Ground Vibration Test for Korean Utility Helicopter (한국형 기동헬기 전기체 지상진동시험)

  • Korean Utility Helicopter (KUH) has been designed to avoid the blade passing frequency and any instability due to a coupling of dynamic characteristics between the main rotor and the airframe in ground operation. For these design objectives, the vibration analysis and the ground resonance analysis were performed to analyze the dynamic characteristics of the airframe and the main rotor. Then, the whirl-tower test was conducted to identify the dynamic characteristics of the main rotor and the ground vibration test (GVT) was conducted to identify the dynamic characteristics of the airframe. The GVT for KUH was conducted with the test conditions and test articles established in consideration of each flight and ground condition. This paper shows the method and technique for performing the GVT for KUH and presents the correlation technique and the results for the correlated analysis model.

  • Recently, Chat GPT artificial intelligence (AI) is of keen interest to all governments, companies, and military sectors around the world. In the existing era of literacy AI, it has entered an era in which communication with humans is possible with generative AI that creates words, writings, and pictures. Due to the complexity of the current laws and ordinances issued during the recent national crisis in Korea and the ambiguity of the timing of application of laws and ordinances, the golden time of situational measures was often missed. For these reasons, it was not able to respond properly to every major disaster and military conflict with North Korea. Therefore, the purpose of this study was to revise the National Crisis Management Basic Act, which can act as a national tower in the event of a national crisis, and to promote artificial intelligence governance by linking artificial intelligence technology with the civil, government, military, and police.

Model Tracking Dual Stochastic Controller Design Under Irregular Internal Noises

  • Although many methods about the control of irregular external noise have been introduced and implemented, it is still necessary to design a controller that will be more effective and efficient methods to exclude for various noises. Accumulation of errors due to model tracking, internal noises (thermal noise, shot noise and 1/f noise) that come from elements such as resistor, diode and transistor etc. in the circuit system and numerical errors due to digital process often destabilize the system and reduce the system performance. New stochastic controller is adopted to remove those noises using conventional controller simultaneously. Design method of a model tracking dual controller is proposed to improve the stability of system while removing external and internal noises. In the study, design process of the model tracking dual stochastic controller is introduced that improves system performance and guarantees robustness under irregular internal noises which can be created internally. The model tracking dual stochastic controller utilizing F-P-K stochastic control technique developed earlier is implemented to reveal its performance via simulation.

  • The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

A Methodology for the Ship System Integration with Open Architecture : Focusing on the Total Ship Computing Environment based Architecture Building and Validation (개방형 구조(OA)를 이용한 함정체계통합 구축 방법론 : 통합함정컴퓨팅환경(TSCE)기반 아키텍처 구축 및 검증을 중심으로)

  • In a series of recent launch tests, North Korea has been improving the firepower of its missiles that can target South Korea. North Korea's missiles and submarines are capable of threatening targets in South Korea and are likely faster and more covert than the systems previously seen in North Korea. The advanced threats require that ROK Navy should not only detect them earlier than ever but also response quicker than ever. In addition to increasing threats, the number of young man that can be enlisted for military service has been dramatically decreasing. To deal with these difficulty, ROK navy has been making various efforts to acquire a SMART warship having enhanced defense capability with fewer human resources. For quick response time with fewer operators, ROK Navy should improve the efficiency of systems and control tower mounted on the ship by promoting the Ship System Integration. Total Ship Computing Environment (TSCE) is a method of providing single computing environment for all ship systems. Though several years have passed since the first proposal of TSCE, limited information has been provided and domestic research on the TSCE is still in its infancy. In this paper, we apply TSCE with open architecture (OA) to solve the problems that ROK Navy is facing in order to meet the requirements for the SMART ship. We first review the level of Ship System Integration of both domestic and foreign ships. Then, based on analyses of integration demands for SMART warship, we apply real time OA to design architecture for TSCE from functional view and physical view. Simulation result shows that the proposed architecture has faster response time than the response time of the existing architecture and satisfies its design requirements.

Measures for Improving Response of Autonomous Police Against Mass Disasters (자치경찰의 대형재난 대응 개선방안)

  • Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.

A Critical Review of the Transfer of Presidential Security Work to the Police (대통령경호업무 경찰 이관에 대한 비판적 소고)

  • Last year, the Moon Jae-In administration made an attempt to abolish the presidential security office overseeing the presidential security and to transfer the work to the presidential security service under the National Police Agency. Currently, all of the G7 nations maintain a security system spearheaded by the police, so the policy of transferring the presidential security to the National Police Agency may be discussed. However, it is necessary to focus on the following reality. First, the current presidential security system is consisted of the overlapping security organizations classified into (1) inner ring of the presidential security agency, (2) middle ring of the police agency, and (3) outer ring of the capital defense command. If the presidential security agency is abolished, a vacuum will result as per the principle of class. Second, for the efficient security guard of the President, currently, the presidential security agency at the Presidential Security Safety Measure Committee plays the role of coordinating the tasks. If the National Police Agency becomes the control tower of the presidential security, whether command will be available for the military and diplomatic aspects of the presidential security work should also be considered. Third, Korea is currently in a truce with North Korea, so there is a big difference in terms of the security environment with such G7 nations as the UK, Germany, France, and Japan.
