  • The purpose of this paper is to describe the Disaster Management System Development of Enterprise GIS at the Kangwon Province in Korea. This project is included into 'the Kangwon Enterprise GIS 21 plan'. The Division of Disaster Management is in the middle of the 2-year project of the Disaster Management System development, appropriate for business performed at the Departments of Forestry, Culture, Environment, Tourism, etc. At the 1st phase of CIS implementation, for more than half a year we focused on the necessity of management of disasters. In the planning process, we needed long-term information on the whole area of Kangwon. In the assessment and response processes, we needed real-time data from Korean Meteorological Administration and other agencies. All the above information was carefully studied and referred to. ESRI's new GIS technologies solve the natural hazard/disaster problems. For example, hazardous materials routing often needs to be found the least expensive path through a roadway network. In the circumstances given, we can choose the departure point and destination of the vehicle, which carries the materials. It's also possible to minimize overall risk and costs of disaster problems by making a plan of people and possessions evacuation from the disaster area in short time limits. We can meet all the above goals using the latest ESRI's technologies.

  • We developed a method for improving the antioxidant activities of Citrus extracts through cyclic low pressure drying(CLPD) and a high hydrostatic pressure extraction (HPE) process. Citrus fruits were prepared for water extraction at $60^{\circ}C$ and 300 MPa for 5 min (high hydrostatic pressure extraction, HPE5) and 15 min (high hydrostatic pressure extraction, HPE15) after cyclic low pressure drying method. Extraction yields obtained by cyclic low pressure drying and high hydrostatic pressure extraction process were 20.41, 23.47, and 28.19%, respectively. Total polyphenol contents were increased by combined process. Generally, CLPD and HPE resulted in higher yields than the conventional extraction process. Further, HPE15 showed 48.21% DPPH radical scavenging activity (EDA, %) at $1,000{\mu}g/mL$. In general, antioxidant activities of Citrus increased by CLPD and HPE. Therfore, CLPD and HPE of Citrus resulted in higher antioxidant activity than conventional water extraction.

Type of festivals were classified to type for residents' unity, tourism, industry, and special purpose type. The portion was industry type 36.9%, type for residents' unity 23.1% in the order. By theme, animal, plant, nature phenomenon, history, culture and tradition, special product, regional industry were classified - the portion was special product 36.9%, culture and tradition 24.6%, history 13.8%. Assessment of operation program was conducted with assessment indexes such as compliance with theme, uniqueness, diversity, effect of experience, size, educational effect, and entertainment. As a result, it appeared that because local festivals of Jeonbuk had high uniqueness, duplication of program between local festivals was very low and educational effect was comparatively high. On the other hand, because entertainment and effect of experience was very low, considerations of entertainment and effect of experience are necessary in planning of program.

Native Local Food Search and luxury itemization based on regionally-characterized stories enhances self-perception of the national culture, promotes appropriate local images to the public, and contributes to the local economy by increasing regional tourism. Therefore, this study researched local stories of cultural significance, that is, those connected to the history and originality of Chungnam Province, and developed contents related to Chungnam native local food. Features of the native local food were introduced by a story telling method in order to appeal to the five senses. The story was composed for easy understanding of the value of food, and the brand image of Chungnam was developed based on representative historical stories of the region. In this study, the following were developed as representative images of Chungnam: 'Royal meal table of King Moo-ryung' in Kongju was presented by recomposing the story of King Moo-ryung, a famouns king of the Baekje era; 'Mong-yoo-do-won's rice meal table' was introduced via Mongyoo-do-won's painting by Kyeon An, a famous painter of the Chosun era who was born in Seosan. The 'Royal meal table of King Moo-ryung' was set with food made from local farm products, demonstrating the flavor and elegance of the Baekje era. 'Mong-yoo-do-won's rice meal table' resembled Kyeon An's Mong-yoo-do-won-do, which has a background featuring early spring. The rice table was designed to remind people of a flamboyant painting like a scattered peach blossom leaf in the early spring. To verify the health effectiveness of each rice table, the function of each ingredient was investigated through 'Sik-ryo-chan-yo:a dietary treatment', which was published by Soon-Ui Cheon during the Chosan era. According to the results, most of ingredients are certainly beneficial to health, as was recognized in the early Choson era.

  • The purpose of this study was to suggest development strategies of a village of Hwaseong-si where several programs using it's traditional items have been operated since 2003 according to the policy of Rural Traditional Thema Village Development implemented by Rural Development Administration(RDA). The village is located in Yodang-ri, Yanggam-myun, hwaseong-si in Gyounggi province. The village is called as 'Eunheng Namu Maeul' which means 'ginkgo tree village' since the tree is almost 350 years old and beautifully huge. Including this big tree there are much more traditional items such as organic dairy farming, hand-made cheese, legends and traditional plays. Using this items and government subsidies, the village has managed various tour programs and other income increasing projects. This study analyzed the strengths, weaknesses, opportunities and threats of the current situation of the village with the related materials and data to find out development strategies for the village-based programs and projects. This study recommended the followings as a major result of this study. The huge ginkgo tree at the village could be a better traditional attractive item when paths and wood of ginkgo trees will be built up especially utilizing the original huge one around the village. Like this, the item of hand made cheese could be a much more valuable traditional item when there will be an advanced facility for the people's working together. The social actives of the village have been weakened because of few young dwellers living there, therefore there needs a special subsidizing project for the village to hire a young manager having some social skills and knowledges. The situation being urbanized in front of the village needs precisely checking and implementing the Hwaseong-si's urbanization policy so that the urbanization could be harmonized with the maintenance and development of the traditional items of the village.

  • Traditional cultural resources in the region have unique cultural characteristics and are highly likely to be differentiated content resources. Therefore, when local cultural resources are developed as content, they can be given a role as a brand symbolizing the region together with economic value creation. In this paper, we propose a method to utilize traditional cultural resources in Jeonnam region as content material and to strengthen the connection with 'Namdo Renaissance' project contents in Jeonnam province. We propose seven regions as a region with content relevance for inter-regional collaboration through resource elements and analysis of Jeonnam cities and counties. We suggest "Story SarangBang" so that we can uncover and systematize stories with symbolic character by region. The developed story resources are developed as experiential contents through realistic media production technology and virtual reality platform and expanded to tourism contents and expanded to the window effect of contents. Also, by expanding cooperation governance between regions, it is possible to enhance opportunities for development of joint contents and enhance utilization as tourist contents, thereby contributing to regional economic development and related industries development.
