지속가능한 발전을 위한 도서관의 역할 재고찰 (Reconsideration of the Roles of Libraries for Sustainable Development)

  • United Nations(UN)이 채택한 UN 2030 의제를 통해서 지속가능한 발전(sustainable development)은 전 세계적으로 많은 변화를 이끌어 내고 있다. 도서관계에서도 지속가능한 발전을 지원하기 위한 도서관의 역할에 대해 논의가 계속해서 이어지고 있지만, 이와 관련된 구체적인 방향이 명확하게 설정되지는 않은 실정이다. 이에 본 연구에서는 지속가능한 발전을 지원하기 위한 도서관의 역할 및 기능을 재고찰하고, 이를 위해 도서관이 수행할 수 있는 방안을 정보적, 사회적, 문화적, 환경적 측면에서 논의하였다. 또한 지속가능한 발전을 지원하기 위한 모든 도서관 활동의 중심에 자리 잡고 있는 사서의 역할을 재고찰함으로써 도서관과 사서가 사회의 지속가능한 발전을 수행하기 위한 토대를 마련할 수 있는 방안을 제안하였다.

  • United Nations (UN) adopted 17 global sustainable development agenda to the year 2030 in the 68th general assembly on september, 2015. The global agendas and goals are important for 3 reasons: (1) to adopt the international standard for determining the health status; (2) to identify areas in need of attention; and (3) to advance international cooperation regarding health issues. In the area of infectious diseases, our goals include the eradication of human immunodeficiency virus infection and acquired immune deficiency syndrome, tuberculosis, and malaria as well as a substantial reduction of hepatitis by the year 2030. In the area of non-communicable diseases, our goal is to reduce premature mortality (${\leq}70years$) at least 30% by the year 2030. Preventive activities such as smoking cessation, alcohol abstinence, nutritional measures, and physical activities, should also be promoted intensively nationwide. It is also necessary to establish stringent policies for control hypertension, diabetes, obesity, and hypercholesterolemia. Additionally, environmental health, injury by traffic accident, mental health, and drug and alcohol abuse are important health policies. Furthermore, in the area of international health and cooperation, maternal and child health remain important areas of support for underdeveloped countries. Education and training towards the empowerment of health professionals in underdeveloped countries is also an important issue. The global agenda prioritize resources(manpower and budget) allocation of international organizations such as UN, World Health Organization, United Nations Development Programme, and World Bank. The global agenda also sets the contribution levels of Official Developmental Assistance donor countries. Health professionals such as professors and researchers will have to turn their attention to areas of vital international importance, and play an important role in implementation strategies and futhermore guiding global agenda.

  • UNESCO is an international specialized agency based on the United Nations (UN) located in the Paris. The United Nations Educational, Scientific and Cultural Organization abbreviated as UNESCO. The mission and goal of UNESCO are to maintain the peace and security throughout the globe by encouraging international collaborations through educational, scientific, and cultural heritage in order to increase respect for principals of justice, international rules of law, and international human rights. Recently, the UNESCO published a new set of 17 goals for the nation's sustainable society. The Organization ensures to actively participate in UN activities to improve harmony and planning within the United Nations system. The 2030 agenda is primarily about shifting the world on to a sustainable and most in-depth. Currently, UNESCO launched broad goals and objectives for the international community including the Millennium Development Goals (MDGs). Among these sustainable goals, climate change, water security is more significant. In this paper, we briefly reviewed the seventeen goals by UNESCO.

A Study on the History of Environmental Policy in South Korea

  • International negotiation and cooperation for sustainable development currently emphasize three themes on which environmental policies are developed. South Korea emphasizes two of the three themes; climate change and the 2030 Agenda for Sustainable Development. South Korea has taken a leadership role in the international arena regarding these topics, actively participating in the United Nations Framework Convention on Climate Change (UNFCCC) and the negotiations for the 2030 Agenda (Jung, 2018). South Korea has taken a number of steps to address climate change, both domestically and internationally. Domestically, it has implemented several policies and methods to lessen GHG emissions and transition to a low-carbon economy. It has implemented an Emissions Trading Scheme, the largest in the world, a renewable energy portfolio standard, and aimed at accomplishing carbon neutrality by 2050. South Korea is also actively involved in executing the Sustainable Development Goals (SDGs) and has established a national committee to ensure their successful implementation. The group is made up of representatives from the private sector, government ministries, and civil society organizations. It is focused on monitoring the progress of the SDGs and providing policy and financial support for their implementation.

전략환경영향평가와 지속가능한 발전 지표의 연계방안 (Implication Measures between Strategic Environmental Impact Assessment and Sustainable Development Indicators)

  • 2015년 9월에 세계 각국의 정상이 UN 총회에 모여 지속가능한 발전을 위한 2030 Agenda를 구축하기로 합의하였다. 2030 Agenda에는 사회적 안전성, 경제적 효율성 및 환경적 건전성이라는 3대축을 달성하기 위한 17개의 지속가능한 발전목표(SDG)가 채택되었다. UN 지속가능 발전 구축연합(UN SDSN)에서는 SDG 실행 정도를 측정하기 위한 지속가능 발전지표(SDI)를 개발하여 빈곤퇴치, 사회적 통합, 환경관리 같은 총체적 접근을 통하여 지속가능성의 달성 정도를 확인할 수 있는 지속가능성평가(SA)에 적용할 수 있도록 하였다. 우리나라에서는 전략환경영향평가(SEIA)를 PPP(정책, 계획, 프로그램)에 환경부가 시행하는 반면에, 전략환경평가(SEA)의 일종인 국토계획평가(NLPA)는 국토교통부 자체의 계획에 적용되고 있다. SEIA와 NLPA가 고위 정책당국자를 포함한 이해당사자들에게 의사결정 지원도구로 활용되어 왔지만, 이들 SEA 제도의 핵심원리인 최적 대안 선정의 평가기준은 구체성이 미흡한 실정이다. 우리나라 실정에 적합하게 고안된 SDI를 SEIA에 반영하면 지속가능성을 비교적 간략하게 평가하여 SDG 실행의 실효성을 향상시키는데 기여할 수 있을 것으로 판단된다.

지속가능개발과 한국무형문화유산정책 (Sustainable Development and Korea's Intangible Cultural Heritage Policy)

  • UN은 2015년 9월, 2016년부터 2030년까지 앞으로 추진할 국제사회의 공동목표로 "지속가능개발 2030 의제"를 채택하였다. 이에 UNESCO는 2016년 5월, "무형문화유산보호협약 운영지침"을 개정하여 지속가능개발과 무형유산보호에 관한 장(章)을 신설하였다. 지속가능개발은 무형문화유산보호협약의 주요한 이념이기도 하다. 그러나 그동안 무형문화유산보호협약은 지속가능개발을 위한 무형문화유산보호 방안을 제시하고 있지 않았다. UNESCO는 이번 운영지침 개정을 통해 무형문화유산보호협약 당사국들이 지속가능개발과 무형문화유산보호를 어떻게 결합할 것인가에 대한 방향을 제시하였다고 볼 수 있다. 한국의 무형문화재제도는 1960년대부터 산업화로 표현되는 경제개발 과정에서 소멸되어 가는 전통문화를 보존하기 위하여 마련된 제도였다. 그러나 동시에 무형문화재제도는 경제개발을 적극적으로 지원하는 역할을 수행하기도 하였다. 근대적 국민형성기능을 수행함으로써 개발을 위한 문화적 지원 역할을 수행하였던 것이다. 지속가능개발의 제기는 그 이전의 경제개발과 사회개발을 부정하는 것이 아니라 기존의 개발개념이 심화되고 확장된 결과라 할 것이다. 따라서 한국은 그 동안의 개발성과를 계승하여 보다 성숙한 개발의 단계로 나간다는 관점에서 지속가능개발과 결합하는 무형문화유산정책들을 마련하여 시행할 필요가 있다. 본 연구는 지속가능개발의 의미와 그것이 한국의 무형문화유산정책 속에서 어떻게 구현되어야 하는가를 검토하고, 한국무형문화유산정책이 사회개발과 인간개발을 중심으로 지속가능개발 과제를 추진할 것을 제안한다.

유엔 지속가능발전 목표(SDG)를 위한 수산교육 방향 (Directions to Fisheries Education for Achieving UN Sustainable Development Goals (SDGs))

  • UN adopted the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) in 2015, a set of 17 objectives with 169 targets expected to guide actions over the next 15 years (2016-2030). One goal expressly focuses on the oceans, that is, SDG 14 'Conserve and sustainably use the oceans, seas and marine resources for sustainable development'. More than 30% of fish stocks worldwide were classified by FAO(2016) as overfished. Globally, world capture fisheries are near the ocean's productive capacity with catches on the order of 80 million metric tons. Aquaculture production is increasing rapidly and is expected to continue to increase, but aquaculture encounters some environmental challenges, including potential pollution, competition with wild fishery resources, potential contamination of gene pools, disease problems, and loss of habitat. Accordingly, there have been a variety of world organization and conferences stressing the importance of the implementation of the ecosystem-based fisheries management(EBFM) to overcome these problems. Annual catch of Korean fisheries have shown continuously declining patterns since late 1990s. Most fish stocks are currently known to be over-exploited, and some stocks are depleted due to the increase in fishing intensity and over-capitalization of fishing fleets. Other reasons for the depletion are land reclamations and coastal pollution, which destroy spawning and nursery grounds along the coastal regions. Aquaculture production is also increasing rapidly in Korea. However, several important issues such as gene pool and interaction with capture fisheries should be considered. The EBFM approach should use the best available information coupled with a reasonable application of the precautionary approach. The EBFM has global relevance, and so the real challenge will be to develop and use reliable, robust and cost-effective means of assessing and monitoring the status of ecosystems and their resources, and rapid means of detecting any undesirable and excessive impacts that threaten sustainable use. Future fisheries education should take into account UN's SDGs, which were adopted to achieve the global 2030 agenda. However, there are some difficulties in the current fisheries education system in Korea. First, the current education organizations are limited within the old frame of traditional fisheries sciences. Second, the fisheries education is currently lack of the future-oriented education system and of customized schools or departments. Third, the on-going fisheries education has been based upon few educational policies which are sufficiently relevant to holistic SDGs of the global standard. Accordingly, directions to modern fisheries education for achieving SDGs would be, first, the transition of fisheries education structure into the future-oriented and customized education system. Second, fisheries education needs to shift to the new paradigm, which combines traditional fisheries science education with related fields such as oceanography and environmental sciences to adopt the concept of EBFM. Lastly, fisheries education should accompany relevant policies for effectively achieving SDGs.

유네스코 지속가능발전교육에 근거한 기독교교육의 실천가능성에 관한 연구 (A Study on the Practicality of Christian Education Based on the Sustainable Development Education of UNESCO)

  • 연구 목적 : 본 연구는 급변하는 세상 속에서 지속가능한 발전을 위한 기독교교육의 실천적 가능성을 모색하고자 하는 목적으로 진행되었다. 이를 위하여 1980년대 초부터 유네스코를 중심으로 연구되고 발표되었던 "지속가능발전"(Sustainable Development)이라는 개념과 의미 그리고 실행방향을 규명하고, 그 원리를 활용하여 기독교교육의 지속가능한 발전을 위한 실천적 전략을 제시하고자 하였다. 연구 내용 및 방법 : 본 연구는 유네스코에서 발표한 5개의 주요 보고서들--"우리 공동의 미래"(1987), "의제21"(1992), 유엔ESD 10년"(2002), "글로벌실행프로그램 2015-2019"(2014) 그리고 "지속가능발전2030"(2020)--을 연대순으로 선별하고, 그 안에 제시되고 있는 "지속가능발전(SD)의 개념과 의미에 대한 변천사를 고찰하였다. 동시에 "지속가능발전교육"(ESD)과 관련하여 "지속가능발전목표"(SDGs)의 발생과 변천 그리고 실행방식을 살펴보면서 지속가능발전의 구체적인 실천전략이 갖는 특징들을 분석하여 제시하였다. 결론 및 제언 : 본 연구를 통해 지속가능발전의 개념과 이를 활용한 리더십 개발전략을 바탕으로 하여 기독교교육이 믿음의 다음 세대를 올바르게 세우기 위해 필요한 3가지 함의점을 도출하였다. 먼저 기독교교육의, 지속가능성을 위하여 문화명령에 대한 올바른 성경적 해석을 바탕으로 한 교육의 토대를 점검하고 다음으로 다양한 형태의 지표와 교육모듈을 사용하여 구체적인 교육과정 개발과 수업 설계의 필요성을 제안하고, 마지막으로 다차원적인 접근을 통해 기독교교육의 활성화를 위한 교육리더십 개발을 위한 구체적인 실천사항을 제시한다.

제9차 건강증진 국제회의와 상하이 선언 (The 9th Global Conference for Health Promotion and Shanghai Declaration)

  • The 9th Global Conference for Health Promotion has been held in Shanghai after 30 years of the first Global Conference for Health Promotion in Ottawa, Canada. In the conference, the delegated members of the countries declared 'Shanghai Declaration on promoting health in the 2030 Agenda for Sustainable Development.' In the declaration, the delegated members of country had agreed that health is one of the 'most effective markers' of any city's successful sustainable development and contributes to make cities inclusive, safe, and resilient for the whole population and 'health literacy' empowers individual citizens and enables their engagement in collective health promotion action. And in a parallel session 'Mayors Forum,' they had consensus for health city and they adopted 'Shanghai Consensus on Healthy Cities.' They recognized their political responsibility to create the conditions for every resident of every city to lead more healthy, safe, and fulfilling lives and to support the full realization of human potential and capabilities at all ages in the city environment.

Green Bonds Driving Sustainable Transition in Asian Economies: The Case of India

  • On September 25, 2015, 193 countries of the United Nations (UN) General Assembly, signed the 2030 Agenda to work towards attaining 17 Sustainable Development Goals (SDGs) and its associated 169 targets and 232 indicators. With one of the largest renewable energy programs, India is well-poised to be a role model for low-carbon transformation to other Asian countries. However, bridging the financing gap is critical to ensure that the country meets its SDG targets. Though the SDGs identified by the UN are broad-based and interdependent, for ease of analysis we have grouped them into five themes - people, planet, prosperity, peace, and partnership - based on existing UN models. This paper investigates the financing gap for 'green' projects linked to planet-related SDG targets in India. It builds an argument for utilizing green bonds as an instrument to bridge the gap. After establishing the potential of green bonds in raising the finance to meet India's planet-related SDG targets, we look at the current policy landscape and suggest recommendations for successful execution. The paper concludes that deepening of the corporate fixed income securities market and firming up guidelines in line with India's climate action plans are inevitable before green bonds can be considered a viable financing option.
