  • The leakage of toxic chemicals impact seriously on human being and environment, therefore during their treatment process, a proper management system is necessary to control their toxic effect. This study was designed to suggest the management regulation that supports business managers and facilities management. There are no extra regulation to control emergency accidents and terrors in chemical facilities. Developed countries like USA operate the management standards to control the toxic chemical and facilities according to their toxicity and processes. In order to solve this problem, we have analysed the advanced nations standard methods of security in chemical plants to study the new security management regulation which helps to prevent the chemical accidents. Especially, in USA, CCPS (Center for Chemical Process Safety), SVA (Security Vulnerability Assessment) and RBPSs (Risk-Based Performance Standards) of DHS (Department of Homeland Security) were invest I gated. On the basis of the results, we have suggested the application methods of the security and safety regulation in Korea.

  • With a rapid growth of domestic industry in korea, now about 25,000 kinds of chemicals are being distributed, and it has been known that just about 15% of them has toxic substances. Recently, South Koreans have an anxiety about the stability and accidents of chemicals because chemical accidents like Gumi hydrofluoric acid accident have occurred. The U.S. has adopted the systems like EPCRA (Emergency Planning and Community Right-to-Know Act), TRI (Toxic Release Inventory) and TSCA (Toxic Substances Control Act), and is also managing the hazardous chemicals by providing the information about them to its people and site workers. Japan's Ministry of Health, Labor and Welfare also has adopted J-CHECK system and is implementing it to let Japanese people know the information of safety of chemicals about REACH. However, the Korean government has a difficult situation to mediate the different idea with the Korean industry to make lower statute of Pre-legislation registration & evaluation of chemicals that will be implemented and Chemical Material Control Association that is being implemented. Especially city and country areas located in the industrial areas need political improvement focusing on vulnerable area through the check about current situation of hazardous chemicals of jurisdiction and management method, but the information about the management situation of small scale work places is insufficient. Therefore this study set up the urgent management area in Ansan Smart Hub through NFPA code according to the types of accident and dander characteristics of each chemical being used in the companies that have less than 50 workers and deal with chemicals located in Ansan Smart Hub in Gyeonggi-do.

  • Recent accidents caused by toxic chemicals and the social problems caused by frequent. As of 2010, there are more than 100,000 types of deadly toxic chemicals being distributed throughout Korea, and severely intoxicated patients along with an enormous number of patients can be induced at the time of an accident involving deadly toxic chemicals. Internationally, the seriousness of large-scale disasters due to a NBC disaster (nuclear, biologic and chemical disaster) is being highlighted as well. So, we obtain the information of the RFID tag attached to a glass bottle with containing the toxic chemical to transfer the data to the smart device has been studied a system that can monitor the status of the toxic chemical in real time. The proposed system is the information was sent to the main system using a zigbee communication by recognizing the tag vial containing the toxic chemical with the 13.56MHz bandwidths good permeability. User may check the information in real time by utilizing the smart device. However, the error of the system for managing the toxic chemical generates a result that can not be predicted. Failure of the system was detecting the error by using a comparator as this can cause an error. And the detected error proposed a duplex system so that they do not affect the overall system.

A Study on Reforming Threshold Quantities of Toxic Substances in Process Safety Management (PSM 제출대상 독성물질의 규정량 합리화에 대한 연구)

  • Process safety management(PSM) system was implemented in Korea since 1996. It helps reduce and prevent the occurrence of chemical accidents. There has been no review on the feasibility of the threshold quantities of the existing 21 species and the newly added toxic substances such as hydrogen bromide in the PSM system. The threshold quantities of the target toxic substances(25 species) of PSM were compared with domestic and foreign PSM systems similar to those of Korea. Also, we proposed the toxic harmfulness and hazard equation consisted of inhalation toxicity, NFPA index and others. According to this equation, high risk, medium risk and low risk are classified and reflected in the adjustment of threshold quantities. From the above research, It is expected to help to reduce confusion and burden of the workplaces due to the difference from other PSM system and improve in the threshold quantities.

  • Most of chemical plant are using toxic and dangerous materials, inflammable and poisonous. There are many accidental dangers by escaping of fire, explosive and poisonous materials in case of high temperature and pressure. The accidents lead to taking employer's and local people's life and environmental contamination. Therefore, 27 small-medium chemical plant, which size is 30 ∼ 200 employees out of safety management agent ill the area of A was selected in this study. The problems of safety management and several countermeasures at the chemical plants was indicated through the analyzed data. Prior to this analysis, top managers' concerns, equipment maintenance for the safety management are needed. For the future, calamity prevention countermeasures by industrial disaster analysis are needed and active safety management programs are investigated for the industrial disaster prevention and productivity enhancement at the chemical plant.

  • Chemical accidents occur by a variety of causes and aspects. Accident preparedness substances (APS) are defined by toxic chemicals highly likely to cause accidents due to their high acute toxicity, explosiveness or likely to cause severe damage where a chemical accident occurs among the chemicals. APS is designated and announced by Presidential Decree. However, chemical accidents occurred for recent 7 years were arisen mainly from non-accident preparedness substances, and only 24 species were included as chemical accident trigger among total 69 APS. In addition, APS were designated in 2014 and the list has not been updated since then although it needs to be amended in several aspects. Accordingly, this study analyzes the necessity of modification of APS management, and presents improved plans.

  • The agricultural industry is beset by continuing demands to decrease the use of pest control agents which employ toxic modes of action. Although there are real problems of pesticide resistance, and sometimes overuse or redistribution in the environment, much criticism results from a lack of appreciation of how small is the risk involved. Whatever the background reasons, research and development for pesticide alternatives, particularly within Integrated Pest Management systems, is clearly of high priority. Currently available approaches, including use of natural products and molecular biology, are often regarded with naive optimism and require critical appraisal. For the future, methods of pest control based on chemicals with non-toxic modes of action (e.g. pheromones) continue to offer promise but, for widespread use, will require their integration with biological agents and development by means of plant molecular biology.

A Study on the Management of benzo[a]pyrene according to the Level of Acute Toxicity (벤조피렌의 급성독성 수준에 따른 관리적 방안 연구)

  • Objectives: This study was carried out to determine $LD_{50}$ of benzo[a]pyrene to decide the possibility to designate them as toxic substance on the Act on the Registration and Evaluation, etc. of Chemical Substances, and to suggest that they should be managed in what level on the Chemical Control Act. Methods: Based on the result of a preliminary study, 300 mg/kg was set as the middle dose. A highest dose of 2,000 mg/kg and a lowest dose of 50 mg/kg were selected based on the OECD TG 423. Benzo[a]pyrene was orally administered once to female and male SD rats at dose levels of 50, 300, 2,000 mg/kg (body weight). All animals were monitored daily for clinical signs and mortality over 14 days. Also testicular spermatid count, motility and etc. were examined as well. Results: Under the condition of this experiment, $LD_{50}$ of benzo[a]pyrene was assumed to be >2,000 mg/kg. In the lesion according to autopsy, there were no specific symptoms in the control and experimental groups. At 2,000 mg/kg, a decrease in the sperm motility was observed. Benzo[a]pyrene should be designated to be toxic substance as the material assumed to be reproduction-toxicity on the Act on the Registration and Evaluation, etc. of Chemicals. Therefore we should abide by legal procedures determined by Chemicals Control Act in treating it. Conclusion: Considering the significant result that sperm motility in the experimental group was inferior to that in the reference group, we suggest that benzo[a]pyrene be designated as a toxic substance.

Decision support systems for the management of hazardous materials in aquatic ecosystems

  • Many aquatic ecosystems suffer from anthropogenic disturbances, including the introduction of damaging levels of toxic substances. The effects of disturbances include complex relations with various components involved in the systems, and can include physical, chemical, and hydrological disruption depending of the contaminant. Decision Support Systems (DSSs) are developed to help decision makers to deal with complex management crises, through the systematic structuring and evaluation of decisions, and through providing easy-to-use and integrated tools for information elaboration and display. We reviewed various DSSs developed for toxic substances in aquatic ecosystems, and suggested a conceptual framework which is best suited to the management of such issues within Korea. It may assist stakeholders with their decision making process, and in the achievement of a consensus on water management solutions.
