The Advent of the global information structure and the do-called digital revolution raise countless new issues and questions. There are no limitations regulating the expressions on the cyberspace due to internet's of quality anonymity\ulcorner diversity\ulcorner spontaneity. Therefore, the freedom of speech is expanded in both areas of time and space, which was impossible with the old communicating system. The rapid development of the internet may not have occurred without techniques of linking and framing, which provide users flexible and easy access to other website. These techniques have enabled internet users to navigate the internet efficiently and sort through the products, services and information available on the internet. Although online technology raises many new legal issues, the law available to help us resolve them, at least today, is largely based on the world as it existed before online commerce became a reality. Thus the challenge is to predict how these new legal issues may be resolved using the current law. Especially, the damage from the above side effects on the cyberspace can be much more serious than in the real world because of promptness, wideness and anonymity. Therefore, regulating and controling the freedom of speech on the cyberspace became needed, and there are two kinds of opinion; one is that the laws in the real world should be applied for the cyberspace and the other is that regulating and controling the freedom of speech on the cyberspace should be performed by the users of cyberspace not by laws because the cyberspace is a free space and must not be interfered. In this study, the current judicial regulation of cyberspace, the side effects of cyberspace and the limitations of the freedom of speech are studied to solve the above problems with speech and the liabilities of on-line service providers are discussed around defamation the distribution of obscene pictures and information, and infringement of copyright.

Owing to the digital revolution, Internet Commerce and Electronic commerce, revolutionize the way of doing business and making payment. The entrance of the Internet has a prominent for spread of Electronic Commerce and those phenomenons will result in paperless trading and cashless trade. By virtue of Internet, an increasing share of business transactions occurs online. Electronic payment is essential for the smooth progress of the electronic commerce as electronic payment plays the important role in the electronic commerce, that is, the value transfer restyling from the electronic commerce. Traditionally international settlement systems such as letters of credits, remittance and documentary collections operated as important and poplar method of payment, Now, information technology has made it possible to pay for the sale of goods and services over the internet. In international trade, there are service providers (bolero, TradeCard, BeXcom) to settle payment electronically through the Internet. The purpose of this study is to Conduct comparative analysis with approach manner functional respect systematic respect, role. It is shown which the Electronic payment system is better. In this study, the author attempts to find the problems is (bolero, TradeCard, BeXcom) and solutions in switching from the documentary payment system to the electronic one. This conclusion of this study can be summarized as followings. In resoect of the law, bolero should seek to prevert the users from being treated unfairly due to multilateral agreement on Rulebook. TradeCard, BeXcom do not have the proper law that users are governed. so far as the practice problems concerned, stability of computer's operation and security of message interchange should be warranted and improved continuously. Through the standardization of the electronic document and the development of software, the examination of the shipping occuments must be done automatically. Bolero should induce more banks to take part in Bolero, and make the carrier the cost and time in managing the traditional document which will be used for the time being. In respect of information technology and security, to deduce the risk in the electronic settlement system and positively uses the global authentication guideline(Identrus).

The introduction of smartphone caused the most revolutionary change in the domestic telecommunications market after the digital revolution. However, due to the saturation of the local market, it is expected to post negative growth in 2016 and the sales of national communication carriers is in stasis. Thus, the smartphone industry is starting to shift its marketing efforts to secure the silver generation who still has room for increase in the rate of smartphone usage. As the silver generation has physical limitations and differences in needs, the marketing strategy based on the smartphone utilization is not appropriate. This study suggests the new silver generation, who has high income level and similar characteristics to the younger generation, as the new customer segment for smartphone. We analyze the effects of the major variables of UTAUT on smartphone use, as well as examine how these relationships differ between the new silver and the net generation. We verified the hypotheses using a survey with 309 smartphone users. The research findings supported the hypotheses regarding the effects of performance expectancy, effort expectancy and facilitating conditions on smartphone use, but did not support the hypothesis on the effect of social influence. The result of the group comparisons showed that both generation have similar characteristics on innovativeness and cognitive absorption, but the moderating effect of age on performance expectancy, effort expectancy and use is stronger in conjunction with the new silver generation. The study results are expected to be used in establishing a marketing strategy for the new silver generation.

With the technology of the 4th Industrial Revolution integrated into the industry as a whole, digital transformation (DT) is becoming an innovative and essential element of corporate survival in the fashion industry, and it is expected that the paradigm shift in shopping will become an unavoidable reality, especially based on the AR. Therefore, in this study, the characteristics of augmented reality were presented separately as perceived realism, interaction, pleasure, and usability, and the influence of augmented reality by immersion parameters on the user's satisfaction and intended to reveal the relationship between satisfaction and usage through the characteristics of augmented reality. For the purpose of this study, a structured questionnaire was conducted, and the available 209 responses were collected and used for empirical analysis. The results of the empirical analysis are as follows. First, while immersion has the greatest effect on satisfaction, the effect on use intention has a stronger effect on satisfaction than immersion. This indicates that purchase occurs when the user's immersion leads to satisfaction, and when the satisfaction falls, the intention to use is also lowered. Second, interactivity, enjoyment, and ease of use among the various characteristics of fashion applications have a positive effect on immersion. Among them, ease of use had a strong effect on immersion. In light of this, it can be seen that ease of use should be considered first when creating an application based on augmented reality in the future fashion industry. However, the perceived reality is low in the degree of immersion, and the effect on satisfaction is also lowered, so it is difficult to be connected to intention. Considering that this study was conducted through indirect experience through video viewing, this study expects the development of research through a more practical research model in the future, as the impact is considered to be a relatively low measurement.

RFID(Radio Frequency Identification) which is emerging from a change in digital convergence paradigm and recently rapidly advancing throughout the overall society is the core technology based on Ubiquitous network. In other words, This is a technology to identify the information of the object and recognize the situation by attaching electrical tag to an object and using Reader that can read the information of the object. With the emergence of the technology, it has turned the existing maintenance of the product into the network and intelligence of the product control by using the bar cord to maintain the product and will lead a revolution throughout overall society by affecting the fields of distribution and product maintenance as well as those of medicines, chemicals and food which the electrical tag can be attached to. his paper shows that utilizing the Bluetooth which is a local wireless telecommunication in the standalone imbedded system can implement the piconet configuration among the Readers and the data telecommunication with the main server.

Two of the most important topics of the 21st century are ensuring harmony between man and his environment and the emerging long-tail economy in which niche markets are becoming increasingly more important. Since the Industrial Revolution in 17th century, human beings have increasingly exploited the world's natural capital, such as the natural environment and its ecosystems. Now the world is facing limits to sustainable economic growth because of limits to this natural capital. Thus, most countries are beginning to adopt a new development paradigm, the so-called"Green Development Paradigm" which pursues environmental conservation in parallel with economic growth. Recently, the Korean government announced an ambitious national policy of Low Carbon & Green Growth for the next six decades. This is an important step that transforms the existing national policy into a new future-oriented one. The fisheries sector in particular has great potential for making a substantial contribution to this national policy initiative. For example, the ocean itself with its sea plants and phytoplankton has an enormous capacity for fixing carbon, and its vast areas of tidal flats have a tremendous potential for cleaning up pollutants from both the sea and the land. Furthermore, the fishing industry has great potential for the development of fuel-saving biodegradable technologies, and a long-tail economy based on digital technologies can do much to promote the production and consumption of green goods and services derived from the oceans and the fisheries. In order for this potential to be realized, the fisheries authority needs to develop a new green-growth strategy that is practical and widely supported by fishing communities and the markets, taking into account the need for greenhouse gas reduction, conservation of the ocean environment and ecosystems, an improved system for seafood safety, the establishment of strengthened MCS (monitoring control surveillance) system, and the development of coastal ecotourism. In addition, fisheries green policies need to be implemented through a well-organized system of government aids, regulations and compensation, and spontaneous (voluntary) orders in fishing communities should be promoted to encourage far more responsible fisheries.

Through the 4th Industrial Revolution, various digital equipments are being distributed, and accordingly, the importance of data processing is increasing. As data processing has a great effect on the reliability of equipment, its importance is increasing, and various studies are being conducted. In this paper, we propose an algorithm to remove AWGN in consideration of the noise in the image. The proposed algorithm is used in the filtering process by inferring the standard deviation of the image noise. The noise is removed by dividing the filter for the high frequency component and the filter for the low frequency component compared with the standard deviation of the filtering mask. The proposed algorithm is simulated with the existing methods for evaluation and compared and analyzed by difference image, PSNR and profile. The proposed algorithm minimizes the effect of noise and preserves the important characteristics of the image and shows the performance of efficient noise removal.

This study aims to explore the problems of the VR content industry, which is the core of the newly emerging fourth industrial revolution and convergence new industry, and to find alternatives to solve them. Through in-depth interviews with experts, we collected elements that impeded the development of VR content industry. As a result, the simplification of the VR simulator's content changes, the regulation of the VR simulator was newly established within the Game Industry Act, and the diversification of the input amount were the reasons. Simplification of deliberation provides the basis for new platform business. The new law is to reflect the characteristics of VR content properly and to avoid unnecessary regulation by existing laws. The adoption of various input methods is intended to actively expand the market for new industries. This study is expected to contribute the safe ecosystem by reviewing the factors that impede the development of the new industry as suggesting alternatives.

In the modern society, the use of digital equipment is increasing along with the 4th industrial revolution, and the importance of image and signal processing is increasing. At the same time, research on noise reduction is being actively conducted. In this paper, we propose a switching filter algorithm for random-valued impulse noise cancellation. The proposed algorithm obtains the threshold value by determining the noise level present in the image, and threshold value is compared with the difference between the input pixel value and the reference value, and is used in the weight switching process of the filter. The final output of the filter is estimated by applying a pixel weight and a modified weight median filter according to the switching, and obtains a final output by comparing the estimated value with the input pixel value. To evaluate the performance of the proposed algorithm, we compared it with the existing methods using simulation and PSNR.
