지능형 로봇에 대한 안전관리 발전방안 (Development Plan of Safety Management on Intelligent Robot)

  • 본 연구는 지능형 로봇에 대한 이해, 지능형 로봇의 위해성 분석, 지능형 로봇 안전관리 주요현황, 지능형 로봇 안전관리 추진방안 등을 통한 지능형 로봇 안전관리 발전방안을 제시하였다. 본 연구에서 도출된 연구결과는 다음과 같다. 첫째, 지능형 로봇 개발 및 보급 촉진법, 시행령, 시행규칙 등 관련법규에 지능형 로봇의 안전관리를 실질적으로 규제할 수 있는 조항을 신설하거나 별도의 법규를 제정하고, 나아가 윤리 및 안전 관련법규에도 지능형 로봇에 대한 안전관리 관련조항을 신설하는 방안을 추진해야 한다. 둘째, 지능형 로봇에 대한 안전관리를 보장하기 위해 국가적, 국제적인 합의를 통한 '로봇윤리헌장'의 제정이 필요하다. 이와 병행해 인간과 로봇의 공존을 위한 로봇윤리헌장의 대국민 홍보를 통해 일반인들의 지능형 로봇에 대한 안전관리 의식을 유도하고 지능형 로봇의 권리에 대한 이해를 제고하여야 한다. 셋째, 경호경비 관련 업계 및 학계는 지능형 로봇이 경호경비산업에 미치는 중대한 영향을 인식하고 지능형 로봇에 대한 안전관리 및 그 활용방안을 모색하여야 한다. 군사 로봇, 보안 로봇 등 지능형 로봇의 운용, 관리뿐만 아니라 이로부터 인간을 안전하게 보호하는 것도 경호경비의 한 분야로 부각될 전망이므로 이에 대한 적극적인 논의와 대응이 필요하다.

  • The information technology intensive society rapidly moves from manufacturing industry to information technology industry. This paradigm of Robot is depending on intelligent Robot instead of labor. The conventional Robot worked through environmental variation and shift of job. This Robot is unactively response to men's mandate. And, this Robot have had iterative jobs through manipulation of men. But, this intelligent Robot have new technology through society paradigm shift. The outstanding feature of this Robot is perception function and cognition, mobility and manipulation. The definition of original Robot means forceful and tedious, slavery job. This is from robota, robotnick of the Czech Republic. Karel Capek, a playwriter of the Czech Republic use of this letter at 'Rossum's Universal Robots'. Conclusionally, the Chungbuk province is connected with Korea Institute for Robot Industry Advancement of Daegu and Sejong City. This affect mutual growth with local industry and advancement of environment about living life in the Chungbuk.

  • The robotics industry, that is the major industry of the future and one of the new growth power, is actively studied around ETRI, that is the leading under state-run research institute of the advanced technique of U.S. and Japanese and knowledge economy part. And positive and negative and academic circles, the research institute, and the industrial circles communally pursue the intelligent service robot enterprise of a network-based called URC. This network-based intelligent robot does the RUPI2.0 platform and URC environment by the base. Therefore, a stability need to be enhanced in the through this near future when the research for the preexistence vulnerability analysis and security request is needed than the commercialized network-based intelligent robot in order to implement the network-based intelligent robot. Thus, in this paper, we propose the efficient authentication Framework which is suitable for the URC environment.

  • This study proposes an intelligent control of manufacturing robot with dual arm based on neural network for smart factory implementation. In the control method of robot system, the perspectron structure of single layer based on neural network is useful for simple computation. However, the limitations of computation are emerging in areas that require complex computations. To overcome limitation of complex parameters computation a new intelligent control technology is proposed in this study. The performance is illustrated by simulation and experiments for manufacturing robot dual arm robot with eight axes.

주요국의 지능로봇 정책 추진 현황과 시사점 (Status and Implications of Policies on Intelligent Robotics in Major Countries)

  • As artificial intelligence advances, major countries are actively promoting the use of intelligent robots to improve industrial productivity and enhance the quality of life. As robots become more capable of interacting with humans, they are being increasingly integrated into the human realm. Accordingly, major countries are actively implementing policies to lead intelligent robot technology and secure market leadership. We examine the status of policies related to intelligent robots in five countries: United States, China, Japan, Germany, and South Korea. These countries apply 1) government-led intelligent robot policies, 2) investments to secure core robot technologies and promote the convergence of artificial intelligence and robots, 3) programs for research and development on intelligent robots, 4) strengthened human-centered human-robot interaction and collaboration, and 5) ethics, stability, and reliability in the development and use of robot technologies. For Korea to compete with major countries and promote the intelligent robot industry, high-risk, high-performance innovation projects should be prioritized.

  • This research relates to the patent application tendency about the components and modules of the intelligent robot among the robotics industry in which the market is more and more expanded. The patent about the components and modules of intelligent robot was analyzed from not only Korea but also U.S, Japanese and Europe which is called as the 3 pole of patent. By this research the government which supervises the nation's research policy can obtain the objective information of the industrial tendency, so it can establish the investment policy of national research and development. And the researchers can set up the research direction for evasion from patent infringement trouble by obtaining the patent application information. This also shows whether their research can be competitive or not.

A Study on the Improvement of the Intelligent Robots Act

  • The intelligent robot industry is a complex which encompasses all fields of science and technology, and its marketability and industrial impact are remarkable. Major countries in the world have been strengthening their policies to foster the intelligent robot industry, but discussions on liability issues and legal actions that are accompanied by the related big or small accidents are still insufficient. In this study, therefore, the patent law by artificial intelligence robots and the legislation for relevant legal actions at the criminal law level are presented. Patent law legislation by artificial intelligence robots should comply with the followings. First, the electronic human being other than humans ought to be given legal personality, which is the subject of patent infringement. Even if artificial intelligence has legal personality, legal responsibility will be varied depending on the judgment of whether the accident has occurred due to the malfunction of the artificial intelligence itself or due to the human intervention with malicious intention. Second, artificial intelligence as a subject of actors and responsibility should be distinguished strictly; in other words, the injunction is the responsibility of the intelligent robot itself, but the financial repayment is the responsibility of the owner. In the criminal law legislation, regulations for legal punishment of intelligent robot manufacturing companies and manufacturers should be prepared promptly in case of legal violation, by amending the scope of application of Article 47 (Penal Provisions) of the Intelligent Robots Development and Distribution Promotion Act. In this way, joint penal provisions, which can clearly distinguish the responsibilities of the related parties, should be established to contribute to the development of the fourth industrial revolution.
