전략적 관점에서 본 기업 자원과 역량이 자율규제 순응에 미치는 영향에 관한 연구 (An Exploratory Study Regarding the Effects of Corporate Resources and Perceptions toward Environmental Regulations on Willingness to Accept Self-regulation Programs: From Strategic Views)

  • 본 연구는 기업의 전략적 관점에서 본 기업 자원과 역량이 자율규제 순응에 미치는 영향에 대해서 설명을 하기 위해서 탄소성적표지제도라는 자율규제의 구체적인 예를 들어 기업의 전략수립과 실천이라는 맥락에서 그 순응 의도의 차이를 설명하고자 한다. 잠재적으로 경제적 그리고 사회적 성과를 동시에 달성할 수 있는 자율규제의 경우 그 순응 여부를 결정할 때 기업이 처한 상황에 따라 의사결정의 수준이 달라질 것으로 가설을 설정하였다. 즉 자율규제를 비전략적 과제로 보는 경우 단기적으로 예상되는 기대편익과 비용의 비교를 통해 순응 여부를 결정할 것이며 반면 전략적 과제로 보는 경우 환경규제에 대한 기업 인식의 유형에 따라 결정이 달라질 것이라는 가설을 설정하였다. 아울러 저량(stock)의 개념으로서 기업의 자원과 역량이 특정 규제인식의 조성에 그리고 단기적 기대편익과 비용에 어떤 영향을 주는지를 연구하였다. 그 결과 대부분 통계적으로 의미 있는 관계를 파악하였으며 자원 및 역량은 규범적 그리고 사회적 인식에 정의 영향을 그리고 경제적 인식에 부의 영향을 미치는 것으로 나타났다. 아울러 규범적 인식만이 순응의도의 의미 있는 정의 영향을 미쳤다.

토양 반입 부지의 합리적 관리방안 마련을 위한 정책적 고찰 (A Study on Deveolpment of Management System on Soil Moving)

  • 국내에서는 국토개발 목적으로 토양을 반입하고 잔토 및 사토 처리를 위해 토양을 반출하고 있으나, 토양오염에 대한 고려 없이 특정 부지로 토양이 반입되고 있는 실정이다. 이에 본 연구는 토양의 이동으로 인한 오염 확산을 방지하고 오염발생 부지에서의 정화책임을 명확하게 하기 위한 목적으로, 국내 반입토양 관리 현황을 살펴보고 국외 관련 제도를 분석하여 국내에서 토양 반입 부지의 관리체계를 효율적으로 운영하기 위한 방안을 고찰하였다. 본 연구에서는 반입되는 토양의 합리적인 이동 관리체계를 마련하기 위한 방안으로 자율적 규제, 의무적 규제, 단계적 규제를 제안하였다. 향후 국내에서 토양 반입부지에 대한 명확하고 합리적인 관리체계를 성립하기 위해서는 본 연구에서 제안한 것과 같이 현재 토양환경 보전법이 가지고 있는 법 제도적 한계점을 개선하여 토양 반입 부지에 대한 규제 및 지침을 빠른 시일 내에 보완해야 할 필요성이 있다.

울산 지역에서 2001년 이후 이산화황(SO2)의 고농도 사례 분석과 저감 정책 방안의 검토 (Case Analysis on High Concentration of SO2 and Review on Its Reduction Policy in the Ulsan Metropolitan Area since 2001)

  • Until comparatively lately, the annual time series of the $SO_2$ concentration had been shown in a decreasing trend in Ulsan as well as other Korean cities. However, the high concentration of $SO_2$ was frequently found in the specific countermeasure region including the national industrial complex such as Mipo and Onsan in the Ulsan city for the period of $2001{\sim}2004$. There are many conditions that can influence the high concentration of $SO_2$ at monitoring sites in Ulsan, such as: First, annual usage of the fuel including sulfur increased in comparison with the year before in spite of the fuel conversion policy which wants to use low sulfur oil less than 3% and LNG. Second, point source, such as the power plants and the petroleum and chemistry stacks, was the biggest contributor in $SO_2$ emission, as a analyzed result of both the air quality modeling and the stack tole-monitoring system (TMS) data. And third, the air pollutants that occurred in processes of homing and manufacturing of the fuel including sulfur were transported slow into a special monitoring site by accumulating along the frontal area of see-breeze. It was concluded that Ulsan's current environmental policy together with control methods should be changed into the regulation on total amount of emission, including a market-based emission trading with calculating of atmospheric environmental critical loads, for the $SO_2$ reduction like the specific countermeasure for the $O_3$ and PM10 reduction in the Seoul metropolitan area. And this change should be started in the big point sources of $1{\sim}3$ species because they are big contributors of Ulsan's $SO_2$ pollution. Especially it is necessary to revitalize of the self-regulation environmental management. Other control methods for sustaining the $SO_2$ reduction are as follows: maintenance of the fuel conversion policy, reinforcement of the regional stationary source emission standard, and enlargement of the stack TMS.

The humidifier disinfectant case and the legislative challenges of the 20th Congress

  • A number of absurdities surrounding the humidifier disinfectant (HD) incident may have occurred because 1) a judicial system operates on the underlying false assumption that the involved parties are equals in knowledge, information and resource mobilization capabilities, regardless of respective real status as company or individual; 2) there is a lack of a system that mandates a company to prevent and actively manage possible catastrophes; 3) the regulatory scheme makes companies believe that as long as they are complying with the existing regulations, they have satisfied all of their responsibilities. I believe that this issue is an opportunity to bring about changes in the judicial redress system, the system of internal management of manufacturers, and the regulatory system of the government. The following regulation amendments are needed to move towards the changes stated above. First, legislation relating to victim relief that is applicable to the HD incident must be established. Second, a risk management system must be formed within the manufacturing company and to this end an institutional environment for the system must be established within regulatory framework. Furthermore, legislation must be passed that could punish companies themselves that have caused severe damage to individuals because they had failed to take necessary actions to avoid foreseeable harm. Finally, the framework of regulation must be changed so that the company, who has the necessary information regarding the product and the component chemicals used in the product, must self-directed experiment and assessment of the safety of their own products.

PAIR 리더십 프로그램이 부적응 사회복무요원들의 행동변화의지, 대인관계 효능감 및 자기관리에 미치는 영향 (The Effect of the PAIR Leadership Program on the Behavioral Change Will, Interpersonal efficacy, Self-Regulation for the Military Alternative Social Workers Maladjusted)

  • 본 연구는 사회복무요원들의 부적응 개선을 위한 대책으로, 개인특성을 고려한 환경전략의 일환인 PAIR리더십 프로그램이 부적응 인원의 행동변화의지, 대인관계 효능감 및 자기관리에 미치는 영향을 알아보고자 하였다. 이를 위하여 병무청 소속의 사회복무요원들을 중 복무 부적응군 20명과 평균수준의 적응군 16명을 대상으로 PAIR리더십프로그램을 진행하였다. 총 10회가 진행되었으며, 1회당 60분씩 진행되었다. 두 집단 모두 프로그램 시작 전과 종료 후 2회에 걸쳐 행동변화의지 수준, 대인관계 효능감 및 자기조절 수준을 측정하였다. 연구 결과, PAIR리더십 프로그램에 참여한 부적응군은 프로그램 참여 전보다 참여 종료 후에 자신에 대한 행동변화의지 수준, 대인관계 효능감 수준, 자기관리수준에서 모두 유의미하게 증가하였다. 적응군 역시 행인관계 효능감수준과 자기관리수준에서 유의미한 변화를 보였지만 행동변화의지 수준은 유의미한 변화를 보이지 않았다. 본 연구결과는 PAIR리더십프로그램이 복무부적응 사회복무요원들과 적응에게 행동변화의지, 대인관계 효능감 및 자기관리수준을 향상시키는데 효과적임을 시사한다.

  • 본 연구의 목적은 뷰티 전문가의 자기관리가 자기효능감 및 경영성과에 미치는 영향을 실증적으로 분석하여 관계를 살펴보고, 향후 뷰티 전문가들의 자기 관리를 통한 자기 효능감과 경영성과 향상에 도움이 되기를 위함이다. 분석방법은 빈도분석, 요인분석, 신뢰도분석, 상관관계분석, 다중회귀분석 등을 하였고, 그 결과 자기관리와 자기조절감, 도전감 간 상호 정(+)의 상관관계가 나타났고, 자기관리가 경영성과, 환경성과, 고객성과, 시장성과에 통계적 유의하게 정(+)의 영향이 나타났으며, 자기효능감이 직무성과, 환경성과, 고객성과, 시장성과에 통계적 유의하게 정(+)의 영향을 나타나는 것을 알 수 있었다. 따라서 자기관리에 대한 질적 향상을 통해 자기효능감과 경영성과에 기여할 수 있는 계기가 되길 바란다.

The Significance of Professional Subjectivity of a Specialist in Taking into Account Educational and Civilizational Changes in the Information Society

  • A forecast foresight of the conditions for the development of educational affairs in the Information Society of Ukraine is presented, taking into account changes in the technique, technologies, and the socio-social sphere. Unresolved problems in Ukraine regarding the modernization and improvement of the education system by means of informatization are highlighted. The need for further improvement of Ukrainian education by means of informatization is noted. Formulated the main goal of future education. The necessary conditions for the successful development of future education are highlighted. The role and place of the key figure of the teacher in the education of the future is determined. The article highlights the theoretical and philosophical foundations of professional subjectivity of the future specialist. Recently, the world's pedagogical thought has increasingly focused on how to build an educational process so that it brings a sense of happiness to all its participants. It is believed that this is a new management philosophy in general, although its origins are in ancient Greek sources, which claim that only a happy life has meaning and value. It is found out that the professional subjectivity of a specialist is an important professionally significant quality of the individual, which provides a purposeful and optimal implementation of their mental, personal resources for solving professional and life problems, which is manifested in the desire for self-definition, self-determination, self-regulation and self-improvement in professional activities taking into account the information society. The structure of this phenomenon is shown.

영산강·섬진강수계 수변구역 토지매수 우선순위 산정에 관한 연구 -주암호 수변구역을 사례로 - (A Study on the Land Purchase Priority Measurement of the Riparian Areas in Yeongsan and Seomjin River Basin - Focusing on the Riparian Areas of the Juam Lake -)

  • Riparian areas are significant functional grounds for inhabiting ecological system on the river such as the self-regulation of the water quality and the foundation of important corridors. For such functional device to operate, consecutive land purchase scheme that prioritizes targeted areas with high pollutant load rate imposes sustainable development of the ecological riparian belt. The purpose of this study is focused on measuring the methodology for selecting land purchse order before establishing riparian belt in accordance with pollution loading estimation and the basin approach. The Yeongsan and Seomjin river which includes targeted areas of the land purchase have been classified into the large-medium-small(standard basin) influence areas based on their catchment rage, which than sub-divided the research area of Juam lake by 38 small basins and 223 units. Small basins with the high pollution load rates have been assessed as the first prioritized targets. For the second priority, the condition of the point pollutant sources, original area of the targets, original restored area were concerned. The final decision of the land purchase order targeted only those within 50 meter range from the basin. To validate the accumulated data, the on-site investigation went along the targeted zones, which the result shows that all prioritized areas included both point and non-point pollutant sources, and had not a small originally restored areas.

중년여성의 건강증상호소와 피로조절행위 (A Study of Symptom of Health and Fatigue-regulation Behavior in Middle-aged Women)

  • The purpose of this study were to identify a relationship between symptom of health and fatigue-regulation behavior in middle-aged women. The subjects were 241 women living in Seoul and near the city, ranging in ages of 30-59(mean= 42.1 years) being interviewed during the month of Oct. to Dec., 2000. The following questionnaires were utilized in this study: a self reported symptom of health and a fatigue-regulation behavior scale originated from Kwon(1997). The analysis for the data was done by SAS program, t-test, ANOVA, and Pearson correlation. The results of this study were as follows 1. Total mean scores of health status were shown 29.1, physical symptom 17.9 and psychological symptom 11.2. According to symptom of body system were higher in muscular-skeletal sympom 5.5, neurologic symptom 3.5, and digestive symptom 2.7. 2. The mean scores of symptom of health were significantly different in duraion of marriage, status of menstruation, perceived fatigue, perceived cause of fatigue, perceived help of family, hours of sleep. Physical symptom was significantly different in years of educational, status of menstruation, perceived fatigue, perceived cause of fatigue, perceived help of family, hours of sleep. Psychological symptom was significantly different in parity, whether or not having past illness, perceived fatigue. 3. The neurologic symptom was significantly different in years of education, status of menstruation, perceived fatigue, time to rest The respiratory symptom was significantly different in years of education, status of menstruation and hours of physical exercise. The muscular-skeletal symptom was significantly different duration of marriage, status of menstruation, BMI. perceived fatigue, perceived cause of fatigue, perceived help of family. The cardiovascular symptom was significantly different in whether or not having religion, number of children, duration of marriage, number of pregnancy & abortion, parity, status of menstruation, BMI. The digestive symptom was significantly different in whether or not having religion and the number of children. The urologic symptom was significantly different in whether or not having job, type of family, status of menstruation, BMI, perceived fatigue, perceived cause of fatigue, perceived help of family. The score of fatigue was significantly different in number of pregnancy. 4. There were significantly positive relationships in the area of symptom on health, especially fatigue was significantly positive relationships in score of symptom of health, physical symptom and psychological symptom. 5. They choose fatigue-regulation behavior physical rest, method of diversion, management of stress, enough sleep, and psychological rest in order. In the near future, it is required that further studies investigate socio-environmental factors related to symptoms of health and develop programs motivating fatigue-regulation behaviors actively.

지속가능한 자연환경보전계획 수립방향 연구 (Natural Environment Conservation Planning for Sustainable Development)

  • 최근 국토의 난개발이 발생하면서 자연생태계가 훼손되고 있어, 환경부는 기존의 사후관리와 통제중심의 환경정책에서 사전예방과 자율적 환경관리 정책으로 환경정책기조를 전환하고 있다. 자연환경 보전계획은 생태계와 야생동 식물을 보호하는데 초점을 맞추고 있어 국토 전체의 자연환경을 체계적으로 보전하는 데 한계가 있다. 이러한 한계를 극복하기 위해서는 자연환경보전계획의 공간화와 국토 도시계획과의 연계성을 강화하는 것이 필요하다. 이에 본 연구에서는 지자체 자연환경보전계획의 수립실태와 문제점을 진단하고, 그러한 자연환경 보전계획이 국토 도시계획과 유기적인 연계를 확보하기 위해 어떠한 방향으로 수립되어야 하는지 제시한다. 구체적으로 자연환경보전계획의 체계를 개편하는 것이 필요하고, 계획을 매체중심에서 공간환경 중심으로 개편하는 것이 바람직하다. 이를 위해서 도시지역에서는 비오톱지도를 작성하는 것이 바람직하다. 비오톱의 조사내용, 조사방법, 도면화 방법 및 기준이 필요하다. 이와 아울러, 중앙정부와 지방자치단체의 자연환경보전을 위한 합리적인 역할분담 방안을 강구하고, 자연환경보전계획을 효율적으로 수립 추진하기 위한 민관협력체제의 구축방안을 모색하는 것이 중요하다.
