The Evaluation of the Information Service and Community Factors in Korean Public Websites (공공 웹사이트의 정보서비스 및 커뮤니티 요소 평가 -한국 관공서, 군, 경찰 홈페이지를 중심으로-)

  • This paper proposes that we need a simpler method for developing the Website strategy for public institutions. The research objectives are threefold: (1) A model that relates to the monitoring of Website strategy in the public sector is proposed. The model includes basic dimensions and a $2{\times}3$ matrix that is a simplified version of the Mohammed et dl.s Marketspace Matrix. (2) The model is tested empirically with a sample of 56 Websites selected from govemment agencies, military organizations and police stations in Korea. (3) The effect of dimension/factors on the innovation level is tested. A special attention is paid to online attracting that is important for public institutions which usually do not use offline advertising aggressively. Results from regression analyses show that main dimensions (Marketing Drivers and relationship Stages) and three factors (Basic Information, Support Information, and Participation) in the matrix are all significantly influential on the innovation level, but the Attracting is not. Colorful designs and attracting features of a homepage have not necessarily anything to do with innovation. This message can offer a good piece of advice for managers of Websites.

A Case Study of CALS Planning Process on Public Administration Sector: A Case of Firm C (공공행정 기관의 CALS 계획수립 사례 연구: C 사의 사례)

  • CALS has been a hot issue in the industry related to the information technology in order to achieve the strategic competitive advantage, especially in the field of logistics and manufacturing firms. Nonetheless, while there is an abundance of literature advocating the strategic role of the concept in the field of logistics and manufacturing firms, little attention has been given to the planning process to be applied to public administration sectors. This research conducts a case study on Firm C, which is one of the government institutes, investigating its planning processes for which CALS concept should be applied. Based on the analysis of the document and interviews with the author, by applying information system planning and value chain models, this paper concludes that CALS concept can be successfully applied to the public administration sectors likewise industry sectors.

The Extent of Ordinary Classrooms Teachers' Knowledge and Perception of Attention Deficit Hyperactivity Disorder (ADHD)

  • The present study aimed to investigate the extent to which ordinary classrooms teachers are informed are familiar with Attention Deficit Hyperactivity Disorder 'ADHD'. The researcher adopted the descriptive approach. The sample of the study consisted of (89) male and female teachers who teach students from grade (1) to grade (6) at public primary schools in Northern Mazar Directorate of Education in Jordan. A questionnaire was employed as the primary tool for collecting the data. The findings of the current study indicated an average level of knowledge of ordinary classroom teachers about ADHD. The findings also indicated that there were no statistically significant differences in the extent of ordinary classroom teachers' knowledge of ADHD due to the variables (gender, qualification, professional experience, grade level being taught).

  • Nowadays, the disabled are increasing because of industrial injuries and traffic accidents. The attention of the disabled is flourishing along with growing concerns about social participation of tile disabled. The purpose of this study is to investigate the interior design factors for the disabled in public libraries. Four public libraries in seoul since 2000 were investigated. The findings of this study are as follows: The legal items are adequate. But many recommended items are inadequate. Generally, moving facilities are adequate, but direction and refuge facilities are inadequate. Cubicle and lending table are inaccessible for the disabled.

Using the GA in the Public-Transportation Route-selection Process

  • As the applied fields of GIS are expanded to the transportation, developing internet-based applications for transportation information is getting attention increasingly. Most applications developed so far are primarily focused on guidance systems for owner-driven cars. Although some recent ones are devoted to public transportation systems, they show limitations in dealing with the following aspects: (i) people may change transportation means not only within the same type but also among different modes such as between buses and subways, and (ii) the system should take into account the time taken in transfer from one mode to the other. This study suggest the framework for developing a public transportation guidance system that generates optimized paths in the transportation network of mixed means including buses, subways and other modes. For this study, the Genetic Algorithms are used to find the best routes that take into account transfer time and other service-time constraints.

  • Today, modern society pursues the paradigm of creative city and regeneration. Cultural regeneration of revitalizing locality by utilizing culture catches attention, is a major approach. Public arts is considered as a catalyst of cultural regeneration, and it inspires vitality to declined districts. Gamcheon Culture Village, Busan has accelerated propagation of revitalization only in recent couple of years, and it has been developing with residents' participation continuously. The purpose of this research is to analyse the revitalizing effects of public arts introduction to Gamcheon Culture Village regeneration. In specific, social, cultural, economical, physical and environmental revitalization effects of the village were defined. The research method is questionnaire survey and 320 reponses from residents and visitors were collected. Data were statistically analyzed with SPSS18.0. The effects of public arts introduction to Gamcheon Culture Village regeneration are positive overall. However, according to the districts of the village, having diversity of art projects in both quantity and quality, the perceptions were different. Regeneration with utilizing public arts for revitalizing declined district, the Gamcheon case shed light on the future. The research indicated the value of public arts and some strategies of allocating art projects.

Relationship between Perceived Neighborhood Characteristics and Vigorous Physical Activity among Adult Seoul Residents

  • Objectives : Vigorous physical activity is a well-known method to promote people s health. This research aims to investigate whether perceived neighborhood characteristics affect vigorous physical activity among adult Seoul residents (aged 19 to 64). Methods : Utilizing the 2005 Seoul Citizens Health Indicators Survey data, this study estimates the probability of vigorous physical activity. Particular attention is given to the effects of three perceived neighborhood characteristics satisfaction with relationship to the neighborhood, satisfaction with park and recreational facilities, and satisfaction with public security). Logistic regression models are analyzed separately by gender for the parameter estimation. Results : Vigorous physical activity is positively associated with three perceived neighborhood characteristics for women, while neither significant nor substantive association is found for men. Conclusions : As vigorous physical activity among Seoul citizens is differentially affected by perceived neighborhood characteristics and by gender, a different approach will be needed to increase vigorous physical activity of men and women in Seoul.

Social Dependence of Problem Drinking (알코올문제의 사회적 의존에 대한 소고)

  • This study is an effort to bring our attention to social dependence on alcohol, focusing on previous studies of drinking behaviors. Although drinking behavior and problems must be understood in a biopsychosocial framework, a certain aspect is often ignored in alcohol research. A few attention has been paid to social aspect of alcohol abuse or dependence. Social processes of drinking behavior deserve to have same attention as other aspects, psychological and physical aspects of the behavior. Literature show that the interdependence among group members exists to regulate individual's drinking behavior. Such social interactions tend to control drinking level for individual in terms of amounts, frequency, and preference. The drinking level tends to be dependent on desires for heavy drinkers, ignoring variabilities of individual's sensitivity to alcohol. However, such a heavy-oriented tendency in drinking behavior may have different patterns which are function of normative orientation of alcohol. negotiation among group members, and ethnoreligious characteristics. Perspectives from conflict tradition and symbolic interactionism are welcomed to illuminate multi-dimentional aspects of social dependence. Policy implication were discussed from public health perspective.

Public Perceptions of Scientists and Engineers in Korea: Focusing on the Effects of Generation, Gender, and Class Fields (한국인의 과학기술자에 대한 인식분석: 세대, 성, 전공계열의 영향을 중심으로)

  • By analyzing a national survey of public understanding of science and technology, this paper attempts to examine public perceptions of scientists and engineers in Korea. A special attention is given to the gap in the view of scientists and engineers across generation, gender, and class fields (or major fields). This paper shows that generation has the strongest effect on public perceptions of scientists and engineers among all the socio-demographic factors examined in this study. Those over 50 are more likely to have the conventional idealized images of scientists and the stereotypical negative images of scientists simultaneously, while the 20s are less likely to accept the idealized image of scientists. The survey result thus may suggest that the younger generation began to depart from a patriotic and moral description of scientists and engineers-for the younger generation, science and engineering is losing moral respect but becomes perceived as an ordinary occupation. Contrary to the popular belief, however, gender has little effect on public perceptions of scientists and engineers. This finding questions the assertion that female students possess more negative attitudes toward scientists and engineers than male students, and thus are reluctant to develop careers related to science and engineering. By uncovering that class fields (or major areas) have no effect on the image of scientists, this study also call into question the assertion in the science wars that the inadequate appreciation of science particularly among those who do not major in science and engineering is responsible for inadequate support for science and technology.
