Scientists planning research that involves the use of animals are required by international and/or national law to examine the possibilities for the implementation of Replacement, Reduction and/or Refinement (the Three Rs principles of Russell and Burch) in experiments for research, testing, and education. There are two Korean laws legislating humane use of animals and ethical review prior to animal experiments. This report reviews current practice of the literature search by the researchers and protocol review by the Institutional Animal Care and Use Committees on the Replacement, Reduction and Refinement alternatives in Korea. The promotion and protection of the laboratory animals are one of the core competencies of investigators exploring the ethical conduct of research and good science.

Scientists planning research that involves the use of animals are required to examine the possibilities for replacement, reduction, or refinement (the Three Rs), and their protocol must be reviewed by the Institutional Animal Care and Use Committee. Good scientific practice involving appropriate search techniques on the available Three Rs resources is essential for both ethical and scientific reasons. Appropriate experimental design and statistical analysis techniques are particularly necessary for research involving the use of animals, because this can improve animal welfare and scientific outcomes, as well as saving animal lives. There are a number of resources to help researchers improve their search techniques, experimental design strategies, and their reporting of research involving the use of animals. However, there is little specific information or resources on the Three Rs alternatives that is readily available in the Korean language. This paper outlines the common errors made by submitting researchers that have been repeatedly observed during the ethical review of experimental protocols over the last ten years, and provides information on the Korean resources available to promote good scientific practice. This could help to bridge the gap between Korean scientists and animal welfare advocates assisting scientists to improve ethical considerations and conduct responsible research.

This research deals with an order picking problem in automated storage and retrieval systems (AS/RS). When retrieval requests consist of multiple items and the items are in multiple stock locations, the storage/retrieval (S/R) machine must travel to numerous storage locations to complete each order. The aim of this research is to propose algorithms for the resolution of order picking problems with multiple stock locations to minimize the total time traveled by the S/R machine. We present and compare three alternatives for solving the problem based on enumeration, ordinary heuristic and genetic algorithms. We used a set of 180 different problems that are solved by these three algorithms. The results show that our proposed genetic algorithm is more efficient than the other two.

SOC 사업 등 대규모 공공투자사업의 타당성 평가시 추정과정 평가항목 및 평가방법 등에 대해 표준화된 지침에 따라 객관적이고 신뢰성 높은 타당성 평가를 통해 투자 효율화를 도모하기 위해 한국개발연구원(KDI)이 개발한 조사수행의 표준지침을 바탕으로 조사가 수행되었으며, 수행된 여러 보고서를 바탕으로 "항만부문사업의 예비타당성 조사 표준지침 연구" 보고서가 출간되었다. 항만 환경은 과거와 많이 변화되었으며 미래에는 더 급격한 변화가 예상됨에도 불구하고 미래의 항만환경변화를 감안한 편익의 추정과 관련하여 보다 원론적이고 신뢰할만한 자료에 기초하여 항목이 제시되어야 할 필요성이 제기되었다. 본 연구의 목적은 미래 항만환경변화에 능동적으로 대처할 수 있는 편익항목을 선정하고 기존에 제시된 분석 방법론을 검토한 후 수정된 모형을 제시함과 동시에 적용가능성을 확인하는 것이다. 우선 기존에 적용되고 있는 항만투자사업의 경제적 편익항목을 검토하였으며 계량화가 가능하고 미래형 항만 특성이 충분히 반영될 수 있는 편익항목을 선정하였다. 그리고 2012년 한국해양수산개발원(KMI)에서 수행한 "스마트 그린 컨테이너 터미널 기술개발 기획연구"에서 제안된 세 가지 대안(AS/RS, OSS, Sky Rail)에 적용하여 활용가능성에 대해 검토하였다. 분석결과 모든 대안들이 기준값이 1.0을 초과하여 경제적 타당성을 확보한 것으로 확인되었으며, 미래에 예측하지 못한 상황변화를 감안하여 민감도 분석을 비용의 증가를 통해 확인하였다. 민감도 분석 결과도 모든 대안들에 대해 타당성이 확보되는 것으로 확인되었다. 본 연구에서 제시한 경제성 분석 모형이 미래형 컨테이너 터미널의 개념에 적용시켜 분석해본 결과 큰 무리가 없는 것으로 확인되었다.

산업의 경쟁력을 강화하기 위해서는, 새로운 기술의 개발 및 사업화와 함께 관련된 규제·애로를 발굴하고, 적기(適期)에 대응하는 것이 매우 중요한 요소로 작용한다. 현 정부에서는 이러한 산업적 변화에 대응하여 신산업에 대한 투자 확대와 함께 해당 산업 분야에 적용되고 있는 기존 규제메커니즘의 개혁을 추진하고 있다. 이러한 정부 정책방향에 맞춰, 본 연구는 신산업 분야에서 발생될 규제이슈를 선제적으로 예측하기 위해, 신제품 및 서비스의 시장진출에 있어서 걸림돌이 되는 기존 규제 제도를 발굴하고, 적정성 평가 및 개선방안을 마련하기 위한 규제영향분석 체계를 구축하고자 하였다. 그 결과로, 본 연구에서는 규제영향분석 프레임워크를 제시하였으며, 실제 규제이슈 사례를 적용하여, 분석하고 개선안을 도출하는 전반적인 과정을 보여주고자 하였다. 본 연구의 결과는 '18년도에 정부에서 집중적으로 투자를 진행했던 융합 신산업 분야의 제품 및 서비스를 대상으로 하여, 기획(R&D)단계부터 상용화 되기까지의 일련의 과정에서 발생 가능한 규제들을 사전적으로 검토하는 방법론을 제안하였다. 규제영향분석 프레임워크를 통해 도출된 규제 개선안은 소관 부처에 건의되어, 실제로 법령이 개정되었다는 점에서 연구의 실무적 및 정책적인 시사점을 제시할 수 있으며, 본 연구에서 개발한 규제영향분석 프레임워크는 향후 신산업 분야에서 나타날 수 있는 규제 이슈들을 해결하는 것에 도움을 줄 수 있을 것으로 예상한다.
