A Study on Introducing Renewable Portfolio Standard(RPS) in Korea (신.재생에너지발전 의무비율 할당제(RPS) 도입 국제비교 연구)

  • Korean government set the goal of 5.6% to use renewable energy in electricity generation by 2011 compared with the current use of 0.13%. To achieve this goal, an innovative plan for market competitiveness would be required in addition to the feed-in-tariff [FIT] which is carried out at present in Korea. As a countermeasure, Ministry of Commerce, Industry and Energy [MOCIE] has taken it into consideration to introduce a Renewable Portfolio Standard [RPS] that is a purchase obligation program as an alternative plan to the FIT. Furthermore, the active renewable energy market may result from and also reversely result in the aid of North Korea with renewable energy. In this paper, we review The RPS in several country cases. Plans, systems, markets and institutionalization for solving efficiency in the area of renewable energy are discussed.

  • Although renewable energy sources are more environmentally friendly than fossil energy sources, it is far more costly, considering current technological standards. It would not present many competitive advantages in the power market. If the renewable electricity is viable in the market, the government should take 'visible' actions to compensate production costs. Popular policies, such as Feed-In-Tariff and Renewable Portfolio Standards, can help to attract investors into generators of renewable electricity. But presently, they are mainly financed through a undifferentiated increase of electricity bills and occasionally confronted with the opposition of the electricity consumers. And most policies tend to focus on increasing the supply of renewable electricity with little consideration toward elevating the motivation of consumers. This study evaluates the potential of environmentally friendly energy consumption and examines the 'green pricing' program which realize the potential.

  • Renewable energy technology development has been carrying out in 11 different areas so far. Many technologies are being applied to the required areas according to its own characteristics. Before launching the development, these technologies have been evaluated by their commercial effect and contribution to energy supply. In this paper, the impact factors enhancing the distribution of renewable energy were developed to select appropriate diffusion regulations for each technology area. In addition, AHP methodology was introduced to investigate priorities of the regulations along with weights of impact factors.

A Study on Perception and knowledge of 'Renewable Energy' of the Elementary School Teachers (신재생 에너지에 대한 초등 교사들의 인식과 지식 연구)

  • The purposes of this study are to investigate the perception of renewable energy technology among elementary school teachers, and confirm whether elementary school teachers have basic knowledge about renewable energy sources, including solar, wind, and tidal power generation. We conducted preliminary interviews to gather information related to other studies about renewable energy. We developed the last interview question about the perception and knowledge of elementary school teachers regarding renewable energy. This study analyzed the transcribed responses of 10 elementary school teachers in Siheung-city, Gyeonggi-do, following 30-minute interviews. The study's findings are as follows. First, elementary school teachers recognize that they are unfamiliar with concepts and they have only shallow content knowledge about renewable energy. And they tended to distorted to other concepts, and analyze to different meanings. Second, elementary school teachers thought that knowledge about renewable energy should be part of a well-rounded education. And they felt positively about solar energy and wind power energy generation but they had a negative view towards tidal power generation because it destroys tideland. Third, teachers tended to confuse solar heat energy and geothermal energy, they tend to think this two energy sources the same. Teachers had generally correct concepts about wind power energy generation. In the case of tidal power generation, elementary school teachers answered mechanically that it is possible on the western sea, and that 'the difference between the rise and fall of the tide' grows. But they could not talk in depth about 'the difference between the rise and fall of the tide' and the force of waves. This suggests that they are answering by simple memorization and without deep understanding.

Analysis of Effects of Building Energy Consumption Characteristics on the Optimization Ratio for New and Renewable Energy Systems (건물에너지사용특성이 신재생에너지시스템 최적화 비율에 미치는 영향분석)

  • This study developed a KRESS program designed to find the optimization ratio for new and renewable energy systems and analyze the effects of building energy consumption characteristics on the ratio. In spite of clear differences in predicted energy consumption and energy consumption by the loads among 18 facilities, the current formula for obligatory supply ratios applies a correction coefficient according to the building purposes based on energy consumption per each unit area in medical facilities and thus reflects no energy consumption characteristics according to the building purposes. The optimization ratio for new and renewable energy systems was the same for all facilities when the correction coefficients by the building purposes and new and renewable energy sources were all applied. When the correction coefficients were not applied, however, the optimization ratio varied according to building energy consumption characteristics. The findings raise a need to test the correction coefficients in order to select new and renewable energy systems that take into account energy consumption characteristics by the building purposes and loads and reflect economy, environmental performance, and technology.

The Structure and Evolution of Renewable Energy Trade Networks in the RCEP Region: Application of SNA Method

  • This paper utilizes social network analysis to examine the structural characteristics and trade dynamics of the renewable energy (hydropower, wind energy, and solar energy) trade network within the RCEP region from 2011 to 2020. The findings reveal: (1) The renewable energy trade network within the RCEP exhibits dynamism, heterogeneity, and an uneven development. The solar energy network is the most balanced and stable, while the wind energy network lags and shows marked fluctuations, with the hydropower network falling between these two. This demonstrates the diversity of energy trade within the region. (2) China, Singapore, and Japan are identified as the key exporting and importing countries, with Vietnam showing substantial growth potential. Individual analyses shed light on the stark disparities in trade status among nations, reflecting the diverse roles and future potential of member countries. (3) The QAP regression analysis reveals a significant influence of environmental pressure, particularly carbon dioxide emissions, on the renewable energy trade network. This study contributes to promoting environmental sustainability and energy security in the RCEP region and provides empirical evidence for global renewable energy trade strategies.

A Study on the Estimation of Optimal ESS Capacity Considering REC Weighting Scheme (REC 가중치를 고려한 최적 ESS 용량 산정에 관한 연구)

  • As the generation of renewable energy increases rapidly, the stability of the grid due to its intermittency becomes a problem. The most appropriate way to solve this problem is to combine and operate the renewable generators with the ESS(Energy Storage System). However, since the revenues of operating the ESS are less than the investment cost, many countries are implementing various incentive policies for encouraging investment of the ESS. In this paper we estimated optimal capacity of the ESS to maximize profits of renewable energy generation businesses under the incentive policy of Korea and analyzed the impact of the incentive policy on the future electric power system of Jeju island. The simulation results show that the incentive policy has significantly improved the profitability of the renewable energy businesses generation business. But the volatility of the net demand has increased as the energy stored in the ESS is discharged intensively at the time of the incentive application.

  • KEPCO was operating power plants with diesel generators in 49 islands including Baekryeong-Do, and the generation capacity was about 66 MW in 2008. The cost of fuel is increasing by the international oil price inflation and continuous rise of oil price is predicted. For the stabilizing of electric power supply to the separate islands, renewable energy and fuel cell systems were considered. Hydrogen is made using renewable energy such as wind power and solar energy, and then a fuel cell system generates electricity with the stored hydrogen. Though the system efficiency is low, it is treated as the only way to secure the stable electric supply using renewable energy at this present. The analytic hierarchy process was used to select suitable candidate island for the system installation and 5 islands including Ulleung-Do were selected. Economic evaluation for the system composed of a kerosene generator, a wind power, an electrolysis, and a fuel cell system was conducted with levelized generation cost based on present value methode. As the result, the necessity of renewable energy combined generation system and micro grid composition in the candidated islands was confirmed. Henceforth, the development of an integration technology which connects micro grid to the total power grid will be needed.

Willingness-to-pay for the Use of Renewable Energy by Experts (신재생에너지분야 전문가의 지불의사액 조사 연구)

  • This study uses contingent valuation method (CVM) to elicit willingness to pay monthly for electricity or heating produced by renewable energy (RE). The experts who participated in the conference of the Korean Society for New and Renewable Energy in May of 2008 were asked to answer the questionnaires: how much would you be willing to pay monthly to receive electricity (or heating) generated by RE? We find some evidence that the respondents have higher willingness to pay for RE electricity than RE heating even if the average electric bills were lower than the heating bills. The respondent who belongs to a large family and has a good opinion of RE tends to show high willingness to pay for both RE electricity and RE heating.

Regional Supply Strategies for Renewable Energy Sources based on Contribution Level of GHG Emission Reduction (신재생에너지의 온실가스감축 기여도에 따른 지역별 보급전략)

  • This study examines the contribution level of greenhouse gas(GHG) emission reduction and installation costs of renewable energy facilities. The GHG emission forecasts and industrial structures in the 16 regions of Korea are then analyzed to identify the proper supply of renewable energy sources for each region. The results show that water power is the most effective and efficient renewable energy source to reduce GHG emissions, followed by sunlight, wind power, geothermal heat, and solar heat, respectively. The 16 regions are then categorized into 4 groups based on their GHG emission forecast and industrial structure: high emission and manufacturing group, low emission and manufacturing group, low emission and service group, and high emission and service group. The proper supply of renewable energy sources for each group is then determined based on the contribution level and cost efficiency of GHG emission reduction.
