stage of slaughter process (도축공정중 식육의 미생물 오염실태 조사)

  • The growth of bacteria on the surface of the meat was monitored to investigate the relationships between microbiological quality and some environmental factors such as the chilling temperature, alcohol spraying, and transport in slaughter process of pigs. The temperature changes of the surface and inner part of pork carcass were monitored with GreenTrack$\textregistered$ system during the process of chilling and transport Of the 100pigs tested, the prevalence of level on number of standard plate count (SPC) less than $10^4$ CFU/$\textrm{cm}^2$ and Escherichia coli less than $10^2$ CFU/$\textrm{cm}^2$ in pig were 82% and 80%, respectively. Suface bacterial numbers are decreased in the course of chilling process of the carcass. Alcohol spray process before packing meat also could decrease the surface bacterial count. In conclusion, this study could be overemphasized the importance of relationship between microbiological quality and refrigerating temperature in the process of refrigeration and cutting.

  • In this paper, a novel MBE (Model Based target size Estimator) is presented for SDIIR (Strap Down Imaging Infrared) seekers. The target tracking requires the target size information for which residual range between target and missile should be provided. Unfortunately, in general, the missile with passive sensor such as IIR (Imaging Infrared), CCD (Coupled Charging Device) cannot obtain range information. To overcome the problem, the proposed method enables the SDIIR seeker to estimates target size by using target size model and track the target. The performance of proposed method is tested at IIR target tracking of target intercept scenario. The experiment results show that the proposed algorithm has the relatively good performance.

  • The number of people with chronic diseases has been increasing steadily but the indicators for the management of chronic diseases have not improved significantly. To improve the existing chronic disease management system, a new policy will be introduced, which includes the establishment of care plans for hypertension and diabetes patients by primary care physicians and the provision of care coordination services based on these plans. Care coordination refers to a series of activities to assist patients and their families and it has been known to be effective in reducing medical costs and avoiding the unnecessary use of the hospital system by individuals. To offer well-coordinated and high-quality care services, it is necessary to develop a service quality assurance plan, track and manage patients, provide patient support, agree on patient referral and transition, and develop an effective information system. Local governance should be established for chronic disease management, and long-term plans and continuous quality improvement are necessary.

Efficacy of Carcass Electrical Stimulation in Meat Quality Enhancement: A Review

  • The use of electrical stimulation (ES) as a management tool to improve meat quality and efficiency of meat processing is reviewed. The basis of the efficacy of ES is its ability to fast track postmortem glycolysis, which in turn stimulates myriad histological, physical, biochemical, biophysical and physiological changes in the postmortem muscle. Electrical stimulation hastens the onset and resolution of rigor mortis thereby reducing processing time and labor and plays a vital role in improving meat tenderness and other meat quality traits. However, ES may have negative impacts on some meat quality traits such as color stability and water holding capacity in some animals. Electrical stimulation is not an end in itself. In order to achieve the desired benefits from its application, the technique must be properly used in conjunction with various intricate antemortem, perimortem and postmortem management practices. Despite extensive research on ES, the fundamental mechanisms and the appropriate commercial applications remained obscured. In addition, muscles differ in their response to ES. Thus, elementary knowledge of the various alterations with respect to muscle type is needed in order to optimize the effectiveness of ES in the improvement of meat quality.

  • Although the Korean construction industry has risen rapidly, the quality of the buildings is not met with the industry standard compared to the potential of the technology development and the cost of maintenance has been increased. The user's request for quality have been increased, but in the current building construction, the contractors only follow the specifications of design, material and technology, and their main concern is whether they are in right track with the specification or not. Thus, the necessity of developing technology has been ignored and sufficient opportunities for the development have not been provided as well. In the developed countries, in contrast, the quality assurance and the payment regulation system has been utilized for the active response to the changes of users' request. As a result of this, the maintenance cost has been decreased and the development of construction technology has been improved. Therefore the pay adjustment system is needed to create the improvement of the quality of the buildings by the contractors' earnest building construction. In order to introduce the pay adjustment system suitable to the Korean construction industry, this study presented the logical method of adjusting the construction cost and making payment with the pay adjustment index that is created based on the result of the performance test, after making a set of the indicators of the building performance standard and applied them to the targeted building.

A Survey and Analysis of Defense Industry Quality Management Level for Advancement of Defense Quality Policy (국방분야 품질정책 고도화를 위한 군수품 생산업체 품질경영수준 조사 및 분석)

  • Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

  • A major part of permanent way maintenance effort is justified by inadequacies in the track substructure and in particular in drainage conditions, which need to be put right across the entire network. In most cases nowadays, improvements of the substructure can be carried out on rail to a high standard of quality. However, this entails substantial movements of material for the removal of spoil and provision of new material. In the future, recycling of old material on site, and use of geosynthetics, will be necessary to help considerably reduce this volume.

  • This paper describes the result of endurance test on the Sangju test track. The purpose of the test is to prove the endurance of the Korean EMU for the commercial operation. Test conditions are more severe than actual operation on the commercial line. But endurance test come to an end well without severe problem. Hereafter, Korean EMU will be applied the quality certification of railroad supplies as a testing vehicle and their components will be applied in a new line.
