This study is intended to propose a systematic procedure for the development of the reliability-based seismic safety and cost-effective Performance criteria for design and upgrading of long span PC bridges. In the paper, a set of cost function models for life cycle cost analysis of bridges is proposed. The total life cycle cost functions consist of initial cost and direct/indirect damage costs considering repair/replacement costs, human losses and property damage costs, road user costs, and indirect regional economic losses. The damage costs are successfully expressed in terms of Park-Ang median global damage indices and damage probabilities. The proposed approach is successfully applied to model bridges in both regions of a moderate seismicity area like Seoul, Korea and a high one like Tokyo, Japan. It may be expected that the proposed approach can be effectively utilized for the development of cost-effective performance criteria for design and upgrading of various types of bridges as well as long span PC bridges.

This study is intended to propose a systematic approach for reliability-based assessment of life cycle cost (LCC) effectiveness and economic efficiency for cost-effective seismic upgrading of existing bridges. The LCC function is expressed as the sum of the upgrading cost and all the discounted life cycle damage costs, which is formulated as a function of the Park-Ang damage index and structural damage probability. The damage costs are expressed in terms of direct damage costs such as repair/replacement costs, human losses and property damage costs, and indirect damage costs such as road user costs and indirect regional economic losses. For dealing with a variety of uncertainties associated with earthquake loads and capacities, a simulation-based reliability approach is used. The SMART-DRAIN-2DX, which is a modified version of the well-known DRAIN-2DX, is extended by incor-porating LCC analysis based on the LCC function developed in the study. Economic efficiencies for optimal seismic upgradings of the continuous PC segmental bridges are assessed using the proposed LCC functions and benefit-cost ratio.
Flood disasters have been recently increasing worldwide due to climate change and extreme weather events. Since flood damage recovery has been conducted as a common coping strategy to flood disasters in the Republic of Korea, it is necessary to predict the regional flood damage costs by rainfall characteristics for a preventative measure to flood damage. Therefore, the purpose of this study is to present the regression functions for human and economic flood damage assessments for the 7 metropolises in the Republic of Korea. A comprehensive regression analysis was performed through the total 48 simple regression models on the two types of flood damage records for human and economic costs over the past two decades from 1998 to 2017 using the four kinds of nonlinear equations with each of the six rainfall variables. The damage assessment functions for each metropolis were finally selected by the evaluation of the regression results with the coefficient of determination and the statistical significance test, and then used for the human and economic flood damage assessments for 100-year rainfall in the 7 metropolises. The results of this study are expected to provide the basic information on flood damage cost assessments for flood damage mitigation measures.

This study is intended to propose a systematic approach for determining optimum Life-Cycle Cost (LCC)-effective seismic design for continuous PSC bridges considering lifetime expected seismic risks. In the paper, a set of cost function for LCC analysis of bridges is proposed. The total LCC functions consist of initial cost and direct/indirect damage costs considering repair/replacement costs, human losses and property damage costs, road user costs, and indirect socio-economic losses. The damage costs are expressed in terms of Park-Ang median global damage indices (Park and Ang, 1985) and lifetime damage probabilities. The proposed approach is applied to model bridges of both moderate seismicity regions like Korea and high seismicity regions like Japan. Since, in case of bridges, a number of parameters may have an influence on optimal target reliability, various sensitivity analyses are performed in this study. It may be expected that the proposed approach can be effectively utilized for the development of cost-effective performance criteria for design and upgrading of various types of bridges as well as continuous PC bridges.

This study is intended to propose a systematic and practical life cycle cost(LCC) model for the development of the reliability-based seismic safety and cost-effective performance criteria for design and upgrading of long-span PC bridges. The LCC models consist of five cost functions such as initial cost, repair/replacement cost, human losses, road user cost, and indirect losses of regional economy. The proposed model Is successfully expressed in temrs of Park-Ang damage indices and life cycle damage probability obtained from SMART-DRAIN-2DX which is an existing algorithm for nonlinear time history analysis. The proposed LCC model is successfully applied to a viaduct constructed by PSM, in Seoul. Based on the observations, the proposed systematic procedure for the formulation of LCC model may be useful for the development of the reliability-based seismic safety and cost-effective performance criteria for design and upgrading of long-span PC bridges.

This study is intended to propose a systematic procedure for the development of the conditional assessment based on the safety of structures and the cost effective performance criteria for designing and upgrading of bridge structures. As a result, a set of cost function models for a life cycle cost analysis of bridge structures is proposed and thus the expected total life cycle costs (ETLCC) including initial (design, testing and construction) costs and direct/indirect damage costs considering repair and replacement costs, human losses and property damage costs, road user costs, and indirect regional economic losses costs. Also, the optimum safety indices are presented based on the expected total cost minimization function using only three parameters of the failure cost to the initial cost (${\tau}$), the extent of increased initial cost by improvement of safety (${\nu}$) and the order of an initial cost function (n). Through the enough numerical invetigations, we can positively conclude that the proposed optimum design procedure for bridge structures based on the ETLCC will lead to more rational, economical and safer design.

This paper estimates electrical fire damage cost-effect to analyze electrical safety efficiency by applying a cost-benefit analysis method for analyzing the efficiency of a business public interest. Electrical fire loss statistics data was presented as direct costs and casualties, including deaths due to an electrical fire, this paper adds overhead "Incidental Cost of Accidents to the Employer" by W. H. Heinrich was applied to estimate the cost of economic loss. Also wounded, including the loss of human deaths by referring to the car accident insurance claims costs and human development estimated the losses caused by an electrical fire. And to perform a cost-benefit analysis of the electrical safety as a result of future work. In this paper, the economic effect of the electric field of safety and public interest work to systematically presented.
In this study, the plan to construct a disaster information categorization system that can be objectively and efficiently performed was suggested in order to perform disaster management task systematically. Recently, the damage of natural disasters is gradually growing larger and faster, increasing the economic loss. Especially, as for the domestic storm damage, the damage from strong wind was found to be greater than the damage from torrential rain. Also, strong wind was found to be inflicting a great damage on human life, property and agricultural crops, so the necessity to study damage restoration from strong wind is increasing. Nevertheless, the damage items categorized in the domestic disaster year book are often comprehensive or unclear in criteria, and thus fail to reflect items or matters due to actual disaster damage. It is difficult to aggregate damage accurately such that it does not correspond to the national compensation scope or the damage amount is calculated according to subjective judgment of the investigator in charge. As such, if the disaster information management is inadequate by not applying accurate categorization criteria from damage amount calculation, there can be an issue with fairness when paying the damage support aid. Therefore, this study suggested a categorization plan for objective and efficient execution of disaster information management task in order to resolve such issues. It is expected that quick and efficient execution would be possible in disaster information management and task procedure domestically by constructing systematic categorization system related to disaster information.
It is important to select a risk based priority area for environmental policy formation and decision-making. We estimated the health risks and associated damage costs from exposure to fine particles and assigned priority areas for twenty -five districts in Seoul. In order to estimate the theoretical mortality incidence of the health risk, baseline risks were estimated from mortality rates in two low level areas of fine particles, Seocho Gu and Cheju city To estimate the damage cost from the risk estimates, we investigated and estimated the willingness to pay (WTP) for specific risk reduction. We assumed two different locations as the reference area, Cheju city as Scenario I and Seocho gu as Scenario II. From the results, the five districts, Kwangjin, Chungnang, Kangbuk, Nowon, and Kangnam, ranked high in the categories of both health risk and economic risk. Damage costs were over twenty billion won in each of these districts. As there are uncertainties in these results, the parameter values such as PM$_{2.5}$ level, dose -response slope factor, baseline risk, exposure population and WTP should be continuously validated and refined.d.

Proposing a method for the estimation of the social cost for global warming impact (external cost) is the aim of this paper. Both the endpoint approach and conjoint analysis were applied to estimating the social cost for global warming. The endpoint approach was used to assess the damage on the safeguard subjects by global warming due to the emission of greenhouse gases into the atmosphere. The conjoint analysis was used to estimate the economic values for safeguard subjects which measure the social preferences and willingness to pay (WTP) on safeguard subjects. The economic values of human health and social asset were estimated at 62,261,700 Won / DALY (yr) and 10,000 Won / 10,000 Won, respectively. Moreover, cost factors of GHGs were calculated by multiplying the damage factor which is quantified the unit damage on safeguard subject and the economic value. In the case of CO$_2$, the cost factor was calculated at 13.52 Won / kg (13,520 Won / ton). External cost of products or services can be calculated by multiplying the GHG inventory result of products or services by the cost factor of each GHG. inventory.
