A Study on the Environmental Efficiency of the Container Terminals in South Korea Considering Carbon Dioxide Emissions (이산화탄소 배출량을 고려한 국내 컨테이너터미널 환경 효율성 분석)

  • Recently, there has been a global emphasis on decarbonization in order to address climate change and achieve carbon neutrality by 2050. In line with government regulations, domestic port authorities have also started participating in this global agenda. Since 2010, when decarbonization became an important task in ports, there have been studies analyzing the environmental efficiency of container terminals, taking into account undesirable outputs. However, most of these previous studies only measured carbon dioxide emissions based on Tier 1, whereas this study is the first to analyze the environmental efficiency of South Korea's container terminals based on Tier 3, as presented in the IPCC guidelines. The study considered 17 container terminal operators in South Korea as decision-making units and used the DEA-SBM Model. Subsequently, an Undesirable Outputs Model was conducted to calculate the environmental efficiency.

  • Recently, various services through the Internet are gradually increased and developed. The traditional way of examination has been replacing by the online test as well. The most representative is the IBT TOEFL by the ETS in the US. Besides this, a lot of online tests and some related discussions are very fierce to carry out due to the continuous increase of the number of exam candidates. Taking account of the economic issues compared to the previous test, this online method has a lot of strengths. This paper aims to build an online test system based on the 3- tier browser-server architecture, which is different from the commonly used 2-tier based system. This system was achieved using the Visual Studio.Net 2005 and SQL Server 2000 as development tools, and based on the ASP.NET 2.0 platform, using the ADO.NET and C# language.

An Analysis of Uncertainties in Energy Category: Estimation by using Tier 1 Method (에너지분야 온실가스 인벤토리의 불확도에 관한 연구: Tier 1 에러전파방법을 이용한 추정)

  • IPCC requires the national uncertainties which show how credible the emission of greenhouse gases is. But the Korean government did not submit the total uncertainties, only the detailed uncertainties by items. Also it uses the default values of IPCC including some missing values. This paper tries to estimate the total uncertainties of energy by categories, which accounts for 85.3% in national emission of greenhouse gases. Concretely, it uses Tier 1 method suggested by IPCC. As a result of the analysis, the uncertainties in energy category are 3.4% similar to Finland's. But there was a big difference among greenhouse gases; carbon dioxide 2.7%, methane 116% and nitrous oxide 473%. So this paper suggests Korean government need to improve not only the activity but also the emission factor of data in order to reduce the national uncertainties in energy category.

The Effect of Tiered Copayment System on Pharmacy Benefit Expenditure of National Health Insurance in Korea: Scenario Analysis based on the Use of Oral Antidiabetic Medications (선택약가제도가 건강보험 약품비 지출에 미치는 영향: 경구용 당뇨병 치료제를 대상으로 한 시나리오 분석)

  • Purpose: This study was aimed to examine the financial effect of 2-tiered copayment system on annual expenditure of pharmacy benefit in the National Health Insurance (NHI) of Korea, focusing on oral antidiabetic medications. Methods: 284 oral antidiabetic products with 14 different active single ingredients listed in the National Formulary of NHI (August 2009) were assigned to tier 1 or tier 2 according to the selected criteria. 10 different combinations of coinsurance rates were selected to estimate the changes in drug expenditure cost of NHI. Results: The annual drug cost was estimated based on the drug price per unit listed in the National Formulary and the used amount of products in 2009 from the IMS Health data of Korea. In the combinations of coinsurance rate of 20% for tier 1 and 40% for tier 2, the total annual drug cost was estimated to be reduced by 1.3% in the case of no change of generic and original drug consumptions, and to be reduced by 4.3% in the case of 10% increased generic drug consumptions. Conclusion: The tiered copayment system with optimal coinsurance rates appears to be a potential strategy to reduce the financial burden of NHI in Korea by promoting the use of generic products.

  • Risk-based remediation strategy (RBRS) is a consistent decision-making process for the assessment and response to chemical release based on protecting human health and the environment. The decision-making process described integrates exposure and risk assessment practices with site assessment activities and remedial action selection to ensure that the chosen actions are protective of human health and the environment. The general sequences of events in Tier 1 is as follows: initial site assessment, development of conceptual site model with all exposure pathways, data collection on pollutants and receptors, and identification of risk-based screening level (RBSL). If site conditions do not meet RBSL, it needs further site-specific tier evaluation, Tier 2. In most cases, only limited number of exposure pathways, exposure scenarios, and chemicals of concern are considered the Tier 2 evaluation since many are eliminated from consideration during the Tier 1 evaluation. In spite of uncertainties due to the conservatism applied to risk calculations, limitation in site-specific data collections, and variables affecting the selection of target risk levels and exposure factors, RBRS provides us time- and cost-effectiveness of the remedial action. To ensure reliance of the results, the development team should consider land and resource use, cumulative risks, and additive effects. In addition, it is necessary to develop appropriate site assessment guideline and reliable toxicity assessment method, and to study on site-specific parameters and exposure parameters in Korea.

Analysis and Improvement of Growing Environment of Two Tier Cropping Systems in Plastic Film House (플라스틱 온실내 2단 재배 시스템의 생육환경분석 및 개선)

  • This study aims at analyzing environment factors of two tier cropping systems and suggesting effective structures of two tier cropping systems. The environment factors in two tier cropping systems are temperature, relative humidity, solar radiation, temperature of nutrient solution, and wind velocity. Especially, The most important factors are the solar radiation and the solar incident area between the two tiers. During the experiment, observations were made of the two levels in the plastic greenhouse. The highest temperatures were 38.3$^{\circ}C$ in the top level and, 35.5$^{\circ}C$ in the bottom level, respectively. The temperature of the nutrient solution between the two levels showed little difference. The relative humidity in the top level was 60~7o% and that in the bottom 65~80%, exhibiting that the bottom is approximately 10% higher. Change of photosynthetic photon flux density and solar radiation both have a tendency to be similar. The wind velocities for both levels were recorded at 0.1m.s$^{-1}$ in the afternoon and 0.05m.s$^{-1}$ in the evening. The solar incident areas in the bottom level increased by approximately 25% at an East-West position and 17.7% at a South-North position, respectively.

Comparison of Greenhouse Gas Emission from Landfills by Different Scenarios (매립지의 온실가스 배출량 산정 시나리오에 따른 온실가스 배출량 비교)

  • Quantifying the methane emission from landfills is important to evaluate measures for reduction of greenhouse gas emissions. To estimate methane emission for the entire landfills from 1990 through 2004 in Korea, Tier 1 and 2 methodologies were used. In addition, five different scenarios were adopted to identify the effect of important variables on methane emission. The trends of methane emission using Tier 1 were similar to the disposed waste amount. Methane emission using Tier 2 increased as the degradation of waste was gradually proceeded. This result indicates that disposed waste amount and methane generation rate are the important variables for the estimation of methane emission by Tier 1 and 2, respectively. As for the different scenarios, methane emission was highest with scenario I that the entire landfills in Korea were regarded as one landfill. Methane emissions by scenario III and IV considering different $DOC_F$ values with the waste type and different MCF values with the height of waste layer, respectively, were underestimated compared to scenario II. This result indicates that the method of scenario I employed to most previous studies may lead to the overestimation of methane emission. Therefore, more careful consideration of the variables should be needed to develop the methodologies of greenhouse gas emission in landfills along with the characteristics of disposed waste in Korea.

Estimating GHG Emissions from Agriculture at Detailed Spatial-scale in Geographical Unit (상세 공간단위 농업분야 온실가스 배출량 산정 방안 연구)

  • Carbon neutrality in agriculture can be derived from systematic GHG reduction policies based on quantitative environmental impact analysis of GHG-emitting activities. This study is to explore how to advance the calculation of carbon emissions from agricultural activities to the detailed spatial level to a spatial Tier 3 level (Tier 2.5 level), methodologically beyond the Tier 2 approach. To estimate the GHG emissions beyond the Tier 2.5 level by region for detailed spatial units, we constructed available activity data on carbon emission impact factors such as rice cultivation, agricultural land use, and livestock. We also built and verified detailed data on emission activities at the field level through field surveys. The GHG emissions were estimated by applying the latest national emission factors and regional emission factors according to the IPCC 2019 GL based on the field-level activity data. This study has significance that it explored ways to build activity data and calculate GHG emissions through statistical data and field surveys based on parcels, one of the smallest spatial units for regional carbon reduction strategies. It is expected that by utilizing the activity data surveyed for each field and the emission factor considering the activity characteristics, it will be possible to improve the accuracy of GHG emission calculation and quantitatively evaluate the effect of applying reduction policies.

A Study on the Priority Affecting the Succession of the Family Firm Using AHP (후계자 관점에서 가업승계에 영향을 미치는 요인들의 중요도에 대한 AHP분석 연구)

  • This study focuses on succession in a family business which is the crucial factor affecting future and survival of a family business. Especially, the study concentrate a successor's view which is regarded as a key-player during the succession. In this study, we used AHP (Analytic Hierarchy Process) methodology to identify priorities of factors influencing succession. We divided into two-tier level. The first-tier is defined as 1) the relationship with an incumbent CEO, 2) a successor 's management ability, 3) a successor' s self-efficacy and 4) succession plan. For the second-tier of each first-tier have 3 sub-factors ; 1) the relationship with an incumbent CEO is set as level of mutual trust, sharing the vision of a company, and level of communication each other. 2) A successor 's management ability is based on business competence, education and training and interpersonal management ability, 3) a successor 's self-efficacy was set as successor' s willingness of succession, confidence of overcoming crisis and confidence of achieving objectives. Lastly, 4) a succession plan is set as finance plan, leadership transformation plan and human-organization management plan. A total of 93 questionnaires is distributed and retrieved, and 88 questionnaires are used for the study, excluding those with missing data. As a result of this study, successors selected 1) the relationship with an incumbent C.E.O. as the most important priority in the first-tier. The second is 2) a successor 's management ability, the third is 3) a successor' s self-efficacy, and the last priority is 4) a succession plan. In particular, 3 sub-factors that make up the relationship with an incumbent are the most important factors. These factors rank the first to the third in the final result.
