시내외 전화서비스 가격의 최적결정에 관한 실증연구

  • The purpose of the present study is to build a model to determine the structure of long-term quasi-optimal rates of local and toll telephone services. The outline of this study is as follows : Telephone business, providing social goods, is capital-intensive industry which needs huge fixed cost to operate exchanges and telephone networks nationwide. The nature of above industry justifies the market structure of telephone business to be natural monopoly and makes a good reason for government's direct regulation, that is, price regulation. Three is a gap between the present rates and the quasi-optimal ones because some administrative processes intervene in rate making process before execution. On the above diagnostic basis, the present study made an empirical test for the optimality of present rates structure in connection with Ramsey-Boiteux model to maximize the sum of producer's and consumer's surplus and also the current study proposed a qusasi-optimal rates structure for better market performance. From the empirical analysis, we can deduce a policy recommendation the local price should be increased to 47% whereas toll price decreased to 24% in order to improve the net welfare worth of 32.6 billion won.

A Fast Authentication based on Hierarchical Key Structure for Roaming Mobile Nodes Between Domains (모바일 네트워크에서 로밍을 위한 계층적 인증 방법)

  • This paper proposes a fast authentication scheme based on hierarchical key structure (HiFA) for roaming mobile nodes in both intra-domain and inter-domain. The full authentication procedure standardized in IEEE 802.11 and 802.16 is difficult to be applied to a handover since it needs a heavy operation and long delay time during a handover. Though a number of schemes were proposed to solve the problem, the existing schemes might degrade the security of authentication or impose heavy administrative burden on the Pome authentication server. The main contribution of this paper is to reduce the communication and computation overhead of the home authentication sewer without degrading the security strength of the fast roaming authentication using hierarchical authentication key structure. The proposed scheme iii this paper decentralizes the administrative burden of the home authentication server to other network entities such as a local authentication server or access point and supports the security separation of the authentication key among local authentication servers using hash key chain.

  • This paper is to examine the relevance of banarptcy Costs (BC) to Capital Structure with three related purposes: whether or not BC are trival,, a proxy methodology for estimating BC, the present value of expected BC vs tax benefits' trade off. For these purposes, the samples includes 19 industrial firms which went bankrupt over period 1970-78 and secondly seven large Companies which went bankrnpt recently in the U.S. The results are quite strong that BC are not trival. In many cases they exceed 20% of the value of the firm measured just prior to bankruptcy. Direct BC are explicit and administrative costs paid by debtor in reorganization/liqaidation process. Indirect BC are essentially defined as unexpected losses and estimated in two way: a regression method and security analyst's forcasts. The present value of expected BC for many of the bankrupt firm is found to exceed the present value of tax benefits from leverage. This implies that firms were overleveraged and that a potentially important ingredient in the discussion of optimum capital structure is indeed the BC factor. Therefore, BC are relevant to the cost of capital structure decision and should he considered seriously.

A Study on the appropriateness of Public Facilities Scale (기능전환에 따른 동사무소 공간의 적정규모에 관한 연구)

  • With the changing consciousness of community people and the rising standard of living, there has recently been an emphasis on the creation of public facilities' new functions and their role as local community facilities. This changing trends are accordingly requiring a change in spatial structure of the public facilities. In this study, an analysis was conducted with 24 public facilities situated in the Buk-gu district of Daegu to identify the adequacy of their space scale after functional variation. The results of this study are summarized as follows. 1) The site area of public facilities has been being widened after functional variation since more spaces are needed to provide an outdoor resting space with community people, expand a parking space, and operate a community center. 2) The factors that had a direct effect on the change in the use of space are the reduced space for administrative work and the expanded scope of the community center's function. Specifically, the areas of activities for civil service and administrative work and for reserve forces have been reduced due to reduction of function, and floor division by each function group has been becoming stricter due to addition of a community center's function. 3) It was shown that in terms of the space for functions of public facilities, spaces for civil service and waiting have increased mostly after function variation. After functional variation, the scale of spaces for civil service and administrative work has been being planned within the range of $200\~300 m^2$, regardless of the number of population to be covered by public facilities. 4) The space for public use is showing the greatest increase in public facilities which have been built after functional variation. The major factors seem to be the increased moving passages, the expanded convenient facilities for community people, and the increased convenient facilities for disabled. Facilities scale plans have been being made more systematically, compared to the conventional facilities.

  • SIARD_KR is an administrative information dataset preservation tool. It is a partially modified version of SIARD, technology used for long-term preservation of relational databases developed by the Swiss Federal Archives, to suit Korea's situation better. Previous studies have focused on how SIARD is able to effectively extract all data contained in the relational database without loss. However, not all data contained in the database is meaningful information, that is, an administrative information dataset. This paper began, therefore, with the awareness of the problem of whether SIARD_KR reflects the characteristics of the administrative information dataset. SIARD_KR is not only a tool for extracting data stored in the DB. We want to see if it is capable of identifying and extracting only meaningful information, and maintaining meaningful information, even if it is separated from the original system. The purpose of this paper is to analyze the structure of SIARD_KR, identify expected problems, and suggest improvement measures for them.

  • 이 글은 영국, 독일 및 프랑스의 간호원제도에 관하여 종래 조사된 것을 정리 취합한 것이다. 각 국의 간호원제도를 기술함에 있어서는 주로 법제, 간호원의 종류와 수, 자격요건, 양성제도, 근로조건, 근로사정의 항목으로 나누고 다시 그 주 항목을 적절히 세 항목으로 분할하였다. 국가별 항목별에 있어서 그 설명에 약간의 차이가 생긴 것은 각 국에 대한 자료수집상의 제약 때문이며 부득이한 일이었다.

Is It Necessary for Government to Recruit Professional Social Welfare Workers? (사회복지 전담 공무원 제도 과연 필요한 것인가?)

  • This paper is to provide the legitimacy of the recruit system of professional social welfare workers in public sector with government by analyzing the evaluation results of the supervisors. In order to evaluate the public welfare workers recruit system, 500 supervisors are selected randomly from the universe of 2,880 supervisors working in the public welfare field. They are not a professional social worker, but an administrative supervisor in hierarchical structure. Among them 302 supervisors give their views on the recruit system, social welfare workers' job achievement, job attitude, ability, and professional values. They assess the workers' job achievement very positively, which are affected by job attitude, ability, and professional values. They agree that it is very valuable to exist the recruit system of professional social welfare workers in public sector, because it has contributed to increasing the workers' job achievement level in the public welfare field. This study concludes that it is successful to adopt the recruit system of social welfare workers in public sector, and suggests that the system be developed further in public welfare field. Besides, this paper insists that professional public welfare workers recognize that they are one of the members of the organization and they work together with administrative staffs.

A Study on the Economic Evaluation of Thermal Spray Methods for the Corrosion Protection of Steel (금속용사 방식공법의 경제성 평가에 관한 연구)

  • Generally, as corrosive protection processing of a steel structure, zinc galvanizing and heavy duty coating paint are applied. However, zinc galvanizing has the difficulty of restriction of a size, or on-site construction. Moreover, heavy duty coating paint has a problem with many administrative and maintenance expenses with short problem of adhesion, corrosion generating of a damage portion, and maintenance management cycle. In this study, a salt water spray test, CASS test, and the electrochemistry examination were carried out for the thermal metal spray method of construction for corrosive protection performance evaluation. Moreover, the corrosive protection life of a thermal metal spray method of construction was quantitatively calculated on the basis of this experiment. in consideration of LCC, the economical efficiency of a general corrosive protection method of construction and a thermal metal corrosive protection method of construction was compared. Consequently, although initial construction expense was estimated 16 to $30\%$ high, as for a thermal metal spray method of construction, it turns out that the administrative and maintenance expenses for 100 years became cheap 9.3 to 13 or more times.

Delay Factor Analysis of Public Project Based on System Dynamics (SD를 이용한 공공 프로젝트의 지체요인 분석)

  • The purpose of this study is to find what causes make public projects hold off, going beyond the planned deadline and budget. Using System Dynamics(SD) and their derivative Urban Dynamics(UD) models, it intends to analyze major feedback loops based on VENSIM and to simulate them with STELLA software, all of which are interrelated with various causes of project delay. To prevent or ameliorate project delay, first of all it advises to focus on endogenous delaying factors not exogenous ones. These factors either reinforce or balance certain loops in complex causal structure, In the case example on the Cremation Building Project in Cheongju, Residents’ participation demand make negotiation put off and delayed negotiation reinforces administrative-expediency planning in order to observe a time limit, on the other hand, once building consensus, it increase both the level of planning performance and public trust. In the meantime, the real planning process used to neglect residents opinions and manage public grievance only through compensation, he a result of simulation, visible fruit of negotiation in the initial phase seems to be not satisfactory owing to funds and time consumed, but after reaching an mutual agreement among stakeholders, planning performance is effective and strategic than administrative-expediency planning viewed in both financial and time angle. It proposes to devise specific tools schematizing project implementation. In order to upgrade the quality of project management, it recommends for planners to adopt key concepts based on SD/UD diagrams and causal loops, which would contribute to enriching Planning abbots.

Coproducing Quality Performance Information Through Institutional Design: Proposal for a Data Exchange Structure

  • Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.
