Offsite Risk Assessment on Toxic Release (독성물질 저장설비의 사고시 사업장외에 미치는 영향평가)

  • Toxic release is one of the most interested area in evaluating consequence to the vicinity of industry facilities handling hazardous materials. Chloric acid production facility is selected and toxic release is evaluated to assess the risk impacted to its off-site. Accident scenarios were listed using process safety information. The scenarios having effect to the off-site were selected and assessed further according to guideline provided by Korea government. Worst case and alternative scenarios including other interested scenarios were evaluated using ALOHA. Each evaluated scenario was assessed further considering countermeasures. The results showed that the facility handling chloric acid is safe enough and needed no further protections at the moment.

Mathematical Evaluation of Response Behaviors of Indicator Organisms to Toxic Materials (지표생물의 독성물질 반응 행동에 대한 수리적 평가)

  • Various methods for detecting changes in response behaviors of indicator specimens are presented for monitoring effects of toxic treatments. The movement patterns of individuals are quantitatively characterized by statistical (i.e., ANOVA, multivariate analysis) and computational (i.e., fractal dimension, Fourier transform) methods. Extraction of information in complex behavioral data is further illustrated by techniques in ecological informatics. Multi-Layer Perceptron and Self-Organizing Map are applied for detection and patterning of response behaviors of indicator specimens. The recent techniques of Wavelet analysis and line detection by Recurrent Self-Organizing Map are additionally discussed as an efficient tool for checking time-series movement data. Behavioral monitoring could be established as new methodology in integrative ecological assessment, tilling the gap between large-scale (e.g., community structure) and small-scale (e.g., molecular response) measurements.

  • Semiconductor industry has large number of chemical inventory and is easily exposed to chemical release incidents. Toxic release is one of the most interested area in evaluating consequence to the vicinity of industry facilities handling hazardous materials. Hydrofluoric acid is one of the typical chemical used in semiconductor facility and is selected and toxic release is evaluated to assess the risk impacted to its off-site. Accident scenarios were listed using process safety information. The scenarios having effect to the off-site were selected and assessed further according to guideline provided by Korea government. Worst case and alternative scenarios including other interested scenarios were evaluated using ALOHA. Each evaluated scenario was assessed further considering countermeasures. The results showed that the facility handling hydroflooric acid is safe enough and needed no further protections at the moment.

  • For the destruction of toxic chlorinated organic compounds, this study proposes improved supercritical water oxidation method (multistep oxidation) using sodium nitrate as an oxidizer. This method solves the problems involved in the existing supercritical water oxidation method. Multistep oxidation means that $NaNO_3$ is oxidized to $N_2\;via\;NaNO_2$ and NO. Toxic and hard to destroy organic substances like para-dichlorobenzen(4-DCBz), polychlorinate biphenyl(PCB) ware oxidized to non toxic substances in a condition, in which rapid pressure and temperature rise is restrained as much as possible. 4-dichlorobenzene(4-DCBz) and Polychlorinate biphenyl(PCB) in condition$(450^{\circ}C,\;p_w=0.25g/cm^3,\;30min)$ Was discomposed perfectly.

Remote Water Quality Warning System Using Water Fleas

  • Hardware for monitoring the water quality using water fleas is developed. Water flea is a frequently used biological sensor for monitoring the water quality. Water fleas quickly respond to the incoming toxic water by changing their activity when they are exposed. By measuring the activity of water fleas, the incoming toxic water is instantly detected. So far the measurement of activity of water fleas has been done with a system equipped with both a light source of LED and a light detector of photo transistor. Water flea itself is, however, sensitive to light resulting in incorrect response and the system has two inconvenient separate parts of the light source and the detector. This paper suggests a system using a CCD camera instead of a light source and a detector. The suggested system processes the image data from the CCD camera in real time without any delay. The developed system becomes a part of the remote water monitoring embedded system.

  • Purpose: The Tox-Info system is a poisonous substance information database developed by the Korean National Institute of Food and Drug Safety Evaluation. The aim of this study was to estimate the coverage effectiveness of the Tox-Info system by comparing the toxic substances included in the database with the distribution of the toxic substances implicated in the cases of intoxicated patients presenting to emergency departments. The secondary aim of the study was to propose any additional substances that should be added to the database. Methods: We retrospectively reviewed the medical records of patients suffering with toxic exposure who had visited any of 12 selected emergency departments in Korea from January 2010 to December 2011. The identified toxic substances were classified into groups including prescription drugs, agricultural chemicals, household products, animals or plants, herbal drugs, and others. We calculated the coverage rate of the Tox-Info database relative to the number of intoxication cases and the type of toxic substances involved. Results: A total of 5,840 intoxicated patient records were collected. Their mean age was $46.6{\pm}20.5$ years and 56.2% were female. Of the total intoxication cases, 87.8% of the identified toxic substances were included in the Tox-Info database, while only 41.6% of all of the types of identified toxic substances were included. Broken down by category, 122 prescription drugs, 15 agricultural chemicals, 12 household products, 14 animals or plants and 2 herbal drugs involved in poisoning cases were not included in the Tox-info database. Conclusion: This study demonstrated the clinical usefulness of the Tox-Info system. While 87.8% of the substances involved in the cases were included in the Tox-Info database, the database should be continuously updated in order to include even the most uncommon toxic substances.

  • A late-comer in the marine affairs, development of ways for efficient access and utilization of information on marine environmental conservation and pollution prevention is important. The properties and removal methods of toxic chemicals have been entered into the database for 1,000 substances. The database of toxic chemicals for pollution and spills has also been fortified for the following terms: general characteristics, health hazard and response, fire hazard and response, chemical reactivity, physico-chemical properties, and other properties. The information and data running in this database are easily accessible via Internet and Korean telecommunications companies; it is also available KRISTAL databases.

System and method for detecting gas using smart-phone (스마트폰을 이용한 가스검출시스템 및 검출 방법연구)

  • This study is in regard to the gas detection system and gas detection method utilizing smart phone. This study includes; 1) the sensor module attached to the smart phone to detect and measure flammable gas or toxic gas; and 2) gas detection APP which is installed inside the smart phone and recognizes the user information and location information automatically by reading RFID tag indicating the user or the location to detect gas through the contact area where RFID and blue tooth reader is installed inside of the above mentioned smart phone, and then measures the combustible gas or toxic gas by operating above mentioned sensor module and obtains the data thus measured, and above mentioned smart phone is characterized by its transmission of the above mentioned user information, location information and measured data which are obtained by above mentioned gas detecting APP to operation server via communication network. With this, reliability for the location detecting gas by the user, the result of the measurement, etc. can be secured. Furthermore, this provides the effect of preventing artificial manipulation at the time of input which is associated with the identification of the user to be measured by utilizing removable sensor module and application or the mistake resulted from wrong input by the user. In addition, by transmitting the measured data from the sensor module carrying out gas detection to operation server, this provides the effect of making it possible to process the data thus collected to a specialized data for combustible gas or toxic gas.

  • 독성가스는 반도체, LCD, 태양전지 등 첨산 산업 발달로 그 수요가 증가하고 있으나, 독성가스 용기 무단폐기 등 관리 및 유통에 대한 체계가 열악한 실정이다. 독성가스를 제조 유통하는 시설이 2013년 기준으로 2,774개소가 있으며, 2012년 가스사용량은 2010년 대비 62.5% 급증하였다. 대학교, 연구소 등 사용량은 적으나 독성가스를 사용하지만 고압가스안전관리법의 검사 대상에서 제외되는 기관도 4천개 이상이 되는 상태에서 이에 대한 유통 이력 추적 관리는 매우 중요한 상태이다. 이에 따라 본 연구에서는, RFID를 이용하여 독성가스 용기의 제조, 유통, 충전 및 폐기 전 영역에서 이력정보를 관리하는 독성가스 용기 유통 이력추적관리기술을 개발하였으며, 본 기술을 통하여 투명하고 추적 가능한 독성가스 용기 관리 체계를 갖추었다.

Identification of hazardous chemicalsin semiconductor manufacturing (반도체 제조업에서 유해화학물질의 확인)

  • Objectives: Hazard identification is the most important step in occupational health monitoring at the workplace. This paper reviewed the several related stuffs to the hazard identification in the semiconductor industry. Methods: I checked the MSDS system, chemical toxic informations, trade secrets and by-products by experience and the literature used in semiconductor industry. Results: I found and experienced as follows; (1) There are a few inventory and history of chemicals used in workplace. Toxic information of chemicals to be available is very limited. (2) There are many trade secrets in MSDS for chemical mixtures. It is difficult to identify the accurate information from MSDS. (3) By-products is necessary to identify that they will produce in workplace. Conclusions: It is necessary to regulate the obligations of employers which check the inventory and history of chemicals used in workplace. It is necessary to amend the trade secrets in MSDS system.
