  • Paris has one of the world's oldest metropolitan railway systems and was also a pioneer when it introduced the RER in the 70s. With planning objectives comparable to the GTX, the RER aimed at serving outer suburbs while fully crossing the city center at higher speeds than the Metro. Maybe more relevant is the comparison between the planned Grand Paris Express and GTX projects, in terms of their planning ambitions and their development framework. This article will introduce the main planning ideas behind the Metro and the RER in Paris, and try to draw relevant comparisons with the GTX plan. It will also present the plans and financing framework for the Grand Paris Express and compare it with the BTO scheme contemplated for GTX, and draw some recommendations for successful implementation.

  • Seohae Grand Bridge is a part of the new West Coast Highway(353km) under construction, which connects Inchon and Mokpo. It is the longest bridge in Korea (7.31 km), and has 97 spans of 60m each precast segmental approach bridges, 2 main spans of 165m each free cantilever segmental bridge(500m), and 1 stay cable bridge of 990m In total length. During the seven year long construction period, many new construction technologies and methods were utilized for the first time in Korea, and gave invaluable opportunities to experience and master these in completing the project on time with safety and precision. I am proud of being a member of this project, and wish to express deep appreciations to those who participated in the project.

  • The fundamental objects of the Korean Grand Canal (KGC) Project are the rehabilitation(or restoration) of river corridor ecology, improvement of river water quality, reduction of flood damages, countermeasure of the huge rise in energy price and the high discharge of $CO_2$ due to the vast use of energy for highway logistics. The other important objects, like an increase of water in the river channel, are to provide people with the pleasure of seeing the water and intimacy (touchiness) with it, an increase of flood controllability, effects of dilution of river pollutants, dredging out sedimentary pollutant from the river bottom, the function of infrastructure to pare down the logistics (distribution) costs, and the opportunity to expand tourism. These kinds of fundamental concepts must be evaluated as future values in Korea and elsewhere.

  • This study used meta-analysis to synthesize the effectiveness of the project approach. After reviewing 51 studies, we analyzed the effect size of 119 articles published between 1990 and 2002 using SAS 8.2 program. The grand average of the project approach effectiveness was 1.03. This implies that the experimental group that employing the project approach is more effective than control group by the 35 percentile. We also found that the project approach is more effective for preschool children group (1.21, 89%) than for the elementary school children group (0.88, 81%). Specific variables regarding the effectiveness of the project approach were analyzed and its consequences were discussed.

  • Major nations undergone grand national strategy regarding Eurasia such as China's One Belt and One Road Strategy and Korea's Eurasia Initiative owing to Eurasia's regional importance. Korea's Eurasia Initiative aims to make one continental, creative continental, peaceful continental with intra-Eurasian nations as grand national strategy is based on creative economy, undertaken by President Park's Government for the future of Eurasia after the Northeast Asian logistics hub strategy. Eurasia Initiative includes logistics network project as an important one which consists of Eurasia Friendly Express, Rajin-Hassan logistics project, the Arctic Ocean route project and Rail transport network project. The success of Eurasia Initiative depends on North Korea. The purpose of this paper is to contribute to the improvement of prompt logistics network by networking main rail transport and other transports such as inland waterway transport and air transport by studying the current situation of Eurasia Express project, including rail transport network and the efficient methods of Eurasia logistics. The efficient methods of rail transport network under the Eurasia initiative are construction of multimodal logistics network connected with rail, international cooperation for logistics standardization in Eurasia, Eurasia nations' subscription of logistics-related conventions and projects performance based on these conventions, etc.

  • This study explores how major Korean television evening news report, interpret and evaluate the Korean Grand Canal Project(KGCP). For this research, 488 news clips regarding the KGCP are selected among the MBC, KBS and SBS daily evening news. As a result, the findings are as follows: First, the ratios of analyzing reports for MBC, brief reports for KBS, and straight news for SBS are outstanding. At the same time, the three news companies show that they are against the KGCP through the reporting attitudes. However, the most frequently broadcasted news frames is the authoritative political execution for both MBC and KBS, and the political agenda for SBS news respectively. In terms of the most frequently interviewed group for all three news is the government and ruling Grand National Party; they are the most favor of the authoritative political executions and the political agenda news frames. However, the NGO groups and the opposition parties which are against the KGCP support "Process" in terms of the frames activity. Finally, MBC speaks out the frame activity of "Process", supporting the political opposition parties and NGO groups. On the country, both KBS and SBS speak up the government and ruling party, supporting the KGCP, stressing frame activity of "Aspiration". This it concludes that both KBS and SBS are short of the social responsibilities as a social media mediator for the social disputes between the government and the NGO groups, including opposition parties.

  • This paper reports an effort to construct a grand-scale Korean thesaurus that can be used for enhancing retrieval performance in various fields. This thesaurus is currently being used for indexing and retrieving purpose and new terms are being added to it. As the new demands on retrieval performance increase in Korea, developing a grand-scale ontology appears to be necessary so a project is undertaken to transfer the current thesaurus into an ontology system. The paper describes how the thesaurus is constructed and prepared to be the base for an ontology system.
